In early December, as the first “year of COVID” ended—while the pandemic raged on pre-vaccine—our team at Biodiesel Magazine reached out to biodiesel producers with a simple set of questions: We asked how things were going, how morale was holding up, what condition their operation was in, and how severely—if that was even the right word—COVID-19 had impacted their business. We didn’t expect a huge response, and few producers initially answered. But after a second (and then a third) e-mail to every biodiesel and renewable diesel plant in the U.S., the responses started to trickle in. Before long, we had enough of a participant sample (and I hesitate to use such statistical terms for our surveys) to justify sharing the results with our readers. In the end, only one-fifth of active U.S. biodiesel producers took part in our survey, but the insight extrapolated from their input seems both relevant and timely. The feedback we compiled, detailed in “Holding Strong,” on page 12, tells the story of a resilient industry that didn’t so much suffer directly from COIVD-19—because diesel use held steady—but rather indirectly through a slackened compliance pull. Most producers said their facility was online and producing close to full capacity in December, while nearly a third said their plant was running at a reduced rate. There was plenty of good news to report from the survey. Generally, U.S. biodiesel plants have weathered the pandemic well, keeping production online and people working. In fact, only 20% of producers surveyed laid off or furloughed employees in 2020; eight out of 10 respondents said their facility was still hiring; most reported only moderate hits to their business operations; and many are investing in new technologies, right now, despite the ongoing health crisis. It’s been said that “where you stand depends on where you sit,” and that fairly describes biodiesel producers right now. While most surveyed said they believe the industry was, in fact, harmed by the pandemic and in the early stages of a months-long recovery, about one-fourth of them said they didn’t think there was anything to recover from. The political opinions of U.S. biodiesel producers are also mixed. A majority of survey takers expressed optimism about the incoming Biden Administration—rooted mostly in the idea that Biden’s EPA will manage the Renewable Fuels Standard (i.e., volume obligations and small refinery exemptions) more fairly than the agency did under Trump. In the words of one respondent, the copious approval of SREs was “the No. 1 item facing the industry and adding uncertainty.” Among the top concerns of producers heading into 2021, was the availability of feedstock. Given the extraordinary size of the currently expanding and under construction renewable diesel plants in the U.S. (see “Renewable Diesel’s Rising Tide,” on page 20), their apprehension is not unwarranted.

REG promotes among leadership, hires new sales VP

Minnesota biodiesel plant installing wind turbine Renewable Energy Group Inc. is installing a wind turbine near its Albert Lea, Minnesota, biodiesel plant. The project will provide locally sourced, clean electricity, lowering the carbon footprint of the 30 MMgy biodiesel facility. The turbine, which will be built and operated by Minnesota-based Juhl Energy, will reduce the plant’s associated carbon di-
oxide footprint by 68,000 tons per decade, displacing a portion of the fossil fuel-based electricity it uses. The single wind turbine will be located to the northwest of the facility. The site selection was made based on REG’s desire to limit the impact of sound and shadow flicker to the surrounding residents.
In December, Renewable Energy Group Inc. announced several changes within its senior leadership team. Chad Stone moved from chief financial officer (CFO) into a newly created role of senior vice president, commercial performance. Todd Robinson, formerly treasurer and executive director, investor relations, is now interim CFO. Brad Albin is now senior vice president, manufacturing and engineering; Natalie Merrill is senior vice president, business development. Trisha Conley and Bob Kenyon, both new additions to REG in 2020, will each be promoted to senior vice president positions, overseeing people development and sales and marketing, respectively. “We believe these changes will strengthen our senior leadership team and ... accelerate growth in our areas of focus," said REG President and CEO Cynthia “CJ” Warner.

Neste opens two more renewable diesel stations in California
BDI to supply technology for Cargill plant in Belgium
Neste, an international renewable diesel producer and distributor, has opened two new fueling stations in the Central California cities of Stockton and Lodi. The company intends to create a "green fueling network" across the West Coast, making it easy for fleet managers to switch to renewable diesel. The company now has nine renewable diesel stations, strategically located near major commercial freight routes to accommodate fleet vehicles of all sizes. The new cardlock locations, open 24/7, are operated by Neste's authorized distributor, Van De Pol Petroleum. The two new pumps join seven existing Neste-branded renewable diesel stations in San Leandro, San Jose, Keyes, Ripon, Wasco, Buttonwillow and Shafter.
Germany’s BDI-BioEnergy International GmbH will supply the process technology for Cargill’s new multi-feedstock biodiesel plant being built in Ghent, Belgium. The new 36 MMgy facility will be capable of processing a multitude of feedstocks, including fatty acids from vegetable oil refining, liquid residues from industrial processes, and fat recovered from sewage sludge. The plant will use BDI’s latest technology, RepCAT, a patented biodiesel production system for low-quality, high-FFA feedstocks. The facility is scheduled to be commissioned in mid-2022. “Our share in this lighthouse project represents the largest order volume in BDI’s history,” said Markus Dielacher, CEO of BDI. “In spite of the generally known difficult economic conditions, we are very proud of this success. With the multi-feedstock biodiesel technology RepCAT we developed, Cargill will be able to make an important contribution to the decarbonization of the European transport sector.”

Carbon Reductions on the Rise in 2021

Biodiesel and renewable diesel are on the “Rise” in 2021. Our industry is on the cusp of a cultural shift in the way consumers think about their fuel. With a world desiring cleaner air, our industry anticipates a major transition from fossils fuels to clean energy sooner than we may have previously thought. We are entering a time when the environment and cleaner energy are finally taking their rightful place with consumers and policymakers, and we believe biodiesel and renewable diesel will play a huge role in this shift to lower carbon fuel. Throughout 2020 the National Biodiesel Board has been vocal about our Vision to reach 6 billion gallons by 2030 and 15 billion gallons by 2050. We have not let up on that message and will continue to raise our voices in 2021. This past year brought an additional wave of corporations announcing their commitments to carbon reduction. Major corporations including Amazon, Walmart, Ikea, Pepsi, McDonalds, and many others are setting aggressive carbon reduction goals. These goals will not just affect the operations of those corporations but also the operations of nearly all their suppliers. With a significant amount of greenhouse gases (GHGs) tied to transportation activities, it is inevitable that the corporations and their suppliers will seek out cleaner transportation fuels, expanding the market for biodiesel and renewable diesel. I remain bullish about our future because of the growing number of states that are taking it upon themselves to enact policies in the carbon reduction area. Just look at California’s aggressive climate goals. Currently, California is forging ahead with its ambitious low carbon fuel standard (LCFS). This program, with a goal of 20% carbon reduction, has been in place for over 10 years and, to date, has helped California reach about a 7% reduction. Biomass-based diesel (BMBD) has been the biggest contributor to these reductions, currently making up nearly 45% of the credits gen-

erated. And, in gallons, it has been a remarkable story for our industry. Before the LCFS was enacted, BMBD was about a 14-million-gallon market. We believe 2020 may be the year that BMBD consumption in California reached 1 billion gallons. BMBD’s contribution to carbon reduction in California suggests that as carbon policies around the country begin to take hold, we will see tremendous opportunities for growth for our industry. Our better, cleaner fuels can provide immediate and substantial air pollution benefits, including 80% reduction in both greenhouse gases and particulate matter, over 40% reduction in carbon monoxide, and significant reductions in other noxious pollutants, all of which are harmful to public health, particularly to vulnerable residents in poor and disadvantaged communities around the country. These immediate and substantial emission benefits can and should be an important part of any state, regional or national climate program, and part of an all-of-the-above strategy that facilitates decarbonization through advanced alternative fuels like biodiesel and renewable diesel. My excitement for the industry is tied to the changing demands of consumers, policymakers, and corporations. Our industry will finally have a place at the table with answers to long-pondered problems. We are only beginning to see the sweeping policy changes at the state and federal level for biodiesel and renewable diesel. This transformation may not be easy, the market opportunities won’t just happen, it will take diligence and hard work. I am positive that as an industry we must remain together and continue to speak with one voice. I look forward to 2021 and the growth I am confident we will see. NBB Biden Administration Inherits RFS Uncertainty The Biden administration is launching its agenda for the next four years with climate concerns and economic recovery as top priorities. NBB will work to open opportunities for the biodiesel industry within that agenda. However, NBB will also join the entire biofuel industry in asking the administration to address some unfinished business with the Renewable Fuel Standard (RFS). For the first time in five years, the Environmental Protection Agency missed the annual November 30 deadline for finalizing RFS obligations (RVOs) for the upcoming year. In fact, the agency did not even propose a 2021 RFS rule before the end of the year. The annual rule is crucial to all stakeholders because it sets market expectations. EPA is required to set biodiesel volumes a full 14 months in advance to give the industry and other stakeholders the proper signals. The biodiesel industry is currently waiting on EPA to set 2022 volumes for the biomass-based diesel RFS category. And the year. NBB Membership Meeting Sets Virtual Record As a member-driven and member-focused trade association, the National Biodiesel Board welcomed their membership for the annual fall meeting virtually, November 18-20, to focus on critical policy initiatives and move the biodiesel and renewable diesel industry forward. During this meeting, members participated in more than 80 virtual Hill visits with key policy makers in D.C. “Meeting with elected leaders is one of the key reasons NBB gathers our membership,” said Donnell Rehagen, NBB CEO. “These visits, whether virtual or in person, help the biodiesel and renewable diesel industry create strong relationships with those fighting for biofuels on the Hill and make strides on policy essential to growing a better, cleaner fuel alternative.” In addition, members heard from association leadership, key staff, and other subject matter experts on topics ranging from the RFS, technical advancements, sustainability program initiatives, the latest in state policy movement, communications campaigns, and more. Ad Campaign Turns up the Volume on Biodiesel: Better, Cleaner, Now! The National Biodiesel Board’s annual advertising campaign hit the airwaves this fall with biodiesel education aimed to influence key decision makers on the many benefits of biodiesel and renewable diesel. “The ad campaign strives to increase consumer acceptance and industry growth through education and promotion,” says NBB Director of Communications Kaleb Little. “Biodiesel is better and cleaner than petroleum diesel—with proven environmental, health, and economic benefits—and it is ready to use now. There are a million reasons to use biodiesel, but we have broken it down to the most basic benefits for this effort.” Funded by the United Soybean Board, U.S. Canola Association, and a dozen Qualified State Soybean Boards, this educational campaign allows NBB to reach an audience unfamiliar with agriculture and the biodiesel and renewable diesel industry, as a major component includes targeted advertising in the mid-Atlantic, Washington D.C., and California regions. The impactful digital ads ran in The Washington Post, The Hill, Politico, Roll Call, more than two dozen news and information sites, and on social media. The campaign earned approximately 13 million impressions. With more than 25,000 clicks on the ads and 1.7 million video views, it’s apparent that viewers are interested in taking action and learning more about biodiesel’s impact across the nation. “I'm excited we are able to highlight a handful of our hardworking members and industry stakeholders as part of the effort [in 2020],” Little said. “The unique stories of the individuals within our industry are one of the things that make it great. These are some of the most

The National Biodiesel Board recently updated its longtime sustainability platform into a new, modern Biodiesel Sustainability Now website. This publication’s survey of U.S. biomass-based diesel producers, conducted in early December, captured responses from qualified personnel at about one-fifth of the industry’s operational facilities. While the number of
plants represented in the survey offers a limited picture of the industry and its fleet of 100-plus plants, the sample includes both biodiesel and renewable diesel facilities. In fact, 19% of survey respondents specified some form 12

of involvement with renewable diesel production in 2020, including one facility that produces both renewable diesel and sustainable aviation fuel (SAF). Every respondent was either a biodiesel producer exclusively, or a producer of both biodiesel and renewable diesel/SAF. This is notable, as a number of U.S. biodiesel plants are, or will soon be, supplying all or some of their product stream as ready-made feedstock for renewable diesel production. In July, for example, Marathon Petroleum Corp. purchased the 50 MMgy Duonix biodiesel plant in Beatrice, Nebraska, with the
intention of using the facility to aggregate and pretreat feedstock for renewable diesel production in Dickinson, North Dakota. Other producers are expected to follow suit. Due to the survey’s sample size, portions of the results may not be reflective of the industry as a whole. Feedstock usage among respondents, for example, appeared to be relatively consistent with known levels of utilization, except for a seemingly dispropor-

Nearly 43% of respondents utilize animal fats as a feedstock, while one-third said their facility processes one or more of the following inputs: waste vegetable oil, canola, distillers corn oil, tallow, and yellow grease. Fewer producers surveyed said they use brown grease, low- and high-FFA feedstocks, and virgin oils. Note: the survey’s feedstock categories were non-exclusive and not volume specific; most respondents selected more than one feedstock. That industry’s trend toward feedstock diversity may ultimately hit a wall, however, as the biodiesel and renewable diesel industry grows rapidly over the next several years. capacity by 2024, according to our page-20 feature, “Renewable Diesel's Rising Tide.” The NBB, in fact, has a stated vision for the industry to exceed not only 6 billion gallons, but 15 billion gallons by 2050. The organization believes this will be made possible by increased soybean production—driven by the world’s rising demand for protein— which is expected to result in massive amounts of excess soy oil (as much as 5.5 billion pounds more by 2030) becoming available for biodiesel and renewable diesel production. Despite the expectation of increased feedstock homogeny in the future, more than one-third of surveyed producers said they anticipate changing or expanding the type of feedstock they process in the next 12 months, suggesting that 2021 could bring a continued reshuffling of the current biodiesel feedstock balance, with more producers looking to become multi-feedstock capable. What have historically been lower-cost, lower-quality feedstocks such as used cooking oil (UCO) and distillers corn oil (DCO) have risen in value during the pandemic due to restaurants (UCO suppliers) and ethanol plants (DCO suppliers) shutting or slowing down. DCO production, however, returned to near-normal levels later in 2020, after dropping by more than 50% earlier in the year. Rendering plants, too, were impacted by COVID-19, with the supply of animal fats being cut in half during the onset of the pandemic. Soybean crush levels have actually increased, but pricing has been volatile.

would take one to three months to regain normalcy; 19% said it would take three to six months; and 14% said it would take more than a year. All said, about half of the respondents believed the industry did suffer damage from COVID-19, and that it would take six months to more than a year for the industry to fully rebound. Despite a general feeling among producers that the industry will remain in a state of recovery for several months, over half (53%) said they are currently investing (or considering investing) in new products or technologies that will enhance operational efficiency, expand the feedstocks they can process, or otherwise improve their operation. While some respondents were unwilling to share the details of their planned investments, some did. Investments included: biodiesel blending infrastructure; new pretreatment platforms; wastewater processing equipment; process improvements; enzymatic-assisted feedstock conversion; solar power installation; glycerin processing; and renewable diesel production. When asked how important the 2020 U.S. presidential election was to the future of the U.S. biodiesel and renewable diesel industry, and why, respondents provided an array of answers. Most, but not all, expressed optimism about the incoming Biden Administration.

At press time in mid-December, President-Elect Joe Biden had just been officially confirmed as the nation’s next president by The Electoral College, assuring that he will be sworn into office on January 20. Generally, survey respondents believed that the Biden Administration will be more “climate focused” and, therefore, more friendly to low-carbon, renewable fuels like biodiesel and renewable diesel. “This was a very important election,” one respondent said. “We need a president who is mindful of the effects of climate change but also understands the benefits of using biomass-based diesels to reduce GHG, immediately.” Another said, “Electing politicians that have favorable opinions of renewable fuels is essential to the long-term growth of our industry.” Others said having a Democrat in office “will advance carbon reduction policies and reduce the likelihood of EPA granting small refinery exemptions (SREs);” and that the Biden Administration poses “less risk” to the biofuels sector. The EPA’s granting of SREs—and the impact of those actions on RIN values—was echoed by several respondents, as was the importance of fighting for the continuance of the biodiesel tax credit over the next 24 months.

“Our industry still requires some combination of RINs, the BTC, and/or LCFS to be competitive with fossil fuels,” said another. “We need a more robust RFS and additional clarity on the blender credit program past 2022,” another producer said. “We have already lost 2020 due to COVID and the late return of retroactive BTC payments.” Other respondents were less specific about the industry’s policy priorities, and more uncertain about the Biden administration. The impact of the new administration on the biodiesel industry will be “neutral,” one respondent said, echoing the sentiment of another who said the impact of the changeover would likely do “noth-

ing” for the industry. One producer said, “I personally think both parties have shown support for renewable energy. So, in regards to the future of the industry, I don't see the election having a large effect either way.” Beyond the results of the election, the concerns of respondents were predominately related to upholding the integrity of the RFS and assuring the continuance of the BTC past 2022. One producer expressed concern about the RFS “sunsetting,” and another, the “RFS reset,” suggesting that some question the permanence of the nation’s biofuels policy past 2022. The appeal of stacking the $1-per-gallon biodiesel tax credit on top of California’s Low Carbon Fuel Standard credits, while reducing RIN exposure for those that have it, has encouraged a race for renewable diesel production capacity that will likely transform America’s biomassbased-diesel industry over the next few years. The federal tax credit is guaranteed only through 2022, but that's runway enough for developers to continue transforming half a dozen U.S. oil refineries into renewable diesel plants, even as two existing renewable diesel producers—both in Louisiana—proceed with massive expansions. As 2020 expired, Biodiesel Magazine was aware of four operational renewable diesel plants in the United States: the two expanding facilities, capable of producing 90 MMgy and 275 MMgy prior to upsizing; a newly commissioned 184 MMgy plant in North Dakota; and a 4 MMgy unit in Kansas. That existing 553 MMgy of capacity, while impressive by itself, will soon be eclipsed by six more renewable diesel plants under construction, plus the expansions. Altogether, this first big wave of construction represents over 2 billion gallons of biobased-diesel capacity. And what’s poised to come next could be even more extraordinary. At least five additional proposed renewable diesel facilities—each of them massive—represent another 3.3 billion gallons of potential capacity. Altogether, the 14 facilities in this overview represent nearly 5.5 billion gallons of new or potential capacity, which is double the U.S. biodiesel industry’s current size. It will take years to know how much renewable diesel capacity is ultimately built out, and what impact it has on North America’s current fleet of 100-plus operational biodiesel plants, but it is increasingly clear that the biobased-diesel industry’s two segments—sharing markets, incentives and feedstock—are veering toward unification, politically and logistically.
CVR Energy Inc. - Wynnewood
UNDER CONSTRUCTION / 100 MMgy Wynnewood, Oklahoma In late December, CVR Energy Inc. confirmed that its board of directors had approved a plan to retrofit the company’s refinery in Wynnewood, Oklahoma, to produce renewable diesel and naphtha. The project—centered around converting the facility’s hydrocracker unit to renewable diesel production—is expected to be complete in mid-2021, allowing the refinery to produce nearly 100 MMgy of renewable fuel. “Detailed engineering design work for the project is underway,” said Dave Lamp,
CEO of CVR Energy. “We also have ordered long lead-time equipment and began construction work. … We continue to expect the unit to be in service by July 1, 2021.” A statement released by CVR Energy characterized the current project as the first of three phases of the company’s long-term renewable diesel strategy. During a thirdquarter earnings call in November, Lamp said phase one is the conversion of the existing hydrocracker at the Wynnewood refinery; phase two would include the installation of a pretreatment unit at the Wynnewood plant that would allow the re-
Bakersfield Renewable Fuels
UNDER CONSTRUCTION / 230 MMgy Bakersfield, California Bakersfield Renewable Fuels’ parent company, Global Clean Energy Holdings Inc., purchased the Bakersfield refinery in June after raising $365 million to acquire and retrofit the facility to produce renewable diesel, liquid propane and naphtha. The refinery will use a variety of feedstocks including waste fats, used cooking oil, soybean oil and distillers corn oil—as well as GCEH’s proprietary camelina oil. The overhaul of the refinery is being handled by ARB Inc., a Bakersfield-based EPC contractor. The facility is expected to be commissioned in early 2022, with start-up capacity aorund 230 MMgy. Haldor Topsoe is supplying the plant with its HydroFlex process technology, a package that includes basic engineering, license, proprietary equipment and a process catalyst. In August, ExxonMobil signed an agreement with GCEH to purchase 105 MMgy of renewable diesel from the facility, for five years, starting in 2022. ExxonMobil plans to distribute the renewable diesel within California and potentially to other domestic and international markets. Diamond Green Diesel - Norco
UNDER EXPANSION / 675 MMgy Norco, Louisiana Having already expanded its Norco, Louisiana, renewable diesel plant from 160 MMgy to 275 MMgy in 2018, Diamond Green Diesel—a joint venture of Darling Ingredients and a subsidiary of Valero Energy Corp.—is now increasing the unit’s capacity to 675 MMgy. The project is currently underway and on track to be completed in 2021. Joseph Gorder, chairman and CEO of Valero, addressed the company’s renewable diesel business during the company’s third quarter earnings call in October. He said Valero’s renewable diesel business has remained resilient during COVID-19, and confirmed that the expansion of the Norco facility was progressing on schedule. In early November, Honeywell confirmed that it was installing a second Ecofining process unit at the Norco refinery (the first being installed in 2018). Honeywell’s Ecofining technology is currently employed in four commercial-scale facilities, including two in the U.S. and two in Europe. According to Honeywell, fuel produced by the Ecofining process has a cetane value of 80, compared with a cetane range of 40 to 60 found in diesel at the pump today. As a result, it makes an excellent blendstock for cheaper low-cetane diesel to meet transportation standards, and it performs well at cold or warm temperatures.
Diamond Green Diesel - Port Arthur
PROPOSED / 400 MMgy Port Arthur, Texas Diamond Green Diesel announced in October that it had received the necessary air permits to move forward with a second renewable diesel plant in Port, Arthur, Texas. For several months, Darling and Valero have been considering developing the 400 MMgy renewable diesel plant near an existing Valero refinery at that location. At press time, a final investment decision on the project was looming. "Our timeline to construct an additional 400 million gallons of renewable diesel production in Port Arthur, Texas, is on schedule,"
HollyFrontier Corp. - Artesia
said Randall Stuewe, chairman and CEO of Darling Ingredients. "DGD is in the process of finalizing Phase III engineering plans and cost estimates to build another state-of-the-art facility. We anticipate that both joint venture partners' board of directors will be in a position to approve moving forward with the project in early 2021. As we meet this investment decision timeframe, we believe that [the plant] would be operational in 2024." Development of the Port Arthur facility would boost Diamond Green Diesel’s annual renewable diesel production capacity to 1.1 billion gallons per year. The two facilities would also be capable of producing a combined 100 MMgy of renewable naphtha.
UNDER CONSTRUCTION / 110 MMgy Artesia, New Mexico HollyFrontier Corp. announced in early June that its board of directors had approved a plan to construct a pretreatment unit (PTU) at its Artesia, New Mexico, refinery, enabling the facility to produce approximately 110 MMgy of renewable diesel on site, and giving the company a total capacity to produce more than 200 MMgy (see Cheyenne announcement on page 23). The refiner expects to invest $650 to $750 million in its renewables business, with an expected aggregate internal rate of return as high as 30 percent. The PTU, which is being supplied by Alpha Laval, will process more than 80 percent of the feedstock for both of HollyFrontier’s renewable diesel plants—Artesia and Cheyenne. The PTU is expected to provide feedstock flexibility, mitigating single feedstock risk and generating value through the use of lower-carbon intensity inputs. HollyFrontier estimates the capital cost of the PTU to be between $175 million and $225 million, with the plant coming on line in 2022. BIODIESEL MAGAZINE 2021 WINTER EDITION 22 l
PROPOSED / 900 MMgy Baton Rouge, Louisiana In November, Fidelis Infrastructure co-founders Daniel Shapiro and Bengt Jarlsjo said their portfolio company Grön Fuels LLC was studying the feasibility of a renewable fuel complex at the Port of Greater Baton Rouge. With expansions and associated projects, the complex could involve up to $9.2 billion of total investment over several phases. A final investment decision is expected in 2021, which will determine the cost of the project’s first phase. The project would be built in stages over nine years at a site leased from the port on the west bank of the Mississippi River, near Port Allen. The first phase of construction would involve a capital investment of over $1.25 billion and create 340 new direct jobs by 2024. The base project is expected to produce more than 900 MMgy of renewable diesel, with an option to produce renewable jet fuel utilizing non-fossil feedstocks, including soybean oil, corn oil and animal fats. When all phases of the project are complete—potentially by 2030—the site would be one of the largest renewable fuel complexes in the world. “This is a transformative new company and investment for the capital region, and we have enjoyed working on this project with company executives over the last year,” said Adam Knapp, president and CEO of the Baton Rouge Area Chamber. “Fidelis brings hundreds of quality, high-paying jobs and huge capital investment during a critical time for both jobs and innovation for this sector. This is a big deal, and puts metro Baton Rouge on the map as home to the largest renewable fuel refinery in the world.” Note: This project was not represented on Biodiesel Magazine’s 2021 Biodiesel and Renewable Diesel Plant Map.
HollyFrontier Corp. - Cheyenne
UNDER CONSTRUCTION / 90 MMgy Cheyenne, Wyoming Along with its New Mexico project, HollyFrontier intends to repurpose its Cheyenne, Wyoming, refinery to produce 90 MMgy of renewable diesel. The company expects the project to be completed in early 2022. The conversion to renewable diesel production will result in HollyFrontier ceasing petroleum refining altogether at the Cheyenne unit. “Demand for renewable diesel, as well as other lower-carbon fuels, is growing and taking market share based on both consumer preferences and support from substantial federal and state government incentive programs,” said Mike Jennings, president and CEO of HollyFrontier. “This represents an exciting opportunity to enhance both the profitability and environmental footprint of HollyFrontier through organic investment. [These] announcements lay the groundwork for an integrated renewables business at HollyFrontier, including multiple renewable diesel plants with feedstock flexibility.”
Marathon Petroleum - Dickinson
OPERATIONAL / 184 MMgy Dickinson, North Dakota In late 2020, Marathon Petroleum said it was in the process of commissioning its renewable diesel facility in Dickinson, North Dakota, while also progressing with plans to convert its Martinez, California, refinery to renewable diesel (see Martinez listing above, right). Marathon CEO Mike Hennigan discussed both projects during a Q3 earnings call. He said the Dickinson project was coming online and, once fully operational, would produce approximately 184 MMgy of renewable diesel. The Dickinson refinery, formerly owned by Tesoro, will utilize pretreated feedstock from a biodiesel plant Marathon purchased last year. As previously reported by Biodiesel Magazine, Marathon acquired the 50 MMgy Duonix biodiesel plant in Beatrice, Nebraska, which was idled in 2019 by jointventure owners Flint Hills Resources and Benefuel. Marathon plans to use the facility to aggregate and pretreat feedstocks such as distillers corn oil, soybean oil and rendered fats before shipping them up to North Dakota as a ready-made renewable diesel input. The Beatrice plant was originally built in 2008 but was never fully operable. Flint Hills Resources purchased the facility in 2011 and, two years later, the company formed its joint venture with Benefuel, a biodiesel production technology provider. Now under Marathon’s ownership as a feedstock pretreatment facility, the Beatrice plant is presumed operational.
Marathon Petroleum - Martinez
PROPOSED / 736 MMgy Martinez, California Marathon disclosed late last year that it was seeking permits to convert its Martinez, California, refinery into a renewable diesel plant. The company is reportedly already engaging in discussions with feedstock suppliers and has begun detailed engineering work on the proposed project. If commissioned, the plant would likely begin producing renewable diesel in 2022 and reach full capacity in 2023. At peak capacity, the facility would be capable of producing as much as 736 MMgy, primarily from animal fats, soybean oil and distillers corn oil. In addition to reducing its RIN liability, Marathon wants to reduce its greenhouse gas emissions intensity by 30% below 2014 levels by 2030. Marathon’s conversion of the Martinez facility from a petroleum refinery to a renewable diesel facility is anticipated to reduce the unit’s greenhouse gas emissions by 70%. The Martinez project would join a portfolio of Marathon renewable fuels projects that have been ongoing for years, including the conversion of the Dickinson, North Dakota, refinery to a renewable diesel plant (see below, left); investment in its advanced biofuels subsidiary, Virent; biodiesel production at Marathon’s Cincinnati facility; pretreatment in Nebraska; and ethanol production through a Midwest joint venture.
Next Renewable Fuels
PROPOSED / 575 MMgy Port Westward, Oregon In and out of the news over the past two years, Next Renewable Fuels is a proposed renewable diesel plant near Clatskanie, Oregon, with a projected $1 billion price tag. If approved and constructed, the refinery would be capable of producing more than 575 MMgy of advanced biofuels initially, later growing to more than 750 MMgy. The feedstock-agnostic refinery would utilize white and brown grease, animal tallow, soy oil and a variety of vegetable oils—but expressly not virgin palm oil. Both the feedstock and the outgoing biofuel would be transported to and from the refinery by ship— through the Port of Columbia’s Port Westward Industrial Park— minimizing rail traffic. Last year, the Port of Columbia County Commissioners approved a long-term ground lease with Next Renewable Energy for a 90-acre industrial site. Still in a protracted permitting phase, developers hope to begin commercial operations in early 2022. However, the company’s high-profile CEO was terminated in late 2020, putting the current state of the project in question. Representatives of the company, however, told local media that the “project will continue without interruption” and is “moving forward full speed.” About 90% of the plant’s output would be renewable diesel. The rest would be renewable propane, which would be recycled back into the refining process. PROJECTS Phillips 66 Rodeo Renewed
PROPOSED / 680 MMgy Rodeo, California In mid-2020, Phillips 66 announced its intention to reconfigure a refinery in Rodeo, California (near San Francisco), to produce a variety of renewable fuels. The plant will no longer produce fuels from crude oil, switching entirely to biobased inputs: used cooking oil, fats, greases and soybean oil. The RodeoRenewed project, still obtaining permitting, would produce 680 MMgy of renewable fuels, including renewable diesel, renewable gasoline and sustainable jet fuel. Combined with other production assets being developed, Phillips 66 could ultimately produce more than 800 MMgy, making it one of the world’s largest renewable diesel producers.
The scope of the Rodeo project includes the construction of pretreatment units and the repurposing of existing hydrocracking units to enable renewable fuels production. If approved by Contra Costa County officials and the Bay Area Air Quality Management District, the plant could begin production by early 2024. California Gov. Gavin Newsom has expressed support for the project, and others like it, and asked area officials to put “less red tape� in the way. In early 2020, Phillips 66 and Renewable Energy Group Inc. (see right) discontinued their joint effort to construct a large-scale renewable diesel plant in Ferndale, Washington. Permitting delays and other uncertainties made moving forward with the 250 MMgy project challenging.
REG Geismar LLC
UNDER EXPANSION / 340 MMgy Geismar, Louisiana Renewable Energy Group Inc. is preparing to begin expanding its biorefinery in Geismar, Louisiana, from 90 MMgy to 340 MMgy. Construction is expected to begin in mid-2021 with mechanical completion expected in late 2023. The expansion project will require approximately $825 million in capital investment. The Geismar facility, originally a joint venture between Tyson Foods and Syntroleum Corp., is considered to be the first renewable diesel plant built in the U.S. The facility came online in 2010 with a capacity of 75 MMgy—later, ramping up to 90 MMgy—and was purchased by REG in 2014. Three
years later, REG acquired an additional 82 acres of land near the Geismar plant to support the coming expansion. In its third quarter financial report, REG CEO Cynthia Warner said, "REG is positioned to lead and capitalize on this unique opportunity with strong ongoing production, and our focused downstream strategy to deliver value to our customers while expanding our margins. We are building upon this momentum with the planned Geismar expansion." In mid-2020, REG announced that it had entered into an agreement with California-based Hunt & Sons Inc. to sell REG’s trademarked Ultra Clean fuel—a blend of biodiesel and renewable diesel—at 12 locations in northern California.

Ryze Renewables - Las Vegas
UNDER CONSTRUCTION / 100 MMgy Las Vegas, Nevada Last year, Biodiesel Magazine reported that Ryze Renewables had two projects under development in Nevada, one near Las Vegas and another in Reno. Since then, the company has exited the Reno project—a 50 MMgy facility—and is focusing exclusively on the development of its 100 MMgy refinery in Las Vegas (at the former site of Biodiesel of Las Vegas). A statement on the company’s website says: “This capacity is only a fraction of what is needed—the demand for renewable diesel in California alone is expected to exceed 150,000 barrels per day. Ryze plans to maximize the Las Vegas site to expand capacity there as well as seek additional sites to develop to meet this demand over the next 10 years.” The existing biodiesel processing facility is located on a developed 14-acre property that includes utilities, operation buildings and tanks setup to process fuel products. The facility is in the process of being repurposed with the necessary additional infrastructures and hydro-processing equipment to produce renewable diesel. Engineering, procurement and construction services for the project are being provided by Las Vegas-based MMC Inc. Note: At press time, Biodiesel Magazine had not determined the current owner of the Reno facility.
World Energy - Paramount
UNDER CONSTRUCTION / 360 MMgy Paramount, California World Energy, which owns five biodiesel plants in the U.S. and two in Canada, acquired an aging oil refinery in Paramount, California (near Los Angeles) two years ago, and is in the process of retrofitting the plant to make 360 MMgy of renewable fuels. The company is reportedly making an investment of more than $130 million to convert the refinery to produce renewable jet fuel, renewable diesel, renewable gasoline and propane from non-food grade vegetable oils, beef fat and animal tallow. The company bought the refinery in 2018 for a reported $72 million from Delek U.S. Holdings. The sale included a pipeline network in California. The Paramount refinery includes a 63-acre complex consisting of the refinery, product storage tanks and a truck rack with a throughput capacity of 28,000 barrels per day. In November, World Energy CEO Gene Gebolys told Biodiesel Magazine the project is expected to be completed in 2023. As soon as it is operational, Amazon Air (the airline of e-commerce giant Amazon) will reportedly purchase up to 6 million gallons of renewable jet fuel from the plant, annually, through Shell Aviation. Note: This project was represented on Biodiesel Magazine’s 2021 Biodiesel and Renewable Diesel Plant Map as a 300 MMgy facility. The projected capacity has since been reported as 360 MMgy.
