Introduction: Although numerous studies have demonstrated that automated enforcement reduces red light running, a growing number of communities have deactivated their red light camera programs in recent years. This study updates estimates of the effects of turning on cameras and offers a first look at the effects of turning them off. Conclusions: The current study adds to the body of existing research indicating that red light cameras can reduce the most serious crashes, and is the first to demonstrate that terminating camera programs increases fatal crashes. Practical applications: Communities interested in improving intersection safety should consider this evidence. Legislators and communities thinking about terminating camera programs should consider the impact to safety if programs end. 9

July 27, 2016: Third District of Appeals in Florida Upholds RedLight Camera Law Decision issued by the Third District Court of Appeal in Jimenez v. State. In Jimenez The court concluded that Red-Light Safety Camera programs are legal under Florida law In its ruling, the court added, “The officer’s review and determination in this regard are far from a mere rubber stamp.” The court undertook a comprehensive review of ATS’s involvement in the Red-light Safety Camera process, including its role in
pre-sorting camera information printing and mailing notice of violations and citations on behalf of law enforcement Transmitting violation information to the clerks of court 31
Armed with the full set of facts concerning ATS’s role, the court concluded None of the activities that ATS undertakes as part of its Red-light Safety Camera program involves the delegation of a police power Aventura’s law enforcement retains the sole authority to determine who has violated the law and should be cited for it ATS merely provides ministerial services in carrying out law enforcement decisions The Jimenez decision is in stark contrast to the decision issued by the Fourth District Court of Appeal in 2014 in Arem v.
