This is what happens when dreams take flight. What started out as an alternative to the congested Ninoy Aquino International Airport grew into one of the most beautiful and best performing airports in the world.
Far from what passengers experienced years ago, air travel is now made simple and quick at Clark International Airport (CRK). The airport guarantees a seamless travel experience from the moment passenger enter the airport to the time the plane takes off. It only takes an average of 30 minutes to unload, retrieve bags, and go through customs at CRK.
This is why CRK became the airport of choice for those traveling in and out of the country.
In 2023 alone, CRK achieved an impressive growth with nearly two million passengers, marking a substantial increase of 42% against forecast and 158% increase from a year ago.
The substantial increase in passenger numbers, surpassing both industry forecasts and the previous year’s performance, is also a testament to the attractiveness of CRK, which was listed as one of the

world's most beautiful airports by the prestigious Prix Versailles, the World Architecture and Design Award at UNESCO.
This growth not only indicates a robust recovery for CRK, but parallel progress to its surrounding communities and to the rest of Central and Northern Luzon. It has a trickle down effect to the small community of Sapangbato in Angeles, Pampanga, which is quickly becoming an ecotourism destination; as well as New Clark City in Tarlac, which is welcoming more developments, like the Philippines’ first lithium battery factory and the first modern space center.
In this quarter’s Collective, we also take a brief look at the other developments and projects that keep Central and Northern Luzon flying high—from the Clark National Food Hub, which aims to raise the standards of food safety and provide better opportunities for local farmers and fisherfolk; to the transformation of Poro Point as an emerging aviation hub.
Clearly, the BCDA Group and its partners are not getting complacent. We know the challenges are not over, but we've made great progress and the future has never looked brighter.

From hours to minutes, gets smarter

The entire air travel experience is usually nerve-racking—from check-in to security, to immigration processing, to baggage claim. Sometimes, one has to even deal with the dreaded flight delays.
But in Clark International Airport’s (CRK) new terminal, a seamless travel experience is guaranteed.
It begins as soon as travelers get to CRK. As one enters the terminal, departing passengers are exempt from having their bags screened. Rather, upon checkin, a comprehensive security check is carried out.
Passengers have the option of self-service check-in and luggage drop at the check-in hall or traditional check-in at the counter.
Adding to the newly enhanced passenger experience is a crucial cultural factor: In keeping with the Filipino tradition of bidding farewell to relatives and friends, well-wishers are welcome at CRK. If they have a passenger with them, they can enter the terminal.
Once inside, they can hang around with the traveler in one of the restaurants or coffee shops at the airport.
For arriving passengers, everything is as simple and quick. It should take only 30 minutes to unload, retrieve bags, and go through customs. Point-to-point buses outside the airport provide convenient transport to Quezon City, the Ninoy Aquino International Airport in Manila, or even Baguio in the north.
As part of their minimal performance service standard, the Luzon International Premiere Airport Development Corporation (LIPAD), which oversees the airport's operations and maintenance, established the 30-minute goal.
The standard is predicated on metrics related to the passenger experience at each stage of their trip. For example, certain queue periods are tracked to help reduce passenger waiting time, even at the busiest arrival hours, which are before 11:00 A.M. and close to midnight.
In CRK, world-class and hassle-free passenger experience is always a priority.

POWERING INVESTMENTS IN RENEWABLE ENERGY

President Ferdinand R. Marcos Jr. on September 30 led the inauguration of StB Giga Factory, the Philippines’ first manufacturing plant for advanced Lithium Iron Phosphate (LFP) batteries, at Filinvest Innovation Park, New Clark City, Tarlac.
President Marcos Jr. was joined by Australian Ambassador to the Philippines Hae Kyong Yu, Trade Secretary Maria Cristina AldeguerRoque, StB Giga Chairman Trevor St Baker, StB Giga Chief Executive Officer (CEO) Dennis Chan Ibarra, Bases Conversion and Development Authority (BCDA) Chairman Thompson C. Lantion, BCDA President and CEO Engr.
Joshua M. Bingcang, government officials, and private sector partners during the inauguration.
The Giga Battery Manufacturing Plant, funded by Australia-based venture capital firm StB Capital Partners (St Baker), will open up about 2,500 direct and indirect jobs for Filipinos once they reach their full production capacity by 2030. Of these, around 500 will be focused on hiring Filipino engineering, technical, finance and administrative personnel—an initiative that is aligned with the Marcos administration’s goal of reversing the “brain drain” by providing better opportunities for skilled Filipinos in science, technology, engineering, and mathematics.
The initial production line of StB Giga has a capacity of 300 megawatt-hours (MWh) annually, equivalent to about 6,000 electric vehicles (EVs) batteries or about 60,000 home battery systems in developing countries such as the Philippines. “We are thrilled to lead the way in revolutionizing energy storage in the Philippines. This factory represents not only our commitment to innovation and sustainability but also our dedication to contributing to the nation’s energy security and economic growth,” said StB Giga CEO Ibarra. Positioning itself as the Philippines’ first true renewable energy company, St. Battalion Giga Factory utilizes a battery technology that plays an important role in stabilizing renewable energy grids and enhancing energy security, paving the way for the Philippines' transition to clean energy.
StB Giga is the first locator at the 120-hectare Filinvest Innovation Park. The industrial park sits inside New Clark City in the Clark Freeport and Special Economic Zone.- CJVDP

Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Joshua M. Bingcang said the expansion plans of global companies like Federal Express Corp. (FedEx), UPS, and Lufthansa Technik AG will help the government realize its vision of transforming Clark into a premier logistics and aviation hub.
“With its own international airport and accessibility to Northern Luzon and Metro Manila via expressways, Clark is the perfect spot for air freight and aviation services— and international companies are certainly taking notice. We at the BCDA Group are excited to witness how these players will transform the landscape of Clark and transform it into a global logistics hub,” PCEO Bingcang said.

Last March, Luzon International Premiere Airport Development Corporation (LIPAD), the operator of CRK, signed a strategic partnership agreement with UPS for the expansion of the latter’s operations at the airport. Expected to be operational by 2026, UPS’ expanded Clark hub will allow the company to strengthen its portfolio of
integrated express, supply chain, and healthcare logistics services in the Asia-Pacific region.
More recently, LIPAD also signed an agreement allowing FedEx to expand and double the size of its gateway in Clark. According to FedEx, this will enhance the company’s capabilities to support local businesses that want to tap the international market, as well as the growing demand for e-commerce, freight, and cold-chain shipments across the region.
Meanwhile, Lufthansa Technik Philippines, a provider of maintenance, repair, and overhaul (MRO) services for aircraft, engines, and components, has also expressed intent to invest Php8 billion to build its second hangar in Clark.
To support the needs of these companies, the BCDA will undertake the expansion of CRK’s airside facilities, including taxiways, aprons, landside access roads, and utilities, to accommodate more aircraft movement, improve turnaround times, and enhance the overall operational efficiency of the airport. This is one of the priority projects being pitched by the national government as part of the Luzon Economic Corridor.

New Clark City’s first ever full-service station, a modern American all-day breakfast restaurant in Camp John Hay, an emerging ecotourism destination in Pampanga, and a modern space center are only some of the exciting developments in store for the economic zones of the Bases Conversion and Development Authority (BCDA), after it closed several deals in the past quarter.
In July, BCDA finalized its deal with Double 11 Properties to establish the first modern full-service station in a one-hectare lot in New Clark City. The proposed fuel station will also house charging terminals for electric vehicles and more than 20 retail stores, expecting to serve 200,000 customers annually.
Double 11 has earmarked Php 100 million for the first phase of the project, which will include the development of the facility, installing EV charging stations, a mixeduse commercial complex, and retail support businesses.
In an effort to improve water security and management, BCDA signed two memoranda of understanding (MOUs) with Korean Water Resources Corporation (K-Water) – a South Korean government agency specializing in national management of water source development.
These agreements formalized a partnership between BCDA and K-Water, aimed at developing comprehensive water resource plans for two BCDA projects: New Clark City and Camp John Hay. Under these MOUs, K-Water will
serve as subject matter-experts and conduct feasibility studies on water supply sources for both locations.
BCDA and John Hay Management Corporation (JHMC) also awarded a contract of lease with Baguio Mountainscapes Incorporated (BMI), a Filinvest Development Corporation (FDC) subsidiary, for a 730-square meter property within Camp John Hay, which will be developed into a modern American all-day breakfast restaurant that features classic American cuisine with Cordilleran twists.
This project marks the second partnership between BCDA, JHMC, and FDC within Camp John Hay’s grounds, succeeding the currentlybeing-constructed Grafik Pine House Baguio.
The Philippine Space Agency (PhilSA) and BCDA also signed a 50-year contract for the lease of a hectare of land in New Clark City, Capas, Tarlac, which will serve as the official headquarters of the country’s space agency.
The establishment of the PhilSA headquarters in New Clark City is expected to host about 350 personnel in the near term, most of which are space scientists, engineers, and researchers. The facilities to be put up are aimed at enhancing the country’s capabilities in space science, technology, and applications by enabling tighter industry, academe and government engagement, and creating opportunities for highly technical jobs, products and services.
The Korean Water Resources (K-Water) and the Bases Conversion and Development Authority (BCDA) signed a memorandum of agreement for the development of comprehensive water resource plans in New Clark City, Capas, Tarlac and Camp John Hay in John Hay Special Economic Zone, Baguio City.
RLC unveils new development in Fort Bonifacio

On August 8, 2024, the Bases Conversion and Development Authority (BCDA) signed a joint venture agreement with Robinsons Land Corporation (RLC) to undertake the mixeduse development of a 6.1-hectare area in the Bonifacio Capital District (BCD). This development will feature a combination of residential, commercial, and recreational space.
“Robinsons Land is committed to doing our part in nationbuilding as we create sustainable, innovative, and dynamic spaces that enhance the quality of life for the communities we serve. RLC Senior Vice President Mybelle V. Aragon-GoBio shared during the contract signing at Crown Plaza Hotel in Quezon City.
According to RLC, “BCD is set to continue the Live, Work, Play, Inspire” mantra of RLC’s current
destination estates, creating a holistic environment where everyone can thrive. Closely adhering to the ‘15-minute cities’ concept, those who live, work, play or seek inspiration in the development will have everything they need or desire within a short–preferably walking–distance.”
This development lies at a prime property where major thoroughfares such as Lawton Avenue, Chino Roces Extension, and the South Luzon Expressway are well within reach. It will also be near upcoming government infrastructure projects such as the Metro Manila Subway and North-South Commuter Railway.
BCDA, for its part, emphasized that this landmark project is part of the agency’s initiative to “create sustainable communities for businesses, residents, and commuters, while also maximizing our
assets’ economic potential.”
BCDA President and Chief Executive Officer Joshua M. Bingcang said, “With the help of RLC, we hope to create a model development for areas surrounding subway and railway stations to be developed within the BCDA's economic zones and properties.” He also highlighted the importance of collaborating with the right partners who share the same vision.
Furthermore, this also puts into spotlight the importance of publicprivate partnerships that create more economic opportunities and foster vibrant communities, which translates to the overall economic growth of the country.
Through this project, BCDA and RLC commit to enhancing urban living in the Metro, setting a new standard for purposeful, sustainable, and innovative urban living.

Sunlight Air
MAKES ITS BIG MOVE TO CLARK INTERNATIONAL AIRPORT

Boutique airline Sunlight Air officially moved its operations to its new home, Clark International Airport (CRK), last April 1, 2024. The move comes with added nonstop routes to Boracay, daily flights to and from Cebu, and limited-edition Sunlight Air merchandise to celebrate the airline’s newest milestone. With this move, Sunlight Air will primarily operate from CRK, with its existing booth at Terminal 4 of Ninoy Aquino International Airport to cater exclusively to flights between Manila to Cebu.
This marks a significant development for the airline, and there are certainly great things to anticipate from Sunlight Air following this move. CRK also opened new local and international routes and is expecting to double passenger volume in the next year. With this, Sunlight Air hopes to further increase its flight frequency, open up more routes, and provide more Filipinos with its signature boutique airline experience. Competing in the Olympics is a dream for every aspiring athlete. The prospect of performing on a global stage before thousands of spectators stirs a mix of excitement and anxiety. Olympic athletes often seem almost superhuman: exemplary in fitness and strength. However, the reality is that not everyone can reach that level. Yet, as the saying goes, "Libreng mangarap" (It is free to dream), and dream we must. For many competitive swimmers in the Philippines, the closest experience to an Olympic competition is found at the New Clark City Aquatics Center. This state-of-the-art facility represents the pinnacle of swimming venues in the country. Featuring an Olympic-
grade 10-lane, 50-meter pool, the center includes all the high-tech amenities expected at an elite international event, like those at Paris 2024. It houses three distinct pools for various purposes, all within a structure that emphasizes sustainability and integrates local architectural styles. Since its inauguration, the Aquatics Center has hosted a wide range of events, from local meets to international competitions. It has been a training ground for top swimming teams, including Ateneo de Manila University, the University of the Philippines, and the Israel National Swim Team. Its advanced facilities have garnered praise from prominent figures, including Olympic Champion Joseph Schooling from Singapore.

It symbolizes the pinnacle of local sports and serves as a tangible representation of athletes' aspirations. For many, the facility is more than just a practice ground; it is an integral part of their journey towards their Olympic dreams.

From pool to podium
One of the athletes representing the Philippines in the Paris 2024 Olympics is Filipino-Canadian swimmer Kayla Noelle Sanchez. Specializing in the freestyle and individual medley events, Sanchez began her international career in 2017, winning multiple medals at the World Junior Swimming Championships and contributing to Canadian relay teams' successes. She continued to excel, winning bronze at the 2019 World Aquatics Championships and earning two Olympic medals – silver in the 4x100m freestyle relay and bronze in the 4x100m medley relay – at the 2020 Tokyo Olympics.
In July 2022, she switched to representing the Philippines and made her debut for her new country at the 2022 Asian Games. By late 2023, she was cleared to compete for the Philippines in the 2024 Summer Olympics. Despite not making it to the final, Sanchez still registered a new national record in the women's 100m freestyle with her time of 53.67 seconds in the heats.
After her semi-final appearance, Sanchez returned to her father’s hometown in Pampanga, where she focused on sharing her expertise and Olympic experience with local aspiring swimmers. She organized a three-day swimming camp in the New Clark City Aquatics Center, where she emphasized her belief that future Olympians will come from the region, telling the participants “Believe in yourself!”

But make it sustainable

Born of the inclusive and sustainable tourism movement, two hospitality brands at the heart of Sapangbato in Pampanga promise their guests an opportunity to help conserve the environment and get a suntan and sumptuous food in the process.
Sapangbato is a barangay in Angeles with just about 13,000 residents, making up 3% of the total population of the city. Surrounded by lush mountain greenery and located just minutes from the hustle and bustle of Clark Freeport Zone, Sapangbato makes an ideal destination for those who want a quiet retreat but not that far from their workplace or residence.
As champions of ecotourism, Kynd Dining and Villas and Piña Kitchen and Coffee made sure that their restaurants and villas blend in with the natural landscape and local cultural identity of Sapangbato, not the other way around. Kynd and Piña emphasize eco-friendly practices in their establishments that include, but are not limited to, implementing energy conservation practices, utilizing renewable energy sources where feasible, incorporating sustainable building materials and technologies, reducing water consumption, minimizing waste, and promoting recycling.
In August, the Bases Conversion(BCDA) partnered with local hospitality brands Kynd Dining and Villas and Piña Kitchen and Coffee to help position Sapangbato, Angeles, Pampanga as a new ecotourism destination in the country and provide inclusive economic benefits to its local community.

Piña owner April Rose Santos said they have been collaborating with the nearby Aeta community to carry out a farm-to-table experience, bringing fresh and seasonal ingredients straight from local farms to the table. “Our goal is to create an eco-friendly haven for intimate gatherings and a place for relaxation and a unique gastronomic destination as close to nature as possible,” she said in an interview with Collective.
Just a few steps away from Piña is Kynd, which offers a blend of Kapampangan and Asian cuisine and villas that showcase local furniture creations.
A Kapampangan craftsman, Kynd President and Chief Executive Allan Bituin said he instantly fell in love with the culture and natural landscape of Sapangbato.
“It’s really the majestic view of Sapangbato that creates a unique selling proposition for us entrepreneurs here. When you go to this place, we want guests to feel like it is part of Clark but it offers a different experience. We hope to cater to the crowd who want a different kind of atmosphere, away from the malls and five-star hotels. Here, you are closer to nature and the community. It makes you feel that you are one of them, so that gives you a different perspective,” said Bituin.

the start of our journey in putting Sapangbato as an important tourism spot in Pampanga. We would like to replicate the successes of the likes of Bali [Indonesia] here in Sapangbato,” Bituin added.
Emerging ecotourism spot
BCDA President and CEO Engr. Joshua M. Bingcang recently signed a contract with Kynd for the lease of 4,972 square-meter (sqm) property in Sapangbato for 15 years, renewable for another 10 years; and another with Piña for the lease of 1,940-sqm property in Sapangbato for 15 years, renewable for another 10 years. These initiatives form part of BCDA’s efforts to help the local government position Sapangbato as an emerging ecotourism destination in the country and provide inclusive economic benefits to its local community.
Engr. Bingcang highlighted the importance of these partnerships to the realization of BCDA’s vision for Sapangbato. “While you may be doing your fair share of contribution to the community and further enhancing the reputation of our province as the culinary capital of the Philippines, for us, this is a very significant milestone because we're welcoming our very first partners here in this subzone, another ecotourism destination here in Pampanga," he said.
Aside from Sapangbato in Pampanga, BCDA recently launched an ecotourism initiative in Camp John Hay, Baguio with Baguio Mountainscapes Inc., a subsidiary of Filinvest Development Corporation.

Beyond sustainability Elevating cities into 'REGENERATIVE’developments

Leading environmental, urban, and regional planners from over 40 countries gathered in New Clark City, Tarlac for the 1st International Conference for New Cities, organized as part of the International Society of City and Regional Planners’ (ISOCARP) 60th World Planning Congress (WPC) Diamond Anniversary Series. For the first time, the Congress centered around regenerative cities. “Regenerative” being the new catchword as urban planners acknowledge that we must go beyond sustainability if we want to combat climate change.
Regenerative cities, according to the Germany-based World Future Council (WFC), involve comprehensive strategies
to create an “environmentally enhancing, restorative relationship between cities and the ecosystems from which they draw resources for their sustenance.”
With its theme, “Planning for New Regenerative Cities,” the 60th WPC served as a venue to explore opportunities and challenges in developing sustainable, inclusive, and regenerative communities—ones that embrace circular economy, carbon-neutral energy supplies and nature-based solutions.
The four-day event involved keynote lectures from experts, debates and panel discussions, and case study presentations. Participants also took the opportunity to do a case study on New Clark City, Tarlac; Clark Freeport Zone; and neighboring cities, towns and special economic zones through technical tours.

Amid all these discussions about regeneration and sustainability, New Clark City had the opportunity to show the world’s urban planners its potential to become an ideal city of the future. New Clark City proved to be a suitable venue for the Congress, being an inspiring model for regenerating a former military base into a premier greenfield development. This allowed the Philippines to showcase its efforts to build a new city that is smart, green, resilient, and future-ready.

BGC'SHIDDENFLOODSOLUTION

In the heart of Metro Manila's bustling business district lies a secret that keeps Bonifacio Global City (BGC) high and dry while other parts of the metropolis struggle with perennial flooding. Beneath the popular Burgos Circle, an engineering marvel works silently to protect this modern urban center from the ravages of heavy rainfall. A combination of future-proofing via engineering planning, infrastructure design, and urban planning to create a flood mitigation system that has proven its worth through the years.
The key to BGC's flood-free status is a massive underground water detention tank, a testament to forward-thinking urban planning. This impressive structure, measuring 12 meters deep—equivalent to a four-story building—can hold up to 22,000 cubic meters of floodwater. To put that into perspective, it's enough to fill eight Olympic-sized swimming pools. This tank was constructed in 2000, with its pumping system upgraded in 2016 and in 2018.
Supporting this is the drainage system designed to handle heavy rainfall. “This includes large underground drainage pipes and retention basins that can temporarily store excess rainwater,” Arch. Ernest Albert D. Pascual, general manager of the Bonifacio Estate Services Corporation explained.
“Once the typhoon is over, and if conditions are safe to discharge the collected water, pumps are activated for the water to reach the outfalls to empty the detention tanks,” he said. The stormwater is channeled through the Balisampan Creek, the North Outfall, and the Maribacan Creek, all of which empty into the Pasig River.
This innovative solution is no accident. It's the result of visionary leadership and publicprivate partnerships that transformed former military bases into thriving economic zones.
Rogelio Singson, who served as chairman and president of the Bases Conversion and Development Authority (BCDA) from 1998 to 2002, played a crucial role in this transformation. Under his guidance, Fort Bonifacio was reimagined as the BGC we know today, attracting major developers and international schools to create a world-class urban center.
BGC's success story serves as a powerful example of what's possible when urban planning prioritizes resilience and sustainability. As business leaders and policymakers look to the future, the lesson is clear: investing in innovative infrastructure solutions can yield dividends in urban livability, economic stability, and public safety.

Runway Manila, an elevated pedestrian bridge connecting Ninoy Aquino
International Airport (NAIA) Terminal 3 to Newport City, has transformed airport accessibility since its inauguration in 2017. The 220-meter, fully air-conditioned footbridge provides safe, convenient, and direct access for travelers, allowing them to move seamlessly between the airport and the nearby mixed-use complex. This project has significantly enhanced the overall travel experience of passengers arriving at and departing from NAIA.
The project was developed by the Megaworld Corporation as a solution to the long-standing issue of congestion in and around NAIA, which affects both travelers and airport personnel. Runway Manila serves as a critical piece of infrastructure that supports NAIA’s operations and improves mobility in the area.
Runway Manila boasts its ability to accommodate up to 2,000 people at any given time, making it a practical and efficient alternative to shuttle buses or taxis. Passengers can walk between the airport and Newport
City in less than 15 minutes, bypassing traffic and avoiding delays. This connectivity also boosts the attractiveness of nearby hotels, entertainment venues, and commercial establishments, contributing to the growth of Newport City as a business and leisure hub.
For travelers, Runway Manila offers greater convenience, especially for those with connecting flights or tight schedules. The bridge is open 24/7, ensuring that passengers can access it at any time, even during late-night or early-morning flights. Additionally, its user-friendly design, which includes elevators and escalators, accommodates travelers with luggage, the elderly, and persons with disabilities, further enhancing its accessibility.
Runway Manila is a prime example of how public-private partnerships can deliver vital infrastructure that benefits both local and international travelers. By easing access to the airport and surrounding areas, it has helped streamline travel logistics, decongest the roads, and promote economic activity within the vicinity of NAIA, reaffirming BCDA’s commitment to infrastructure that supports national development.
A Green Space HAVEN

In an urban jungle like Metro Manila, the demand for green spaces is increasing, especially with threats of global warming and rapid urbanization. This demand was further realized during the height of the recordbreaking heat index in the metropolis just this summer, reaching up to a blazing 45° Celsius. This triggered the Filipinos’ need for more urban greenery as they sought comfort from trees and shade. Green spaces are also known to improve the overall health and quality of urban living, as they can promote an active physical lifestyle, and reduce exposure to air pollutants, noise, and excessive heat, thus, alleviating stress and providing relaxation. While most of Metro Manila lacks the green space required per capita (which is 9 sq.m.

In the heart of Pampanga, a visionary project is taking shape that promises to transform the Philippine agricultural landscape. The Clark National Food Hub, a flagship initiative of the Clark International Airport Corporation (CIAC), is set to become a game-changer in the country's quest for food security and agricultural modernization.

A Hub of Partnerships
The list of collaborators reads like a who's who of Philippine development: the DTI, DA, Asian Development Bank (ADB), and the Public-Private Partnership (PPP) Center, among others.
"It's not just about building infrastructure; it's about revolutionizing our entire food distribution network," says Trade Secretary Alfredo Pascual.
The U.S. Agency for International Development (USAID) is providing technical assistance through its Regulatory Reform Support Program for National Development (RESPOND) Project.
Legislative Backing
In a show of strong government support, the House Committee on Trade and Industry unanimously approved House Bill 10678, which seeks to establish the Clark National Food Hub. Rep. Rufus Rodriguez, one of the bill's principal authors, emphasized the urgency of the project. "Food security is national security," he stated.
More Than Just a Market
It's not just a marketplace; it's a complete ecosystem for food distribution, storage, and processing. State-of-the-art cold storage facilities will sit alongside processing plants and trading floors. The hub will serve not just the immediate Clark area, but will reach out to Metro Manila and the broader Luzon region.

The Bigger Picture
The feasibility study is set to be completed by the end of 2024, with a public tender expected in the first quarter of 2025. If all goes according to plan, the Clark National Food Hub will be operational by 2028.
"It's an aggressive timeline," admits Perez, "but the need is urgent. Every day we delay is a day our farmers lose out on opportunities."
A Timeline for Transformation
The project aligns perfectly with President Ferdinand Marcos Jr.'s Three-Year Food Logistics Action Agenda and plays a crucial role in the development of the Luzon Economic Corridor.
As the Philippines positions itself as a major player in the ASEAN region, projects like the Clark National Food Hub are critical. They not only address domestic needs but also open up new possibilities for international trade and cooperation.

A Game-Changer for Central Luzon’s Healthcare Services

Central Luzon is poised for a revolutionary upgrade in healthcare services with the recent groundbreaking of the Clark Multi-Specialty Medical Center (CMSMC). This cutting-edge facility, designed to elevate healthcare standards in the region, aims to provide advanced, specialized medical care, bringing top-tier services closer to Filipino communities.
The groundbreaking ceremony, was led by Health Secretary Teodoro J. Herbosa and Undersecretary Glenn Matthew G. Baggao, with the notable presence of First Lady Marie Louise Araneta Marcos. The event underscores the Marcos administration's commitment to healthcare reform, aligning with the objectives of the Regional Specialty Centers Act.
Located on a 5.7-hectare site along Prince Balagtas Avenue, the CMSMC is set to become a premier healthcare hub. The facility will be a key component of the national government's strategy to expand specialty hospitals across the country. Planned amenities include a heart center, kidney center, cancer center, and children's hospital, ensuring a broad spectrum of advanced medical services.
President Ferdinand R. Marcos, Jr. previously inspected the project in July 2023, highlighting
the administration's dedication to enhancing healthcare infrastructure. The CMSMC's construction will proceed in phases, with the initial focus on establishing the Pediatric Center, which will also feature heart treatment capabilities. Future phases will introduce the Kidney and Heart Centers, a commercial complex, a Cancer Center, and additional medical facilities, culminating in a comprehensive healthcare complex by 2028. The success of the CMSMC is supported by a collaborative approach involving key national agencies such as the Department of Health, Philippine Amusement and Gaming Corporation, Bases Conversion and Development Authority, and Clark Development Corporation, along with private sector partners including Bloomberry Cultural Foundation Inc. The Provincial Government of Pampanga, led by Governor Dennis Pineda and Vice Governor Lilia Pineda, has also been instrumental in advancing this initiative. The CMSMC is more than just a medical facility; it represents Clark's commitment to excellence in service and sustainable development. Upon its completion, the Clark Freeport Zone will not only set a new standard in healthcare but also contribute significantly to the region's economic and social advancement, marking a new chapter of progress for Central Luzon.

The San Fernando Airport situated in the province of La Union has undergone a remarkable transformation from a modest airstrip to a dynamic aviation center in the northern region of the Philippines. This transition has enhanced the airport’s reputation and resulted in the establishment of La Union as a prominent participant in the aviation industry in our country. Originally serving only basic pilot instruction and community flights, the airport has grown into a premier aviation training facility with state-of-the-art amenities that attract aspiring pilots from across the country. San Fernando Airport started as a modest, underutilized airstrip with minimal amenities, primarily serving as a touch-and-go training ground for aviation schools. Its serene setting and reliable conditions have made it a well-known but underrated training location for budding aviators to master the fundamentals of flight.
A Vision for Growth and Expansion
With the expansion of the aviation industry in the Philippines, the demands for more pilot training facilities surged and San Fernando Airport became ideal to meet this need. Recognizing its potential, Poro Point Management Corp. (PPMC) and aviation professionals saw an opportunity for significant development Development plans were swiftly implemented to enhance the airport. Upgrades included expanding the runway, modernizing the facilities, and installing advanced navigation and communication systems. These changes were intended to attract more flight schools, fostering job creation and economic growth in the region. Moreover, San Fernando Airport has two aviation schools: Leading Edge International Aviation Academy Inc. (LEIAAI) and AAG Centre for Aviation Training, while other institutions continue to utilize the airport for touch-and-go training exercises. Today, San Fernando Airport is a preferred training venue for numerous aviation schools, providing a professional environment that meets international standards.

Mendoza continues.
“Too, its location 4-5 hours from Metro Manila makes San Fernando a tranquil and focused learning environment with lower living costs, modern amenities, and a welcoming community,” she said. “In addition to flight training, students can enjoy
various outdoor activities, such as running along Poro Point Baywalk, biking up Bacsil Peak, or surfing in nearby San Juan. San Fernando, La Union, thus provides an ideal setting for both honing aviation skills and enjoying a vibrant, fulfilling lifestyle, making it an irresistible destination for aviation students.”
Cadet Joseph Michael Santos, APP Batch 75, completed his Private Pilot license (PPL) Flight Training of AICAT. He emphasizes that San Fernando Airport's strategic position enhances regional connections and offers a wide range of aviation operations and training programs. Its closeness to educational institutions offering aviation-related degrees draws students, resulting in a solid talent pool to meet the expanding need in the aviation sector.

In response to the increasing demand for pilot training, San Fernando Airport is poised for further expansion and growth, with plans to introduce advanced training programs. This development will bolster its status as a major leader in the aviation industry. The airport's evolution from a modest airstrip into a leading aviation training hub highlights the influence of strategic development, thoughtful planning and investment establishing it as an important part of the Philippines' aviation landscape by providing top-notch training for aspiring pilots while simultaneously contributing to the broader growth of the industry.

After a ten-year break, the Philippine Meetings, Incentive Travels, Conventions and Exhibits Conference (MICECON) returned to Clark from July 10 to 12, 2024, with the theme "M.I.C.E. XD: XPERIENCE DIVERSIFIED." Hosted at the SMX Convention Center Clark, the event was organized by the Tourism Promotions Board (TPB) Philippines, Clark Development Corporation (CDC), and various partners from the private and public sectors.
The event attracted 820 delegates from across various MICE sectors
and academic institutions, providing a multifaceted conference experience. Attendees enjoyed not only unique accommodations but also themed social events and creative dress codes, showcasing Clark’s transformation into a top MICE destination.
During the opening ceremony, Department of Tourism (DOT) Secretary Christina Garcia Frasco praised Clark’s suitability as a premier MICE hub. She noted that Clark’s infrastructure, including modern conference facilities and extensive support services, is fully equipped to deliver an exceptional conference experience.

Japan-based Zenmov, in partnership with MC Metro Transport Operation, launched its smart autonomous bus service in New Clark City on September 10, marking the official opening of the Philippines’ first publicly accessible, self-driving bus utilizing a transportation cloud system called Smart Mobility Operation Cloud.
BCDA showcased the Philippines' strategic investment opportunities during the 24th China International Fair on Investment and Trade on September 8-11. The Philippines was among the 119 countries who participated in the fourday event held in Xiamen, Fujian Province, China.
BCDA PCEO Joshua M. Bingcang was one of the panelists during the 4th Philippines-Singapore Business and Investment Summit at Shangri-la Singapore on September 19, discussing developments in New Clark City.
