BCDA remits P1.1B in dividends to national gov’t

The Bases Conversion and Development Authority (BCDA) has remitted Php1.1 billion in dividends to the Bureau of the Treasury (BTr), providing additional support for the national government’s expenditures and efforts to propel economic growth this year.

The state agency doubled its remittance from Php527 million in 2023 to Php1.1 billion in 2024.

This brought the BCDA’s total dividends to the national government to almost Php9.6 billion since its inception in 1992.

“The BCDA’s higher dividend remittance to the national government reflects its sustained good financial standing amid efficient revenue generation and expenditure management. This year, we are remitting more than the

The amount is double than its total remittance of Php 527 million in 2023 and brougt BCDA’s total dividend contribution to the national government to around Php 9.6 billion since its inception in 1992.

On top of dividends, the BCDA also remits to the BTr guarantee fees for the loan of SubicClark-Tarlac Expressway (SCTEX), as well as proceeds from its asset disposition program, which is distributed to several beneficiary agencies, primarily the Armed Forces of the Philippines.

Pursuant to Republic Act 7656, otherwise known as the Dividend Law, all governmentowned and -controlled corporations (GOCCs) are mandated to declare and remit at least 50 percent of their net earnings as dividends. The BCDA’s remittance this year represents 75 percent of its net earnings in 2023.

BCDA sets transfer of PAF facilities to New Clark City

The Bases Conversion and Development Authority (BCDA) is moving forward with the Php 4.24 billion project to transfer the Philippine Air Force’s (PAF) housing facilities from the Air Force City in Clark Freeport Zone, Pampanga to an 85-hectare property in New Clark City, Tarlac.

BCDA President and Chief Executive Officer Engr. Joshua M. Bingcang said the first phase of the project involves site development works and construction management services estimated to cost around Php742 million. The project is in line with the Memorandum of Agreement signed by the Department

of National Defense and BCDA back in August 2019 to facilitate the transfer of PAF's billeting facilities to the 85-hectare property in New Clark City, as well as its operational facilities to another 147-hectare area within the OMNI Aviation near the Clark International Airport (CRK).

“With the support of the Marcos administration, the BCDA is now ready to commence the relocation of PAF’s housing and operational facilities. Once completed, this project will allow us to provide modern and world-class facilities for the Air Force and at the same time free up 300 hectares

of prime property in the middle of Clark’s commercial area,” PCEO Bingcang said.

The BCDA chief said this will open up the area for more developments, including the proposed Clark Central Business District (CBD), a 100-hectare mixed-use commercial and lifestyle hub, and the second runway as part of the CRK terminal expansion.

“The transfer of PAF’s facilities is just the first step to unlocking more opportunities in Clark. We believe that Clark still has so much to offer, and we are committed to bring out its full potential for the benefit of the people of Pampanga and nearby provinces,” he said.

After site development, BCDA will proceed with the second phase, which will cover the construction of PAF’s housing and support facilities amounting to Php 3.5 billion.

“We at the BCDA value the military as one of our most important stakeholders. As such, we always ensure that the new facilities we construct are designed to address the needs of our soldiers, and are completed at the highest possible standards,” PCEO Bingcang said.

BCDA conducts special lecture for 300 students and officers of the Philippine Military Academy

Over 300 graduating First Class Cadet students and officers of the Philippine Military Academy (PMA) joined the lecture on the role of the Bases Conversion and Development Authority (BCDA) in the Armed Forces of the Philippines (AFP) Modernization Program held last January 29, 2024 at the PMA, Fort Gregorio Del Pilar, Baguio City.

The lecture was spearheaded by BCDA Chairman Delfin N. Lorenzana, who is a member of the PMA MAAGAP Class of

1973. The forum focused on the contributions of the BCDA to the AFP Modernization program—helping our future soldiers understand how they can benefit on the transformation of former military bases, including the John Hay Special Economic Zone in Baguio, into investment hubs and centers of economic activity.

PMA Superintendent LtGen. Rowen S. Tolentino PA led the delegation of BCDA along with other key officers of the Academy, Commo. Roger Viduya, BGen Jose Demmar Pauly and BGen Ramon Flores.

LtGen Tolentino toured Chairman Lorenzana and the BCDA delegation composed of Engr. Mark Torres, Vice President for Engineering and Social Support Department; Leilani BarlongayMacasaet, Vice President for Public Affairs; Atty. Kim Uy, Vice President for Legal Services; Kenneth Peralta, Vice President for Investment Promotions and Marketing Department and the officials of the BCDA subsidiary John Hay Management Corporation (JHMC) led by Chairman Atty. Marlo Quadra; Allan Garcia, President and

CEO; and, Vice President Jane Tabalingcos inside the PMA.

BCDA is created by Republic Act 7227 (Bases Conversion and Development Act of 1992) to transform former military camps into economic centers of growth. Since 1992, BCDA has generated P141.31 billion from the disposition of former Metro Manila camps. Of the said amount, 44 percent or Php 62.64 billion was remitted to the National Treasury for the AFP Modernization Program.

The Bases Conversion and Development Authority (BCDA) is a government-owned and controlled corporation (GOCC), which lives by its core function: to build great cities while strengthening the Armed Forces.

It is vested with corporate powers under Republic Act (RA) 7227 or the Bases Conversion and Development Act of 1992: “An Act Accelerating the Conversion of Military Reservations Into Other Productive Uses, Creating the Bases Conversion and Development Authority For This Purpose, Providing Funds Therefor And For Other Purposes.”

Republic Act 7227 was signed into law by former President Corazon C. Aquino, on March 13, 1992. The BCDA Charter was amended by RA 7917 in 1995, and further amended by RA 9400 in 2007.
