NEW CLARK CITY TO BE DEVELOPED AS INDUSTRIAL HUB

The Bases Conversion and Development Authority (BCDA) vows to continue its efforts to develop New Clark City in Tarlac into a premier industrial hub that can attract local and foreign investors, in line with the Marcos administration’s socioeconomic agenda.

BCDA President and Chief Executive Officer Joshua M. Bingcang made this pronouncement following President Ferdinand R. Marcos Jr.’s bilateral meeting with Singapore Prime Minister Lawrence Wong, where the president highlighted New Clark City as a viable destination for Singaporean investors.

President Marcos told Prime Minister Wong that the Philippine government was eyeing to develop New Clark City as an industrial center in which Singaporean investors could participate.

“We are thrilled to have none other than President Marcos Jr. as our ambassador for New Clark City. With his support, we can certainly attract more investors to choose this area as they pursue expansion and investment opportunities,” PCEO Bingcang said.

He added: “On the BCDA’s part, we commit to

develop New Clark City according to the masterplan, with the vision of creating the country’s green, resilient, inclusive, and smart metropolis. We want to position New Clark City as an investment haven and tourist destination—one that will support the Marcos administration’s socioeconomic agenda of establishing livable and sustainable communities, revitalizing industries, and generating quality jobs.”

New Clark City is a 9,450-hectare greenfield development inside the Clark Special Economic Zone, and positioned to be an inclusive, resilient, sustainable, and smart city. This major metropolis is being developed to help decongest Metro Manila, and to serve as an investment hub to catalyze growth in Central Luzon.

Given Singapore’s experience in smart city development, BCDA tapped Surbana Jurong of Singapore in crafting New Clark City’s Comprehensive Master Development Plan. Also involved in the masterplan were the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development, AECOM, Nippon Koei, and Philkoei International.

BUILDING THE FUTURE: BCDA GAINS MOMENTUM

In the realm of urban development, few initiatives rival the ambition and impact of the One Clark Vision, as spearheaded by the Bases Conversion and Development Authority (BCDA). At the helm of this transformative endeavor stands Engineer Joshua M. Bingcang, whose leadership has been pivotal in shaping the vision's trajectory towards realization.

"For me, it has always been about One Clark Vision," President and CEO Bingcang reflects, emphasizing the strategic groundwork laid down last year.

"We laid down its [One Clark vision] foundation for longterm development and implementation. And, all of the components are now the star of the implementation."

Key among these components is the integration of mixed-use housing under a freehold arrangement, which has secured legislative support.

Despite initial skepticism, Bingcang credits the collaborative efforts with national agencies and BCDA for propelling these developments forward. "The transfer of the Tracker Force and the site development of relocation areas are already underway," he notes. "Additionally, we are currently evaluating proposals for utility provision, underscoring our commitment to comprehensively evaluate every aspect of the One Clark Vision."

The Ascendance of Growth

Transitioning from his previous role overseeing development and operations, Bingcang acknowledges the shift in focus and responsibility that comes with being BCDA's

President and CEO. "Previously, I was more narrowly focused on specific operational aspects," he shares. "Now, I must ensure that all departments, from HR to Legal and Procurement, receive the attention they deserve."

This broader scope has brought personal growth as well. "I've learned patience in handling diverse departmental concerns," Bingcang reflects. "Previously driven by immediate results, I now appreciate the necessity of deliberation and inclusive decision-making within BCDA."

Beyond professional insights, Bingcang also emphasizes the importance of work-life balance—a lesson underscored by his tenure. "It's crucial to maintain equilibrium across all facets of life," he advises. "Family, friends, and personal well-being are integral to sustained productivity and leadership effectiveness."

As BCDA celebrates its first year milestone of being under his stewardship in June, Bingcang extends his gratitude to the organization's dedicated workforce. "I am deeply appreciative of the hard work and dedication exhibited by everyone at BCDA," he acknowledges. "Their unwavering commitment ensures that we remain entrusted with projects crucial to national development."

Looking ahead, Bingcang remains optimistic about the future of One Clark Vision and BCDA's role in shaping the nation's landscape. "Together, we are poised to achieve significant milestones," he concludes. "With continued diligence and collaboration, we will realize our vision of a transformed and thriving Clark."

CLARKANDBEYOND A vision for growth and development

In the heart of Central Luzon, a transformation is underway that promises to redefine its economic landscape. The Bases Conversion and Development Authority (BCDA) is spearheading a wave of ambitious projects that seek to propel the nation forward into a new era of prosperity and sustainability.

Engr. Joshua Bingcang, BCDA President and CEO, recently shared his insights on the agency’s endeavors and future prospects. Reflecting on the agency’s performance for the first half of the year, Engr. Bingcang expressed enthusiasm about the momentum gained, as well as substantial interest from private sector collaborations and unwavering support from the national government.

“In terms of revenues, we have already raised close to Php3.7 billion, of our target Php6.2 billion in 2024,” he said.

The economic potential of BCDA’s portfolio is promising, comprising key properties like Clark, New Clark

City, Clark International Airport, Bonifacio Global City, and more. “In terms of investment, I think that the investment we gained from our partnerships now is Php90 billion committed investment that is already being poured in right now. These new ones will add new investments into the economy and also create new jobs. We target at least Php200 billion, because the partnership we have with Maharlika right now will entail about two to three billion dollars in partnership. Of course we will invite the private sector to take the majority of that investment needed.”

The recent economic briefing in Tokyo marked a pivotal moment, where BCDA, alongside the Philippine economic team, secured significant partnerships with Japanese investors. Key agreements include pioneering projects such as a cable car system in Baguio City, a landmark endeavor set to enhance mobility and tourism in the region year-round.

Moreover, international engagements, such as those in Australia, have yielded commitments in strategic sectors like electric vehicle battery manufacturing—a move aimed at positioning the Philippines as a regional hub for sustainable technology.

Closer to home, partnerships with global players like UPS and Lufthansa underscore BCDA’s commitment to transforming Clark International Airport into a premier logistics hub. These collaborations are poised to enhance connectivity and logistics capabilities, crucial for integrating the region into the global economic network.

Looking ahead, Engr. Bingcang outlined ambitious plans for the second half of the year, including participation in international roadshows and government-led delegations to attract investments across pharmaceuticals, logistics, and data centers. With a clear vision for Clark as the next investment frontier, BCDA aims to leverage its strategic location, infrastructure, and governmental support to catalyze growth that rivals global economic giants.

“We are glad that we have a very dynamic economic team led by Secretary Go. Clark will also be promoted as the new pharmaceutical center in the country. So we will be having roadshows abroad targeting not just pharmaceutical industrial development, but also logistics, and data centers. In terms of Clark Airport development, which BCDA is the lessor together with the Changi airport consortium, we will be joining the national government’s air talks in India. In August, we will be joining that delegation to attract investments, tourism and more flights, soon,” he said.

Engr. Bingcang’s optimism is buoyed by the convergence of favorable conditions that make Clark a prime candidate for transformative development. As the momentum builds and investments pour in, BCDA is poised to realize its One Clark vision as a metropolis that rivals the best in the region.

BCDA’s mandate is not just about developing properties; but more importantly, laying the groundwork for a sustainable and prosperous future for the Philippines. With bold initiatives and strategic partnerships, Engr. Joshua Bingcang and the BCDA Group are paving the way for a new chapter in Philippine economic history — one where innovation, sustainability, and growth converge to create lasting impact.

Elevating renewable energy to the next level

Poised to enhance energy sustainability in the country, the recent inauguration of StB GigaFactory marks a significant turning point in the energy sector, promising unprecedented advancements in battery production and renewable energy storage.

Without a glint of hesitation, Dennis Chan Ibarra, the chief executive officer of StB GigaFactory, Inc., said that given the right quantum of competition, the movement of adopting renewable energy in the Philippines will accelerate into a higher level.

And amid the undeniable trend, Ibarra said StB GigaFactory will be “the catalyst” as they pioneer renewable energy storage by manufacturing at a gigawatt hour (GWh) scale.

“We believe that besides being sustainable, green, besides doing business, we will be the catalyst so renewable energy can accelerate to save money, pollute less, and become a majority. If this happens, the grid will become the back-up. We really want to be a catalyst in getting the whole movement of adopting renewable energy to the next level,” Ibarra said.

“If the competition is good and new players will invest, we will see a major shift in the next five years,” he added.

StB GigaFactory is an Australian-Chinese joint-venture

under the St Baker Capital Partners Energy Innovation Fund. Located inside Filinvest Innovation Park in New Clark City, StB GigaFactory will start operations in September. Ibarra said they will manufacture Lithium Iron Phosphate (LFP) batteries for residential and industrial use, as well as utility-scale Battery Energy Storage Systems (BESS) and electric vehicle applications.

Ibarra said StB GigaFactory will produce 500 megawatt hours (MWh) per year on its initial phase, with about 80 employees working on minimal shifts. “From 500 MWh, our goal is to manufacture two to three gigawatt hours (GWh) in the next three to four years,” he said. Take note that an average household uses about five (5) kilowatt hours (KWh) per day. One gigawatt is equivalent to one billion watts or 1,000 megawatts.

Although 70 percent of its production will be for exports, Ibarra said they plan to supply the local markets such as the solar farms in Mindanao and businesses in Clark and Cavite, Laguna, Batangas, Rizal, and Quezon in need of battery and electronic systems for factories.

Ibarra is optimistic that StB GigaFactory will be able to deliver its commitment to the national government and the Bases Conversion and Development Authority (BCDA). An international expert in the technology and energy industry, he said that Clark provides a logistical

advantage, giving StB GigaFactory an opportunity to be more economically viable and competitive.

“We can be more economically viable and competitive because we have a good labor force and tax incentives from PEZA as a pioneering company in the industry. We have a pioneer status because we are the first renewable lithium batteries with 10-15 years lifespan and recyclable,” Ibarra said, citing

geopolitical challenges and high tariff rates recently imposed by the United States (US), Ibarra said their Chinese supply chain partners are investing more in Clark.

Competitiveness by localizing production

StB GigaFactory will be localizing part of the production of battery casings and packaging at the Clark site.

“And as we localize, we become more competitive. We can localize the casings, packing, and others. We have a very big success with the Filipino talents overseas. We can really start up this pioneer factory here with the local and international talents,” Ibarra explained.

Meanwhile, StB GigaFactory will also put up its own design center and has started working with TESDA and UP Diliman.

Ibarra also said that they will also help in promoting the Luzon Economic Corridor by using the Subic Port. StB GigaFactory will set up a staging center in Subic for their logistics, purchasing, and storage.

BCDA secures two deals during Japan trip

The Bases Conversion and Development Authority (BCDA) has formalized two agreements with Japanese organizations during a high-level visit to Tokyo, ensuring the smart and sustainable development of John Hay Special Economic Zone, New Clark City, and its other economic zones.

The first deal involves a memorandum of understanding (MOU) with Zip Infrastructure Co. Ltd. to determine the viability of a self-driven cable car system in Camp John Hay, Baguio City.

Under this agreement, Zip Infrastructure shall prepare a feasibility study for the operations and maintenance of its self-driven cable car system called Zippar in Camp John Hay. This technology seeks to provide an alternative transportation system that can ease traffic congestion and provide better accessibility. Zippar also offers a versatile design that allows riding in curves and branches while remaining automated and driven from a control center.

and visitors alike,” PCEO Bingcang said.

The BCDA also inked a three-year partnership with the Organization for Public-Private Partnerships Promotion Support (OPPS) of Japan to facilitate the promotion of investment opportunities in New Clark City and other BCDA economic zones to Japanese companies.

The MOU was signed by PCEO Bingcang and OPPS Director and Vice President Kimikazu Uemura, with Ministry of Land, Infrastructure, Transport and Tourism Deputy Minister for Overseas Projects Seiichi Onodera, Japan Overseas Infrastructure Investment Corp. for Transport and Urban Development President and CEO Tatsuhiko Takesada, and BCDA Vice President for Engineering and Social Support Mark P. Torres as witnesses.

Through this partnership, the BCDA and OPPS seek to create business opportunities, promote information exchange between the public and private sector, and scope appropriate modes of

partnership with Japanese companies interested in specific investment areas, such as housing, estate management, operations and maintenance of sports facilities, transportation, waste-to-energy, smart city development, retail, and other areas that may be required or agreed upon by both parties.

“OPPS as a steadfast advocate for BCDA's projects, and leveraging on your Japanese network and expertise to attract investment and foster international partnerships will be crucial and invaluable in raising awareness about the opportunities available in New Clark City and in facilitating collaborations with global stakeholders,” said PCEO Bingcang.

OPPS is an organization of Japanese companies providing support services to realize PPPs and private finance initiatives. It helps industries screen infrastructure projects and supports coordination between Japanese companies and partner governments.

A three-year partnership with the Organization for Public-Private Partnerships Promotions Support (OPPS) of Japan was inked to help BCDA attract investments in its properties.

FILINVEST’S NEW HOTEL VENTURE TO ENHANCE JOHN HAY’S TOURISM, BUSINESS LANDSCAPE

The Graphik Hotel Collection, Filinvest Hospitality Corporation's (FHC) newest venture, is seen to strengthen Camp John Hay's position as a tourism and investment destination and become a contributor to the economic growth of Baguio.

During the topping off ceremony for the Graphik Pine House Baguio on June 14, Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Joshua M. Bingcang underscored the role to be played by FHC's project in the development of the camp.

"We welcome this development as it will enhance the potential and future growth of Camp John Hay. This may be occupying a tiny spot in John Hay, but this will be the nucleus of growth moving forward," PCEO Bingcang said.

Jon Hay Management Corporation (JHMC) President and CEO Marlo Ignacio V. Quadra likewise expressed confidence in the project's potential to boost the John Hay Special Economic Zone's appeal as both a tourism and investment destination.

"This project resonates deeply with our vision for Camp John Hay. As the manager, we aim to

maximize the potential of this historical site to be a thriving economic center that brings not only tourism activities in this summer capital, but also investment opportunities," PCEO Quadra said.

The Graphik Hotel Collection is FHC's newest line of hotels, and its property Camp John Hay, Baguio is the first one in the collection.

With a total investment of Php2.7 billion, Graphik Pine House Baguio is designed to have 256 upscale rooms and suites, five food and beverage outlets, meeting spaces, and a spa. The hotel is expected to open in the first quarter of 2025.

According to FHC, the project has generated around 3,000 jobs during its construction phase, and will create up to 300 more employment opportunities once it becomes operational.

“The Grafik Hotel Collection is poised to make a significant impact on the economy here in Baguio. It has created numerous jobs and will create more high-quality hospitality jobs as it opens. It will uplift the community,” said FHC First Senior Vice President Francis Nathaniel C. Gotianun.

BCDA SIGNS DEAL FOR 1ST FULL-SERVICE STATION IN NEW CLARK CITY

Amodern super station complete with charging terminals for electric vehicles (EVs) and a retail center will soon rise in New Clark City, promising to bring additional revenues for the government, provide future employment opportunities for the local community, and boost foot traffic in the rising metropolis.

Joshua M. Bingcang on Monday, June 24, signed a contract with Double 11 Properties Corp. President Romeo Siccion for the long-term lease of a one-hectare property in New Clark City, intended to be developed into a full-service station.

This marks the first partnership in New Clark City for a development of this kind.

“The BCDA welcomes Double 11 to New Clark

City and offers its full support for the project. With this engagement, we expect economic benefits, such as additional revenues for the government; employment opportunities for the local residents and communities, and most importantly increased foot traffic in New Clark City,” BCDA Vice President for Business Development Mark P. Torres said during the signing ceremony. With the contract now finalized, Double 11 commits to invest at least Php100 million for the development of the facility, which will include charging terminals for EVs, a mixed-use commercial complex, and retail support businesses. The company has also expressed interest to implement a Phase 2 expansion covering another hectare, with an additional investment of Php100 million, totaling their investment commitment to Php200 million.

BCDA and Filipino-owned developer Double 11 Properties Corp. signed a long-term lease contract to develop the first full-service gas station in New Clark City, June 24 at the BCDA Clark Office in Pampanga. This service gas station will also have charging stations for electric vehicles, a mixed-use commercial complex, and retail support businesses.

The super station is expected to house over 20 retail stores and offices, serving an estimated 200,000 motorists annually, and creating about 500 jobs for the residents of Tarlac and nearby communities. It is also estimated to generate Php100 million in revenues for the government.

“With BCDA, we are bringing our international brand partners here to provide an excellent service to motorists. Using our experience and expertise, we will not only be developing a super station, but also a lifestyle development where people can park, dine, shop, and work.”

“This partnership signals another milestone in the development of New Clark City as a smart and green metropolis, one that is ready for a future filled with electric vehicles and eco-friendly cars. This is also a step towards our ‘15-minute city’ vision for New Clark City, where basic amenities and facilities are easily accessible within a walking or cycling distance,” BCDA President and Chief Executive Officer Joshua M. Bingcang said.

Double 11 is a Filipino-owned corporation in the business of establishing, operating, and maintaining a zoo and attraction theme park, industrial parks, and super stations, with partners such as international food franchise chains, branded retail outlets, business process outsourcing companies, offices, residential development and fuel distribution. Its projects include Northwalk Clark along M.A. Roxas Highway, Pampanga, Caltex Station located at Km 64 of North Luzon Expressway (NLEX) Southbound, Shell of Asia at Km 36 of NLEX Southbound, Northwalk 1 and 2 in San Fernando, Pampanga, and the PTT Station along the Subic-Clark-Tarlac Expressway.

A space for art at the Metropolitan Museum of Manila

Founded in 1976, the Metropolitan Museum of Manila was seen as a place that offers people from all walks of life the space to see and appreciate the arts.

Originally located in the Bangko Sentral ng Pilipinas (BSP) complex in Manila, the museum evolved through the years, initially being subsidized by the BSP, then becoming a nongovernmental organization after it reorganized and acquired a new board of trustees in 1986.

With its new home at the MK Tan Centre in the Bonifacio Global City in Taguig, the museum also rebranded itself as The M, along with its renewed commitment to its core mission of “Art for All”.

One can see this bold spirit of taking a new curatorial direction in its spaces, blending an interdisciplinary and multicultural approach to showing art.

Currently showing on the premises is “Wild: Women Abstractionists in Nature.”

Curated by Kathy Huang, it features works in various media by Nicole Coson, Christine Ay Tjoe, Sara Jimenez, and other female artists.

Another is “History and Horizons”, the museum’s permanent art collection. May Lyn Cruz curates this, with the pieces displayed encouraging discourses between

artists, artworks, the viewers, and the museum. Works on exhibit include pieces from glass sculptors Impy Pilapil, Ramon Orlina, painter Pacita Abad, and more.

Last but not the least is the current cause célèbre in the local art scene, the immersive experience of the guerrilla artist Banksy. The museum worked with

the Banksy Universe, a group of collectors, who brought in over a hundred pieces of the anonymous artist’s works on display. This includes signed prints, vinyl album covers, and souvenirs from the “Walled-Off Hotel,” Banksy’s 2017 Bethlehem installation of seedy luxury surrounded by rubble.

BIGGER AND BETTER CHALLENGE IN NEW CLARK CITY

In its route lies what runners coined as “unli-ahon” and “up-hells”, a challenge that will push anyone who takes it to their absolute limit. This is the New Clark City Marathon, a race that left a mark as one of the toughest courses in the country.

Over a thousand runners of all abilities gathered in New Clark City on May 19 to conquer the first 42-kilometer full marathon route from Filinvest Mimosa+ in Clark Freeport Zone to the worldclass New Clark City Athletics Stadium. Despite the formidable ‘heartbreak’ hills along the route, participants also experienced traversing the iconic Sacobia Bridge, Clark International Airport, Clark Parade Grounds, and the recently opened Airport to New Clark City Access Road (ANAR).

After December last year’s New Clark City half-marathon, some thought that staging a full marathon in this metropolis would be terrifying. However, to those who craved the rush and adrenaline junkies who finished this exhilarating journey, this is a race not to miss. What makes this race even more exciting are the

world-class facilities and extensive road networks that live up to a runner’s standard, complemented by Runrio’s top-notch organizing. No doubt every runner had their best moments in this race, which also featured 21k, 10k, and 5k categories.

Barangay San Agustin's Sea Salt Initiative

Barangay San Agustin in the City of San Fernando, La Union, is a coastal area where fishing has been the primary source of income for most of the residents. It is here where sea salt production emerged as one of the strategies to develop the community and improve their quality of life.

Poro Point Management Corporation (PPMC), through its Corporate Social Responsibility Program Health, Education/Environment,

Sports HELPS, in collaboration with the Don Mariano Marcos Memorial State University (DMMSU) North Luzon Fisheries Research and Training Institute pioneered a new sea salt production technique to the community. A one-day training workshop was organized to introduce to the local fisherfolk the GeomembraneHigh Density Polyethylene food-grade plastic platform. This modern method aims to improve the quality and efficiency of sea salt production. The training provided practical skills and knowledge for every stage of the production proocess throught lectures and hands-on demonstration.

THE SE a SaLT PROducTION PROcESS

Sea salt production starts with collecting the seawater, which is then filtered to eliminate impurities before being transferred to the evaporation platforms. The filtered seawater is then distributed in shallow pools on the Geomembrane-High Density Polyethylene platforms. Salt crystals develop as it evaporates under the sun and are then gathered by hand. After sifting off any leftover impurities, these crystals are dried in the sun or with the use of drying equipment before being packed for distribution or additional processing, if there is still a need.

This new, contemporary production method has the potential to positively impact fisherfolks and the community, by boosting their revenue and productivity in enhancing the production of sea salt. The additional revenue can raise a family's standard of living by enabling them to pay for better healthcare, education for their kids, and other necessities.

In addition to financial gains, the sea salt initiative gives fisherfolks a sense of empowerment and ownership. Firsthand training and support for constructing sea salt solar platforms enable them to personally oversee the production process, ensuring sustainability and long-term economic resilience. This empowerment is crucial for building a self-sufficient community that can adapt to changing environmental and economic conditions. Through this project, the fisherfolk of Barangay San Agustin are gaining control over their livelihood and picking up new skills. This initiative is more than an economic boost; it represents renewed hope and a path to a more secure future. With PPMC's assistance and DMMSU's partnership, these fisherfolk are well-positioned to thrive in a changing world, maintaining their traditions while adopting sustainable methods. The communitybased effort underscores the powerful impact of cooperative ventures, showing that local and corporate groups can work together to create significant, long-lasting change with a common goal.

Nestled amid the urban jungle of Baguio City, Camp John Hay trail offers a serene haven for nature enthusiasts and avid birdwatchers alike. The scenic beauty of this natural sanctuary has captured the attention of enthusiasts like Norman Marigza, a naturalist and astronomer who has found his passion for photography intertwined with his deep-seated love for environmental conservation.

From an early age, Norman's curiosity about the natural world was sparked by his travels and his mother's environmental work. Today, armed with a camera and determination, he endeavors to capture the intricate beauty of wildlife through his lens, using his images as a powerful tool to raise awareness about the importance of biodiversity and environmental preservation.

The lush surroundings of Camp John Hay trail provide an ideal backdrop for Norman's noble pursuit. This verdant habitat is home to a diverse

array of avian species, including the elusive Luzon fanged frog, the diminutive forest frog, the East Asian bullfrog, and an abundance of birdlife. Enthusiasts can revel in the thrill of birdwatching, seeking out encounters with colorful birds like the Purplethroated Sunbird, Blue-headed Fantail, Blue-rock Thrush, Scale-feathered Malkoha, Chestnut-faced Babbler, Rusty-breasted Cuckoo, Olive-backed Sunbird, Sulfur-billed Nuthatch, and other indigenous and migratory birds that call this ecosystem home.

For Norman, the early morning hours are particularly enchanting, as the forest comes alive, transforming into a vivid bird kingdom. It's during these peak hours that birds engage in a mesmerizing array of behaviors, like grooming and hunting, providing a symphony of nature's finest melodies for birdwatchers to savor.

Sharing a fond memory, Norman recounts a close encounter with an avian denizen. "There was one time I was with my significant other on the trail, and we had a close encounter with a scale-feathered malkoha.

This encounter was not brief; I know it noticed us, but it kept doing its thing, grooming and singing. To this date, that memory still lingers in me," he said. To him, this encounter serves as a poignant reminder of the profound connection between humans and the natural world, inspiring a sense of respect and stewardship for the environment.

Norman's keen observations have also revealed an intriguing snake lurking within the trail. This snake has distinct patterns that have puzzled local snake enthusiasts, for they cannot properly identify it. His hope of encountering this snake once more and capturing it through his lens would be like hitting a jackpot for him as a naturalist and a testament to the unyielding charm of the untamed Camp John Hay trails.

While his dedication to environmental advocacy through birdwatching is commendable, his journey also highlights the curiosity that resides within each of us. The thrill of spotting a rare bird through the lens is comparable to the excitement of stumbling upon a legendary Pokémon in the tall grass, evoking a rush of excitement and amazement at the beauty of the natural world.

Indeed, Camp John Hay trail attracts not only explorers and nature lovers but also the curious at heart. Each step along the trail unveils layers of secrets waiting to be discovered, offering a glimpse into the rich biodiversity that thrives within this forested area.

New Clark City is modern and world class not just because of infrastructure or technology, but because it embraces nature and culture. For one thing, New Clark City is shaped and designed by the land.

“The real root of our culture and identity, for me, is nature,” said Architect Royal Pineda, the co-founder and lead architect of Budji+Royal Architecture +Design. “The best inspiration to design things that are grand is nature.”

At the behest of BCDA, the UP Training Center for Applied Geodesy and Photogrammetry generated an aerial mapping to ensure that the New Clark City master plan is aligned with the natural contours and usage of the land. The study results fostered informed decisions on where to place built-up areas and where environment conservation initiatives may be needed.

Nothing says “green” more than the River Park-whose development followed the natural flow of the Cutcut River, in keeping with the Asian Development Bank’s (ADB) recommendation. The ADB also conducted a Biodiversity Assessment and Hydrology Study to inform conservation efforts of local flora and fauna and protection of the area’s watershed.

As the first smart, green, sustainable and resilient metropolis in the country, New Clark City was chosen as on of the pilot areas of the UK Prosperity Fund Global Future Cities Programme. “It’s exciting that we face the prospects of something which is going to be clean, green, sustainable and resilient, and a city that’s inclusive as well where all branches of the community and society can find their place,” said former British Ambassador to the Philippines Daniel Pruce.

New Clark City also embraces the best of Filipino identity and sense of community. This is evident in the references to local materials in the design and the use of it in the actual structures, and in the artworks by Filipino artists that dot the cityscape.

With a view of futureproofing, BCDA and its planners developed urban design guidelines-a “bible” of sorts-for future developers to use as a reference, so that New Clark City does not end up as a hodgepodge of different styles and lose its Filipino identity.

For Pineda, it’s like the Filipino champion athletes shattering records during the Games: “The Filipinos setting the world standards- that is where I want to bring the modern Filipino city.”

PHILIPPINES RE-DEBUTS AT THE GLOBAL WORLDFARE IN UK

After a 15-year hiatus, the Philippines made a triumphant return to the largest and biggest bird fair in the world – the Global Birdfair – through a private initiative, the Bird Finder Philippines, last July 12-14, 2024 in Lyndon Top, Rutland, United Kingdom.

The Philippines made its first debut at the birdwatching world by participating at the British Birdwatching Fair in Rutland, England in 2009. Represented by the Department of Tourism (DOT) and the Wild Bird Club of the Philippines (WBCP), the delegation also distributed two volumes of "Birdwatching in the Philippines" books, highlighting the country's diverse avian species and prime birdwatching sites. This event also marked the selection of the Cebu Flowerpecker as the flagship species of BirdLife International, a global partnership of non-governmental organizations geared towards avian conservation. The Cebu Flowerpecker, critically endangered and endemic to the Philippines, was believed to be extinct until its rediscovery in Cebu in 1992. Despite its elusive nature, with no photographs ever captured until now, its story inspires birdwatchers worldwide.

The British Birdwatching Fair is an annual event that began in 1989. It is so far the biggest and largest birdfair in the world that attracts birdwatchers, bird photographers and enthusiasts from all over the world, including a diverse audience from different parts of the United Kingdom and Europe. There are hundreds of exhibitors from various sectors, including conservation organizations, art, media, photography, books, optical equipment, nature tourism, tour companies, local products, outdoor

attire, bird food, and other bird and nature-related products. The fair was canceled in 2020 and 2021 due to the COVID-19 pandemic but returned in 2022 as the Global Birdfair. Two years after its re-opening, the Philippines re-debuted through the participation of Bird Finder Philippines. Bird Finder Philippines, the birding tour outfit of Birds in Focus, Inc. (BIF), spearheads the promotion of Philippine birdwatching and bird photography tours. BIF also manages the Haring Ibon brand, known for bird-themed merchandise and publications like "Haring Ibon: The Great Philippine Eagle" and "Endangered Bird Species of the Philippines." Haring Ibon is also the country distributor for renowned books from Spain and the UK, including "All the Birds of the World," “All Mammals of the World,” "Threatened Birds of the World," “Birds of the Philippines,” “A Naturalist’s Guide to the Butterflies of the Philippines,” “A Naturalist’s Guide to the Birds of the Philippines,” among others. The recently concluded Global Birdfair attracted over 300 exhibitors from various countries and more than 15,000 visitors during the three-day event. The Bird Finder Philippines booth garnered significant attention, with visitors expressing surprise and delight at the diversity of the Philippines' avian life. Comments such as, "We didn’t know the Philippines has so many colorful birds and such a number of endemics," and "We’re glad to know you have birding tours there," highlighted the newfound interest. The canvas on the walls of the Bird Finder Philippines’ stand was designed by Vinz Pascua. He adorned with 20 of the most sought after colorful Philippine endemic birds - a vibrant display that really attracted visitors at the fair.

Wild Bird Photographers of the Philippines (WBPP) co-founder and president Alain Pascua presented at one of the stages an “Introduction to Philippine Endemic Birds and Birding Tours”, a lecture that attracted many participants who later trooped to the Bird Finder Philippines’ stand for more information. More than a hundred presentations in four stages have been held during the three-day event.

The Philippines is home to approximately 743 bird species, with more than 260 endemics, birds that can only be found and seen in the Philippines. It ranks third in the world with the most number of bird endemics per square kilometer. Every serious birdwatcher and bird photographer are compelled to visit the Philippines to see and capture these unique avian treasures. Bird Finder Philippines offers comprehensive birding tours across Luzon, Mindanao, Palawan, and the Visayas, ranging from 5 to 7 days for each package. It caters to groups of up to six birders but can also tailorfit tours for solo or smaller groups for shorter or longer durations. Most inquiries involve extensive tours of 14 to 21 days, covering all major islands. The Luzon package includes birding in Subic Bay Freeport Zone and Camp John Hay in Baguio City.

During the Global Birdfair, Bird Finder Philippines forged partnerships with international birding tour operators, like Birdfinders, Rockjumper, All4Birding, and 2by2 Holidays to cite a few, enhancing the country's appeal as a birdwatching destination. Birdwatching in the Philippines began in the 1980s, led by pioneers like the late Tim Fisher, co-author of the "A Guide to the Birds of the Philippines." Despite early efforts, the establishment of corporate birding tour operators remained limited as competent and expert bird guides did not grow as fast as the visiting birders. Bird Finder Philippines was created to fill this gap, capitalizing on the experiences of its officers and bird guides who have been exposed to countries like the United States, Argentina, Costa Rica (which attracts around 100,000 birders annually just for Quetzal), and the growing birding infrastructure (hides, feeding stations and guides) in neighboring Malaysia, Thailand, Indonesia and Vietnam. While birdwatching and wildlife photography tours are still growing sectors in the Philippines' tourism industry, there has been a steady increase in foreign

birder visitors. This growth could be accelerated with the support of the Department of Tourism (DOT), Tourism Promotions Boards (TPB), Department of Foreign Affairs (DFA), and other government agencies in the promotion of the Philippines not just as a tropical beach destination but as a premier birding hotspot. Serious birdwatchers and photographers often visit countries with many endemic species repeatedly, offering a sustainable tourism model that extends beyond typical beach vacations.

The Philippines' rich avian biodiversity and the dedicated efforts of Bird Finder Philippines position the country as a must-visit destination for birding enthusiasts worldwide. With continued promotion and support, the Philippines can soar to new heights and gain a place of prominence in the global birdwatching community.

Launched in May, this "Carrier Cool Spot" is drawing attention for its innovative design and ecofriendly operation. The oversized unit features air jets that significantly cool the waiting area. Powered by solar panels, it runs daily from 6 a.m. to 10 p.m., potentially lowering the ambient temperature by 10 degrees Celsius.
