Does the site have a dirty secret? With pressure on house builders to release more land and accelerate development brownfield land has been given a faster track for planning approval. Whilst posing an obvious solution to land scarcity, brownfield sites represent uncertainty and risk as the exact past site use and potential contaminants can be unknown. Toxic pollution from waste
materials, industrial processes and chemical or fuel storage can leave residues for many years in both the land and groundwater. From an environmental perspective, contaminants can migrate away from the site and pollute underlying groundwater, neighbouring rivers, and local environmentally sensitive areas. Furthermore, substances may also be corrosive, and potentially explosive, threatening the local ecology, animals and humans. These are in addition to the substantial punitive costs for the disposal of contaminated soils if not identified and managed from an early stage. Local Authorities will usually impose a condition that a full site investigation is undertaken to verify the presence of any contaminants. If any are found, they will also insist on an effective remediation strategy being put in place. Introducing impermeable surfaces such as roads, pavements and roofs in a new development increases the amount of surface water flowing into drains and sewers. This adds to the risk and severity of flooding. The extreme events of last winter in Cumbria and Yorkshire demonstrate how susceptible river systems are to sudden downpours. Much of the existing sewer network is unable to cope with an increase in surface water runoff due to its condition and capacity. Many sewers are susceptible to blockages, flooding homes and businesses with huge financial implications. The National Planning Policy Framework has been updated, requiring new developments in areas at risk of flooding to give priority to the use of SuDS and demonstrate the proposed development would not increase flood risk to third parties. Local Authorities continue to implement stricter planning and referral controls, ruling in favour of SuDS on suitable sites. Building regulations have also been revised, so that developers are required to consider infiltration to ground or to a surface water feature where conditions permit, in preference to discharging to sewers. Planners are now favouring developments that include SuDS which reduce the volume and slow the rate of surface water runoff. The Local Authority SuDS Office Organisation (LASOO) was established after 6th April 2015. They are a professional association of local authority officers that have involvement in sustainable drainage systems. LASOO are the owners and writers of the guidance which sits alongside the Non-Statutory Technical Standards for Sustainable Drainage Systems. In the guidance, they advise: “It is highly recommended that pre-application discussions take place before submitting an application to the local planning authority. Ideally, these discussions should start at the

New Fine Levels Should Focus Concentration.
The new sentencing guidelines for Corporate Manslaughter and Health and Safety offences came into effect from 1st February 2016. Although the term “guidelines” might suggest that these are intended to provide some indicative yardstick to ensure a degree of consistency in sentencing, in fact they are more proscriptive in character than this. There is now a statutory requirement for courts to follow these guidelines unless this is considered ‘contrary to the interests of justice’. The significance of the changes in sentencing policy should not be ignored for a couple of reasons. Firstly the levels of fine have been increased with the deliberate intention that at the higher levels the guilty party should feel a ‘real economic impact’. The headline grabbing figure is that large corporates could now face a maximum fine of £20 million if convicted of a Corporate Manslaughter offence. However the

level of fines for breaches of Health and Safety Regulations have also increased significantly (maximum £10 million). Secondly there is now formal guidance on sentencing tariffs for non-fatal health and safety offences. Hitherto such guidance was limited to offences causing death involving corporates. The new guidelines extend the rules to individuals and the more everyday breaches of the legislative provisions. Business owners and directors should bear in mind that to commit an offence it is sufficient that there was a risk of harm to an employee or member of the public – even if nobody has actually been injured. For those organisations running a fleet, it is even more imperative that all employers ensure that driving risks are properly assessed, that their drivers are properly trained and licenced
to drive (and remain so whilst driving at work) and that clear rules and policies are put in place to encourage responsible driving and vehicle maintenance. Merely putting a policy in place however will not suffice. It must also be seen to be to be rigorously enforced. In those cases where a driver is seen as presenting particular risks to fellow employees or other road users, steps must be taken to address the behaviour, whether in the form of additional training, suspension or disqualification from driving at work. Don’t forget that the same obligations are owed to grey fleet drivers. The fact that they are driving in their own vehicle makes no difference to the duty of care owed to them. In fact employers should bear in mind that the obligation to ensure that equipment is safe for work extends to the employee’s vehicle, irrespective of ownership. A prudent employer should therefore put measures in place to ensure that all grey fleet vehicles are properly insured, serviced and maintained by their owners. If health and safety matters in relation to vehicles and drivers aren’t already high on the list of management priorities, then the threat of a fine big enough to really hurt the business should be sufficient incentive to make this an immediate priority at board level. The MONOTEC channels installed in the Travelodge car park have a nominal grating width of 100mm, an overall height of 380mm and are suitable for a loading category of up to Class D400. The channels provide a cross-section of 355.5cm2 and have a high attenuation volume. The RECYFIX® MONOTEC one metre long channel component is of a sturdy monolithic design where the HEELSAFE grating and the tongue and groove linking system are integral to the channel moulding. The whole unit is made of tough, virtually unbreakable polypropylene (PP) formulated to be very resistant to daily temperature fluctuations from frost conditions to strong sunlight, including the Ultra Violet (UV) spectrum. PP is naturally resistant to de-icing salt. Complying with the requirements of EN
1433, the PP is given its UV resistance by adding just sufficient carbon black as a stabiliser so that the structural strength of the material is unaffected and a consistent appearance is maintained.

When sanding gypsum plaster, the removed mass per unit time was 2.6 and 1.4 times higher with the net abrasive than in sanding without extraction and when sanding with paper incorporating six holes respectively. While the surface of the paper sanding material became clogged, the Abranet abrasive with extraction improved the effectiveness of the sanding by preventing clogging and increased the removed mass per unit time. The data is founded on research conducted by Durag Group, a leading independent environmental monitoring and data management company, in laboratory conditions, supported by the Finnish Work Environment Fund and Mirka. The aim was to determine airborne dust emission in sanding with a ventilated manual sanding machine, comparing Abranet products with perforated paper. The results showed that sanding with the abrasive net reduced the airborne dust emission per the removed mass at between 99.96- and 99.99% depending on the material, compared to between 97.05% and 99.76% for perforated paper.
