BDAQ calls for urgent town planning reform Now that the state election os out of the way it’s time to talk about some real reform to town planning in Queensland . At a time when we should be talking about making housing more affordable and about protecting jobs in the industry, many projects are facing unacceptable cost impost and significant delays because town planning processes in Queensland need a complete overhaul. In the current economic climate projects are being held back or abandoned altogether in the face of frustrating red tape. BDAQ has released a six point plan to address the issues which are creating problems for designers, developers and builders in Queensland. 1. Review all town plans and remove building matters which are already covered in other legislation. 2. Develop a Queensland Housing Code as a matter of urgency to supersede all housing matters included in local town plans. 3. Develop state-wide development codes for all types of projects in the commercial and industrial arena.

4. Provide for private certification of code compliant projects. 5. Reform the infrastructure charges process with particular emphasis on reducing the impact of the charges on new home buyers. 6. Reverse the assumption of refusal where local authorities fail to meet the time frames set down in the Integrated Planning Act making the result “deemed approval”. What is the justification for a lengthy and costly Local Government planning approval process for a proposal to build an industrial building in an industrial area? If a state code existed for industrial buildings, eighty percent of these projects could be designed to that code and could be approved under the normal building approval process. This would free up under-resourced Local Authority planning departments for the important role they should be doing now. BDAQ wants Local Government to become more accountable for completing planning approvals in the prescribed time-frames.

The Integrated Planning Act sets out specific time-frames for the approval process but provides the applicant no recourse where those time-frames are exceeded. We are also asking for a review of the Local Government infrastructure charges. These charges add hundreds of thousands of dollars to the cost of development. For residential developments, these costs are borne by the home-buyer who is then required to pay rates each year for the ver y same infrastructure. If Queensland is serious about making housing affordable, this is the place to start. Some positive moves have already been made, but BDAQ is asking for a commitment to continue and expand the reform process. The current economic situation demands that immediate steps are taken to remove the barriers that are adding unnecessary time and cost to every development. The building and construction industry is crucial to Queensland’s recovery. It must not be stymied by over-regulation and unnecessary red tape. The cost to Queensland of the current s y s t e m i s l o s t o p p o r t u n i t y, unaffordable housing and jobs, jobs, jobs! Russell Brandon

National EcoDesign Smart program underway The Building Designers Association of Australia, EcoDesign Smar t Building Designer program got underway for 2009 in Tasmania during February. The program has

been established to recognise BDA members who have undertaken specific training in sustainable design.

Over 60 building designers attended the Tasmanian Seminars

The training is based on the Building Sustainability Seminars which were funded by the Federal Government and was presented in Tasmania by Chris Reardon. It proved to be very popular with Tasmanian members. The program will move to Queensland in April and the first seminar series is already almost sold out. A second round will be scheduled for later in the year.

Keeping your home cool can be a challenge, particularly during the hot Queensland summer. And, while it's the first thing many of us do when the mercury rises, running an air conditioner can be a costly fix, both financially and environmentally. So, what's the answer? It seems the easiest way to gain more control over your home's thermal comfort is through the use of suitably glazed windows. This is not surprising when you consider that windows with standard single pane 3mm flat glass are generally the thermal “weakest link” in residential buildings. Being the only major building material that directly admits radiant heat, it is not surprising that around 90% of unwanted heat gain in summer enters a building through unsuitably glazed windows. And because ordinary glass is relatively thin and conducts heat well, these same windows are also the major route for heat loss during winter. As a result, home owners throughout Queensland are using up to 60% more energy to heat and cool than is necessary. Being big users of electrical air conditioning, Queenslanders will feel this more than most, and as Queensland's main electricity source is black coal, the resulting greenhouse gas emissions don't look promising for the environment either. Energy efficient windows can help keep your home cool by cutting down heat transfer and energy costs. A study undertaken by Queensland University of Technology (QUT) found that improved glazing choices can increase a home's star rating by 1.5 to 2.5 stars. With the Queensland Government's introduction of a mandatory minimum 5 star energy rating for new homes and major renovations from 1 March 2009, this is an important consideration for soon to be home owners and renovators. Viewed in a different way, if all Australian homes were fitted with high performance glazing, greenhouse gas emissions would be reduced by approximately 8 million tons per annum, which is the equivalent of taking 1.6 million cars off the road. Window replacement or upgrading glazing options for new homes is often overlooked and assumed to be too involved and expensive. The reality is that there are many options for upgrading your glazing to suit a wide range of window styles, performance needs and budgets, all of which can improve the comfort and value of your home. Not to forget operating costs: a home using performance glazing won't need an air conditioning system to be turned on as often, or being run as hardit will take less energy to cool the home and that coolness will be retained for longer- and that means lower power bills at a time when electricity prices are set to increase dramatically. Recent years have seen major advances in the Australian glass industry, and the result is a wide range

of glass solutions available to maximise control over your home's thermal comfort and energy efficiency. Viridian's durable “hard coat” Low-E products lie at the core of a wide range of glazing options for improving your home's thermal performance. These include Viridian's Thermotech™ range of high performance double glazing, as well as single sheet and laminated products, such as the ComfortSave™ and ComfortPlus™ product suites. As well as helping to keep your home cool, most glass products can be customised to offer additional benefits such as noise control, increased security and reduced sun glare. All of this can be achieved without heavy tinting or mirror like coatings that reduce natural light and detract from the appearance of your home. Having recently completed a $130 million upgrade to its Dandenong Victoria glass plant, Viridian is soon to commission its on-line “pyrolytic” coating process which applies an invisibly thin ceramic coating to its float glass as it flows from the furnace – the only technology of this type and scale to be found in the Southern Hemisphere. “The ideal insulating glass choice will allow you to forget about monitoring your home's energy performance and focus on enjoying the increased comfort of your home environment,” says Viridian's North QLD Area Manager, Paul Ebert. “People don't often realise it, but ordinary glass in windows is old technology – there's a wide range of performance glass available that has so much more to offer than the 3mm clear window glass we all grew up with. Home-owners should talk to a glass supplier that understands energy efficiency, discuss the options, save money and the environment, making your home cooler for less makes sense.” Owners of existing homes looking to retrofit energy efficient windows don't necessarily have to replace entire window fittings. While double glazing offers the optimal energy efficiency solution, retrofitting double glazing into existing frames may not always be possible or practical. Fortunately, significant energy savings of up to 32% can still be gained

In the current climate, residential energy efficiency is one of the key areas to be addressed. The magnitude of the problem is so great that if everyone in Australia was to turn on their air-conditioners we don't have the available energy to operate them.

Tips to consolidate rather than capitulate by Tamara Simon In light of the current Global Economic Crisis (GEC) and the constant media bombardment, I think you could be forgiven if you were feeling a bit depressed, negative or maybe just gloomy. For those in business, life has possibly gotten a bit tougher (and maybe a bit quieter); with many trying to determine how long the GEC will last, what marketing strategies to maximise, and can they ride it out with hopefully their current staff levels in tact. In addition, the Federal Government's Stimulus Package probably won't assist many building designers, summed up I believe quite well by Joe Hockey, Shadow Treasurer on ABC's 'Q&A' show Thursday 19th February 2009. “Small business is not getting any incentive at the moment to continue to employ people when they're seeing fewer and fewer customers come in the door. You can have all the tax concessions you want for small business, but if small business hasn't got customers and if small business can't borrow money from banks, then small business isn't going to be able able to afford to buy new equipment.” So businesses have two choices 1. 2.

Increase Income Decrease Expenses

Simply having money in the bank account to pay the bills now doesn't ensure long term viability and sustainability – nor does it identify the business as successful, merely surviving or treading water. However for many, increasing income is not an option because the market is deciding not to purchase their services, let along pay a higher premium than in the past. So the only viable option is to reduce expenses to keep your doors open while we see out these uncertain times.

- Order stationery monthly rather than ad hoc - Not provide tea, coffee, milk for staff in the short term - Maximise onsite visits – plan multiple sites in one day rather than separate trips - Review financial delegations of staff to ensure no unnecessary/unauthorised spending - Review bank fees and charges – consolidate accounts/loans - Short term freeze on salary increases - Review telephone/mobile phone plans to get the best deal - Shop around for all purchases – look for discounts Cashflow areas to consider -

Because it will get better (or back to what normal growth and productivity should be), rather than the wave of prosperity we've been riding for at least the past five years.

Estate of Trinity Beach is this modern version of a Queenslander from Matthew Carley. Emanating style and charm, the home blends beachside ambience with contemporary flavours and the laidback lifestyle indicative of Queensland living. A white slatted garden wall presents a private facade to the street. Passers-by catch glimpses of the eye-catching blue-green weatherboarding of the home and the timber deck path leading up to the front porch. Embracing outdoor living in comfort and style, a centrally located indoor patio room was designed to replace the traditional patio and has the ability to adapt to differing climatic conditions through the use of sliding

aluminum doors and screens. The pool sits adjacent to this area with a timber deck extending from the sliding doors to the pools edge. Generously sized open plan living areas create a flow-through effect, being placed at the front of the home with private quarters toward the rear. The lounge area includes louvered windows on all sides and the kitchen features a laminated mini-wall shielding the sink, with the granite bench top extending beyond as a table on a stainless steel frame. 100

Suitable for any suspended slab, Bubbledeck utilises a steel-caged network of soccer-ball sized plastic bubbles to fill each slab, reducing concrete and water content by around 30 per cent. Ingeniously, this allows for a 50 per cent increase in span lengths, eliminating the need for support beams and reducing the required number of load-bearing columns – while satisfying all engineering requirements. Bubbledeck is as strong as a normal concrete slab, only lighter, which opens the door to enhanced design freedom and capacity for open-plan, uncluttered interiors. Developed by Danish engineer Jorgen Breuning, over the last decade Bubbledeck has evolved into one of the most favoured building systems in Scandinavia. The first North American application was recently completed in Vancouver, Canada and the first project in Australia is currently underway in Perth. HOUSE FROM SPAZIO Design is a stylish and contemporary family home situated in the Closeburn countryside. This spacious home embodies charm without compromising function and liveability for the owners and their family.

Utilising the natural contours of the site, the residence takes on multiple levels creating effortless separation between living, entertainment and private areas. Optimal cross ventilation is also achieved through the use of levels. Low maintenance materials were used throughout to maximise the liveability and warmth of the home.
