THE SCOURGE OF SILENT DIABETES A staggering 24,000 people could have undiagnosed diabetes according to the findings of a study conducted by VHI Healthcare. VHI Healthcare conducted the largest ever study into diabetes risk and cardiovascular risk in Ireland between 2009 and 2013 and the findings were published recently in PLOS ONE (Public Library of Science), a peerreviewed, open access journal that publishes work from all fields of scientific research*. CARING APPLICATION Individuals with autism will be at the centre of their own private social network of support and care thanks to a breakthrough partnership involving revolutionary Irish app CareZapp and Autism Initiatives. The collaboration will allow many people with Autism Spectrum Condition (ASC) to harness technology to improve their ease of communication and increase their independence. The unique cloud-based technology will give people with ASC, their families and caregivers the ability to greatly enhance their support network. Named as one of the start-ups to watch in 2015, CareZapp has teamed-up with specialist UK and Irish charity Autism Initiatives to create new networks of care around people with ASC, connecting individuals, families and those who can support them in the community via technology. CareZapp is available as a free app for Apple and Android devices, and via the web, enabling individuals to create care groups, invite members and manage how communications are shared.

IPR NEWS MINISTER KATHLEEN LYNCH LAUNCHES THE CRYSTAL CLEAR PHARMACY PROGRAMME The MSD and the National Adult Literacy Agency (NALA) have introduced Ireland’s first health literacy quality mark under the Crystal Clear Pharmacy Programme, developed in collaboration with the Irish Pharmacy Union (IPU). Minister with Responsibility for Primary Care Kathleen Lynch launched the programme that will recognise the critical role pharmacies play in helping patients understand their health issues and the steps they need to take to improve their health. The results of a 2015 Health Literacy Survey were also published to coincide with the launch. The Crystal Clear Mark will be awarded to pharmacies and general practices where there is evidence of and commitment to providing a health literacy friendly service to patients. This requires taking account of the literacy and numeracy needs of patients and looking for ways to consistently communicate clearly.
What is Health Literacy? Health literacy and numeracy is based on the simple concept of a health provider such as a doctor, nurse or pharmacist communicating clearly and the patient

The Crystal Clear Pharmacy Programme The Crystal Clear Pharmacy Programme involves pharmacies and general practices completing an online audit at www.nala.ie/crystalclear to determine their policies and procedures; how they communicate; staff awareness; and how they evaluate and continually improve their service. Pharmacies who pass the audit get the Crystal Clear Mark and those who do not, will be offered guidance and support by NALA to achieve it.
CODEINE WARNING Pharmacists are warning parents not to treat children below 12 years old with codeine-containing medicines for coughs and colds because of the risk of serious side-effects, including the risk of breathing problems. In addition, the use of codeine for coughs and colds is not recommended in adolescents between 12 and 18 years who already have problems with their breathing. Parents are advised to ask the advice of their pharmacist before giving any codeine-based medicine to their child. Bernard Duggan, Pharmacist and Honorary Treasurer of the IPU (Irish Pharmacy Union) said: “The use of codeine for coughs and colds is prohibited in children below 12 years of age and is not recommended in children and adolescents between 12 and 18 who have problems with breathing due to the risk of serious side-effects. Coughs and colds are generally self-limiting conditions and the evidence that codeine is effective at treating cough is limited in children.” The warning from pharmacists follows restrictions by the European Medicines Agency Pharmacovigilance Risk Assessment Committee, which is responsible for assessing and monitoring safety issues for human medicines. 6

SOME ECONOMY NEWS Well, it's looking like there's going to be definite and measurable growth in the economy following the release of the Government’s Spring Economic Statement in Dáil Éireann the end of April. Minister of Finance, Mr. Noonan, stated the following facts that prove economic recovery and growth: In 2014 the economy grew at the fastest European rate of 4.18%. GDP growth is expected to reach 4% this year The public finances deficit will fall below 3% in 2015 and will reach the European average within the next few years. Employment is expected to return to pre-crisis levels in 2018. The deficit has fallen from €15bn in 2011 to €4.5bn in 2015 and is expected to be 2.3% of GDP this year. From a taxation perspective; Mr. Noonan didn’t give much away other than focusing on maintaining budget discipline in his speech. However, he did advise that between €1.2bn and €1.5bn will be available for tax reductions and investment in public sectors within Budget 2016. This is Government’s second expansionary budget, which they have committed to continuing until 2020. This expected €1.2bn to €1.5bn available funds will be split 50:50 between tax cuts and expenditure increases, concentrating on cuts in taxes on income such as the USC and investment in public services to the Irish people. Mr. Noonan added that the 12.5% corporation tax rate will stay and that this is a red line for the Government. Some of the statistics outlined in the statement which reflected why demographic pressures are on the increase were as follows: ✔ Ireland have the highest percentage of people under the age 15 in Europe ✔ Life expectancy has risen with 13% of Ireland’s population over 65 ✔ The ratio of working age people to those over 65 is expected to fall from 5:1 in 2015 to 2:1 in 2060 ✔ The population over 65 is projected to increase from 11% in 2010, to 15% in 2020 and to 24% in 2060. Mr. Howlin advised that the Government will increase current spending by €600m to €750m in 2016 and will be invested in key areas such as health services, the State pension provision, employment, infrastructure and education. Both ministers were keen to conclude that the economy would not return to a boom/bust cycle and the Government’s plan of action would be best suited to achieve this.

They’re contagious and irritating for children but can be dealt with swiftly. Lice aren’t dangerous and they thankfully don’t spread diseases. Nits (lice eggs) can often go unnoticed, especially in brown hair, as they can sometimes be a brown colour before they hatch. The adult head louse is no bigger than the length of a pinhead. Scratching is from a reaction to the saliva of lice. Excessive scratching may lead to a bacterial infection, if you think your customer’s child's scalp is too tender or they have swollen lymph glands, or crusting / oozing, refer them to their doctor. They may need an oral antibiotic. Ticks Increased outdoor activity can also increase the chances of ticks jumping on board unsuspecting family members. They’re actually small arachnids and like most ectoparasites it can take a while for you to notice that they’ve made themselves at home. Ticks can be removed using a fine tweezers as close as possible to the skin to avoid squeezing its infectious contents into the victim. The occurrence of Lyme disease in Ireland is on the rise, so make sure your customer watches out for a red rash in the shape of a dartboard in the weeks after the removal of the tick. Further symptoms include a temperature of 38ºC, muscle pain and joint swelling. If any of these present they need to seek medical attention.

Gone Too Long Peninsula Business Services discuss the matter of long-term absences
Dismissing an employee due to an ongoing medical absence can be a tricky subject for both the employer and the employee. The employer has to consider the need of the business to have the post filled, whereas, the employee has to consider the importance of holding on to their role for financial reasons. An employment tribunal will have to weigh up the needs of the employer as compared to those of the employee. The matter is even more complicated where the employee’s absence is due to a disability. The Risks If an employer dismisses an employee on the basis of medical incapability then the main risks are as follows: ✔ An unfair dismissal claim, which can carry up to two years’ compensation. ✔ An equality claim on the grounds of disability, which can carry up to four years’ compensation. Accordingly, it's vitally important that employers seek advice on how best to manage long term medical absences. Is it true that you cannot dismiss an employee on certified sick leave? No, this is not true. Under the Unfair Dismissals Acts 1977 to 2007, an employer may dismiss an employee on the grounds of incapability if the employee is incapable of performing the work which they were hired to do. Additionally, the Employment Equality Acts 1998 to 2011 do not prohibit employers from terminating employment on grounds of incapability as long as the employer has sought to “reasonably 20

accommodate” the employee’s disability in the workplace. What are the main considerations when it appears the employee is unlikely to be able to return to work? Firstly, the employer should ensure that they are in full possession of all the material facts concerning the employee’s condition. This is most readily achieved through obtaining medical advices from either the employee’s doctor or from a company doctor. Such advices should also be able to assist the employer in identifying whether or not the employee’s absence is due to a disability. It is often the case that a disability can be reasonably accommodated in the workplace and as such a dismissal would not be necessary. Secondly, based on the medical advices, if it appears as though the employee is unlikely be able to return to work again, or for the foreseeable future, the employer should ensure that employee is given fair notice that the question of his or her dismissal for incapacity is being considered. If the medical advice confirms that the employee may be able to return to work but not for the foreseeable future then the employer will need to have a very solid business reason as to why they need to dismiss the employee rather than, for example, covering their absence through temporary employees. The employee must also be allowed an opportunity to influence the employer’s decision. This
will normally require a two-stage enquiry, which looks firstly at the employee’s capability / incapability and its likely duration, and secondly looking at the medical evidence available to the employer either from the employee’s doctors or obtained independently. If it is apparent that the employee is not fully capable, the employer must consider what reasonable accommodation they can offer the employee to make them fully capable, such as special treatment or facilities that may be available and the cost associated with such treatment/facilities. For example, if an employee is absent due to a hearing difficulty then can the employer assist with visual aids, visual software, etc?. Where the employee is consulting a specialist on their condition then it is advisable to seek the specialist’s advices rather than that of a general practitioner. If the medical advice confirms that the employee may be able to return to work but not for the foreseeable future then the employer will need to have a very solid business reason as to why they need to dismiss the employee. Conclusions If an employee is on long term sick leave, ensure you are fully informed on the nature of the illness and its likely duration. By following the correct procedures the employer can’t go wrong. Employers should seek advice from the Peninsula’s 24 Hour Advice Service on 1890 252 923 if they have any employees on long term sickness absence.

How did Celtic Candles start out? The company was originally started during the economic doldrums of the early eighties by my dad, Gerry Stewart, together with his brothers and sisters, a real family affair. They quickly built up a prominent business where quality product and care for the customer was key. Back then the business was confined mainly to the restaurant and church trade covering the UK and Ireland. And it’s a real testament to the founders that today, almost 40 years later, we retain many of those first customers. As a family business are there many challenges? Of course, you come across challenges in every business. I think with the proximity of family in businesses together it’s important to set boundaries early on. In the early days there were six family members involved in the business but they always made it work. I think that to succeed in a family partnership everyone needs to have defined roles 28

within the company and be trusted within these roles. Once you have the right people in their best role everything should run smoothly..! I feel honoured to be working with my dad now. He often brings the sense and reason; while I'm the creative and ambitious one…so I am told! Every Friday we get together, whether it’s over a pint, or a cup of tea in the office and dissect the week past and plan for the one ahead - ensuring we leave problems in the past and bring forward the positives. It keeps us excited, motivated and on the same page. The packaging is so pretty, who designed it? Thank you very much! We really enjoy the positive feedback we receive. My wife Hannah has a very good eye for design and together we have regular tea-fuelled brainstorming sessions at our kitchen table! And that’s where we created the design basis of ‘The Celtic Candle Collection’ packaging. We wanted to create packaging that reflects the unique properties of the product inside; something natural and organic yet beautiful and evocative. Getting the packaging right is very important to entice the customer - but the candle needs to stand up for itself. Anybody can sell a product once, that’s the easy part. Getting customers to come back time and time again is the challenge and Celtic Candles achieves that.
What are your future plans? t’s the marketing boardroom of any multinational company you can imagine, and the nomenclature is rife with terms like: ‘boomers’, ‘millennials’, ‘X-ers’, etc. Generalising the population can sometimes just be a lazy (but sadly effective) way for companies to

increase revenue when they pander to our ever-changing generations. The study of demographics is a cynical business. However, for your retail business it happens to be interesting to note that it’s the baby boom (‘boomer’) generation (most of whom will be now approaching
their 60s and 70s) who are set to become the biggest spenders in the last three quarters of 2015. That’s a developed-world trend. The second biggest spenders are predicted to be ‘Millenials’ – an obscure group who span from the early 1980s to 2000, followed by a cross section

Heir And Assign Michael O’Leary of JPA Brenson Lawlor Chartered Accountants, examines the issue of succession and whether the successor will be up to the job
I
t’s quite normal, as a business owner, to think ahead about what may happen to your business in the future. Typical questions asked by pharmacists include: ✔ How do I prepare my business for sale? ✔ How do I prepare my business for succession? ✔ What tax reliefs are available when I sell out or transfer my business to the next generation? ✔ How do I provide for my retirement and how do pensions fit in the overall? But interestingly, that though there’s a growing awareness of these issues within the sector, pharmacy owners are raising worries as to whether those who take over the business are up to the job? Let’s start with the basics. If you are selling, you should take all the necessary actions to structure the sale as tax efficiently as possible. For those over 55, assuming conditions are satisfied, the good news is that no capital gains tax (current rate 33%) is due if sale proceeds do not exceed €750,000. Marginal relief restricts tax 44

to 50% for proceeds over €750,000. However the bad news, for those aged 66 and over, is that the €750,000 is reduced to €500,000. This raises a real concern, as these after-tax proceeds will also be liable to inheritance tax on death, an unpleasant case of double taxation! However, a sale by a qualifying holding company provides that capital gains tax will not be payable unless that company is liquidated. Income of €65,600 per annum is liable to 20% income tax for a married couple with two incomes, so you should consider taking salaries instead from your holding company. The shares in the holding company can pass on death to a spouse who can take the cash out at no tax cost. While asset values are low it is a good time to look at succession within the business. However, the successor must be ready to do the job – and we are seeing and hearing more concerns around this issue. As a solution for those who are unsure about their successor’s ability, we recommend the establishment of a transition period whereby owner and successor work together passing on key relationships and experiences.

A transfer within the family by way of gift (not inheritance) may also be liable to capital gains tax in your hands, but exemption can be available. However, if you are 66 or over, tax exemption will be restricted to the first €3m of assets. In the case of gift or inheritance, the beneficiary is also liable to capital acquisitions tax, but reliefs may also be available. Your first task should be to provide for your own retirement. People say: “Oh God not pensions again!”, but company pension contributions provide tax relief on investments, earn income tax free and provide access to tax free withdrawal (up to €200,000). Pensions should be part of every plan to build wealth outside the business but it should not be your only wealth strategy and this applies whether or not you plan to sell your business. he digestive system is a complex piece of equipment. It has to break down all the food we eat into tiny particles; collecting all the nutrients, transporting them to the blood stream to feed every cell in the body and eliminating the waste, it also contains 70% of the body’s immune system and acts as the body’s first line of defence.
