Trade in services New vision, new opportunities, new development
CHINA
(Beijing) International Fair for Trade in Services is an annual event taking place from May 28 to June 1 and is permanently based in Beijing. Hosted by the Ministry of Commerce and organised by the People’s Government of Beijing Municipality, CIFTIS is on track to be the world’s only national-level, international and comprehensive transaction platform for trade in services covering all 12 sub-sectors. It also serves as an interface for business talks, a window for policy release, and a bridge linking companies from all over the world. The services industries and trade in services have developed tremendously in China in recent years. In 2010 the value added to the Chinese service industry was 17.1 trillion Yuan, accounting for 43 per cent of the national GDP. China has become the world’s fourth largest exporter and the third largest importer in trade in services, which is why CIFTIS is taking place in Beijing, facilitating the sharing of ideas, and promoting collaboration and the creation of value to advance global trade in services. New vision
With the theme of Trade in Services: New Vision, New Opportunities, New Development, the inaugural CIFTIS fair consists of six parts: opening ceremony, summit forum, specialised trade talks, a comprehensive exhibition, themed promotion
and authoritative information release. Chinese state leaders will address the high-profile opening ceremony which will be attended by Chinese and foreign political leaders, heads of international organisations and senior executives of multinational corporations. New opportunities
The summit forum consists of a highlevel forum and several sub-forums. Chinese and foreign ministers, mayors, renowned experts, scholars and corporate executives will have in-depth discussions on key development areas, emerging issues and trends in the services industry. Specialised trade talks are the core part of CIFTIS, organised into various sub-sectors covering the industry’s 12 major categories. Project and purchasing managers of many multinational corporations and domestic and foreign specialised purchasers will bring projects and purchasing orders to be announced here, promoting project collaboration and match-making and improving the effectiveness of trade talks. The comprehensive exhibition will be organised into country, province and municipality, and Chinese and foreign multinational corporation exhibition areas. It is planned to invite countries, regions, provinces and municipalities with developed
services trade as well as multinational corporations to take part in the exhibition and exchange of achievements and innovations. Themed promotions include featured days for municipalities, provinces and countries, and project promotion. Press conferences are planned for the Ministry of Commerce, international organisations, and nationallevel service trade industry associations to release information on relevant policies. The venue of the inaugural CIFTIS is the China National Convention Centre (CNCC). It is divided into the exhibition area and the conference area. The 40,000 square metre exhibition area occupies the first floor. This will mainly be used for international feature days, province and municipality theme days, special exhibitions of multinational corporations and major sectors of the service trade, while floor B1 will be mainly used for business negotiations. The CNCC’s largest banquet hall can accommodate 3,500 guests and will be used to host the opening ceremony, summit forums, themed promotions and press conferences. New development
CIFTIS welcomes international organisations to hold high-level forums on key issues of international trade in services; famed international exhibitions and fairs to showcase their event or set up a China Station; Chinese provinces and cities (including Hong Kong, Macao and Taiwan)

and overseas professional organisations to send delegates; foreign governments (central and local) and Chinese provinces and cities to hold theme day events; Chinese and foreign service companies to take part in the comprehensive exhibition and government agencies, associations and corporations to give press conferences. The China National Convention Centre is located in the centre of the Beijing Olympic Green, neighbouring the Bird’s Nest and Water Cube, 26 kilometres from the Capital Airport. With more than 1,000 underground parking spaces, CNCC provides WLAN WIFI and six different ADSL internets covering the entire area. Ireland’s strong trading links with China are key to economic recovery
OVER
the past decade, Ireland’s trading relationship with China has grown from strength to strength. In 1999 the Irish government launched its Asia Strategy in an effort to develop its relationship with Asia and in particular China. The main objective of the Asia Strategy was to improve Ireland’s business contacts throughout Asia and to forge a perception of Ireland as an investment location and an export region of high quality goods and services. Today, China is Ireland’s largest trading partner in Asia. According to the Statistical Yearbook of Ireland, imports from China increased by 38 per cent from €2bn in 2002 to €2.8bn in 2010. According to the Embassy of the People’s Republic of China, China’s major exports to Ireland include radio communication equipment, clothes, spare parts of household appliances and medicine. Ireland exports wool, major parts of integrated circuit and microelectronic products, refrigeration equipment and spare parts of internal combustion engines.
Road to recovery
At a two-day international conference on “China’s Economic Dynamics and its Impacts on the World Economy” held on the 14th of July last year at University College Dublin, Enda Kenny stressed that Ireland’s “recovery will be export-led and our strong trading relationship with China is an essential part of ensuring future growth.” Kenny said that the bilateral trade between Ireland and China was worth approximately €715 million in 2000 and €4.2bn in 2010. Promoting and developing a strong relationship
To further highlight Ireland’s relationship with China the first China International Fair for Trade in Services (CIFTIS) promotional conference in Ireland was held on the 9th of September last year in the Convention Centre Dublin. More than 250 people attended the conference which was intended to publicise and promote the first China (Beijing) International Fair for Trade in Services (CIFTIS) which will be held this year from the 28th of May to the 1st of June at the China National Convention Centre. Those in attendance included Mr Guo Jinlong, Mayor of Beijing; Mr Luo Linguan, China’s Ambassador to Ireland; Mr Lu Jijian, Vice-Director of the Department of Trade in Services and Commercial Service of the Ministry of Commerce; the Mayor of Dublin; the Chief Executive of Dublin City Council; the chairman of Dublin Chamber of Commerce; the chairman of the Ireland China Association as well as enterprise representatives from finance, education and IT outsourcing industries. Mayor Guo Jinlong and HE Ambassador Mr Luo Linquan addressed the conference in an effort to promote the China International Fair for Trade in Services (CIFTIS). Mr Lu Jijian made a special speech to promote CIFTIS. Following the speeches, a representative from Beijing WTO Affair Centre and Ms Gina Quinn, the CEO of Dublin Chamber of Commerce, signed the CIFTIS Cooperation Memorandum.

Your gateway to a
world of wonder Before travelling to Beijing, there are a number of steps you must follow to ensure entry into China 08

CHINA
is a vast country, rich in history and hidden treasures. However, when planning a trip to China, there are a number of boxes to tick to ensure you are granted entry into the country. But do not let a small amount of paperwork, a 16-hour flight and an eight-hour time difference deter you from exploring one of the most unique and exciting nations on the earth. Your first step on the road to China will be to acquire a passport with a minimum of six months validity remaining after the duration of your intended stay. Secondly, Irish nationals will require a visa to enter China.
As visas cannot be obtained on arrival, you will need to attain the appropriate visa before you leave. If you intend to visit Hong Kong or Macau from mainland China you will need a new visa or double entry visa to re-enter mainland China. Visas can be obtained from the Chinese Embassy in Ireland which is located on Ailesbury Road, Ballsbridge. To apply for a visa each applicant must fill out two application forms (Form V2011A and V2011B). A recent colour passport photograph must be included with the application forms. Non-Irish Passport Holders who reside or work in Ireland will also need to provide a Residence Permit and a Work Permit.
The cost of a Single-Entry Visa for Irish citizens into China is €40. The Chinese Embassy will only accept payment through bank draft issued by Bank of Ireland or Allied Irish Bank, or post order issued by An Post. The regular processing time of a visa is five working days. For urgent cases, an expedited service is available. During your stay, it is advisable to carry your passport at all times as the Police are entitled to carry out random checks. A photocopy of your passport, Chinese visa and flight ticket should be kept separately from the originals for use as backup. All foreigners are required to register their
place of residence with the local Public Security Bureau within 24 hours of arrival. Foreigners staying with family or friends in a private home must comply with this requirement. If you are staying at a hotel, this will be done as part of the normal check-in process. Chinese authorities are now rigorously enforcing the registration requirement and failure to do so could result in fines and detention. The Department of Foreign Affairs strongly recommends that comprehensive travel insurance, including medical insurance, is obtained before travelling to China. You should ensure that your policy covers you for all the activities you want to undertake.
The Renminbi: an introduction to Chinese currency The Renminbi (RMB) is the official currency of the People’s Republic of China. It is the legal tender in mainland China, but not in Hong Kong and Macau. The units for the Renminbi are the Yuan, Jiao, and Fen (one Yuan is equal to 10 Jiao or 100 Fen). Banknotes range from one Jiao to one hundred Yuan, and vary both in size and colour. €1 will currently get you 8.19 Yuan. The distinction between the Renminbi and the Yuan is similar to the distinction between the British Sterling and the Pound. Renminbi refers to the whole Chinese money system whereas Yuan is the base unit of Renminbi. Yuan is used to denominate bills, and is the unit in which prices are measured.

Discovering the northern capital
Beijing is one of the most historical and impressive cities in the world. Sites such as Tiananmen Square, the Great Wall of China and the Olympic Village ensure that a visit to Beijing will be a memorable one

BEIJING
is the capital of the People’s Republic of China and is home to almost 20 million people. Located in the north of the country, the city is China’s political, cultural and educational centre. Beijing is a major transportation hub and the city’s Capital International Airport is the second busiest airport in the world for passenger traffic. Beijing has been at the heart of China’s history for centuries. The majority of buildings in Beijing have at least some national historical significance. This year’s China (Beijing) International Fair for Trade in Services (CIFTIS) will take place from May 28th until June 1st at the
China National Convention Center (CNCC). CNCC is located in the heart of Beijing’s Olympic Green. It is adjacent to the Bird’s Nest (the venue for the opening and closing ceremony of the 2008 Olympic Games), the Water Cube (National Aquatics Center) and the National Indoor Stadium. A stroll around the Olympic Green will provide endless entertainment for sports enthusiasts. The physical and metaphorical centre of
Beijing is the Forbidden City. The Forbidden City is the best preserved imperial palace in China and the largest ancient palatial structure in the world. It was home to 24 emperors of the Ming (1368-1644) and Qing (1644-1911) Dynasties. The construction of the grand palace started 1406 and ended in 1420. In ancient times, the emperor claimed to be the son of Heaven. The emperor’s residence on earth was built as a replica of the Purple Palace
11
where God was thought to live in Heaven. Such a divine place was forbidden to ordinary people and that is why it is named the Forbidden City. Tiananmen Square is another attraction of genuine interest. The Tiananmen Gate (the Gate of Heavenly Peace) separates the Forbidden City from Tiananmen Square so you will be able to visit both in one day. It was at the Gate of Heavenly Peace that Chairman Mao proclaimed the establishment of the People’s Republic of China in 1949. Tiananmen Square is a site of great historical significance. At each sunrise and sunset in Tiananmen Square there is a raising and lowering ceremony of the Chinese national flag. Continued over
China (Beijing) International Fair for Trade in Services May 28th - June 1st 2012, Beijing
The ceremony is a unique experience and well worth attending; however, it is important to be there about half an hour early to get a good seat. Tiananmen Square is accessible by a number of bus routes and also by subway and taxi. A short stroll from Tiananmen Square is where you will find the picturesque Shichahai Lakes. The three lakes – Qianhai (Front Lake), Houhai (Rear Lake) and Xihai (West Lake) were originally part of the emperor’s vast pleasure gardens. Visitors also have the opportunity to rent a rowboat and venture out into the Shichahai Lakes. It is a unique way to experience Beijing and is also enjoyable for families. The lakes are surrounded by restaurants and bars which offer tasty local cuisine at a good price. If you are an early riser you will enjoy Jinshan (Coal Hill) Park. Situated behind the Forbidden City, the park is an oasis of flowers and trees. It also boasts a breathtaking view of the Palace from the top of one of Beijing’s few hills. Each morning the park fills with middleaged Chinese who gather in groups to sing the revolutionary songs of their youth, play the traditional two-stringed erhu or practice the slow, graceful movements of
tai chi. Everyone is friendly and often will encourage visitors to join them in the tai chi. If you are looking for a more active adventure from your trip, then one exciting option is to hike a section of the Great Wall. In total, the Great Wall is about 600 kilometres long. Most of its sections in Beijing are
well-preserved and are mainly the original remains from the Ming Dynasty. It is recommended that a good pair of hiking boots is worn while navigating the Great Wall. If you have an interest in shopping, Wangfujing Street is one of Beijing’s most famous shopping streets. There has been
12
commercial activity on Wangfujing Street since the middle of the Ming Dynasty. With a multitude of major department stores, the largely pedestrian-friendly Wangfujing Street is an ideal hub for shopping. The Xidan Area of Beijing is also a good location for shopping. Here you will find many large department stores selling everything from electronic equipment to good value clothing. Beijing has a wide variety of restaurants serving native Chinese dishes and food from around the world. You cannot leave Beijing without tasting the city’s speciality dish – Beijing Roast Duck. The dish consists of slices of roast duck skin with plum sauce, spring onion strips and little pancakes. It is a world renowned dish and a must taste for every tourist. If you are looking to sample some of Beijing’s nightlife, the Legation Quarter is a good place to start. Located just off the southeast corner of Tiananmen Square, the quadrangle of twostory buildings is ideally located. The Legation Quarter used to be the US Embassy but has been restored. It is now home to numerous bars and restaurants. The main building houses Maison Boulud. It is here you will find some
China (Beijing) International Fair for Trade in Services May 28th - June 1st 2012, Beijing
of the best cocktails and martinis in town. If it is your first trip to Beijing it is a good idea to thoroughly research the area you want to stay in. It is also smart to print out maps of the exact address of the hotel and also the local area before you arrive as these will aid you should you get lost. Among the best value hotels in Beijing are the Crowne Plaza Wangfujing, the International Hotel and the Beijing Oriental Hotel. However, if you are attending CIFTIS, the CNCC also has a convenient onsite hotel. Visitors to Beijing can usually afford to take a taxi everywhere they want to go. However, on many occasions communication with the drivers can be tricky as English is not commonly spoken. If possible, be prepared to have your destination written in Chinese characters to hand to the driver. Alternatively, for people of a more adventurous nature, there are many buses which will take you virtually anywhere you need to go. Beijing is a vast and diverse city and no matter what you are interested in, there will be something for you to discover. CIFTIS runs from May 28th to June 1st; what better opportunity to explore this historic and cultured city.

China (Beijing) International Fair for Trade in Services May 28th - June 1st 2012, Beijing
China National Convention Centre
This year, the China Trade in Service Congress (CTSC) has been upgraded to the China International Fair for Trade in Services (CIFTIS) and will become an annual event held at the China National Convention Centre
THE
first CIFTIS conference will be held this year in the China National Convention Centre from the 28th of May to the 1st of June and from then on become an annual event held at the China National Convention Centre. The China National Convention Centre officially opened in 2009 to provide international standard, purpose-built convention and exhibition facilities. The centre was an important element for the 2008 Beijing Olympic Games in which it served as the main press centre and international broadcasting location. It also functioned as the venue for fencing and pistol shooting competitions.
After the games, the China National Convention Centre underwent an extensive retro-fitting project to ensure the effective re-use of the national facility. In order to ensure the structure was appropriate for all kinds of conferences, banquets and entertainment the new systems of the China National Convention Centre were tested by two very different events prior to the official opening of the venue. The first of these events, the FISM World Championships of Magic, was held in July 2009. For this event, stages for complex magic shows and acrobatic performances were required in the ballroom, the auditorium and
the two separate parts of the plenary hall. Two months later, the China Incentive, Business Travel and Meetings Exhibition was held in the plenary hall on level 4. This high profile event attracted 297 exhibitors and over 5,900 visitors including hundreds of international quality buyers from 26 countries. The exhibition was so successful that in the following year it grew by 16 per cent and moved into the China National Convention Centre’s purpose-built exhibition halls. Since opening, the China National Convention Centre has run over 690 events ranging from association meetings to corporate meetings, from events to stand-
14
alone banquets and from entertainment functions to exhibitions. Of these 12 per cent are international in nature. A marker of how successful the venue has been at adapting from an Olympic venue to a conference centre is that the China National Conference Centre has bookings well into 2017. According to China National Convention Centre CEO Mr Haiying Liu, “as the largest and newest congress venue in mainland China, China National Convention Centre broke through the bottleneck of inability to hold large scale professional standard congresses and is keeping up closely with hot international industry trends.”
