Chapter 1 INTRODUCTION
This chapter introduces the 2022 Census of Agriculture and Fisheries (2022 CAF) and explains its general and specific objectives. It also discusses the uses and importance of the census data, scope and coverage, and other relevant facts about the census operation such as the data collection method, reference period, enumeration period, legal bases, data privacy, confidentiality of information, obligation of the respondents to give truthful and complete information, organizational set-up, timetable of major activities, the census, manuals and forms, and rundown of general operational procedures.
1.1THE 2022 CENSUS OF AGRICULTURE AND FISHERIES (2022 CAF)
The Census of Agriculture and Fisheries is a large-scale government undertaking geared towards the collection and compilation of basic information on the agricultural and fishery sectors in the country. The data to be collected in this census will serve as important bases of policies, plans, and programs for the country’s socio-economic development.
The 2022 CAF is the seventh in a series of decennial agricultural census and the sixth in the decennial census of fisheries in the country since 1903. It adopts the guidelines outlined in the World Programme for the Census of Agriculture 2020 (WCA 2020), as recommended by the Food and Agriculture Organization (FAO) of the United Nations (UN). Among other census methodologies, this programme recommends modular approach: a core questionnaire to be carried out on a complete enumeration basis to provide key structural data, and one or more sample-based census supplementary questionnaires, which are intended to provide more in-depth data. Due to budgetary constraints, only the core questionnaires will be used in this round of CAF and a samplebased census will be implemented for household interviews.
Economic Census (EC) included collection of data on agriculture and fisheries.
Census of Fisheries (CF) was conducted along with CA; collectively known as CAF.
In the 2022 CAF, the listing activity and household interview will be conducted covering all households in sample barangays, using a limited range of key structural items and frame data items for national- and local-level policymaking, agricultural and fishery survey sampling frame development, research and data analyses, and international data comparisons.

This questionnaire will collect information on the facilities, input dealers, and service providers related to agriculture, aquaculture, and fisheries that are present/available in the barangay. The natural calamities experienced in the barangay during the past five years will also be gathered.
1.2 1.2 OBJECTIVES
The 2022 CAF is envisioned to achieve the following objectives:
1. Determine the structural characteristics of agriculture and fishery sectors in the country;
2. Provide sampling frame for the conduct of periodic agricultural and fishery surveys;
3. Provide basic data on agriculture, aquaculture, and fishing characteristics for use in the government’s national and local development planning; and
4. Provide data on the agricultural, aquaculture and fishery facilities and services available in the barangay.
Specifically, the 2022 CAF aims to:
1. Determine the number of households with household members engaged in agricultural, aquaculture, and fishing activities and the number of operators in each type of activity;
2. Gather data on the legal status under which the agricultural, aquaculture, and fishing operations are undertaken;
3. Determine the type of agricultural activity operated such as growing of crops, raising of livestock and/or poultry (including culturing of insects/worms), and the type of fishery activity such as aquaculture, municipal fishing, and/or commercial fishing;
4. Obtain comprehensive data on the characteristics of agricultural farms such as the main purpose of production, number, physical area, location, main land use, and tenure status of parcels, use of irrigation in the parcel, kind of crops planted in each parcel, planting pattern, area planted, area harvested, use of emerging crop practices, kind and inventory of livestock/poultry raised, and their housing characteristics;
5. Collect data on aquaculture such as the main purpose of production, number, type, location, tenure status and measurement of the aquafarm, type of water environment used, phases of aquaculture, stocking/harvesting period, species cultured in the aquafarm, and type of feeds used;
6. Obtain detailed characteristics of fishing operation such as the main purpose of production, type of water for fishing operation, number, type, ownership, registration, gross tonnage, and main use of boats/vessels used, usual species caught in the fishing ground, location of the fishing ground and fish landing area, and type of fishing gears/devices/accessories used;
7. Gather data on the agricultural, aquaculture, and fishing operations such as the type of machineries, equipment, facilities, and tools, number of workers, kind of services/ assistances received/availed, membership in any agricultural/aquaculture/fishing associations, cooperatives, and organizations, other economic activities of the operator, number of organic farms, and the kinds of challenges/problems encountered; 2022 Census of Agriculture and Fisheries Philippine Statistics Authority
8. Gather data on the demographic and socio-economic characteristics of the operators and their household members; and
9. Obtain data on the presence/availability of agricultural, aquaculture, and fishing facilities such as input dealers and service providers in the barangay, and natural calamities experienced in the barangay in the past five years.
1.3 1.3 USES AND IMPORTANCE OF THE 2022 CAF
Over the years, the CAF has been a source of comprehensive statistics on agriculture and fisheries for the use of the general public, government, business industries, and research and academic institutions.
Specifically, the 2022 CAF is important for it provides the following:
1. Inventory of the country's agricultural and fishery resources which is useful in making more meaningful decisions with respect to the use of these resources;
2. Basic information on the kind of crops planted in various parts of the country, area planted to each crop, kind and number of livestock and poultry raised, kind of species cultured in aquafarms, and information on fishing activities which are useful to investors, farmers and fishermen in planning the quantity and types of commodities to be produced;
3. Statistics on the distribution of agricultural lands, structure of agricultural, aquaculture and fishing operations, and other information which shall serve as framework for the country’s development programs;
4. Benchmarks for various statistical series which are designed to measure progress in the agricultural and fishery sectors;
5. Statistics for local area planning: city/municipality, provincial and regional levels;
6. Sampling frame for the various surveys in agriculture and fisheries;
7. Data for monitoring the progress of the country towards the attainment of the Sustainable Development Goals; and
8. Information needed by the United Nations Organizations for international comparability of data and monitoring the world food situation.
1.4 SCOPE AND COVERAGE

d. Enumeration of all agricultural, aquaculture, and fishing operators in sample barangays.
Barangay Interviews
a. Coverage of all barangays in all municipalities
Non-Household Interviews
a. Enumeration of all agricultural, aquaculture, and fishing establishments/ organizations with crop farm, livestock/poultry farm (including culturing of insects/worms), aquaculture, and fishing operations.
B. Coverage of CAF as recommended by the World Programme for the Census of Agriculture 2020 (WCA 2020)
The units of enumeration for the 2022 CAF are the households, barangays, and non-household entities. The non-household data collection for the 2022 CAF will be a rider to the 2023 Updating of the List of Establishments (ULE).
Non-household units with crop farm, livestock and poultry farm (including culturing of insects/worms), aquaculture, and fishing operations during the period 01 January to 31 December 2022 will be asked to accomplish the 2022 CAF non-household questionnaires to collect data on the details of their agricultural, aquaculture and fishing activities. It includes the farm and fisheries operations for commercial, personal consumption, and research purposes. The reference period for the inventory of livestock and poultry of non-household units is 01 May 2023

The list of priority data items to be included in the 2022 CAF was based on the recommendations of the WCA 2020 according to the following criteria:
a. The items are the key items needed for agricultural policymaking and planning;
b. Data for the items are required to be produced for small administrative units such as barangays, or in the form of detailed cross tabulations;
c. The data are required to establish sampling frames; and
d. The data are required to make international comparisons.
The questionnaires for household and agriculture/aquaculture/fishing operations cover a limited range of key structural items and frame data items for national- and local-level policymaking, agricultural and fishery survey sampling frame development, research and data analyses at lower geographic disaggregation, and international data comparisons. The Barangay Questionnaire, meanwhile, collects data on infrastructures and services that are available to the farmers/fisherfolks at the community level.
3. Sampling Design and Sample Selection for Household Interviews
The sampling design for 2022 CAF considers provinces and highly urbanized cities (HUCs) as the domains, barangays as the primary sampling units, and the households (and operators) are the secondary sampling units. The design invokes a two-way stratification with the number of agriculture (growing of crops, livestock raising, and poultry raising) operators and the number of fishing (aquaculture, municipal fishing, commercial fishing) operators as the stratification variables. Three strata are formed from each stratification variable and after cross-classification, cells are labelled as “L”, “M”, and “All”, defined as follows:
All barangays in Stratum “All” will be completely enumerated, then 50 percent sample barangays will be selected from Stratum “M”, while a five percent sample will be selected from Stratum “L”. Barangays are considered as primary sampling units (PSUs) since agriculture and fishing activities can be relatively homogenous within the barangay but is highly heterogeneous between barangays. The secondary sampling units (SSUs) will be households where the operators will be observed. This is strategic since other indicators may be observed only at the operator level, e.g., area, this will induce the efficiency aimed for the sample census.
Sample selection was employed for all provinces in the country. On the other hand, three provinces were purposively selected to conduct full enumeration namely Pangasinan, Iloilo (excluding Iloilo City), and Bukidnon, representing each major islands of the country and based on the volume of production for the last five years (2016-2020) in crops, livestock and poultry, aquaculture, and fishing.
All households in the sample barangays will be listed and all households with at least one operator will be enumerated.
1.5 DATA COLLECTION METHODS
The following data collection methods are to be used for the census:
1. Computer-Assisted Personal Interview (CAPI) - is a face-to-face data collection method in which the enumerator (EN) reads the questions as they appear in the e-questionnaire using tablet to record answers given during the interview. This enables simultaneous automatic coding of the responses and real-time checking of completeness and consistency of entries.
2. Paper-and-Pen Personal Interview (PAPI) – is a face-to-face traditional method can be adopted for areas where CAPI is not possible (that is due to peace and order problems, risky terrains, security, safety issues, and others). Conduct of PAPI will also serve as a temporary solution if technical problems in using the tablet during the interview, thereby, facilitating the interview and reducing the time spent with the respondent.
3. Telephone Interview (using mobile phone/landline telephone, or tablet) – is a data collection method in which the EN makes a voice call to the respondent using a mobile phone or landline telephone and asks questions and records answers using the EN CAPI Application in the tablet. This is a flexible alternative to interview respondents who do not want to be interviewed face-to-face or may not be available for personal interview within the enumeration period. This method can also be used during verification of incomplete/inconsistent/non-response data items and delayed census returns.
Telephone interview is one of the alternative methods available that can be offered to respondents to address data collection challenges during pandemic. This method is,
however, dependent on the respondent’s available resources, stability of communication network, and the respondent’s preference. Before offering telephone interview as an alternative to CAPI, there is a need to ensure that the phone number provided by the respondent is working and accessible to the household or the respondent and that the network signal is stable in the area.
4. Self-Administered Questionnaire (SAQ) - SAQ will be distributed to the qualified member of the household who can more conveniently accomplish paper questionnaires (e.g., not available for personal interview within the enumeration period, usually not at home, do not have own mobile numbers, do not have stable network/signal at home, etc.). A schedule will then be set for collection or sending of forms back through courier or other means.
Listed below are the main interview methods and options that can be used to interview households, barangays, and establishments/cooperatives/institutions depending on the current local situation and other factors:

In view of the COVID-19 pandemic, it must be emphasized that precautionary health safety measures and protocols shall be strictly implemented during the data collection activities of the 2022 CAF.
1.4 1.6 REFERENCE PERIOD
All households in the sample barangay will be listed and interviewed to determine the presence of household members who were operators – those who managed or operated a crops, livestock/poultry and/or insects/worms, aquaculture, and/or fishing activity - during the period 01 January to 31 December 2022 Once identified operators will be interviewed to collect data on the basic characteristics of their agricultural, aquaculture, and/or fishing activities using the Core Questionnaires. The reference period for household population, household characteristics, and inventory of livestock and poultry is 01 September 2023.
Moreover, for Barangay Interviews, the Punong Barangay or acting Punong or any incumbent barangay official will be interviewed to gather information on the presence/availability of facilities, input dealers, and service providers related to agriculture, aquaculture, and fisheries in all barangays (including non-sample barangays).
1.5 1.7 ENUMERATION PERIOD
The period of enumeration for the 2022 CAF is from 04 September to 25 October 2023, including ocular inspection. This is approximately 45 working days (including Saturdays and holidays).
1.8 AUTHORITY FOR THE CONDUCT OF 2022 CAF
Republic Act (RA) No. 10625 (Philippine Statistical Act of 2013), which was approved on 12 September 2013, states that “the PSA shall be primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of administrative recording system, and compilation of national accounts”. Specifically, Section 6(b) of this Act mandates the PSA to “prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy”.
Executive Order No. 352, known as “Designation of Statistical Activities that Will Generate Critical Data for Decision-Making of the Government and the Private Sector”, provides for the conduct of CAF every 10 years with the objective of providing government planners and policymakers with data on which to base their plans for the country’s development.
1.6 1.9 DATA PRIVACY
RA No. 10173 (Data Privacy Act of 2012) stipulates, that “It is the policy of the State to protect the fundamental human right of privacy, of communication while ensuring free flow of information to promote innovation and growth. The State recognizes the vital role of information and communications technology in nation-building and its inherent obligation to ensure that personal data in information and communications systems in the government and in the private sector are secured and protected".
Corollary to the foregoing, Section 4(e) of RA No. 10173 states that the right of privacy does not apply to “information necessary in order to carry out the functions of public authority, which includes the processing of personal data for the performance by the independent agencies of their constitutionally and statutorily mandated functions".
Moreover, Section 12(e) of this Act states that the processing of personal information shall be permitted only if not otherwise prohibited by law, and when the processing is necessary in order to fulfil functions of public authority, which necessarily includes the processing of personal data for the fulfilment of its mandate. Further, Section 19 of RA No. 10173 provides for the non-applicability of the rights of the data subject if the processed personal information is used only for the needs of scientific and statistical research and on the basis of such, no activities are carried out and no decision are taken regarding the data.
1.7 1.10 CONFIDENTIALITY OF INFORMATION
All personnel involved in the conduct of 2022 CAF are required to keep in STRICT CONFIDENCE any information obtained during the census that pertains to any particular household, individual person, or establishment/cooperative/institution.
Section 26 of RA No. 10625 stipulates that “individual data furnished by a respondent to statistical inquiries, surveys, and censuses conducted by the PSA shall be considered PRIVILEGED COMMUNICATION and as such shall be inadmissible as evidence in any proceeding". This section also specifies that “the PSA release data gathered from censuses only in the form of summaries or statistical tables, in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear".
Paragraph 3 of Section 27 of RA No. 10625 further states that “a person, including parties within the PSA Board and the PSA, who breach the confidentiality of information, whether by carelessness, improper behavior, behavior with malicious intent, and use of confidential information for profit shall be liable to a fine of five thousand pesos (PhP 5,000.00) to not more than ten thousand pesos (PhP 10,000.00) and/or imprisonment of three months but not to exceed one year, subject to the degree of breach of information".
Section 19 of RA No. 10173 states that the personal information shall be held under STRICT CONFIDENTIALITY and shall be used only for the declared purpose. Likewise, the provisions on data privacy are not applicable to processing of personal information gathered for the purpose of investigations in relation to any criminal, administrative or tax liabilities of a data subject.
Moreover, Section 20(e) of RA No. 10173 stipulates that “the employees, agents or representatives of a personal information controller who are involved in the processing of personal information shall operate and hold personal information under STRICT CONFIDENTIALITY if the personal information are not intended for public disclosure. This obligation shall continue even after leaving the public service, transfer to another position or upon termination of employment or contractual relations”.
Sections 26 to 29 of RA No. 10173 also assert that the breach in the confidentiality of information, whether negligence, improper disposal, behavior with malicious intent, unauthorized access or intentional breach, and unauthorized disclosure, shall be penalized by imprisonment ranging from six months to seven years and a fine of not less than one hundred thousand pesos (PhP 100,000.00) but not more than seven million pesos (PhP 7,000,000.00), depending on the acts defined in these Sections.
Also, in compliance with RA No. 10173, individual personal information collected from the census shall be secured and protected. Necessary data security measures such as, but not limited to, data encryption, data anonymity, and other data protection methods shall be employed to prevent unintended disclosure and data theft.
1.8 1.11 OBLIGATION OF THE RESPONDENTS TO GIVE TRUTHFUL AND COMPLETE INFORMATION
Paragraph 1 of Section 27 of RA No. 10625 states that “respondents of primary data collection activities such as censuses and sample surveys are obliged to give truthful and complete answers to statistical inquiries. The gathering, consolidation, and analysis of such data shall likewise be done in the most truthful and credible manner".
Paragraph 2 of Section 27 of RA No. 10625 further states that “any individual who refuses or fails to give truthful and complete answers to statistical inquiries will be imposed a penalty of one year imprisonment and a fine of one hundred thousand pesos (PhP 100,000.00)".
1.9 1.12 ORGANIZATIONAL SET-UP FOR 2022 CAF
The 2022 CAF is a complex undertaking that entails a lot of manpower and financial resources. Hence, an organizational set-up designed primarily to cater to the needs of 2022 CAF is necessary, as shown in Figure 1.2.
The PSA, headed by the National Statistician and Civil Registrar General (NSCRG), is the agency mandated to formulate and execute plans for 2022 CAF. All directives pertaining to census shall emanate from the Office of the National Statistician (ONS). The NSCRG is the Chairperson of the Steering Committee (SC) for 2022 CAF. Under the SC are various working groups. The SC will be responsible for (1) directions on the activities of the 2022 CAF, (2) review and approve the plans for 2022 CAF including those for field operations; coordination; mapping and geotagging; publicity and information, education and communication (IEC) campaign; hiring and recruitment; training; procurement of supplies, materials, and equipment; allocation and financial procedures; sampling design; data collection; data processing and evaluation; and data dissemination, (3) issue guidelines, rules, regulations, resolutions, and Memorandum of Agreement (MOA) or Memorandum of Understanding (MOU), as may be necessary, for the efficient implementation of census operations and procedures, (4) endorse resolutions pertaining to the 2022 CAF to the PSA Board, and (4) coordination with the PSA Field Offices (FOs) and other agencies on the assistance required for the census. The NSCRG will be assisted by the Deputy National Statistician (DNS) of the Censuses and Technical Coordination Office (CTCO). Specific instructions and orders shall be delegated to the field supervisors through a chain of command.
The DNS of the CTCO, together with the Assistant National Statistician (ANS) of the CTCO-National Censuses Service (NCS), will supervise the entire operation of the census. Under the supervision of the ANS of NCS are the Agriculture and Fisheries Census Division (AFCD) and Census Planning and Coordination Division (CPCD), which will be responsible for the planning, implementation, mapping, and technical supervision of the census operations.
The ANS of the CTCO-Information Technology and Dissemination Service (ITDS), on the other hand, will oversee the entire IT systems and infrastructure support in the CO and RSSOs/PSOs, as well as the communication and publicity plans, activities, and materials for 2022 CAF. Moreover, the ANS of ITDS will oversee the procurement and set-up of necessary Information and Communication Technology (ICT) equipment and networks according to the 2022 CAF system requirements and the implementation, materials, and templates for 2022 CAF publicity campaign.
The ANS of the Finance and Administrative Service (FAS), under the Civil Registration and Central Support Office (CRCSO), meanwhile, will be responsible for the transfer of funds from the CO to the FOs and other logistical requirements. The NCS, ITDS and
FAS will closely coordinate with each other on all 2022 CAF concerns to ensure the smooth flow of operation.
The 2022 CAF-Census Project Staff (CPS) was created at the NCS to serve as the overall monitoring hub and communications and action center for this nationwide undertaking. Thus, for 2022 CAF purposes, all communications to and from the CO and RSSOs/PSOs and vice versa shall pass through the 2022 CAF-CPS using the email address: cps2022caf@psa.gov.ph
At the regional level, the RSSO, headed by the RD, will be responsible for monitoring the entire operation of census under its jurisdiction. This includes coordination, monitoring, and supervision of the conduct of enumeration.
The 2022 CAF-Regional Census Project Staff (RCPS) will be formed in the RSSO. It will be headed by RD and will be assisted by the Chief Statistical Specialist (CSS) of the Statistical Operations and Coordination Division (SOCD) and will include concerned RSSO statistical and administrative personnel and hired census personnel. The 2022 CAF-RCPS will take charge of all the aspects of the census in the region, including data review and evaluation, and issuance of certification pass.
At the provincial level, the PSO-CSS, to be assisted by the designated PSO Focal Person (PFP) and other concerned statistical and administrative personnel, will be directly responsible for the coordination, monitoring, and supervision of the field operations, including coordination with other government agencies, implementation of publicity campaigns, and data processing in the areas under its jurisdiction. The PSO-CSS reports to the RD all major decisions that he/she makes on matters pertaining to the census. The PSO-CSS will also supervise the operations in the Data Processing Center (DPC). He/she will have direct supervision over the encoding, coding, data processing, and archiving of the questionnaires, forms, and maps.
The 2022 CAF-Provincial Census Project Staff (PCPS) that will be established in the PSO will be headed by a PFP, who should be a regular PSA employee. The 2022CAF-PCPS will take charge of all the aspects of the census in the province, including data processing and evaluation. He/she will be responsible, on a full-time basis, for the supervision, monitoring, and coordination of census activities in big cities or clusters of smaller cities/municipalities within a district.

1.11 1.13 COMMUNICATION FLOW
All 2022 CAF communications emanating from the CO will be transmitted to the FOs through proper channels. Conversely, communications from the FOs to the CO will be addressed to the Office of the National Statistician (ONS). For 2022 CAF, all communications, should be coursed through the 2022 CAF-CPS with e-mail address: cps2022caf@psa.gov.ph. The usual channels of communication should also be observed in the FOs, with respect to coursing communications through the different levels of supervision and furnishing respective FOs with copies of communications to and from the CO.
1.12 1.14 TIMETABLE OF MAJOR ACTIVITIES FOR 2022 CAF
The conduct of the 2022 CAF involves several activities in the field. To achieve the objectives of the census, all these activities shall be undertaken simultaneously and shall be well-coordinated and synchronized. The schedule of the 2022 CAF major activities is shown below.

During the execution of plans for 2022 CAF, all efforts shall be exerted by CO and RSSOs/PSOs to ensure that these major events remain on target as scheduled. Any delay in any activity will affect the succeeding activities, resulting in a total delay in the 2022 CAF output. A timetable for each phase and task identifies the concerned RSSOs/PSOs and the staff who are directly responsible for the implementation of each sub-activity. 1.13
1. Enumerator’s Manual - This manual serves as the basic training reference material of all ENs and supervisors of 2022 CAF. It provides the basic information about the 2022 CAF, the duties and responsibilities of ENs. It defines the terms and concepts used in relation to agriculture, aquaculture and fishing operations. It explains how to identify who will be listed and who are the operators to be enumerated. It also provides the instructions for filling out different CAF forms.
2. Supervisor’s Manual - This manual explains the technical and administrative duties and responsibilities of the supervisors, and other census personnel concerned. Included in this manual are instructions on proper filling up of supervision and administrative forms to be used and the reports to be submitted by the supervisors.
3. Field Operations Manual - This manual discusses the major activities of the census undertaking, defines the unique roles of each census personnel in every phase of the operation, and provides a clear understanding of the various census plans, strategies, and implementation procedures.
4. Training Workbook – This workbook contains exercises to be administered during training. It aims to gauge the participants’ performance during the training, that is, to assess if they have fully understood the terms, concepts, and definitions and the instructions in filling out the various questionnaires and forms.
5. Data Processing Manual – This manual is the combination of provincial processing manual, data processing applications manual and MIS user’s manual. Provincial Processing Manual defines the scope of each phase of manual processing. It also provides instructions on manual processing that shall be strictly followed by the processors and supervisors to ensure quality in the data gathered by the ENs. This manual also includes a brief introduction on the phase of machine processing. Data Processing Applications Manual contains specific instructions on how to operate or use the various data processing applications. MIS user’s manual serves as the guide of PSA managers in using the MIS, an online system specifically designed and developed for 2022 CAF to update the PSA management with the latest information on the census operation in the field. Basic information, from coordination activities up to data processing that are supplied by the FOs can be accessed online through this system.
6. Enumerator’s Handbook - to serve as visual aid and reference of enumerators and respondents to facilitate interview and standard responding and recording of specific answers to selected census questions. It contains pictures and local terms of kinds of crops, livestock, poultry, aquatic species, machineries, equipment, facilities, and fishing gears, including description and illustrations of farm parcels, planting pattern, boat dimension and measurement among others. The Enumerator’s Handbook should be used during enumeration to address differences in local terminologies to ensure that these types of data are reported and recorded accurately and to reduce data processing activities.

FORMS
A brief rundown of the forms to be utilized for 2022 CAF enumeration and data processing is provided below.
1. Listing and Enumeration Forms
CAF Form 1 – Listing Booklet
This is the form to be used to list the buildings, housing units, and households in the barangay and enumeration area. This will also be used to record the name and address of household head, number of male and female household members, number of agricultural lands owned by the household, presence of household members engaged in agricultural, aquaculture and/or fishing activity, and name of identified operators and hired managers of such activities.
CAF Form 2 – Household Questionnaire
This is the form to be used to record the characteristics of all members of the household of identified operator in agriculture, aquaculture, and/or fishing activities. It is also used to record information on the activities engaged by members pertaining to crop farming, livestock/poultry raising, aquaculture and fisheries.
CAF Form 3 – Core Questionnaire for Agriculture
This is the census questionnaire to be used to record information about the agricultural activity of the operator such as type of agricultural activity, main purpose of operation, legal status of the farm, parcels used by multiple agricultural operator, physical area, location of the farm and parcels used, temporary and permanent crops planted, and livestock and poultry raised.
CAF Form 4 – Core Questionnaire for Aquaculture
This is the census questionnaire to be used to record information about the aquaculture activity of the operator such as legal status of the aquaculture operator, type of aquafarm, location of aquafarm, water environment used, area of aquafarm, species cultured.
CAF Form 5 – Core Questionnaire for Fishing
This is the census questionnaire to be used to record information about the fishing activity of the operator such as legal status of the fishing operator, type of waters where fishing activity is performed, number of boats/vessels used, ownership of boat, gross tonnage of the boat, type of fishing boat/vessel, and fishing gears/accessories/devices used.
CAF Form 6 – Barangay Questionnaire
This is the form to be used to interview the barangay official on the presence of agricultural and fisheries infrastructures and services, selected agricultural practices in the barangay, and natural calamities in the past five years.
CAF Form 11– Notice of Listing/Enumeration
This form is a sticker to be posted in a conspicuous place, preferably in front of the house or on the gate of the building after listing/enumerating the household. The sticker indicates the presence of operators in the household, the method of data collection, and the date of listing and completion of enumeration. This form also indicates households for callback.
CAF Form 12 – Appointment Slip to the Household/Barangay Official
This form is used to set an appointment with the household member/operator, in case the EN is unable to personally interview the respondent during the time of visit. The date and time of the next visit shall be properly indicated in this form.
CAF Form 13 – Daily Accomplishment Report of EN
This form will be used to record the daily accomplishment of the EN which will include reports on the number of buildings and housing units listed, the number of households successfully enumerated and for callback, the number of households engaged in crop farming, livestock and poultry raising, aquaculture, and fishing, and the number of crop, livestock/poultry, aquaculture, and fishing operator. This form will also be used to monitor the progress of enumeration.
CAF Form 14 - Weekly Accomplishment Report of the TS
This form is a progress report of enumeration in various areas of supervision assigned to the TS. It is also used to record the problems encountered and the corresponding actions taken during his/her field supervision. The TS shall accomplish this form on a weekly basis.
CAF Form 15 - Weekly Accomplishment Report of CAS/ACAS
This form is a progress report of enumeration in various areas of supervision assigned to the CAS/ACAS. It is also used to record the problems encountered and the corresponding actions taken during his/her field supervision. The CAS/ACAS shall accomplish this form on a weekly basis.
CAF Form 16- Spot-check/Reinterview Record
The form is used by supervisors to spot-check if the EN visited and interviewed the household and posted the sticker or CAF Form 11. This form is also used to record the respondent’s name, and other question about the household and household members.
CAF Form 17 - Observation Record
This form is used by supervisors to record observations while the EN is conducting the house-to-house visit and interview.
CAF Form 18 – Transmittal/Receipt Form
This form is used when transmitting or receiving census forms, supplies/materials, and equipment. Information in this form includes the type and quantity of forms, supplies, materials, and equipment received and transmitted by area, date of transmission and
receipt, and names of the transmitting and receiving personnel. It also serves as proof for both the transmitting and receiving personnel that the transfer of the type and number of items specified in the form had occurred.
CAF Form 19 - Folio Cover for Main Forms
This form is used to cover a folio of maps, CAF Forms 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10. One folio cover is used for each type of CAF questionnaires in each barangay or EA.
CAF Form 20 - Folio Cover for Administrative Forms
This form is used to cover a folio of administrative forms. One folio cover is used for each type of administrative form in each barangay or EA.
CAF Form 23 – Summary of Report on Field Supervision of CAS/ACAS
This form is used by the CAS/ACAS to record the summary of his/her observations, spot-checks, and reinterviews conducted; common errors/ inconsistencies committed by the ENs; problems encountered in covering the barangay/EA, and problems on census forms, among others. It also serves as a reference in the preparation of narrative reports.
CAF Form 24 – Central Office/Field Office Supervision Form
This form is used by the CO and RSSO/PSO personnel to record the type of supervision done and observations made during the training and enumeration. It also serves as a reference in the preparation of narrative reports.
CAF Form 26- Household Referral Form
This form is used by the EN to record the name and contact information of the identified hired manager in the household and his/her employer (another household’s/ individual’s agricultural/aquaculture/fishing operation).
CAF Form 27 - Non-Household Referral Form
This form is used by the EN to record the name and contact information of the identified hired manager in the household and employer (establishment’s/organization’s agricultural/aquaculture/fishing operation).
CAF Form 28 - Mapping Folio Cover
This form is used to cover a folio of maps. One folio cover is used for each barangay/EA.
CAF Form 29 - List of Households for Telephone Interview and Self-Administered Questionnaire (SAQ)
This form is used to record the contact information of the households/respondents who opted for a telephone interview and self-administered questionnaire.
CAF Form 30b – Data Processing Receipt and Control Form
This form is used to monitor the flow of questionnaires and to keep track of the progress of data processing.
CAF Form 31b - Problem Encountered/Referral Form 2022 Census of Agriculture and Fisheries
Statistics Authority
This form is used by processors in recording problems encountered during data processing. These problems are usually referred to the supervisors.
CAF Form 32b - Accomplishment Report of Processors
This form is used by processors during data processing to record and monitor their work output on a daily basis. This form will be used in checking the daily accomplishments of processors and will be used as basis for their salary.
Barangay/Enumeration Area Map
The barangay/EA map contains an image of the barangay/EA to be enumerated, its boundaries, street names, and other important physical features, and landmarks. It may or may not contain building points and building serial numbers (BSNs), which will be used in the listing of buildings. The block map, which is a zoomed-in portion of the barangay/EA map, will be used as a guide in covering EN’s area/s of assignment.
For 2022 CAF, the updated printed maps and/or post-processed digital maps from the 2020 Census of Population and Housing (CPH) operations will be used.
2. Administrative and Financial Forms
2022 CAF Identification Card
This card basically contains the name and position of the personnel appointed/deputized for 2022 CAF operation. The census personnel shall always wear their identification card in the performance of their duty.
Daily Time Record (CSC Form 48)
This form contains the daily time-in and time-out of the hired personnel for 2022 CAF. It is used to support the financial claims of the hired census personnel during and after the performance of their duty.
Itinerary of Travel
This form contains information about the dates and places visited on a specific date, time of departure/arrival from/to a specific place, mode of transportation, and total allowable expenses incurred by the personnel during the performance of his/her duties.
Certificate of Travel Completed
This form serves as proof that the travel, as indicated in the itinerary of travel, has been actually undertaken. It also contains information about the evidence of travel completed.
CAF Form 21 – Certification of Punong Barangay
This form is a certification to be signed by the Punong Barangay once the enumeration in the barangay has already been completed. It indicates the duration of the conduct of enumeration and the completeness of census coverage in the barangay. It is included in the last transmittal of CAF Form 6 for the barangay/Enumeration Area (EA).
CAF Form 22– Certification of Work Completed
This form serves as proof that the Census service contractor has satisfactorily completed the work assigned to him/her. It is used as a supporting document for the payment of his/her wages and other financial claims. This is also used to certify that the
hired personnel have been cleared of all his/her duties and responsibilities in connection with the conduct of the Census.
CAF Form 25 - Clearance
This form is used to certify that the personnel involved in the census enumeration has been properly cleared of all his/her responsibilities, liabilities, and accountabilities in connection with the 2022 CAF in his/her assigned area.

1.15 1.17 RUNDOWN OF THE GENERAL OPERATIONAL PROCEDURES
The following are the general operational procedures that shall be adopted and implemented during the census:
Pre-Enumeration activities:
a. Updating of geotagged buildings based on 2020 CPH;
b. Workload analysis (mandays allocation, manpower requirement, and others);
c. Conduct of publicity and Information, Education, and Communication (IEC) campaign;
d. Convening of local census coordinating boards;
e. Coordination with local government units and other agencies for logistic support;
f. Procurement of services (printing, training venues), supplies, materials, and equipment;
g. Recruitment and hiring of 2022 CAF personnel;
h. Allocation and shipment of manuals, questionnaires, forms, supplies, materials, and equipment;
i. Reproduction of administrative forms for enumeration;
j. Reproduction of maps;
k. Identification and setting up of training centers and census headquarters in each district/city/municipality;
l. Attendance to and conduct of trainings, including mock interview and field practice;
m. Assignment of EAs and mandays, and distribution of tablets, questionnaires, forms, supplies, and materials;
n. Conduct of courtesy call to the Punong Barangay and other incumbent barangay officials; and
o. Conduct of ocular inspection in the barangay or EA of assignment one (1) day prior to the conduct of the listing and enumeration to develop an efficient and systematic route of travel through the EA or barangay.
Data Collection basically consists of:
a. Before the enumeration in the barangay/EA, pay a courtesy call (together with the TS) to the Punong Barangay or any incumbent barangay official for further

inquiry/advice about the area and conduct an ocular inspection of the boundaries of the barangay/EA.
b. Visit each building and determine if it is qualified to be listed following the criteria on the buildings that need to be listed. In each building, determine the number of housing units and in each housing unit, determine the number of households residing in it, and identify operators in the household.
c. Ensure that the building to be listed has a corresponding building symbol and BSN on the map.
d. Accomplish CAF Form 1 by listing each building, housing unit, and household following strictly the rules on listing of buildings, housing units, and households, household listing rules, and identify as well if there are operators living in the household.
e. For all households with identified agricultural, aquaculture and/or fishing operators/hired managers, interview personally the head of the household, his/her spouse or any adult household member and record the demographic and socioeconomic characteristics of the household members using CAF Form 2;
f. Interview all household members who are agricultural operators and record correctly the details of their agricultural activities using CAF Form 3;
g. Interview all household members who are aquaculture operators and record correctly the details of their aquaculture activities using CAF Form 4;
h. Interview all household members who are fishing operators and record correctly the details of their fishing activities using CAF Form 5;
i. After completing the interview and before leaving the household, review the questionnaire for completeness and consistency of entries.
j. Accomplish the sticker or CAF Form 11 and post it on the door or in any conspicuous place in all housing units including vacant housing units;
k. For data collection using PAPI, submit all accomplished questionnaires to the TS every meeting.
l. For data collection using CAPI, submit/upload all accomplished questionnaires every day or whenever an internet connection is available.
The data processing, evaluation, and analysis phase consists of the following:
a. The PSO should be responsible for the manual processing of PAPI questionnaires and machine processing of CAPI, and PAPI.
b. The RSSO should be responsible for certification pass, complex consistency editing, marginal totals, preliminary tables, evaluation of preliminary tables vs previous census data and administrative data if available.
c. The CO should be responsible for the following activities:
✔ RSSO’s certification pass on the complex consistency editing and marginal and consistency tables;
✔ Assist/Oversee/Monitor data processing at PSO and evaluation at RSSO; and
✔ Prepare Census Report.
d. The RSSO, PSO, and CO should be responsible for the review and data validation of:
✔ Artificial Intelligence for Census of Agriculture and Fisheries (AI4CAF) Project AI model prediction results;
✔ Census results in sample areas, such as number of operators, agricultural areas, area planted to specific crops, area of fish cages, fishponds, and fishpens using administrative data, AI model predictions, and other available data.
The data dissemination phase consists of the following activities:
a. Presentation of census results through various fora at the national, regional and provincial levels;
b. Posting/dissemination of press releases, info sheets, infographics, statistical tables and other materials in the PSA website, bulletin boards, and other media;
c. Publication of census reports on the number of operators (crops, livestock, poultry, aquaculture, fishing), demographic and socio-economic characteristics of households with operators, and others;
d. Release of results through licensed micro datafiles.
