Scott County Board Proceedings BOARD OF COMMISSIONERS COUNTY OF SCOTT OCTOBER 17, 2017 (1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: Commissioner Beard, presiding, Commissioner Weckman Brekke, Commissioner Wolf, Commissioner Beer and Commissioner Ulrich. (4) Recognition of Interested Citizens: Dennis Thom, Spring Lake Township, addressed the County Board regarding his neighbor’s remodeling project. Mr. Thom provided pictures of a dirt pile, trash on the property, burning of construction materials, drainage issues, and placement of a utility pole. He also questioned whether a building permit was issued for the project. County Administrator Gary Shelton stated with the exception of the issuance of the building permit, the other concerns have been reviewed by staff from Scott County, Scott Soil and Water Conservation District, and the Minnesota Department of Natural Resources and no violations were noted. Mr. Shelton asked County staff to verify that a building permit had been issued. (5) New Employee Welcome: The new employees introduced themselves. (6) Consent Agenda: On a motion by Commissioner Wolf, seconded by Commissioner Ulrich, the following actions were approved unanimously. Laager said districts like Prior Lake-Savage, Farmington and Spring Lake Township have all refreshed their collection of iPads students use. â&#x20AC;&#x153;Those districts have money, we donâ&#x20AC;&#x2122;t,â&#x20AC;? Vandermark said. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re all growing.â&#x20AC;? The Belle Plaine School District is sending an increasing number of the devices out for service. Some of the aging iPads minis will eventually be cannibalized for parts, Laager said. He is concerned teachers and students wonâ&#x20AC;&#x2122;t make the best possible use of the iPad minis if the devices donâ&#x20AC;&#x2122;t perform well. Hansen noted state MCA tests can be taken on the larger iPads but not on the iPad minis. Board members seemingly favored a suggestion from Director Tracy Oâ&#x20AC;&#x2122;Brien. She suggested keeping the iPad minis with students in kindergarten through second grade because those students are better able to handle the smaller devices. Administration favors allowing third- through sixth-graders using the regular iPads with keyboard cases for sevenththrough 12-graders. Laager and Hansen raised the concern of a cultural rift between elementary and secondary staff and students if they are required to continue using the iPads minis while the older students use the full-sized, newer iPads.

Montgomery Council Considers Allowing â&#x20AC;&#x2DC;Special Useâ&#x20AC;&#x2122; Vehicles A proposal to allow golf carts, mini trucks and side-by-side motorized vehicles is under consideration by the Montgomery City Council. Councilors discussed the proposal to allow the vehicles on city streets at a workshop last Monday (Nov. 6), the Montgomery Messenger recently reported. Formal consideration of the proposals is set for the councilâ&#x20AC;&#x2122;s Nov. 20 meeting. The recommendation for permitting the vehicles requires the drivers of motorized golf carts, side-by-side vehicles or mini trucks to hold a valid driverâ&#x20AC;&#x2122;s license and obtain a permit for the vehicle(s) from the city. Golf carts would have to have a manufacturerâ&#x20AC;&#x2122;s rear-view mirror. Mini trucks would be required to have factory-installed headlights and taillights, turn signals and rear-view mirrors on the exterior of the vehicle and on the interior windshield.
Since the communities of Montgomery, Lonsdale and Le Center merged to form the TriCity United School District, city and school district leaders have stressed the importance of being connected. A $10,000 grant could help the three communities enjoy greater connectivity. A $10,000 Southern Minnesota Initiative Foundation (SMIF) Small Town Grant will go toward a walking-biking-hiking trail connecting the three communities, the Le Center Leader recently reported. The grant will be used to study the feasibility and potential costs of the trail connecting the three cities.
