Notice to Landowners Sibley County Public Works Department will be hosting a public informational meeting for the CR 160 Re-Construction project from TH 25 to the Carver County line scheduled for the 2016 construction season. PUBLIC NOTICE: Farming in Road Rightof-Ways can create safety problems Sibley County Public Works has noted an increased use of highway right-of-way (ROW) for agricultural purposes. Roadside mowing in the ROW is permitted for the purpose of weed control or making hay, but tillage or crop production is not permitted (M.S.160.2715). Tillage or crop production in the ROW can cause safety issues, affect road structure, and create maintenance problems. Highway ROW includes driving lanes, shoulders, road ditches, and sight corners at intersections. Township road ROW typically extends 33 feet from either side of the center of the road; and county road ROW typically extends 50 feet from either side of the center of the road. Utility poles and pedestals often serve as good indicators of ROW limits; however, it is the landowner responsibility to know the ROW limits. The Township Boards and Public Works Department have no desire or intention to measure every ROW line, and appreciate the general good farming practices of our agricultural producers. Anyone who damages or alters the ROW will be held responsible for all costs of restoration. When these activities are identified, the road agency will contact the landowner to reestablish the ROW where it has been encroached upon. F. Approve amendments to the Scott County Zoning Ordinance No. 3, Chapter 6 Stormwater Management, Erosion Control, and Wetlands; and Chapter 9 Animals, Stables, and Feedlots. To keep the Scott County Zoning Ordinance up to date with mandated state regulations and other potential changes identified by staff in working with the Ordinance, staff is proposing amendments intended to update or clarify ordinance sections. Some of these amendments have also been generated by requests received from the general public, where staff has researched the issue and determined that a change should be considered. These proposed amendments are to Chapter 6: Stormwater Management, Erosion Control, and Wetlands, and to Chapter 9: Animals, Stables, and Feedlots. Changes are proposed to Chapter 6 to comply with MS4 permit requirements and are also mandated state changes. In addition to the changes mandated by the MPCA, County Staff is also taking this opportunity to adjust, modify, and clarify several sections of Chapter 6 to address issues that have arisen in the past year. Changes to Chapter 9 will implement an increased setback to public stables; however, it will be less restrictive than the current 300 foot requirement and more in line with other regulatory agencies. Area Hospital Adds Nurses to Assist Sexual Assault Victims Mayo Clinic Health System in New Prague, formerly Queen of Peace Hospital, now has specially trained sexual assault nurse examiners (SANE) available 24 hours a day to ensure victims of sexual assault have specialized care. “Victims of sexual assault or abuse need specialized, compassionate physical and emotional care as quickly as possible,” said Kelly Ashley, registered nurse and patient care manager at Mayo Clinic Health System in New Prague. “By having this service available around the clock, victims don’t have to travel out of our community to get the assistance they need.” The U.S. Department of Justice said sexual assault remains

A SANE is a registered nurse who has completed special education and clinical preparation to provide expert health care services and forensic care to a patient who has experienced sexual assault. SANE nurses are skilled in taking patient histories, assessing and treating trauma response and injury, collecting and managing evidence, providing the emotional and social support needed during a post-trauma evaluation and examination, documenting injury, and providing testimony required to move these kinds of cases through the legal system.

Proposes Lower Drinking Age Belle Plaine Area Lawmakers Oppose Lowering Drinking Age
Figuring young adults can serve in the U.S. military but not legally drink, an area state lawmaker has proposed lowering the drinking age to 19 years of age. Rep. Joe Hoppe, R-Chaska, also believes lowering the legal drinking age to 19 would potentially end binge drinking when young adults turn 21, the Chaska herald recently reported. He also noted that society deems young adults are mature enough to serve in wars at 19. “I don’t think it’s going to be the end of society as we know it,” he said. Hoppe said his bill would be tied to a zero-tolerance policy on drinking and driving for drivers under age 21.
Lowering the legal threshold for alcohol consumption from 21 to 19 could impact federal highway funding. Hoppe doesn’t want his bill to have a negative fiscal impact on the state. Hoppe is not alone with a proposal to allow young adults to drink before 21. Rep. Phyllis Kahn, DFL-Minneapolis, authored a bill allowing 18-yearolds to drink in bars. Belle Plaine’s state representatives do not necessarily support Hoppe’s bill. Rep. Bob Vogel, R-Elko New Market, said “I don’t see myself as voting to lower the legal age to purchase or consume alcohol.” Sen. Kevin Dahle, DFL-Northfield, recalls the legal limit at 18 when he was in high school. He also opposes Hoppe’s bill. “My reasoning would probably have more to do with my role as a driver education instructor and knowing the statistics related to teens and au-
tomobile fatalities and alcohol related crashes and deaths,” Dahle said. “I think we should have these types of discussions in our communities with input from parents, teens, law enforcement, health and chemical dependency experts, and of course legislators covering all of the related issues, drinking and driving, alcohol abuse, social hosting, socialization of responsible drinking, etc.” Rep. Glenn Gruenhagen, RGlencoe, is also unlikely to support t he bill. “I generally oppose lowering the drinking age to 19. Past experience indicates that when you lower the drinking age the abuse of alcohol increases exponentially up to two years below the legal age,” he said. “Minnesota lowered the drinking age in the past and saw the flow of alcohol to younger ages grow. We then increased it back to 21.”
Gaylord Could be Home to New Medical School at Sibley East JH A New York-based development firm and the Gaylord City Council are working together to bring a medical school to the Sibley East school campus once it is moved to Arlington. The Danza Group of Minnesota, LLC wants to open a facility for 600 students at the existing Sibley East junior high school in Gaylord. The city council recently OK’d a memorandum of understanding to work with the developer, the Danza Group. It plans to convert the school campus into a medical school. That will happen after the city and school district complete a landswap and Sibley East opens its new secondary school in Ar-
lington. The city can then sell the land to the Danza Group, the Gaylord Hub recently reported. A feasibility study on the conversion of the school campus will be completed by the end of the summer. The company will make its final decision on building and operating a medical school in Gaylord by the end of 2015. The city, in the memorandum, pledges to assist the Danza Group with pay-as-you-go taxincrement financing over 15 years. It will also help the business acquire land for housing and businesses to support the proposed school and its stu-
dents. Gaylord Mayor Don Boeder said the school proposal, if realized, would change Gaylord forever. The thrust for the proposal is an anticipated shortage of physicians nationally. Anthony Danza said he expects the country to be short by 150,000 doctors by 2025. Minnesota will have 2,000 fewer physicians than it needs during the same period. The Gaylord campus plan, Danza said, will give physicians a first-hand look at serving people in a more rural community.
