RATE INCREASE NOTICE XCEL ENERGY MINNESOTA ELECTRIC PRICES Interim Change in Electric Rates Starting January 1, 2016 Until Final Decision is Made

XCEL ENERGY’S RATE INCREASE REQUEST Xcel Energy has asked the Minnesota Public Utilities Commission (MPUC) for a three-year increase in electricity rates. For 2016, the requested increase is for $194.6 million, or about 6.4 percent. For 2017, Xcel Energy requested an additional $52.1 million, or about 1.7 percent. For 2018, Xcel Energy requested an additional $50.4 million, or about 1.7 percent. The total increase requested for the three-year period is $297.1 million, or about 9.8 percent. (Xcel Energy has also offered an option for a five year rate plan.) While the MPUC reviews Xcel Energy’s request, state law allows Xcel Energy to collect higher rates on an interim (temporary) basis. The interim rate increase for 2016 is $163.7 million or about 5.5 percent over total current rates. This appears on customer bills as an interim rate adjustment. It is calculated from a change to the “Basic Service Charge,” “Energy Charge,” and, if applicable, the “Demand Charge.” The interim rate adjustment is billed as a 7.75 percent increase, or about $5.06 per month, for a typical residential customer using 675 kWh. Because Xcel Energy is requesting a multi-year rate plan, it also requested an increase to the interim rate starting January 1, 2017. If approved, the company will provide additional details before this increase happens. The MPUC will likely make its decision on the overall rate request in 2017. If final rates are lower than interim rates, Xcel Energy will refund the difference. If final rates are higher than interim rates, Xcel Energy will not charge customers the difference. WHY IS XCEL ENERGY ASKING FOR AN INCREASE? Xcel Energy’s last request for a rate increase was in 2013. Xcel Energy continues to invest in maintaining and upgrading its system. A multi-year rate plan provides customers more predictability and rate stability for a longer period of time than is achievable under a single year rate request. HOW WILL THE RATE CHANGE AFFECT MONTHLY BILLS? The proposed rate increase will affect individual monthly bills differently depending on electricity use and customer type. The proposed rate increase mainly affects the “Basic Service Charge,” “Energy Charge,” and, if applicable, the “Demand Charge.” These charges cover the cost of providing electric service to our customers, representing about 70 percent of your total bill. This rate increase does not affect the Fuel Cost Charge. WHAT IS XCEL ENERGY DOING TO CONTROL COSTS? • Providing energy conservation options. This helps customers manage energy use and save money on their bills. This also helps to delay generation investments. • Reviewing and monitoring our business to minimize operating and maintenance cost increases. • Operating power plants efficiently. • Using a variety of fuel sources to manage costs and protect the environment. WHAT IS THE PROCESS FOR REVIEWING XCEL ENERGY’S REQUEST? The MPUC, the Minnesota Department of Commerce, the Office of the Attorney General-Residential Utilities and Antitrust Division, public interest groups, and large commercial and industrial customer groups will investigate our proposal.

Panthers Hammer Raiders; Finish 9th at Big Christmas Invitational The Scott West wrestling team rolled to its second Minnesota River Conference win of the season Thursday night in Belle Plaine as it beat NorwoodYoung America 42-12. The Panthers got off to a fast start in front of their crowd in Belle Plaine as lightweight eighth-grader Jacob Hill made quick work of NYA 106-pounder Jared Kleindl with a ďŹ rst-period pin at 1:35. The scoreboard moved to 9-0 in favor of the home team after freshman Tyler Shackle wrestled his way to a 4-0 decision over Josh Lord at 113 pounds. NYA returning state-qualiďŹ er Anthony Hennen put up the ďŹ rst team points for the visiting Raiders as he won a hardfought 4-3 decision over Justin Stauffacher at 120 pounds. Senior Brendan Mackedanz gave the Panthers a 12-3 team lead as the senior scored three take downs in a 7-2 win over Peter Barth at 126. Sophomore Jackson Stuaffacher lit up the scoreboard on his way to pinning Ben Barth at 4:40 of the third period. The Panther 132-pounder built a big lead as he scored 20 some points behind a series of attacks before he secured the pin fall call. The next match at 138 pounds was not as high scoring but it was every bit as exciting, at

least in the third period, as Scott West senior Carter Piche had to score a late reversal to beat Raider Zeke Dodge 4-3. With the meet coming to the halfway point, Scott West held a 21-3 advantage before senior Ryan Siegle dropped an 8-5 match at 145 to make it a 21-6 Panther team lead. The Raiders would elect to forfeit to Ben Kelvington at 145 and then another Panther senior Dylan Johnson turned in a solid performance by beating Brett Kleindl 5-1 at 160 pounds. At 170 pounds, Scott West’s Deshawn Carter received a forfeit before teammate Dylan Aslakson got a ďŹ rst-period pin of Jacob Schwartz at 182 pounds. The Aslakson pin at 1:13 gave Scott West a 42-6 lead on the scoreboard going into the ďŹ nal three weight classes of the night, and those would go quickly as both teams elected to forfeit at 195 and 220 before NYA heavyweight Nick Forner ended the night of wrestling with a third-period pin of Ben Alexander at 5:27. Christmas Tournament Five Scott West wrestlers made things happen in Rochester this past weekend as they became All-Force Minnesota Christmas Tournament placewinners and helped the Panthers to a ninth place ďŹ nish in the prestigious tournament ďŹ eld

of 32 teams, scoring 110 points in the tournament that was won by AAA’s #1-rated St. MichaelAlbertville. STMA bettered Apple Valley 224-203 at the top of the standings. Leading the way for Scott West was senior captain Ben Kelvington, who improved on his fourth place ďŹ nish from a year ago as he placed third at 145 pounds. Sophomore Jackson Stauffacher became a three-time Minnesota Christmas Tournament place-winner as he improved upon his previous two eighth place ďŹ nishes by wrestling his way to fourth in the 126-pound bracket. The remaining three Scott West place-winners were ďŹ rsttime place-winners in the elite tournament. Junior Parker Huss wrestled his way to ďŹ fth place at 120 pounds, while sophomore Tyler Buesgens did the same at 195 pounds. Freshman Tyler Shackle took seventh place at 106 pounds. Scott West had six other wrestlers entered in the tournament but they did not place in the top eight of their respective weight brackets. Tigers Fall to Sibley East, Cannon Falls by Dan Ruud The Belle Plaine High School girls’ basketball team enters Christmas break without a victory following this past Monday night’s 49-32 nonconference loss at home against Cannon Falls. The setback came following a 57-30 loss in the Minnesota River Conference opener at Sibley East last Thursday night. The Tigers, 0-1 in the MRC, 0-6 overall, will be back in action next Tuesday and Wednesday in their annual travels to the holiday tournament at Norwood Young America. Belle Plaine is scheduled to take on New Ulm in the ďŹ rst round 7:30 p.m. Tuesday at Central High School. Sibley East 57, Tigers 30 Despite falling behind 12-0, the Tigers hung around with the Wolverines in the ďŹ rst half, trailing by just six points (2519) at the break but managed just 11 points in the second half of a 27-point blowout loss at Sibley East Thursday night. “We started out slow once again before we started to ďŹ gure it out,â€? said Belle Plaine coach Randy Carlson. “Defensively, we got much more active and rebounded a lot better. Offensively, we started to make some shots and closed out the ďŹ rst half strong. The second half opened with us not being able to put the ball in the basket and giving up way too many easy baskets. Making shots is the key to this game. We battled well considering we were missing two more starters – Ireland Lambrecht and Maria Larson – to injury and illness. We need people to step up when someone goes down. The opportunity is there. Seize it.â€? Freshman Lily Vinkemeier led Belle Plaine in scoring with nine points (all in the ďŹ rst half). Elizabeth Johnson had ďŹ ve points, followed by Alissa Schultz, Schuyler Sterk and Taylor Mullen with four apiece. Kaitlyn Paul and Hailey Witt both had two. The rebounding leaders were Vinkemeier (8), Schultz (6), Paul (5), Johnson (4), Sterk (4), Mullen (4) and Alexa Lenz (3). Hannah Wentzlaff sparked

the Wolverines with 18 points. Alyssa Weber and Alli Harter added 14 and 11, respectively. Cannon Falls 49, Tigers 32 Cannon Falls, which is without junior varsity and B-squad teams due to a lack of players in the program, took advantage of a Belle Plaine team that was without several regulars in its lineup due to injury and illness. In the process, the Bombers

managed to pin another doubledigit loss (49-32) on the Tigers Monday night in Belle Plaine. Vinkemeier led the Tigers in scoring with eight points. Schultz added six points, 10 rebounds and ďŹ ve steals, while Johnson contributed seven points and four assists. No other statistics were available prior to Tuesday’s press time.
