Scott County Board Proceedings BOARD OF COMMISSIONERS COUNTY OF SCOTT OCTOBER 3, 2017 (1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:03 a.m., with the following members present: Commissioner Beard, presiding, Commissioner Weckman Brekke, Commissioner Wolf, Commissioner Beer and Commissioner Ulrich. County, Residents Advancing Fight Against Carp in Benton Lake

After years of planning and discussion, the Carver County Water Management Organization (CCWMO) launched an attack against rough fish in Cologne’s Benton Lake. The work comes eight years after Don Smith and Jacob Steinbauer encouraged the city to begin efforts to reclaim the lake from the impacts of rough fish, particularly carp and bullhead. They formed the Benton Lake Watershed Conservancy with the hope the lake could be made more usable by city and area residents. Last month and again last week, Carp Solutions, a New Brighton firm which the CCWMO had hired, baited, trapped and removed over 6,000 pounds of carp from the in-town lake along Highway 284 (North Paul Avenue). The organization estimates the fish removed from the lake represent just about half the carp in the lake. Another round of netting might be conducted this fall, said Tim Sundby, a water resource technician with the CCWMO. The CCWMO says Benton Lake in Cologne has high levels of phosphorus from runoff into the lake causing algae blooms in hot summer months. A study the organization performed determined the high phosphorus levels in Benton Lake were pri-

marily coming from within the lake, when carp and other rough fish disrupt lake sediments. Common carp are an invasive rough fish that can severely impact water quality in lakes and rivers. Carp are bottom-feeders, and while rooting around lakebeds for bugs and other food, they muddy the water and resuspend phosphorus back into the water column. Their feeding also uproots native aquatic plants which then have a harder time re-establishing in the now muddy water, according to a CCWMO report. Without plants, lakes become more turbid, have more frequent algae blooms and have less or sometimes no habitat for native game fish. Rough fish -- carp and bullheads -- make up almost all of the fish species found in Benton Lake. Over the past two years, CCWMO staff explored a number of options to remove carp from Benton Lake in order to improve water quality. The first option was a lake drawdown, an option deemed too expensive. The second option was to do a rotenone treatment. Rotenone is a pesticide intended to kill all fish in the lake. A licensed contractor is needed to treat the lake. Citing concerns over potential mitigating impacts downstream, no contractors

were willing to bid on the project, according to the CCWMO. After discussions with staff from the Minnesota Aquatic Invasive Species Research Center, Carp Solutions was hired to use a multistep method to control carp populations similar to that done on Starring Lake in Eden Prairie. The CCWMO is paying the company $11,000 for removing the fish, Sundby said. Carp Solutions will use electrofishing and tagging carp to estimate populations and track movements of the fish, removing carp through traps and seine nets, stocking the lake with bluegill and potentially other breeds of panfish and possibly game fish to eat carp eggs, and potentially installing an aerator to help keep bluegill populations alive during the winter. The city will likely be asked to help with funding for restocking and for an aerator to keep a small portion of Benton Lake open during the winter, a move that will keep the bluegill population alive during the winter, Sundby said. Barriers to keep the fish from entering and leaving the Benton Lake will be placed on the west side of the lake to keep rough fish from entering it from Meuwissen Lake and a stream on the northeast corner of the lake.

Green Isle Wins USDA Grant for Revolving Loan Fund A USDA grant will allow the city of Green Isle and its economic development authority (EDA) to establish a revolving loan fund which city council members hope will fuel growth in the community. Mayor Joe Kreger deemed the award “awesome news.”

Green Isle learned it had won a $10,000 USDA grant award Monday (Sept. 11) at its EDA meeting. The grant, along with additional money, will be used to create a $15,100 revolving loan fund. Interest on loans from the revolving loans will fund future economic develop-

ment loans. The Green Isle EDA is planning to loan the entire $15,100 to one business, pending review by the USDA. The loan is a sign the city is “moving forward,” Kreger said.
