Cologne Hosting Glad Days Cologne’s annual summer festival, Glad Days, will feature a tractor cruise and BBQ festival this year as part of the event’s “farm country” theme. The 15th edition of Glad Days runs Thursday July 28 through Saturday, July 30. Most events are at City Square Park in downtown Cologne. Glad Days begins with citywide garage sales Thursday and a garden party that evening (7-9 p.m.). The event features craft beer and wine tasting from local breweries and vineyards, food with music by Becky Rae Dalton. There will also be judging in the “Glad You’re My Neighbor” contest and judging in the gladiolas/flower contest. Entries are judged and awarded

St. Peter Joins List of Cities Discussing In-Town Chickens Add St. Peter to the list of communities that have discussed creating ordinances allowing chicken coops in town. The city council recently tabled a proposal when several proposed changes were added to the draft ordinance. The city council was slated to discuss the proposed changes during a work session and then bring back an updated version of the proposed ordinance for consideration. The proposed ordinance, the St. Peter Herald recently reported, includes information on setbacks from property lines, the number of chickens allowed, the size of coops and screening from neighboring properties. Councilor Roger Parras said he expects the final ordinance

to allow 15 to 20 chickens per household. Councilor Jerry Pfeifer again vigorously opposed the proposal, claiming chicken coops would draw predators – raccoons, skunks, coyotes and other rabies-laden vermin -- into the city. He suggested that if the city council wants to turn the clock back 60 years, it should also allow people to maintain a junked vehicle and old refrigerator in their yards. Belle Plaine, Jordan, Shakopee, Chaska, Green Isle, Arlington, New Prague, Prior Lake, Savage, Bloomington, Edina and Minneapolis are among the many cities that have hosted discussions on allowing backyard fowl.

Friday’s (July 29) events include a softball tournament at Lions Park, beer garden and food vendors at City Square Park, a free hot dog dinner from 6-7 p.m. and the Kid Fest/ Kiddie Parade at 6 p.m. (lineup at 5:45 on West Market Street, south side of park). Kid Fest runs from 6-8 p.m. The Splatter Sisters will perform from 6-7 p.m. Face painting, fire truck rides, bounce houses and movies will also be available. The band “Up South”

will perform from 8 p.m. to midnight. Admission is free. Saturday’s (July 30) events include a 5K-color run at 8 a.m., and children’s half-mile fun run at 9 a.m. There will be a softball tournament, pedal-pull, polka music, petting zoo, magic show and tractor cruise lineup at 1 p.m. Other events include a karate demonstration, sheriff’s canine demonstration, BBQ judging, and other activities. Music by “In The Fields” will run from 8 a.m. to midnight.

Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: I own a 1994 BMW. The last time registration was due, I purchased a collector plate and joined the BMW club. I know you’re not supposed to drive the car for everyday use, such as driving to the grocery store or running errands. I have a friend who told me, I can only drive the car to club meetings or auto shows. True or not true? If not true, what are the restrictions to driving the car? If I’m going to sell the car, can I drive it to mutual meeting point? Can I take it out every once in a while for a “spin”? Answer: There are several requirements for “collector” license plates. – The vehicle must be a minimum of 20-years-old. – The owner must prove that they have one or more vehicles with regular license plates. – The vehicle is owned and operated solely as a collector’s item, and not for general transportation purposes. What are general transportation purposes? To law enforcement, this means that you can drive it to fairs, shows, etc.,

but it is not to be utilized for work, school, shopping and other everyday activities. It is a judgment call on the part of the officer, but the intent of the law is that the vehicle is not to be used as an additional vehicle for your family. If you are in violation of one of the requirements listed above, you could be charged with: – “Improper use of registration” – a misdemeanor (90 days and/or $1,000 fine). – “Intent to escape tax” – a gross misdemeanor (up to one year and/or $3,000 fine) depending on the situation. These license plates are also subject to impoundment. As the owner, you are responsible for maintaining the proper registration on your vehicle. New Prague Offering Downtown Commercial Rehab Program New Prague is offering assistance to owners of downtown commercial and mixed-use rental properties needing rehabilitation. The city is proposing loans ranging from no-interest to 2 percent. The loans can be forgiven overt time if the tenant stays in the building and follows rules of the rehabilitation program, the New Prague Times recently reported. The 2-percent loans would be repaid monthly over 10 years. The loans are for businesses along Main Street, from Lincoln Avenue west to Fourth Avenue (Highway 21). Buildings with residential components will be available for additional loans. Applications for the program and additional information are available at New Prague City Hall.
