Overnight Connection Failure Empties Green Isle’s Water Tower Connection at Irish Yard; Cause, Cost Unknown
A pipe failure at the connection of a 4-inch water main and the sprinkler system at Irish Yard dumped about 100,000 gallons of water at the Green Isle ballpark and emptied the city’s water tower early Sunday morning (May 28). The failure occurred just after midnight. The cause of the breakdown of the connection between the water main and the PVC sprinkler system piping is unknown, said Lee Ortloff, a lead operator for People Service, Green Isle’s water treatment plant operator. The water main and the irrigation system pipe link about 8 feet below ground behind the first base dugout, just off Highway 25. Ortloff heard the alarm signaling a rapid loss of pressure in Green Isle’s water treatment system just after midnight Sunday. He hustled from his house to the water treatment facility in Green Isle. Gauges in the plant showed the level of water in the city’s 125,000-gallon water tower dropping rapidly. The city doesn’t keep the tower completely full. The mishap left city residents and businesses without water for a few hours Sunday morning. But the system refilled and the pressure returned to its normal level fairly quickly, he said. Ortloff began to search town for a source of the flowing water. He checked the city’s approximately 80 fire hydrants. With the hydrants all closed, Ortloff continued the search, knowing he was running out of time before the water tower was empty. He found a pool of wa-
ter outside the ballpark, behind the first base dugout, with water bubbling up from beneath the surface shortly after 1 a.m. After calling for help from a co-worker, Ortloff began to search for a shutoff valve to the water main. He finally found it under a few feet of mud that filled the ditch and spread into the ballpark. He and the coworker began digging through the mud, found the valve and shut off the flow of water. Returning to the water treatment plant, Ortloff noted the city’s primary well was still running. With the failed water main closed, the pressure in the system had dropped to 42 pounds per square inch (psi), well below the standard 55-psi operating level. Had the sys-
tem dropped to 20 psi or less, the Minnesota Department of Health would have advised Green Isle residents to boil their water before consuming it. “Once we got it closed off, the pressure came back pretty quick,” Ortloff said. Tests of water samples taken from city hall, the Cenex convenience store and three houses all confirmed the city’s water was safe to consume, he said. Tuesday, a crew had dug into the ditch, found and repaired the failed water main and its connection to the PVC irrigation pipes. Kreger said the League of Minnesota Cities Insurance Trust would cover the cost of the repairs. He said the final amount of the repairs wouldn’t likely be known for several weeks.
New Prague Area Schools Tightening Up 2017-’18 Budget New Prague Area School Board members are expecting to take advantage of what they deem as a healthy fund balance to spend more than the district takes in during the 2017-18 school year. But the school district to Belle Plaine’s east and south is still planning to tighten up some of its spending next year, the New Prague Times recently reported. New Prague is expecting to dip into reserves for the second year in a row, utilizing a fund balance that grew annually since 2007-08. It is now at 11 percent of the size of the general fund. Staff reductions are planned at some of the schools while increasing others. Additional
staff is planned for some special education programs. About 70 percent of what school districts spend is on staff salary and benefits. Like Belle Plaine, New Prague is planning a 12 percent increase in the cost of health coverage for non-certified staff. The New Prague Area School District is anticipating a slight increase in enrollment – about 16 new students in 2017-18. School district planners are hoping that number proves conservative. New Prague is planning to accelerate its plans for spending on new buses. The district was buying two new buses a year, but plans to increase that to three as the fleet ages.
