BOARD OF COMMISSIONERS COUNTY OF SCOTT NOVEMBER 7, 2006 (1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:01 a.m., with the following members present: Commissioner Ulrich, presiding, Commissioner Marschall, Commissioner Wagner, Commissioner Vogel, and Commissioner Hennen. (2) Chair Ulrich noted the addition to the agenda of the appointment of Aldeen Goehring to the Board of Adjustment/ Planning Advisory Commission. (3) On a motion by Commissioner Hennen, seconded by Commissioner Vogel, the Minutes of October 24, 2006 were approved. (4) On a motion by Commissioner Vogel, moved, seconded by Commissioner Hennen, the following items were approved unanimously. Commissioner Wagner left the meeting from 9:21 to 9:25 a.m. B. Community Services Director Tim Walsh updated the Commissioners on the County Board goal to implement the Community Corrections delivery system, Public Services Manager Jennifer Deschaine reviewed the goal to monitor the Community Health statistics and trends, Deputy County Administrator Gary Shelton provided information on the shared information systems, training facilities and 800 MHz strategy, County Administrator Dave Unmacht highlighted the status of County Highway projects, and Chief Information Officer Marilyn McCarter reviewed the goal to complete phase one of the CountyĘźs Business Continuity Plan. The agreement is for two years. • Approved naming Planning Commissioner Nathaniel Hvidsten an alternate to the commission and commence advertising for a replacement. • Renewed intoxicating onand off-sale liquor licenses for several businesses. • Passed resolutions addressing Jeff Townsend’s application for an administrative subdivision and assessment agreement involving 18-plus and 27 acre parcels along West Commerce Drive. • Granted a request from William McCue for approval of an administrative subdivision of a 78-acre parcel along County Road 5. • Approved a developer’s agreement for Tatiana Fields, the cricket ďŹ eld complex adjacent to Oak Crest Elementary School. The agreement allows for the design of public improvement, including the termination of Schoolhouse Road in a cul-de-sac and the extension of water main. It also includes language providing for incremental waiving of park dedication fee pursuant to a joint powers agreement with the school district.

Sarsland also belted a home run, meaning that all three Tiger long balls was each player’s ďŹ rst career blast. This puts the trio is lofty company in Tiger history, joining the likes of legendary sluggers Brent Meyer and Brett Kruschke.

Le Sueur County Planning New, Efficient Highway Facility Le Sueur County is planning to spend about $750,000 on a new highway facility better suited to hold today’s larger equipment. The building on Le Sueur’s Hazel Street is the oldest of the county’s public works facilities. Its bathrooms are outdated and there are cracks in the walls. County Administrator Darrell Pettis said a person can see through some of

the cracks. In addition to its size, the new building will feature a more efďŹ cient design. It will also include salt and sand storage space plus a wash bay to clean trucks. Le Sueur County is taking bids on the proposed project through May 16. Commissioners will review the bids after the bid closing.

Tiger Park was a picture-perfect evening and a nice crowd as the locals ďŹ ttingly took on the Brewers. Local fans were thankful for the discounted beverages, as it didn’t cost quite as much to drown their sorrows in this lopsided affair. The Tigers got behind early and couldn’t climb out of the hole, scoring only two runs on four hits while committing ďŹ ve errors. Wes Sarsland started on the mound and lasted three innings, giving up seven runs (six earned). Mitch Stier threw the next three innings and was the lone bright spot, giving up no runs while scattering four hits and four walks. Chase Emmers worked the last two frames and gave up ďŹ ve runs (three earned). Sarsland led the Tiger offense with three hits, while Jon Vinkemeier and Narveson accounted for the other two safeties.
