NOTICE OF PUBLIC HEARING MODIFICATIONS TO TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 1-3 IN THE CITY OF BELLE PLAINE NOTICE is hereby given that the City Council of the City of Belle Plaine, Minnesota (the “City”) will meet at or after 6:30 p.m. on Monday, December 1, 2014, in the City Council Chambers of City Hall, 218 North Meridian Street in the City, to conduct a public hearing on modifications to the tax increment financing plan (the “TIF Plan”) for Tax Increment Financing District No. 1-3 (the “TIF District”) located within Redevelopment Project No. 1 (the “Redevelopment Project”) in the City. The TIF District is administered by the Belle Plaine Economic Development Authority (the “Authority”). The boundaries of the TIF District and the Redevelopment Project are shown in the map below. All toys should remain unwrapped for donation. Gifts are accepted for children up to 16 years old. Realistic looking toy weapons and gifts with food will not be distributed. While purchasing items for smaller children is a pretty simple task, donors often wonder what to get teens. The Toys for Tots website recommends sporting equipment, board games, books, hand-held electronics and similar items. The drop off locations are at Belle Plaine City Hall, Belle Plaine Police Department and Coborn’s Grocery Store.

Lutheran Home Welcomes Carolers

The Lutheran Home Campus in Belle Plaine is again inviting community groups, family members and organizations to share their Christmas joy and carol throughout the halls of its buildings. There are five locations on the campus where caroling groups can share their spirit – The Lutheran Home: Belle Plaine, The Lutheran Home: Hope Residence, Boessling Lutheran Village Apartments, Faith Residence Apartments and Kingsway Retirement Living. Caroling groups can share their Christmas songs at one building or all them. Group leaders are asked to call at 952-873-2142 to coordinate their group’s visit.

Our Lady of the Prairie Catholic Church will hold its annual Sing, O Heavens Christmas Concert on Friday, Dec. 5. The Youth Prelude begins at 6:30 p.m. and the Concert 7 p.m. Bring your family to start off the Christmas season by enjoying adult and youth ensembles, soloists, youth choirs, the Our Lady of the Prairie choir, as well as Christmas favorites for all to sing. This concert is a fund-raiser, with all proceeds to benefit the Our Lady of the Prairie Parish Religious Education Program (PREP) and Catholic School Program. The event is supported by Catholic United Financial and will receive a matching grant up to $1,000. Following the concert, a wine and dessert reception will be held in the parish hall. Concert and reception admission are a freewill donation.

Belle Plaine Man Facing Nine Felony Burglary, Theft Charges

Felony charges are pending against a Belle Plaine man who allegedly committed a series of burglaries and thefts dating back to the summer. Unable to cover the $112,100 bail, Shaun Michael Carlson is currently in the Scott County Jail facing eight felony counts of burglary and theft and one count of gross-misdemeanor theft. Carlson’s due in Scott County District Court Dec. 9 for a first appearance on the burglary and theft charges. The case against Carlson, 35, comes after a series of search warrants executed at residential addresses in Belle Plaine and one in rural Henderson. Belle Plaine Police Chief Tom Stolee said investigators found items Carlson allegedly stole at the residences. In most of the cases, Stolee said, the people living at the properties likely did not know for certain the property was stolen. According to the criminal complaint against Carlson, police were called Oct. 20 to a residence on the 200 block of East Commerce Drive by his former girlfriend, the mother of his daughter and unborn child. She told police Carlson had violated an order for protection against her. She showed police a cache of items Carlson allegedly stole and left at her residence. The items include Nike tennis shoes, a baseball bag with a Bethany Lutheran logo on it and a halfdozen gloves in it, a Scott West wrestling jacket with a name on it, wallets, computer speakers, drug paraphernalia and expensive sunglasses. The woman also handed over hubcaps police later confirmed was stolen from a vehicle owned by The Lutheran Home.

included $400 in change, 20 casino coins valued at $200, binoculars valued at $100, nine bottles of prescription medicine and a Visa debit card. The items stolen were valued at just short of $900. The charges against Carlson say the damage to the house in the break-in was values at about $7,600. Carlson is also charged with theft of a purse containing a checkbook, debit card, and expensive sunglasses from a house on the 300 block of South Chestnut Street on Oct. 14. Carlson later admitted to the theft. He is charged with entering a house on he 200 block of South Chestnut Street Oct. 17 and stealing a purse and laptop. Two days later, the charge says Carlson stole Nike athletic shoes and Bethany Lutheran athletic equipment worth about $640 from a person on the 100 block of South Elk Street. Carlson later admitted to the theft, the charge states. Carlson is also charged with stealing a global positioning system (GPS) system from a vehicle parked on the 600 block of West Church Street and $1,200 from a house on that block. Carlson admitted taking the GPS but denied stealing the cash, the charge states. Carlson is also alleged to have stolen a $700 laptop and guns valued at $100 from a house on the 300 block of West Main Street Oct. 19. The charge states Carlson later admitted to the theft and that he is addicted to drugs. Police later recovered the laptop during a search of a house on the 400 block of West Main Street. Carlson allegedly left it and other stolen items there.

Arrested

The following day, they found Carlson and another man in a vehicle around 8 p.m. Carlson was arrested and taken to the county jail. Police began backtracking reports of burglaries and checked for links to Carlson. The charge states a woman on the 100 block of South Market Street reported on Aug. 16 the theft of a purse containing money and a cell phone. Police interviewed Carlson and he admitted the charge states, taking the purse and discarding everything but the cash in it. He told police he was sorry for what he did, the charge states. Aug. 17, police received a report of stolen hubcaps from a Chevy Lumina. They are valued at $230. Carlson’s former girlfriend told police he had left them for her to place on her car. Carlson admitted to the theft, the charge states, and he is addicted to drugs. Aug. 17, police were called to the 700 block of South Elm in Belle Plaine. A man reported a stolen wallet. Carlson later admitted stealing the wallet and “a bunch of CDs from the house,” the charge states.
