Scott County Board Proceedings BOARD OF COMMISSIONERS COUNTY OF SCOTT NOVEMBER 7, 2017 (1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:59 a.m., with the following members present: Commissioner Beard, presiding, Commissioner Weckman Brekke, Commissioner Wolf, Commissioner Beer and Commissioner Ulrich. (2) Amendments to the Agenda Chair Beard announced agenda item 5.6 authorizing entering into an Agreement with Waste Management is being pulled from the consent agenda and will be presented separately. On a motion by Commissioner Wolf, seconded by Commissioner Weckman Brekke, the amended Agenda was approved. (2) Minutes: On a motion by Commissioner Ulrich, seconded by Commissioner Wolf, the Minutes of October 17, 2017 were approved. (3) Recognition of Interested Citizens: A. John Myser, Mendota, played video of the October 3, 2017, Scott County Board of Commissioners meeting where he addressed the Board regarding identity fraud and how it pertains to government and the judicial system. Mr. Myser expressed his frustration in scheduling a meeting with County Attorney Ron Hocevar and asked for assistance from the County Board. Mr. Myser offered to meet with the Commissioners as a whole or individually to further discuss his personal issues. Commissioner Beard responded that he would meet with Mr. Myser. In response to Mr. Myser, Mr. Hocevar stated he has dealt with Mr. Myser for years and offered to meet with him in District Court in front of a District Judge. B. Prior Lake Mayor Kirt Briggs reported the Prior Lake City Council approved a design recommendation for the County Road 21/Trunk Highway 13 improvements at its November 6, 2017 meeting. Mayor Briggs recognized and thanked the Commissioners and County staff for the collaborative relationship, support, encouragement, and guidance on this project. The pavilion is also a popular site for weddings, anniversary celebrations and other private gatherings. Its redesign plans call for two stages, one facing east and the other west. In 2007, Scott County funded the development of a 90-mile ďŹ ber optic ring connecting cities and school districts to highspeed broadband service. It later entered into agreements with several private providers -- including Jaguar -- to enable the county’s ďŹ ber backbone to be used in improving under-served areas of the county. The Sand Creek Township Area Broadband Project, when complete, will be providing service to 118 households, 18 businesses, and three community anchor institutions in this township area by constructing ďŹ ber directly to these premises. Through this funding partnership with the state of Minnesota, Jaguar will improve broadband service levels up to 1 Gbps down and 1 Gbps up, exceeding the 2026 state speed goal. This project, which will involve a $300,941 local match, will connect residents and businesses to a redundant, stable, substantial ďŹ ber optic ring, creating pathways to fully participate in today’s digital society and economy. “Projects like this, that improve services in more rural under-served areas, have always been uppermost in our minds as we have worked with private providers,â€? said Scott County Administrator Gary Shelton, who led the county’s initial ďŹ ber optic investment efforts and has actively sought to expand its access. “We couldn’t be more pleased that the state of Minnesota, through DEED, is now actively supporting these efforts through its grant funding.â€?

Price Tag on St. Peter Pavilion Plans Growing Six years after the city received an original cost estimate to upgrade St. Peter’s Minnesota Square Park Pavilion, the anticipated price tag on the project has grown to $1.24 million. The latest price reects the impact of 6 percent of ination, the St. Peter Herald recently reported. The scope of the project has not changed since 2016. The proposed improvements include making the building more accessible, compliant with the Americans with Disabilities Act (ADA), and improvements to the interior design and features to make it more user friendly. Truck drivers heading into Le Sueur no longer have to be quite as concerned about hitting the Union PaciďŹ c Railroad bridge as they once did since the railroad company has completed raising the bridge over Highway 93. Union PaciďŹ c raised the railroad bridge 14 inches, the Le Sueur News-Herald recently reported. Their efforts were more successful with trucks coming into the city from the west than those leaving Le Sueur. MnDOT installed a sensor warning westbound trucks on Highway 93 coming into the city of the bridge and information the truck was too

tall to make it under the bridge. But there was not enough room on the east side of the bridge to warn eastbound drivers their trucks were too tall to avoid a crash. The bridge is typically hit up to ďŹ ve times a year, the newspaper reported. Crashes with the bridge close the highway and bridge for days, as MnDOT and the railroad check the bridge to make sure it is safe for trains to utilize.
