Scott County Board Proceedings BOARD OF COMMISSIONERS COUNTY OF SCOTT OCTOBER 4, 2016 (1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: Commissioner Marschall, presiding, Commissioner Wagner, Commissioner Wolf, Commissioner Beard, and Commissioner Ulrich.

This action was recommended by the Sand Creek Town Board and the Planning Advisory Commissioner, in accordance with Chapters 2, 12, and 25 of the Scott County Zoning Ordinance No. 3 based on the criteria listed for approval. The motion carried on a vote of 3 ayes with Commissioners Wagner and Wolf dissenting.

B. Commissioner Ulrich moved, seconded by Commissioner Beard, to approve the request for an Interim Use Permit for DG Minnesota CSG 3, LLC to construct and operate a 4.7megawatt community solar energy system in Section 21 of Sand Creek Township, noting the change on the written request from Conditional Use Permit to Interim Use Permit. This action was recommended by the Sand Creek Town Board and the Planning Advisory Commissioner, in accordance with Chapters 2, 12, and 31 of the Scott County Zoning Ordinance No. 3 based on the criteria listed for approval. The motion carried on a vote of 3 ayes with Commissioners Wagner and Wolf dissenting.

Senate District 18 DFLer Amy Wilde of Dassel is challenging Sen. Scott Newman, R-Hutchinson. The district includes Sibley County and large portions of Meeker and McLeod counties.

An attorney, Newman is a former public defender and Hennepin County sheriff’s deputy.

He was elected to the Minnesota Senate in November of 2012.

He and his wife have three children.

Wilde served as a Meeker County commissioner from 1997 to 2010. She is a former chairperson of the MeekerMcLeod-Sibley Community Health Board. Wilde and her husband reside on a small farm south of Dassel in Meeker County. They have operated small businesses in the Dassel area since 1977, most recently Wilde Studios, a specialty digital printing business. She has served on several nonprofit and government boards and been a volunteer driver for the Meeker Council on Aging.

Why are you running and what issues are important to you?

Transportation funding.

SWLR at $100 million per mile is the keystone. Resolve it and money for transportation will follow.

Hearings to determine the cost of maintenance, operation, future subsidies and possible alternatives are the solution. As the minority lead on Senate Transportation Committee, I will insist we hold those hearings. Health Insurance. Rising costs have now put health insurance out of reach for many.

MNSure is the culprit. Not a single Republican voted for it while Gov. Mark Dayton and the DFL Senate refuse to admit it’s a problem. Resolution will be up to the voters by sending legislators to St. Paul who will fix it.

Eliminate wasteful spending that exists in our $40 billion plus budget. Curtail Minnesota’s onerous regulatory scheme on Minnesota’s businesses. Reject new regulations that do not serve to protect citizens. Remember, for every regulation created a state employee must enforce it, increasing the size and cost of government.

How will you effectively serve the people who don’t agree with you on policy/budget issues?

Continue to listen and learn from competing sides of an issue. Consider opposing views and be willing to modify a position when new information and facts warrant a compromise.

The learning curve on public issues is fairly steep. We must admit we don’t always get it correct the first time.

Why are you the best choice for the Senate seat?

I have the time. Unfortunately for Minnesota, many good young legislators cannot serve because they need to support their families. I am a fiscal conservative and believe that political philosophy fits well with the people of this district.

I have the personal passion to serve my constituents and protect our democracy.

Why are you running and what issues are important to you?

I am running to bring more sustainable policies to state government. For too many years, the state legislature has kicked the can down the road and not made sustainable long-term plans for Minnesotans. The legislature has borrowed from schools, local governments and our children rather than prepare truly balanced budgets and address How would you bridge the the state’s many infrastructure gap between spending and needs. companies and corporate medicine accountable and allow an option similar to basic Medicare on the MnSure exchange.

Inasmuch as possible, taxes should be based on ability to pay. The farmland property tax reform in the vetoed 2016 tax bill should be re-passed, but without the drafting errors caused by last-minute writing.

User fees on transportation, such as gas taxes and fares, should be adjusted to reflect inflation, but some general fund subsidies will likely continue to be needed. We should go lineby-line through department budgets to update them could reduce spending. I did this as a county commissioner to balance our budgets. I do not support middle-class income tax increases but do support closing loopholes that benefit foreign investments.

How will you effectively serve the people who don’t agree with you on policy/budget issues?

As a commissioner, I was known for my ability to bring people of differing viewpoints together. We need to get everyone at the table and find out what compromises those affected by the proposed changes can live with, and which objections are based mostly on false assumptions or impractical ideology.

Why are you the best choice for the Senate seat?

I have more practical experience as a county commissioner for 14 years. I have served on regional library, managed care health plan board, my county hospital and other governing boards. Counties deliver statefunded programs. I have served on statewide committees and have covered school boards for local newspapers, so I have a broad knowledge base.

House District 18B DFLer Darrel Mosel of Gaylord is challenging Rep. Glen Gruenhagen of Glencoe. The district includes Sibley County and a portion of McLeod County. Gruenhagen is seeking a fourth term in the Minnesota House. He served on the Glencoe-Silver Lake School Board for 16 years. Mosel served in the legislature from 1992-1994 representing House District 23B.

Why are you running and what issues are important to you?

I have a strong commitment to support legislation that improves the lives and economic opportunities for people and children of our rural district. My priorities include providing funding to upgrade our roads and bridges, especially completing Highway 212 to four lanes, provide property tax relief for small businesses, farms and citizens, including an expanded childcare tax credit for working families, repealing MNsure (which has wasted over $400 million) and pass healthcare reform that will decrease premiums and increase access for patients, providing equal funding for rural school districts, and opposing DFL efforts to force unionization of childcare providers.

How would you bridge the gap between spending and controlling taxation in a meaningful way that both parties can support?

This past session, the legislature passed several major compromise bills with overwhelming bipartisan support in the House, but unfortunately the governor has refused to sign this compromise legislation.

For example, the transportation and bonding bill passed by 91-

39 but died in the DFL Senate due to an amendment to fund light rail, breaking their agreement. The tax bill passed by 123-10 but was vetoed by the governor. The pension reform bill passed by 129-3 but was vetoed by the governor. I will continue to vote for bipartisan, compromise bills that help all Minnesotans and encourage the governor to do likewise.

How will you effectively serve the people who don’t agree with you on policy/budget issues?

I have always tried to respond to the needs of my constituents regardless of party affiliation.

It has been my privilege to help several DFL activists in my district to resolve concerns for their business and private property. My goal is to treat constituents with respect and an open door policy.

Why are you the best choice for the State Representative seat?

My background as a health insurance agent, small business owner, school board member and upbringing on a dairy farm has provided me with the understanding and experience to address the critical issues facing our state. I will promote solutions that work and oppose legislation that damages people’s lives and constitutional rights.

Why are you running and what issues are important to you?

Many of the people I’ve talked to over the years are frustrated with the extreme partisan positions our current representatives take. I am committed to working in the legislature to find common ground on the important issues facing the state...transporta-

tion, education, health care, infrastructure, environmental quality, and public safety. The actions that the legislature has taken over the past years have cost the citizens in Sibley and McLeod counties unnecessary burdens because of the inability of the legislature do its work.

Delaying action on these issues, because of partisan gridlock, costs all of us taxpayers more in the long run.

How would you bridge the gap between spending and controlling taxation in a meaningful way that both parties can support?

I have spent many years serving on boards and committees in my community. As I’ve served on these committees and boards, the most common technique to solve issues was to find common ground and prioritize issues. Over the years, Republicans have committed to a ‘no new tax pledge.’ By taking this pledge, it would seem like an almost extreme position, not allowing for legislators to find common ground. It’s an all-ornone situation and that simply doesn’t work.

How will you effectively serve the people who don’t agree with you on policy/budget issues?

I consider myself a good listener and I would work hard to see their point of view. We would discuss the facts and ideas they have so they can be assured their views are heard and their ideas are part of the solution.

Why are you the best choice for the State Representative seat?

My 37 years operating a farm business helps me understand the need for a good quality government. My years of involvement in serving on local government boards and community committees has given me considerable experience but my best asset is that I listen to people’s ideas and find common ground.
