The following is a summary of five major proposed changes in the Park Ordinance Update: Administrative Citations and Authority (Chapter 8, Section 1) Scott County grants the Three Rivers Park Service Officer (PSO) authority to write administrative citations (ordinance violations) on the County’s ordinance. Under agreement between the Park District and Scott County Boards, the Park District would assume responsibility to administer the administrative citation process. In the event that a park visitor challenges a citation, the citation would be converted to a county statutory ticket and would be processed through the County Attorney’s office since the offense took place in Scott County. Specific terms of the Agreement with Three Rivers Park District are below. Language Covered by State Statute and/or Other Laws (Various Locations) Scott County removes language for criminal activity that is covered by other laws. Degree of Offense (Chapter 1, Section 4) Scott County adjusts approximately 13 offenses from misdemeanor to petty misdemeanor. The primary difference between the two is that a misdemeanor is considered a “crime.” while a petty misdemeanor is considered a noncriminal offense. Tobacco Use (Chapter 3, Section 2) Scott County adopts a more restrictive tobacco policy where tobacco use is only allowed on roadways and parking lots. Prior policy restricts tobacco use around buildings, beaches, and play structures. Ordinance Consistency and Other Modifications (Various Locations) Scott County makes minor changes throughout the ordinance to make the County’s park use ordinance mostly consistent with the Three Rivers park ordinance in terms of language and intent. Agreement with Three Rivers Park District The Scott County Board authorizes entering into agreement with Three Rivers Park District for ordinance enforcement activity. Scott County grants the Three Rivers Park Service Officer (PSO) authority to write administrative citations (ordinance violations) on the County’s ordinance and the Park District would assume responsibility to administer the administrative citation process. Tigers Edged Twice Again in MRC by Dan Ruud The Belle Plaine High School tennis team dropped its third and fourth Minnesota River Conference matches of the year by 4-3 scores to Sibley East and Tri-City United last Tuesday and Thursday, respectively. All four of the Tigers’ MRC losses have come by the same score. Belle Plaine got this week started with another 4-3 nonconference loss at Fairmont on Monday. Belle Plaine, 1-4 in the MRC, 3-11 overall, will return to conference play when it heads to Jordan this Thursday. The Tigers defeated the Jaguars 5-2 on Sept. 18 for their only MRC win of the season so far. Belle Plaine will be at St. Peter next Monday and at Le Sueur-Henderson the following day. BPHS Grads Shine in Early-Season College Volleyball Minnesota State University Moorhead junior volleyball player Abby Wolpern of Belle Plaine led the Dragons in a tournament in Golden, Colo., recently, smashing 50 kills in four games. She averaged 3.57 kills per set and hit a spectacular .360 on the weekend. MSUM split four matches at the Oredigger Volleyball Classic to open the season. On Friday, the Dragons dropped matches to No. 14 Grand Valley State and Colorado Christian. They bounced back quickly, however, defeating both of their Saturday opponents – Bentley and Dominican – in three straight sets. Two Other Belle Plaine High School graduates have made their presence felt in early-season collegiate volleyball action. Kirsten Johnson helped lead South Dakota School of Mines and Technology in a victory over Western Colorado with 2.43 kills per set. The match was played during a tournament in Kearney, Neb. This past weekend, Johnson’s sister and teammate, Samantha, was named to the All-Tournament Team at the NSIC Challenge in Sioux Falls, S.D. She led S.D. Mines with 46 kills in four matches and recorded 16 total blocks.

The Tigers have surrendered 99 points in three games and the Crusaders 106. Mayer Lutheran is coming off a 56-35 loss at home to Norwood Young America.
