Sheriff’s Scholarship Program Scott County Sheriff Kevin Studnicka has announced the beginning of the Minnesota Sheriffs’ Association Scholarship Program for 2012. The MSA has established a scholarship fund for the awarding of (15) $600 scholarships for this year. These scholarships are due to the coordinated efforts of the 87 sheriffs of Minnesota. The members of the Minnesota Sheriffs’ Association give special recognition to the financial needs of students attending the peace officers skills course or one of the two- or four-year law enforcement degree colleges. The scholarship committee, in making its selection of awards, intends on achieving representation from all geographical areas of the state. Applications will be received until Oct. 15

of each year, with scholarship awards being announced by Dec. 31 of the same year. Application forms and a statement of procedures are available at the Scott County Sheriff’s Office. Scholarships are only available to students currently enrolled in one of the following three categories: – Mandated POST skills program – In their second year of a twoyear law enforcement program – In their third or fourth year of a four-year college criminal justice program. In order to qualify, students must have completed at least one year of the two-year program or two years of a four-year program. Students meeting this criteria are invited to obtain a scholarship application from their local sheriff’s office or online at www.mnsheriffs.org.

Meth Possession, Carrying it Into Jail Brings More Charges Against Man A man is in hot water for allegedly violating his probation and is also charged with drug possession and bringing contraband into the Scott County Jail. Matthew Allen Byrd of Belle Plaine is charged with possession of methamphetamines, a felony, and bringing the drug with him into the Scott County Jail, a gross misdemeanor. He is currently in the county jail and is due back in district court to face the charges Nov. 6. Byrd, 50, was arrested on a probation violation the afternoon of Sept. 27 at an apartment on the 100 block of North Meridian Street. Already on probation and prohibited from consuming alcohol, the criminal charge indicates the arresting officer noticed Byrd was jittery and smelled of alcohol. Byrd admitted he’d consumed a half-can of beer shortly before the officer’s arrival, the

charge states. A portable-breath test indicated a blood-alcohol concentration of .028. The arresting officer performed a pat-down search outside the apartment. Byrd asked the officer to give the possessions he found during the search to a friend standing nearby. Byrd was taken to the county jail and searched again before entering the jail. He was searched a third time inside the county jail. During the third search, a corrections officer found a small cellophane bag containing a white powdery substance in the coin pocket of Byrd’s jean shorts. A test of the powdery substance indicated the presence of methamphetamine. The bag and powdery substance weighed .09 grams. The charge says Byrd told the officer he forgot the cellophane bag was in his pocket.
