Finance director lays out budget concerns for 2011-2012

Cabin fever reliever Cabin fever, what is it and how do you cure it? Basically, you know when you have it, no need to call the doc. Symptoms include, but are not limited to: restlessness, irritability, irrational frustration with everyday objects, excessive sleeping, boredom and an urge to go somewhere else. The cause is spending excessive amounts of time at home, mainly because the weather is too rotten to go anywhere or do anything. School vacations can exacerbate the problem. Stephen King’s novel The Shining (later a movie) is an extreme example of how a bit of winter isolation can get out of hand. With 10 feet of snow outside (it seems), this winter has pushed our limits. What’s the remedy? In this week’s edition, The Citizen offers several ideas to provide a little fun and escape from the grind of winter. Possible cures include: pizza, movies, outings, football — and celebrating Ground Hog’s Day (Feb. 2) which marked the halfway point of winter and promises the days will become brighter. We’ve featured winter snow photos from reader submissions (page 15) as a way to say good-bye to the worst of it. (We hope.) — The Editor

Finance Director Jim Wren draws a sobering picture of the issues the town faces as it moves into the 2011-2012 budget season. “There are not a lot of positive things to be said,” Wren said. “Since I’ve been doing municipal finance, this is the most difficult year I’ve seen.” Investment revenue is down, the state is talking cuts in municipal aid and an infusion of stimulus money will soon be a thing of the past. So far, the Capital Improvement Plan committee has reviewed the Wren town’s five-year plan and made its recommendations; and all town departments submitted operating budgets in December. People love pizza and Berlin has its fair share of pie joints — and everyone has a favorite place or two. Because where there’s pizza there are opinions. The Citizen included eight Berlin establishments in its survey. Seven of these have the word “pizza” in their name: Bill’s Pizza and Central Pizza, on Farmington Avenue; Bella Pizza on High Road; Pure Pizza and Berlin Pizza on the Berlin Turnpike; Village Pizza on Beckley Road and Pizza Rama on Deming Road (currently in the process of changing ownership). For No. 8, we’ll include the Pine Loft as it bills itself as a pizzeria. Other outlets sell pizza and have a following, like Portafino’s and San Remo Bakery. Storm budget takes a hit

Berlin’s storm-related expenses, like the rest of the state, are taking a hit this winter as the following budget breakdown shows. Figures do not include storms after Jan. 25. Total storm-related overtime expenses show just over 30 percent remaining, or about $41,000 of the allocated $134,455 budget. This includes overtime for garage, highway and grounds departments. partments are at about 32 percent remaining and about 25 percent for the grounds department. The $140,000 budget for snow and ice materials is down to $510 or .36 percent. This includes $23,840 expended and $114,656 encumbered, meaning a purchase order has been taken out against the account. The snow equipment line has $200 left, or four percent. The budget for this line is $5,000; $1,700 has been expended and just over $3,000 is encumbered. In addition to the storm-related expenses facing towns, Gov. Dannel Malloy recently announced that the state had depleted its storm budget. However, he said safety and access would not be compromised.

If there’s one thing local establishments agree on, it’s what the sign at Village Pizza says: “There’s a big difference between the big chains and independent pizzerias.” Good service and good food are two of the themes local pizza entrepreneurs consistently mentioned. But there’s no magic to it, said Olgan Kandmir, at the family-owned Empire Pizza. “If people are hungry, they come in.” The business has been at its current location for two years and the family has selling pizza — Italianstyle — for 10 years. Kandmir’s favorite pie is a classic cheese, but he knows that’s not for everyone. “We make anything,” he said and that can result in some unusual combos. Kandmir did not elaborate, but hinted that this can include pineapple. The shop also offers a whole wheat option for crust. Bill’s Pizza, on Farmington Avenue, has been around for 30 years. Pete Ladas runs the place with his business partner Anesti Skenderidis. The cozy shop is a “family place,” Ladas said and the business supports local

it’s hard to predict revenue.” The general consensus of the Connecticut Conference of Municipalities is that revenues will be reduced by at least 10 percent, Wren said. “The biggest question on state funding is on education.” The Federal Recovery Stimulus funds kept state education funding at constant levels with $800,000 allocated to Berlin. For the current fiscal year, 2011, the state used federal recovery money to supplement educational cost share funding (which is by far the largest portion of grants), so the town is fully funded this current year. “We won’t get a hit on that this year, it’s next year we’re concerned about,” Wren said. From President Obama to Governor Malloy, leadership has been talking belt-tightening for the next several years as deficits are forcing cutbacks. “Everything is on the table,” Wren said. “We have to look to our expenditures in order to manage this reduction in revenue…we are lookSee Budget, page 10

this year, the plan is to lease a couple of backhoes and purchase these over three years to lessen impact. “Interest rates are low…and we will own these at end,” Wren said. Managers have a better handle on internal revenue, generated by permits and other fees imposed by the town. Tax collections are still very strong, right around 98 percent, and “that’s pretty good, given the economy,” Wren said. Other revenues were projected into the budget at lower levels due to decreases in that area in the past couple of years. Interest income from investments “is very low,” Wren said. The FY10 budget was $500,000. Wren reduced that to $250,000 when budgeting for the current year, FY11. “We are still running low as interest rates have been less than one half of one percent.” He is optimistic there will be some small growth in the Grand List, but expects it will be less than the 1.4 percent increase last year.

One bright note is that interest rates are “so low, we can bond and issue short term notes to bond at less than one percent,” Wren said. Furthermore, for some projects, the town will look at short term notes instead of stretching payments over 20 years or more. Despite the budget situation, Wren said there are “things that need to get done.” Large projects such as the high school renovation and the police station can proceed because interest rates are low. Furthermore, school construction grants from the state could change at some point as reimbursement percentages are likely to come under scrutiny, too. Wren said the town has not hired any new staff and he doesn’t anticipate any new programs. Whether or not there will be cuts to existing resources, “we are evaluating what we have…anything is possible.”

A DUI sobriety checkpoint will be conducted on the evening of Thursday, Feb. 17 on the Berlin Turnpike in the area of Middletown Road. Additional DUI patrols will be conducted on Wednesday through Saturday nights on selected dates and times during the coming year. Patrols will specifically target DUI operation but will also enforce any other violations observed during the course of the operation. The purpose of the patrols and checkpoints is to reduce accidents and injuries related to DUI drivers, and help provide safe travel.

continue with bargaining units “to try and get a higher cost share,” Wren said. Towns are taking hits in areas such as a state grant on manufacturers’ equipment. Manufacturers do not pay property tax on that equipment, so the state makes a “payment in lieu of taxes” (known as PILOT) to municipalities. In the past, the state would take 80 percent of the assessed value of the property and then calculate the payment due to each town based on a state formula. Now the state is using 62 percent of the assessed value. Plus the state has lowered the appropriation available for the grant. Both those things combined resulted in a $280,000 shortfall in what was paid to Berlin last year. That reduction will be factored into the budget this year. The first thing cut every budget season is the capital improvement plan, Wren said, describing measures being taken to provide for necessary items without breaking the bank. For example,

Our Christmas vision for an Illuminaria Display came true thanks to all the people who so generously donated their time and/or money during this busy season to help assemble the Illuminaria bags on December 21st, distribute them on Worthington Ridge Christmas Eve and pick up the bags on Christmas Day. We had over 50 volunteers of all ages participate in what we hope becomes a Berlin tradition! Our work night on December 21st really looked like Santa’s workshop - 1500 bags were folded, filled with sand and a candle in only one hour - distributing the bags on the Ridge took two and a half hours and pick-up on Christmas Day took a little over an hour - it was amazing! Quality needed

To the editor: Would you go to a doctor who has not updated his equipment since before DNA was discovered or before we put a man on the moon? Would you support your child or grandchild attending a college that has not updated its facilities in over 50 years? Probably not. This is exactly what our teenagers are facing when they attend Berlin High School. This renovation is about our future as a community. People should be drawn here because of our quality of life. Education is likely the most important quality of life issue people consider when choosing to move to a town.

My taxes have been remarkably stable in the 16 years I have lived in Berlin. If the referendum is approved the taxes of the majority of residents will increase by $13 to $20 per month in 2014. This is a small price to pay if the alternative is a high school facility that is “educationally inadequate” for our children. Some suggest we simply add new science rooms and address code violations at a net cost of $22 million. Unfortunately, this option would not replace the antiquated air handling system (think McGee School) or replace roofs that desperately need replacing. Adding just these two elements to the “cheaper” option, and the cost comes close to the $47 million cost of renovating the entire building as new (while still not renovating 92 percent of the building). The renovated facility will essentially be a brand new high school: safe, clean, updated, and provides spaces conducive to learning. A

building we can feel confident is a quality educational environment for our kids. Approving the proposed renovation is best for our children, our community and our future. Donna Morelli Kensington

Best option To the editor: After what happened recently at McGee (failed HVAC and roof systems) and the very recent roof leaks and collapsing ceilings at the high school, it is clear that we must address school facility needs in a comprehensive way. The high school facility is approaching 60 years old, is not code compliant, is educationally inadequate and at risk of losing its accreditation. Berlin angels take wing to deliver meals By Judy Nimro Special to The Citizen Traditionally, we have been taught that Angels are beings all dressed in white with a pair of wings and a halo hovering over their heads. So easy to spot. We have come to learn over the years that this is not necessarily true. There are many non traditional Angels that we see in our every day life. They are not so easily recognized. You may see them in the grocery store dressed in a pair of jeans and a T-shirt, or perhaps at the gym in a pair of sweats. Even at the bank, post office or local school scurrying about with their daily routines. These Angels are the unsung heroes that we call volunteers; the selfless people who take time out of their busy lives to deliver CW Resources Meals to the homebound. In the town of Berlin we have several Angels to thank. Tom, Sue and their son Michael Pavano, for their tireless dedication as coordinators of the Berlin Mealson-wheels delivery system.

Always willing to lend a helping hand, take all calls when service is changed, fill in when another volunteer cannot serve for the day. They send Michael to help sort and carry food for some of the ladies. They have encouraged young Michael to become a volunteer and continue the work his parents do. Bea Lennehan, who has tirelessly served for many years and brings her expertise to this program as a retired nurse. She carefully makes sure that everyone is home and OK each time she delivers. David Kimmel, one of our more recent volunteers comes from Southington. He was eager to sign-up to serve the Berlin folks who need home delivered meals. He comes to us with an extensive medical background as well. He is very caring and reports all irregularities immediately. Wendy Mutter, all the way from Southbury, works in clinical liaison/admissions for Andrews House Healthcare. She takes her own lunch hour to deliver meals to Berlin meal recipients. She has, through Andrew House, made remarkable donations to the Central Ct. Elderly Nutrition Program. Ed Kozlenko is another recent volunteer. He gives of his precious time to help Wendy make the route shorter each Thursday. They split the delivery so each of them can get back to their busy schedules. Ed is an auditor for the state. John (Scott) McIntosh, runs his own insurance business, and has volunteered for many years. He is the grandson of one of the founders of CW Resources. Scott has delivered and helped each and every homebound person

Minneapolis was not my first choice for a trip destination. Surprisingly, it didn’t even crack my “Top Ten” list of places I’d like to visit. But last year, my husband, a lifelong Vikings fan, wanted to go see his team play on their home turf. I pointed out, in wifely fashion, that they were playing in Foxboro this year (obviously closer and cheaper). But, adding urgency to a possible Midwest trip was the fact that our son would soon be off at college, and that Brett Favre might retire for good after this season. So on a beautiful October Saturday, the three of us flew into Minneapolis-St. Paul Airport. On Sunday, the Vikings were going to battle the dasterdly Dallas Cowboys. If you are expecting an exciting play-by-play of the game here, or lots of interesting sports statistics, you are going to be sorely disappointed. I am not a football fan or even a follower. I go to Super Bowl

By so doing we will give up our fair share of state reimbursement which is available now, but is unlikely to be in the future. Our choices are: (1) Do this project properly now, with $23 million in state aid or (2) Continue to pay nearly 100 percent out of pocket each time we apply a band aid to this aging facility. The fear that this project will lead to an enormous tax increase is unfounded. The net cost to Berlin for this project is approximately $47 million. The first thing I noticed on the way to the Metrodome was a feast of sights and sounds. There was an ocean of purple, from the jerseys everyone was wearing, to the vans tailgating in the parking lots. Inside the stadium, the pulsing beats of “The Immi-

grant Song” accompanied the Viking players as they spilled onto the field. At times, the noise of the crowd was downright deafening. When the Vikes made a good play, the sound would swell from the rafters, sweep down and travel around the whole stadium. When they scored, pyrotechnics shot off and loud pops shook our seats.

Don’t forget about the renovation work at McGee Middle School to improve the air quality and building upgrades which will continue on for another year, while we are delaying the much needed high school upgrades. Once again, our politicians are proposing another total re-build of a usable building. Their own architects claimed all the deficiencies could be addressed for $25

Katie’s Relay Report Feb. 3: I cannot believe that this Monday is Berlin’s fourth annual Relay For Life kick-off event! The excitement is already mounting as the date draws nearer to the start of the season. In just a few days, team captains, volunteers, cancer survivors, and caregivers from all around Berlin will be congregating at the Pine Loft to socialize and prepare for 2011’s Relay. It is something to see; people from all walks of life coming together for a common cause: to end cancer. The theme for the night, which will carVandrilla ry through the Relay, is also something about which to be thrilled. It is an “Un-Birthday Party,” inspired by the Disney cartoon Alice in Wonderland. In the movie, young Alice stumbles upon the Mad Hatter’s tea party, where she learns the concept of celebrating any regular day of the year as if it were her birthday. We have spun off of that idea since the American Cancer Society is the Official Sponsor of Birthdays, and decided to celebrate everyone’s birthday in the town of Berlin. After all, you do not need a special occasion to celebrate life. The night should be one to remember, and promises to be a wonderful start to an even better year. The kick-off event will be held Monday, Feb. 7 from 6:30 to 8:30 p.m. at the Pine Loft Restaurant, 1474 Berlin Turnpike, Berlin. “Everyone Loves a Quitter” is a seven-session smoking cessation course for adults 18 and older. CitizenSports Third-quarter blitz powers Berlin By Nick Carroll The Berlin Citizen

You can’t keep a good woman down. Held scoreless in the first half Friday night against visiting Maloney, Alyssa Barrett, the Berlin High School girls basketball team’s leading scorer, drained back-to-back 3-pointers in the third quarter to spark a 10-0 run. The Lady Redcoats rode that momentum to a 43-32 victory. Barrett netted eight of her nine points in the third period. Chelsea Vujs also had a productive second half for Berlin, which improved to 95. Twelve of Vujs game-high 15 points came after the break. The Lady Redcoats had to wait nearly four minutes to get on the board against Maloney (7-7), but the visitors didn’t make them pay for their offensive woes. Berlin never trailed by more than three points in the first quarter, and held a thin lead most of the frame, which ended with the teams knotted at seven.

Vujs drained a 3-pointer in the period. A free throw by Monique St. Jarre early in the second quarter halted an 8-0 spurt by Maloney and made it an 11-8 game. Jess Szczepanik’s second bucket of the night pulled the Lady Redcoats to within one. The locals headed into halftime with a 14-13 lead. St. Jarre and Szczepanik turned in good work in the paint against Maloney. The due combined for nine points. Berlin took charge in the third period. The home team outscored its guests 19-6 in that decisive quarter and led 33-19 with eight minutes to play. Along with Barrett, Vujs and Ashley Malloy came up big in the third period. Vujs scored seven points. Malloy tallied four of her six points in the third. Maloney closed its sizeable deficit to 33-24 at the outset of the fourth quarter, but that’s as close as it would get. Five straight points by Vujs made it 41-27 and proved to knock the wind out of the visitors.

Team gets behind ‘Wear Red’ cause By Nick Carroll The Berlin Citizen

Seeing red isn’t always a bad thing. In fact, the Berlin High School girls basketball team wants to see the color, and a lot of it, Friday night at Gibney Gymnasium. In an effort to raise awareness for heart disease in women, the Lady Redcoats are urging spectators to wear red — the color associated with the disease — for Berlin’s game against Bristol Central Feb. 4, National Wear Red Day. Game time is 7 p.m. Donations will be collected. BHS seniors and Upbeat House leaders Alyssa Scheyd and Jackie Carlson spearheaded the hoop team’s “Wear Red” effort. “Heart disease is the number one killer in women,” Scheyd said. “We’re just hoping this makes people aware of what this is.” Carlson believes most women assume breast cancer is the biggest threat to their health. “We really want to show everyone, ‘hey, look out

for heart disease,’” she said. Scheyd and Carlson have no family history of heart disease. However, they pointed out that a recent BHS graduate and former girls basketball player has been diagnosed with the disease. In keeping with the theme Friday night, the Lady Redcoats will wear their red uniform, the traditional color for away contests. Carlson and Scheyd would like to see the “Wear Red” game become an annual event. See Cause, page 28

BHS swim team a true melting pot By Nick Carroll The Berlin Citizen

members are more recent additions. Sanjiv Patel, a sophomore, joined up last season. New to the team are seniors Purzych and Bhavik Patel, sophomore Jaydip Patel and freshmen Hiral Patel and Hassan. Before joining the Redcoats, the Patels — two sets of

brothers — did not know how to swim. In fact, they had never been under water. At the first day of practice this season, Jaydip Patel sunk, twice. Thurston had to pull him up. But the sophomore persevered, and three weeks later was able to swim two lengths of the pool. “His determination to master the

sport and overcome his fears was amazing,” said Thurston. Bhavik and Hiral Patel also have improved leaps and bounds this winter. Thurston praised the Patel boys’ “determination and work ethic.” The fact they

Redcoats dealt two losses Dan Klotz and Kevin Kozikowski won two events apiece, but the Berlin High School boys swim team fell to the Bristol co-op last week in a Central Connecticut Conference showdown. Klotz bested the field in the 50 and 100 freestyle. Kozikowski prevailed in the 200 freestyle and the 100 butterfly. Redcoat divers swept that night. Josh Paradis finished first, Jakub Cweika was second and Nathan Giaccone took third. Also competing well for Berlin were 50 and 100 freestyle swimmers Chris Napierkowski, Chris VonAchen and Huy Nguyen, and Chris Cefaratti. In the Redcoats’ next outing they were bested by Farmington, 98-85. Once again, Klotz (200 individual medley, 500 freestyle) and Kozikowski (200 freestyle, 100 butterfly) won two events apiece. Paradis and Giaccone went one-two in diving.

A pool is something of a melting pot when the Berlin High School boys swim team is in it. This winter, the Redcoat roster includes a foreign exchange student from Germany, Alex Studt, Ukrainian Igor Turetskyy, Pols Jakub Cwieka and Marcin Purzych, and Indians Sanjiv Patel, Hiral Patel, Bhavik Patel, Jaydip Patel and Ahmad Hassan. With so many foreign swimmers in the pool, during a recent practice, BHS coach Eileen Thurston was amused when asked by a perplexed bystander: “I thought you were from Berlin?” Thurston said — for whatever reason — foreign students view the swim team as a welcoming bunch. “They feel this is a group that won’t judge them, which is a compliment to everyone on the team.” However, Thurston points out that the foreign team

members are no mascots. They’re counted on to compete. “They’re very much a part of the team,” she said. Turetskyy, a senior, and Cwieka, a junior, have been with the Redcoats for three years. Both are solid pointgetters. The other foreign team

Entering the Berlin High School Athletic Hall of Fame this year will be former BHS coaches Al Pelligrinelli and Jim Day, and athletes Robert McCann (Class of 1956), Mauro Gozzo (Class of 1984), Rocky Urso (Class of 1987), Ken Pera (Class of 1989), Monica Early (Class of 1990), Forrest Conoly (Class of 1991), David Swanson (Class of 1991) and Lindsey Pulito (Class of 2000). The 1958 state championship BHS baseball team will be immortalized in the Hall as well. This week, The Citizen takes a look at the career of Robert McCann. A 1956 graduate of Berlin High School, McCann was a four-year letterman in football, basketball and baseball, and the Most Athletic member of his class. McCann was co-captain of the football team in 1955, his senior season. Berlin went 6-0-1 that year and claimed the North Central Football League and Class C titles. McCann scored 27 touchdowns in his junior and senior years. An All-State player, he was recruited by

The Berlin High School wrestling team rolled up 64.5 points and finished 11th at the MassConn Fusion Tournament, held Saturday in Southington. The 16-team event drew several of the top teams from Connecticut and Massachusetts. New Milford claimed the team title with 172.5 points. Berlin’s Will Matuszak earned his first career tournament title at MassConn Fusion, besting the 140-pound field. Mike Fiorillo tied for third at 171. Max DeLorenzo led Berlin with a game-high 19 points. Earlier in the week, DeLorenzo netted his 1,000th career point in a 38-33 overtime victory over visiting Farmington.
