Voters lined up to cast their ballots at the five polling locations in town on Tuesday, Nov. 3, and the results that night put Republicans in control of the Town Council for the first time in more than a decade. The GOP will soon choose a mayor. Voter turnout was 40 percent. This is compared to only 32 percent in the last municipal election, two years ago. This time around, all four Republican candidates for Town Council received more votes than their Democratic competitors.

Democratic councilor Peter Rosso also said he is focused on developing Berlin. “The last 12 years we’ve been working on protecting infrastructure and economic development,” he said. Though it was not the outcome they had hoped for, the Democratic council members agree that they will keep an open mind when it comes to being in the minority. Meanwhile, GOP Town Committee Chairman Anne Reilly is looking forward to her party being in the majority. The Republicans will choose from their four seats a mayor and a deputy mayor. “I couldn’t be more thrilled for the candidates,” Reilly said. The RTC leader said the Republicans’ main focus will be the public, and listening to their suggestions and opinions on topics such as the budget and charter revisions. “We really want them to have more of a voice,” Reilly said. The four elected GOP Town Council members are also looking forward to catering to their constituents. Republican Charles Paonessa said the voters want

change, and in order for that to happen, there needs to be an open dialogue. “The more the people communicate, the better of a job we can do,” he said. “We need to address their needs.” Taxes was the big issue during the campaign, and is something Reilly said the GOP will address. She believes the Republicans will be more careful about spending. High vacancy rates in town are also on the GOP agenda, something Kaczynski is familiar with. “We want to look into bringing more business in,” he said. The Town Council seats will be filled by Rochette, Campanelli, Rosso, Paonessa, Kacynzski, and Republicans David Evans and Brendan Luddy. Kaczynski said his years as planning and zoning commissioner has made him better understand the needs of the town. “People are interested in seeing change,” he said. Campanelli has served on the Board of Education and is focused on continuing to look out for students, and the community, from her seat on the council. “I’m here to listen to the public and what they need,” she said. Democratic Town Committee Chairman Fred Jortner said his party’s candidates worked tirelessly; knocking on doors and talking with voters. Now, with three seats on the seven-member council, he said the Democrats will continue to make their case. “We intend to continue to speak out and speak up when we feel decisions are being made that are not in the best interest of Berlin,” Jortner said. Rochette echoed that. “I’m going to do what I’ve done for the past 10 years, and do my best to move Berlin forward,” she said.

said Capizzi. He says the open gym time leaves room in the week to be active. “We just started a goal board for our members where we asked them to write down one or two things they want to achieve,” said Carruth, “and our priority is helping them get there.”
Capizzi said he hopes they can expand beyond the walls of the gym, such as getting involved with town athletics and the senior center. “We want to become a facet in the community,” he said. A grand opening will be held Saturday, Nov. 14, from 9 a.m. to 2 p.m. The grand

East CrossFit, located at 598 Deming Road. The business opened its doors early last month and has already gained members who are seeing the benefits of CrossFit. “It’s really for everyone,” Capizzi said. CrossFit is a brand (CrossFit Inc.) that consists of “Constantly varied, high intensity, functional movements” which vary in length and intensity. Some of these can include; running, rowing, lifting, jump roping, and even gymnastics. Capizzi and Carruth say it is tailor-made for members based on their physical ability. “Our main priority is to make our members feel comfortable,” Carruth said. Back East CrossFit’s name tells part of the story of how the two owners planted their business in Berlin. Last spring Capizzi and Carruth were venturing across the country to Oregon where they made their dream of having the mountains in their backyard a reality. They settled into a CrossFit community before realizing that they wanted to make it their career. “We dropped into gyms and got a sense of what works and what doesn’t,” said Carruth. They brought CrossFit “back east” to their Connecti-
cut roots – Carruth is from Glastonbury and Capizzi is from Columbia – and found a building to open their new place. Now in Berlin, they hold classes seven days a week extending to the most experienced CrossFit people, to those who don’t know what CrossFit is yet. No matter what level of experience one has, the exercises are all specific to that person. “A workout is designed one way, but it doesn’t mean you have to do it that way,” said Capizzi. For those who want to check it out, both Carruth and Capizzi will conduct a free introductory session in person or explain things over the phone. After a prospective member fills out the assessment with their goals and insight for joining, they will be able to take the Foundations course to get an introduction to CrossFit. It is a six-class course, each an hour long, that covers the basics of proper techniques and movement. Once the course is completed there are three membership plans to choose from. Members can take advantage of the open gym hours in which they can make up missed classes or just practice. “Everyone has crazy schedules and the biggest constraint to work out is time,”

Beckley and East Berlin, our own ‘Quiet Corner’ By Lorraine Stub If you’ve ever addressed mail to East Berlin and had it returned, you learned that East Berlin has its own zip code, 06023. That is only one of many unique characteristics of Berlin’s eastern hamlet, a part of Berlin, but in many ways its own place. Its village is our “Quiet Corner,” graced with New England style homes and Victorian cottages, many built for Berlin Iron Bridge workers. Clark’s Grove park, named for R.O. Clark, of brickyard fame, is nestled safely in the center. The village is a place where residents can leisurely walk to church, to the post office, the library in the firehouse, Wilcox Cemetery or the deli – all these places of a scale you find only in a small rural town. The greater East Berlin landscape was once covered with working farms, and much of that acreage is now Pistol Creek trails, the Berlin fairgrounds, and country condos, though some family farms remain. We’ll talk about early industries like Peck-Stowe-Wilcox, maker of tinsmith tools,
Berlin Iron Bridge, manufacturer of iconic steel truss bridges, and Mildrum Jewel, maker of fancy line guides for fishing poles. You’ll see slides of a bustling East Berlin train station and a smaller one in Beckley. Other slides reflect bucolic open land and unpaved roads. We’ll also talk about The Beckley Quarter, an area of Berlin predating the first settlement on Christian Lane. Join in the nostalgia and fun, Wednesday, Nov. 18, 1 to 3 p.m., at the Berlin Senior Center, 33 Colonial Drive, Kensington. To register, call the Senior Center at 860-828-7006. Together we’ll view a slide show from the Historical Society’s archives, sharing what we know and listening to what folks remember. The East Berlin program is the fifth in a series celebrating the people, industries and events of Berlin communities. Colasanti and a daughter of the late Roger and Anita (LaBlanc) Savaria. Monica was an animal lover who loved the Beach, butterflies, gardening, her family and friends, and was a member of St. Paul Church in Kensington. Besides her loving husband she is survived by a son, James M. Mongillo, of Plainville; and two daughters, Kasondra L. and Bryana L. Colasanti, of Kensington; two sisters, Diane Guimond, of Plainville, Maria Gamberale, of Moodus; two brothers, Dennis Savaria, of Plainville, Al Savaria, of Plantsville; several nieces, nephews; her dog, Willow; and her cat, Shorty. BERLIN — Jane Ross (Goodrich) Haber, of Berlin, passed away peacefully on Friday, Oct. 30, 2015, after a brief illness. Born in Kensington on Sept. 27, 1924, the daughter of Louis and Josephine Goodrich, she served as the cook manager at Willard School for a number of years before retiring in 1985. She was married to the late Berlin Fire Chief Edward F. Haber for 66 beloved years. She is survived by two daughters, Patricia J. Haber, of Westfield, Mass., and Pamala J. Haber, of Berlin. She was predeceased by a sister, Marjorie G. Morse, in Ohio. Jane was a devoted wife, mother and special friend who will be dearly missed and remembered for her kindness and love. Private funeral services will be held at the convenience of the family. In lieu of flowers, donations may be made to the American Heart Association, P.O. Box 417005, Boston, MA 02241-7005. Porter’s Funeral Service in Kensington is assisting her family.

Elisabeth was the daughter of the late Michael and Elizabeth Frugale and the widow of the late Robert S. Moore. Mrs. Moore was very active in volunteer work for the VFW, Ledgecrest Convalescent Home, Berlin Senior Citizens and was a member of Saint Paul Church in Kensington. Elisabeth is survived by three sons, William Moore and his wife, Cynthia, of Kensington, Robert Moore and his wife, Jody, of Middletown, Thomas Moore and his wife, Erin, of Florence, Mass.; one brother, Michael Frugale, of New Britain; four sisters, Janice Pace and her husband, Paul, of Newington, Delores Maglio and her husband, Mike, of New Britain, Elaine Golan and Mel Pitts, of Rhode Island and Ruth DeMar, of New Britain; two grandchildren, Matthew and Andrew Moore; and several nieces and nephews. Besides her loving husband, mother and father she was predeceased by two brothers, Thomas and Louis Frugale; and a sister, Rose Cordingly. Funeral were held on Saturday, Nov. 7, from the Berlin Memorial Funeral Home followed by a Mass of Christian burial at Saint Paul Church, 485 Alling St., Kensington. Interact Club growing strong By Dr. Michele Imossi Berlin High School Interact Club representatives touted their growth and accomplishments to local community leaders and business professionals at a recent New Britain-Berlin Rotary club meeting. Interact board members, advisors, and leadership award recipients reported on their progress and thanked Rotary for its support. Interact officers: Hannah Lavoie, Nicole Cyr, Steven Miano, Zachary Phillipon and Angie Perrone, spoke of their roles in the club and of Interact’s upcoming projects. Vice President Nicole Cyr recently recognized a need for magazines in local hospitals, especially for young people, and she announced a magazine drive that the club just initiated. She encouraged all to donate lightly used magazines for all ages to the school. Lisa Hatton, the faculty ad-
visor, spoke of how the club has grown from 30 members to 120 members, in three short years, to become the largest Interact Club in the region. She described some of the local service activities that the students have participated in to include: Salvation Army soup kitchens, collection drives, and bell-ringing, CCARC dances and recreational events, Hungerford Park events and fundraisers, Amber Alerts and Relay For Life. Through its fundraising efforts, the club has supported both international and local causes such as: ShelterBox (an emergency shelter program), Polio Plus (Rotary’s Polio eradication program), Rotary’s Clean Water Project, Feed My Starving Children, Connecticut Humane Society, Ryan T. Lee Foundation, Shriner’s Hospital, Liberty Bank/ Rotary Thanksgiving Dinner Drive and CCARC. Board member Phillipon, a

Accreditation assessment team requests public comment A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc., is scheduled to examine all aspects of the Berlin Police Department’s policy and procedures, management, operations and support services, beginning Sunday, Nov. 15, according to Chief Paul Fitzgerald. Verification by the team that the Berlin Police Department meets the Commission’s state-of-the-art standards is part of a voluntary process to gain accreditation – a highly prized recognition of public safety professional excellence, he said. As part of the on-site assessment, agency personnel and members of the community are welcome to offer comments at a public information session scheduled for Monday, Nov. 16, 6 p.m., at the Town Hall Council Chambers. Those that cannot speak at the public information ses-
sion, but would still like to provide comments, may do so by telephone. The pubic may call 860-828-7171 on Monday, Nov. 16 between 1:30 and 3:30 p.m. Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA’s standards. The department is currently in compliance with all 317 mandatory standards and 77 of the 85 non-mandatory standards or 91 percent. The Berlin Police Department has been an internationally accredited agency since 1996 and is now seeking its sixth re-accreditation. “Receiving accredited status by the Commission on Accreditation for Law Enforcement Agencies is an important achievement for our department,” Fitzgerald said. “Accreditation requires us to develop comprehensive, well-thought out, and uniform policies and pro-
cedures. This is one of the most successful methods for reaching administrative and operational goals, while also providing direction to our personnel. Accreditation also limits the department’s liability and risk exposure because it demonstrates that internationally recognized standards for law enforcement have been met and verified by a team of independent outside CALEA trained assessors. Accreditation also facilitates our pursuit of professional excellence.” The CALEA Program Manager for the Berlin Police Department is Paul MacMillan. He said that the assessment team is composed of public safety practitioners from similar, but out-of-state agencies. Together she explored many of the tourist attractions as well as the everyday life of Italy. Afterwards, Appel accompanied Lavoie back to America, where Lavoie and her family reciprocated the hospitality. Lavoie was so inspired by her experience that she is encouraging other local students to take advantage of this program. She will speak again at an upcoming BHS presentation that is open to all area students between the ages of 15-18 and their parents. Levesque was released on $5,000 bond from the Berlin police and he is due in New Britain Superior Court on Nov. 18. BHS football under investigation By Nate Brown

The Berlin High School football program is under investigation by the Connecticut Interscholastic Athletic Conference for possible use of one or more ineligible players during the 2015 season. The allegations were made public early last week in a press release from Superintendent of Berlin Public Schools Dave Erwin. “The situation is under investigation, but we have no further comment at this time,” Joel Cookson of the CIAC stated via e-mail on Wednesday, Nov. 4. BHS Athletic Director Dan Scavone also declined to
comment, referring The Citizen to Erwin. “Obviously, you never like to hear anything negative about a program that you’re really leading, so to speak. But first and foremost, in my opinion, are our students and our student-athletes, and we take their rights very seriously,” Erwin said Monday, Nov. 9. The incident came to Erwin’s attention in late September, when representatives from the New Britain public school system made their concerns known that the BHS football team was allegedly suiting up ineligible players who do not reside in the town of Berlin. Erwin and other members
of the Berlin Board of Education, including Berlin High principal Francis Kennedy, were quick to act. “We put forth a self report (to the CIAC) to say, ‘Take a look at us; we want to make sure we’re doing everything right,’” Erwin said. The superintendent stated that the self report was completed in the latter part of October. While the CIAC has yet to give either Berlin or New Britain officials a date by which their investigation will be completed, Erwin believes the association will look to complete their report before the month of November is over. “It may take them a little bit longer,” Erwin said, “but I
know that they would kind of like to do it around the time the football season concludes before the playoffs. “We just want to make sure that students on our team belong on our team. That’s basically a very limited amount of things that we’re looking at, and that is what we’re just making sure of: the residency of our students,” Erwin said. “The rights of our students, and obviously the rights of the residents of Berlin, are first and foremost in my mind.” BHS football coach John Capodice and the Berlin Board of Education each have hired an attorney. Capodice declined to comment on the allegations; his attorney was
unavailable for comment at the time of publication. The Redcoats are enjoying a strong 2015 campaign, as the team currently sits at 7-1 following a 45-14 victory over Tolland on Friday, Nov. 6 at Sage Park. The team has two more contests in its regular season. Capodice has enjoyed plenty of success during his time at Berlin. He holds a career record of 105-30 and led the program to a Class M state championship in 2009 – the Redcoats’ first state crown – and to state title game appearances in 2007, 2012 and 2014. Author to discuss ‘The Day Hartford Hospital Burned’ By Charles Kreutzkamp Special to The Citizen
Get ready, fiction fans and history buffs: Pulitzer-prize nominated author Mark Granato is coming to town to discuss his latest novel at the Berlin-Peck Memorial Library. Granato will “never forget” the day in 1961 when a news bulletin interrupted the program on the nine-inch black and white television he was watching at age 9. In those days, Granato explained,
programming was rarely interrupted – he knew immediately something momentous was happening. When he heard the news, he ran outside and saw a sight he would never forget, a sight that would stay with him and inspire him to write a novel. “There were huge, billowing black clouds of smoke drifting over my neighborhood,” Granato said, the day that Hartford Hospital burned. “I will never forget it. It stuck in my mind forever, it just absolutely terrified me.”
Granato conducted some 10 months of interviews with firefighters who were on the scene that terrible day as research for “Out Of Reach: The Day Hartford Hospital Burned.” Though the book includes fictional characters, vignettes, and speculations on the cause of the fire, Granato said it was the closest he has come to writing non-fiction. He took pains to get the details right, down to the positions of each fire engine. “It was a tough book to write,” Granato said, but
with the help of the firefighters’ memories, he was able to “cobble together most of the facts.” Talking about the fire “still brings tears” to the eyes of some of the firefighters the author interviewed, Granato said. Though the book’s facts come from the documents Granato found and the interviews he conducted, some of its heart comes from recent time spent in the hospital himself, having his appendix removed. “This was a place where people come to be
healed, not to burn to death,” he said. The author said he counts himself as “a very fortunate person” to have found himself in the craft of writing at the age of 55, following a 30year career in the corporate world. Granato said a lot of his writing has been getting stories out that have been in his head. “All those years I was flying around the world, I used to sit in the airplane and write books in my head,” See Author / Page A15

Leaf collections set through Dec. 4 The Berlin Public Works Department has scheduled curbside leaf collection on residents’ trash day during the weeks of Nov. 16 to 20 and Nov. 30 to Dec. 4. Leaves must be placed in biodegradable brown paper bags and left at the curb. Trash barrels or other containers may also be used (Containers will be emptied and put back at the curb.)
