Vest explained the accreditation Inc. (CALEA), held a public information session for reaccreditation of the process and opened the floor to the department Monday, Nov. 16, at Town public for questions and concerns. The Berlin Citizen

The chambers was void of residents, however, but this was viewed as a positive thing. The accessors explained the lack of public participation meant that residents were not voicing grievances concerning the department. Though the department will not know whether it has been accredited for three more years until March, record shows the odds are in its favor.

“The Berlin Police Department has voluntarily contracted the commission to work toward the reaccreditation and thereby continue to demonstrate this professional excellence,” Vest said. The department is currently in compliance with all 317 mandatory See Reaccreditation / Page A2

Raising Berlin’s 7th annual tree-lighting event was held at Veterans Park Saturday, Nov. 28. With the winter weather fast approaching, coats, mittens, and scarves are mandatory. However, for many in the region, warm winter clothes are not an option. Berlin resident Sharon Orlich is working with the Friendship Service Center on Arch Street in New Britain to make sure those less fortunate are bundled up in the freezing temperatures. “It’s the season for giving back,” she said. assistant at Bethany Covenant Church on Mill Street, volunteers on a committee with the center. The goal there is to provide food and services – including shelter – to the needy in central Connecticut. “There’s a lot of support provided for people who need it to get back on their feet,” she said. A month ago, at a committee meeting, Orlich was made aware of a pressing need for clean coats for the homeless. The center extends its shelter to overnight stays, but Orlich said the people that come in are often wearing old and dirty coats. “They don’t want to turn them away, but their coats are carrying dirt that can get others sick,” she

said. So Orlich reached out to Big Z Dry Cleaners on Mill Street in Berlin for assistance. The owner quickly jumped on board. “He was thrilled to help us out,” she said. Orlich put a collection box at the business where people could drop off coats all season long. The donations will be dry cleaned, for free, care of Big Z. The clean coats will then be picked up and delivered to the people that need them at the shelter. “It really helps the homeless in our community,”Orlich said. Along with jackets and coats, mittens and scarves are also sought. For more on The Friendship Service Center visit friendshipservicecenter. org.

standards as well as 77 of the 85 non-mandatory standards needed for accreditation. The first time the department was accredited was in 1996, and it has kept up with the standards. Vest said those standards are always evolving as technology changes. “We review a variety of standards, some are operational, which the public sees, and some are behind the scenes,” Vest said. He explained that the public sees standards such as how the department uniform looks, how police officers identify themselves to people, and the way in which the public can complain or compliment officers. Behind the scenes, assessors take into consideration how the department hires, promotes, and lets officers go. They also focus on how the department conducts employee evaluations. “The accreditation process is similar to that of schools and hospitals; it’s just all good practices,” Vest said. While the standards are universal, Vest says the size of the city or town depends on what standards the department actually has to comply

with. He said crime analysis standards are different for small towns versus big cities where the standards are much more in-depth. CALEA has been preparing for the last three years while the actual assessment was done within four days. Vest says Berlin PD is among a small handful of departments which are voluntarily accredited. “Only about five percent actually enter and complete the accreditation process,” Vest said.

End Hunger Connecticut! has a new board member who says he hopes his digital and social media skills can lend a hand to the organization. Jo e l K a linowski was announced as one of three fresh faces Kalinowski to come onto the board Nov. 3. A Berlin resident for six years, Kalinowski, the director of social media at the Connecticut Lottery Corp., is excited to join the state’s anti-hunger non-profit. “I like being the person that is bringing a digital perspective to the program,” he said. End Hunger Connecticut! is an organization devoted to being a resource for communities and low income families, as well as to policy makers, regarding hunger. The EHC’s stated goal is “to improve the levels of food security and nutrition among Connecticut families while creating and supporting policies that move families toward self-sufficiency.” Currently, the board has 11 members. “We are trying to expand our different board areas,” EHC Executive Director Lucy

Nolan said. Nolan said the organization just recently created a new website and Kalinowski lent his professional advice. He is also helping with the organization’s social media. “He’s been incredible and has given great advice,” she said. Last spring, Kalinowski was looking for a new organization to get involved with, and found that EHC was the perfect fit. His previous volunteer work included helping out with Red Cross events, as well as a stint supporting an organization that rescued abused farm animals. Christian Lane Cemetery has a rich past. “I think it’s important to know how this town was formed,” said Moran, who predicts more cemetery walks down the road. Kasulis very likely will be in attendance. “I see history as a foundation of society,” the teenager said. “ I t h i n k u n d e rs ta n d ing where we come from is important.”

search. “There’s an interest in this town’s old history,” she said. Kasulis decided to focus on Rev. William Burnham. She learned that he was a Berlin minister in the early 1700s and put together a timeline of his life. Burnham’s grave site was the first stop on the tour and that’s when Kasulis gave her speech about the man, starting with his birth and personal life, through when he got involved in the church, and up until his death in 1750. As Kasulis weaved this tale, an actor, dressed in 1700s attire, stood by portraying Burnham. Stops at two other sites, with a similar format, followed as BHS students played flutes and guitar in the background. “As much work as it was, I really enjoyed it all coming together,” Kasulis said. Another Historical Society Board member, Nancy Moran, said that besides the tour being a great volunteer project for the students, it was also a pilot to test future Historical Society tours. With grave markers dating between the early 1700s and the late 1800s, Moran said

For some, the memories are of beloved family members who have died, and the pain of their loss is still real. For others the memories are of happier times than we know now, as the anguish of broken relationships or the anxious insecurity of unemployment and poor health cloud this season. We can feel very much alone in the midst of all the celebrating and spending. We need to remember, and we need the space and place to acknowledge, our sadness and concern; and we need to know that we are not alone. For all these reasons we need a separate time of being together to receive the words of strengthening and hope that speak to us in the midst of sorrow. Kensington Congregational Church, has scheduled a special service for Sunday, Dec. 21, 7 p.m. “The Longest Night Service” is a time to acknowledge a “Blue Christmas.” Be with us to hear and

Opinion Letters to the Editor Time to get to work To the editor: Well, now the newest members of the Town Council as well as the commissioners and other appointed members of our town government have been duly sworn into office, it is time to get to work. I can only assume the reason so many positions went to the Republicans is that the people were not happy with the way government in Berlin has been going for the last few years. One can only hope things will change. I’m talking money. Did you know that the town pays for every street light, working or not. If the light is out, we pay. Just one reason to report a burned-out street light. The other reason is a safety thing. Of course, that is just a drop in the bucket. The $69 million originally allocated for the high school is now closer to $90 million – and it is not complete. We won’t see this in our taxes until next year, at which time, many people will blame the Republicans. Not

correct. That money was spent during the Democratic administration. Wait until you see that bill. Next big thing is the vision of a police building. Be it on Farmington Avenue or somewhere else, it will cost us money. At one time, the number $9 million was mentioned, then the next thing, $21 million came to light. As a former police officer and past member of the Police Commission, I agree that new or larger digs is required for the police officers to do their job properly. This cost will be on the Republicans. The new Town Council must keep some control over the spending that has been going on. Listen to the people that elected them. Lastly, keep your eye on Eversource (formerly CL&P.) Should they decide to pack it in, we, as a town, will be lost. As it is now, we seniors are having a difficult time paying our taxes, and with the two pay-system it will cost us more. Richard Rampone Former member, Berlin Town Council

It looks a lot like Christmas at the Berlin Historical Society Museum.

Visit a local ‘Winter Wonderland’ By Lorraine Stub Longing for a more nostalgia-filled holiday? One of Berlin’s timeless traditional events takes place at the Historical Society Museum the first weekend in December. That’s when the museum truly shines – decorated as it will be for the holidays. This year’s theme is “Winter Wonderland.” The twoday event begins Friday, Dec. 4, 5 to 9 p.m., and continues Saturday, Dec. 15, 9 a.m. to 4 p.m. The museum is located in the classic Arts & Crafts style, 1901 built, original Peck Library building, 305 Main St. If you’ve never visited before, it’s time you ventured inside this cozy, artifact-packed treasure box. You’ll be a little

more in the loop about how our town evolved and why we feel Berlin was, and is, a special place. The event is free and light refreshments will be served upstairs in the museum. We do have an elevator lift for those who need it, so just ask a member for assistance upon arrival. On the ground level you can shop for homemade confections, including gift boxed holiday cookies and chocolates. We have spices, honey, pet treats, holiday decorations, vintage gifts, potted narcissus bulbs, books, themed DVDs of pictures from our archive, pottery, tin, raffles and more. Proceeds go directly to operating expenses, a scholarship fund, acquisitions, displays and

programming. Join us in celebration of an event-filled year. We’ve just wrapped up our last Story Share program at the Senior Center with the largest and most vocal group yet for the East Berlin session. Audiences for Story Share have grown to well over 100 people as we look ahead to a South Kensington program in a few months. Over the holidays, we urge you to talk with your children and grandchildren about your memories. Those conversations are gifts they will continue to unwrap years from now. The writer is secretary of the Berlin Historical Society.

‘Fire monster’ discussed at library By Ashley Kus

The Berlin Citizen

Author F. Mark Granato brought reimagined history to Berlin-Peck Memorial Library Saturday, Nov. 14, as he discussed his latest work “Out of Reach: The Day Hartford Hospital Burned.” The book is one of six historical-fiction novels the Wethersfield resident has written. When it comes to the greatest mysteries and tragedies of the past, Granato said he likes to ask “what if?” “History could have been rewritten and many would have lived to see another day,” he said. “Out of Reach” deals with the af-

termath of an act of vengeance that sparked a deadly fire at Hartford Hospital on Dec. 8, 1961. The actual cause of the fire was never officially determined. But in the book, Granato sets a cigarette being deliberately thrown down a trash chute by an employee as the culprit. In the audience for his latest book presentation was a nurse who was working at the hospital on that fateful day. She said she was just three floors away from the burning ninth floor. Several retired firefighters who helped fight “the fire monster” – Granato’s reference in the book to the historical fire – were also present. “These simple, but great men, faced impossible odds but wouldn’t

accept defeat,” Granato said. The writer introduced the firefighters at the Berlin-Peck presentation who were mentioned in his book, including Frank Droney and Bob King. Also in attendance was Tim Kelliher Jr., the son of a firefighter. Kelliher who was 14-yearsold in the novel. Granato credited the men for helping him during his 10 months of research for the book. “For a while at least, they made me a firefighter and made me think like one,” he said. Granato told the library audience that the newspaper records of the fire didn’t give the whole story and See Book / Page A23

Capodice speaks about allegations By Nate Brown

The Berlin Citizen

For the first time in a long time, John Capodice woke up on a Saturday morning the night after Berlin High School’s regular season football finale and had nothing, coaching-wise, to worry about. No playoff opponent, no game film to analyze. Nothing. So it gave Capodice time to go over the 27-page CIAC investigative report about illegal recruiting levied towards the Redcoats football program and Capodice himself. With his coaching duties currently suspended, it also gave Capodice the chance to do something else he hadn’t had the opportunity to do until now: tell his side of the story. “It’s all been one-sided testimony,” said Capodice, who maintains his innocence about the allegations and sanctions. “And now that I’m not coaching a team and I have a clear mind, I can obviously give the correct information based on this report, because this report has all different kinds of problems. But no one asked

the coach.” The only things asked of the coach and his attorney, Viral Keshwala, in a sit-down meeting with the CIAC on Monday, Nov. 9 were whether Capodice had any knowledge about illegal recruiting or residency violations, or if he or anyone he knew was involved in attempting to secure housing for student-athletes in town. Capodice answered “no” to both questions, and he said he was not contacted by the CIAC at any other point throughout the investigation. Which made Wednesday, Nov. 18 – the day the CIAC’s report was released – quite the surprise for Capodice. “I got home on Nov. 18 and opened up that 27-page report and almost fell on the floor when I saw all the information; and that’s the first time I’ve ever seen it,” Capodice said. “Until I opened that report, I knew nothing” that was in the report. The report in question contained written and e-mailed accounts from Rob Levesque, a member of Capodice’s coaching staff who was granted the tag of interim head coach upon

the suspension of Capodice, as well as staff and faculty from Berlin High, where Capodice works as a physical education and health teacher. “I was shocked. (Levesque) also said (in the report) that ‘John’s a bad guy, John’s controlling, he’s a one-man deal.’ I’ve given him the reins to run the defense and he made comments like that? I was shocked. Shocked,” Capodice said. “But again, look at who benefited from the situation. He obviously gave information, which was incorrect, and then he becomes the head coach without the most active years of service on the staff.” Levesque led the Redcoats past New Britain in Berlin’s season finale. Along with refuting claims made by Levesque in the report, which allege that Capodice went to discuss playing football for Berlin with a New Britain player, Capodice also rebutted the claim in the report that he met with a New Britain parent following the 2014 Berlin-New Britain contest. “Anybody that knows John Capodice – don’t talk to me before the game, don’t talk to me during the game, don’t talk to me after the game.

Parks and Recreation Lights out The Berlin Parks and Grounds Department has shut the lights off and tennis nets have been taken down for the season at Berlin High School and McGee Middle School outdoor basketball and tennis courts.

Dog obedience The Berlin Parks and Recreation Department is accepting registration for dog obedience classes. A fee is charged for classes. Classes are scheduled to meet at the former Pistol Creek Golf Course, 600 Spruce Brook Road. Dog handlers must be at least 16 years old. A copy of the dog’s vaccinations, including Bordetella, is required. Kindergarten puppy training is scheduled for Thursdays, Jan. 7 through Feb. 18, 6 to 7 p.m. Basic dog obedience is scheduled for Tuesdays, Jan. 5 through Feb. 16, 6 to 7 p.m. Canine manners class is scheduled for Wednesdays, Jan. 6 through Feb. 10, 6 to 7 p.m. For more information, call 860-828-7100.

And if we lose the game, don’t talk to me for 24 hours,” Capodice said. “So when we lost the New Britain game in 2014 (a 7-0 defeat) and we didn’t score a single point, I was so upset, I left the field. So all that information is 100-percent false.” Capodice and Keshwala have already made steps to alter the report. The two met with Berlin superintendent Dave Erwin and assistant superintendent Brian Benigni on Monday, Nov. 23. The duo have also discussed an appeal process, yet had nothing in place at press time. “When (the CIAC) sat down at the table and they were ready to give the death penalty to the children and hand out the sanctions, how could they not say ‘We need to speak to these people first. Before we do this, and make this decision, how do we not speak to these individuals?’” Capodice said. “This was a harsh, hasty decision made on one side of testimony. How did nobody at the table say ‘Did we speak to the coach? Did we speak to everyone involved here?’ I don’t understand it to this day.”

Operation Fuel nonprofit accepting applications Non-profit Operation Fuel and its statewide network of fuel banks are accepting applications for energy assistance from Connecticut households that are struggling to pay their heating bills. Energy affordability is a year-round problem for nearly 305,000 Connecticut households. During the winter, Operation Fuel’s emergency energy assistance program helps households

that heat with all energy sources and focuses on families and individuals who have nowhere else to turn. Hardship households that heat with gas or electricity can be protected from utility shutoffs from Nov. 1 through May 1 if they apply to their utility provider – and are approved – for winter shutoff protection. There isn’t similar protection, however, for homes that heat with oil and other deliverable fuels.

Operation Fuel needs donations throughout the year and, on Tuesday, Dec. 1, planned to participate in the fourth annual #GivingTuesday, a worldwide event that kicks off the charitable giving season. For more information on Operation Fuel or to make a donation, visit www.operationfuel.org. Donations may be sent to Operation Fuel, 75 Charter Oak Ave., Suite 2-240, Hartford, CT. 06106.

Operation Fuel is a private, nonprofit program that provides emergency energy assistance year-round through its statewide network of fuel banks to lower-income working families and individuals, the elderly, and disabled individuals who are in financial crisis. Anyone who needs energy assistance should call 211.
