Peichert explained that it would be classified as a ‘Brew Pub’ under state statute. The place would contain a taproom in the front, with beer brewed on site, and would offer tastings. There would be no food served, however, Peichert mentioned that the company planned on partnering with nearby restaurants for delivery and local food trucks. He added that a lot more went into the beer than just hops and yeast. Fruits and even vegetables were all common staples. “It is an artisan product,” he said. The floor was open to a public hearing where several residents voiced their approval of the proposed brewery. One man told the commission that the town lacks attractions for the younger generation and that

a brewery would improve the appeal. Another resident spoke about her experience at various breweries on the East Coast and how it would be a nice addition in town. However, there were also concerns during the conversation in regards to a brewery possibly pushing other older businesses out. “The businesses that are successful are the ones surrounded by other businesses,” said Development Services Director Hellyn Riggins. Though the regulations are not site specific, Peichert made mention of opening the brewery in close proximity to the Berlin train station. “We want it to be a center point of the downtown community,” he said. Peichert described outdoor seating and making it a business that “grows with the community.” The commission closed the hearing. “It’s embraced, we just want to tweak the language,” Riggins said. The commission discussion will be continued.

At the recent meeting, Commissioner Joan Vely questioned why the restriction was not considered discriminatory when it was adopted in 1997. She voiced her concern over how the decision would impact residents living in the Glenn who bought a home because it was restricted. Town attorney Robert Weber wrote a letter to the commission suggesting that they stay out of the association’s dispute. The CIAC’s punishment included the forfeiture of the team’s 2015 wins in which the ineligible players participated, as well as a one-year probation period. Longtime Redcoat coach John Capodice was relieved of his duties. Recently, Joe Aresimowicz took over the coaching position. Despite the incident, Mauri is looking forward to putting his own imprint on the job. “Integrity, respect, and character; you learn all that on the field,” he said. The Long Island native, and Salem resident is currently the athletic direc-

tor in Old Saybrook. He has coached softball, baseball, soccer, basketball and other sports. He has a bachelor’s degree in physical education from Long Island University and a master’s degree in sports psychology at Southern Connecticut University. “I went into this to make a difference,” he said. “I don’t like to settle. I keep looking at it and asking, can I improve it, can I make it better?” Mauri says he relishes witnessing athletes blossom into exceptional players. “I would love to have them get college scholarships,” he said.

In the seminar, attendees were taught how to properly store their guns as well as the gun laws they need to know. Klett said that with the evolving laws, it is important for gun owners to be informed. As of October 2013 in Connecticut, individuals must acquire and possess an ammunition certificate in order to buy bullets. This was not previously required and is one of the many laws regarding guns. Everyone who came to the seminar received a free gun lock in partnership with the department and Program

Though there have not been significant reports of gun-related crime or accidents in town, Klett said it is still necessary to educate residents. WORTHINGTON FIRE DISTRICT POTABLE WATER CONFIDENCE REPORT The Worthington Fire District was established in I 920 by Special Act of the Connecticut Legislature, with an effective date at which to begin operation of July I, I 922. Its sole objective is the transmission and distribution of potable water to approximately 2,875 water customers with approximately I ,042 residential connections. This bulletin has been prepared to provide Worthington Fire District’s customers with the confidence that the water they drink meets and, in most cases, exceeds all State and Federal Drinking Water Requirements. In 1967, the Worthington Fire District entered into an agreement to purchase all of its water from the Berlin Water Control Commission. During the period covered by this report, January 1, 2015 to December 3I , 2015, the Worthington Fire District provided water purchased from the Berlin Water Control Commission that included water from the Elton production wells and water purchased from the New Britain Water Department. The Berlin Water Control Commission supply, excluding that provided by the New Britain Water Department, comes from two (2) sources: Elton Rd: Production Well # IA; and Elton Rd: Production Well #2A. A third (3rd) well, Elton Rd: Production Well #2 (installed in I973, a well with a depth of 102 feet and a capacity of 550 gallons per minute) was replaced by Well #2A in I996. Elton Rd: Well # IA was installed in 1973 and rehabilitated in I994 and I997; Well # I was replaced in I998 and reclassified as Well # IA. Elton Rd: Well #2A (with a depth of 105 feet and a production of 350 gallons per minute, as stated above) was placed in service in I 996. Water from Wells # 1 and #2A are blended together prior to entering the distribution system. As required by the Connecticut State Department of Health, the Berlin Water Control Commission has two Water Treatment Plant Operators, Class 1, and one Water Treatment Plant Operator, Class 2.

Monthly testing of the water supplied by the Worthington Fire District has shown that the water has met or exceeded every standard set by the State and Federal Agencies for quality and safety. The following tables summarize the analytical results of water samples taken from various locations within the distribution system. Table I includes all of the REGULATED contaminants that were detected during the 2015 sampling season. Although all were well below Maximum Contaminant Levels (MCLs), the following lists their significance and possible reasons: Haloacetic Acids (HAASs): are formed as a result of chlorine, used in the disinfection process, reacting with natural occurring organic acids. Levels well above the MCL (Maximum Contaminant Level) may cause cancer. Trihalomethanes (TTHMs) are those compounds created by the chlorination of drinking water by the reaction of the chlorine or organic matter. A Maximum Contaminant Level (MCL) of 0.080 milligrams per liter (mg/L) has been established. Some people who drink water containing. Trihalomethanes in excess of the MCL, over many years, may experience problems with their liver, kidneys or central nervous system, or may have an increased risk of getting cancer.

The news of high lead levels in the water in Flint, Michigan illustrated the vital importance to public health of appropriate monitoring, sampling, and testing for lead and copper. Table II of this report summarizes the results of lead and copper testing. Federal regulations require that homes be sampled every three years by having the homeowner collect a one-liter sample from the cold-water kitchen tap as a “first draw” (after the water has been standing motionless in household pipes for at least six hours). During the lead and copper sampling round conducted in 2015, the Worthington Fire District collected samples from ten homes. During this round of sampling, none of the ten homes sampled were above the action levels set by the EPA. The EPA requires 90% of samples taken in a sampling period fall below the action levels, therefore, the Worthington Fire District remains in compliance with the Lead and Copper Rule. Please note the following information concerning lead and copper in public drinking water. Copper: Copper is an essential nutrient, but some people who drink water containing copper in excess of the action level over a relatively short amount of time could experience gastrointestinal distress. Some individuals who drink water containing copper in excess of the action level over many years may suffer liver or kidney damage. People with Wilson’s disease should consult their personal health provider. During the lead and copper monitoring period conducted in 2015, there were no samples detected above the copper action level at any of the first draw samples collected by the homeowners. Lead: If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The Worthington Fire District is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting in the residential plumbing for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to two minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://epa.gov/safewater/lead. Another simple way to reduce the possible exposure to lead is to regularly clean your faucet screens to remove material that may become trapped in the screen. Some of that material may be lead particles from your home’s internal plumbing. Finally, do not use hot water from the tap to make infant formula or for cooking. Hot water may have higher mineral content than the cold water supplied by the Worthington Fire District. Infants and young children who drink water containing lead in excess of the action level could experience delays in their physical or mental development. Children could show slight deficits in attention span and learning abilities. Adults who drink water containing lead in excess of the action level over many years can develop kidney problems or high blood pressure. Infants and young children are typically more vulnerable to lead in drinking water than the general population. While the Worthington Fire District uses no lead pipes in its distribution system, it does not have ownership or responsibility for the materials used in your home’s plumbing. If you are concerned about the plumbing materials used in your residence or the lead levels in your home, you can contact the Worthington Fire District for further information. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can

pick up substances resulting from the presence of animals or from human activity.

Continuous monitoring is also being carried out to provide further protection for our drinkers.

Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. • Inorganic contaminants, such as salts and metals, which can be naturally occurring or resulting from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. • Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. • Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, the Environmental Protection Agency (EPA) prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration (FDA) regulations establishes limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-7491). However, some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EP NCDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

WATER CONSERVATION: Water is our most valuable natural resource. It is essential for life as we know it. Although we in the Northeast have been blessed with, at least until now, what appears to be an unlimited supply of pure, safe drinking water, the preservation of this valuable resource is the responsibility of all. Following are just a few of the many steps that we can all take to prevent the waste and, perhaps loss, of this most valuable gift: 1. Detect and repair leaky faucets and toilets. 2. Install water-efficient showers and dish-and/or-clothes washers 3. Limit the time spent in showering. 4. Water lawns and gardens only when needed, and then only early (or late) in the day to prevent water loss by evaporation during the hot period of the day. Add mulch when possible to prevent evaporation. 5. Wash automobiles only when absolutely necessary. 6. Do not leave water running when shampooing or brushing one’s teeth. If we all take these steps as well as any others that you may think of, we will be able to assure ourselves and future generations of a safe, potable drinking water supply for many years to come. Opinion Wildlife hospital behind-the-scenes tour was eye-opening By Barbara Helming Editor’s note: Recently, the writer took a 23-day adventure around the world. This is part of her travelogue. While visiting the Taronga Zoo in Sydney, Australia, I opted for a behind-thescenes tour of the wildlife hospital. I never envisioned spending 45 minutes alone with Debbie, a “veterinary nurse” (comparable to a vet tech in America), learning about the facility. In addition to caring for the zoo’s many animals, the staff also participates in the treatment and rehabilitation of injured/stranded native creatures. As we stood outside, discussing some preliminary information, staff members carried Bertha (a large Green Sea Turtle) out in a giant sling to the van for a rehab swim in a larger pool. The wildlife hospital facility was very modern and included a treatment room, operating room, x-ray and ultrasound. I just had to know what happened if an animal needed a CT scan. Would you believe they have taken animals to the city hospital for their scans! They currently have a sponsor for a CT scanner and expect to have it installed and operational in two years. Debbie spoke about the range of anesthesia they use with different types of animals tolerating or not tolerating various drugs. In veterinary surgery, one additional factor must be considered for large animals that is not a factor in human

I had never considered that, should such animal awaken prematurely, the surgical staff could be injured. On the tour, I viewed x-rays – a cormorant that swallowed two fish hooks, a raptor with gunshot pellets (the case was prosecuted) and a turtle whose cracked shell was repaired with bra clips and wire. I viewed the animal holding areas but was not allowed in the quarantine area. The holding spaces need to be adapted to the needs of

the animal using the space. For example, the concrete floor of a large enclosure would need a rubber mat to protect the feet if a kangaroo were to stay there. The rubber mat, however, would need to be removed for a hooved animal that might graze on it. In the rooms with smaller treatment areas, barrels held a variety of lengths and widths of sticks. This allows staff to quickly set up an enclosure for a reptile or bird, for example. I met a common ringtail possum. She is an aged member of the zoo’s outreach program (meaning

she had been handled and touched by people.) She was recovering nicely after the surgical removal of some non-invasive cancerous mammary gland tumors. Her massive eyes looked at me questioningly but she had a calm demeanor. Then I met Rudolph – a short-beaked echidna. I cannot say that I had ever seen an echidna before. Rudolph is related to the platypus, not the western porcupine. Rudolph was very friendly and, I suspect, hoped that I had brought lunch as it was close to feeding time. He was in a shallow kiddie pool

and kept coming over to see me. Because he is also used in their outreach program, I stroked the stiff spines on his back. He is recovering well from a bout of irritable bowel syndrome. I got a good look at a Little Penguin (also known as a Fairy Penguin.) He recently washed up on a beach weak and dehydrated. He was found to have a contusion to his chest and shoulder area likely sustained as he took a beating in a recent storm. He was not standing when he was rescued. He had made good progress and was standing strong when I saw him. The zoo has a very unique Free-Flight Bird Show. Raptors and native species fly low over the heads of seated zoo guests. While I thought the show was very impressive, I had failed to consider what happens if one of the birds does not return after the show. Of course, the birds have radio transmitters attached so they can be located. A recent incident involved a Red-tailed Black Cockatoo in the show being spooked by a local falcon. The cockatoo took off and she flew quite a distance before deciding to land in a private backyard that was home to other cockatoos in an aviary. That earned her some time in quarantine at the zoo to ensure she was healthy and settled after her adventure. The Taronga Zoo is an amazing place and I was grateful to have the opportunity to glimpse the care provided behind the scenes.

Step into summer with a friendly competition The Berlin Citizen

Residents are encouraged to get up and get moving next month as part of the Central Connecticut Health District’s walking competition. “It should be a lot of fun,” said Town Manager Denise McNair. This will be the first year that Berlin residents are encouraged to join in, as in previous years only town employees participated. Berlin has won twice with employee participants, and McNair says it has been a great way to get everyone outside exercising. “It’s pretty original,” she said.

Now all of Berlin, along with Newington, Wethersfield and Rocky Hill, will be competing for the most steps in four weeks. “It’s a new twist this year,” said Lecia Paonessa, Public Works secretary and town contact person for the competition. The goal is for each person to get up to 10,000 steps a day, close to five miles. The CCHD will provide pedometers for the first 125 participants and advises that they be worn on the waist in the morning and taken off at night. The CCHD suggests that walkers work up to 10,000 steps a day in increments of 500, if they are just starting off. More experienced indi-

viduals can go up in as many increments as they are able to until they hit 10,000. “It’s something everyone can do,” McNair said. Participants young and old can log their miles on WalkingWorks from Blue Cross Blue Shield. The website, or phone app, will be where residents can register individually or as a team and record their steps weekly. “We are asking everyone to join in,” Paonessa said. McNair suggests that residents take advantage of the various open space trails in town to walk, as well as the sidewalk-friendly areas. The kick-off for the competition

Berlin Board of Education takes $50K in budget cuts By Ashley Kus The Berlin Citizen

The Board of Education voted to accept further budget reductions totaling an additional $50,000 which will include two teaching cuts. “It’s never easy,” Superintendent David Erwin said. The BOE’s new operating budget will total $41.9 million as opposed to the initial adopted budget of $42.6 million. Erwin announced at the board meeting Monday that a half-time English teacher and a less than full-time science teacher would be cut. At the beginning of the budget cycle three positions in the district had been cut due to low enrollment. “We do have enough retirements coming to offset those cuts,” Erwin said. Board member William

Rasmussen brought up the concern of not having a contingency plan in place should the town not receive the state funds it is counting on. He commented on the Town Council’s decision to use a majority of the state aid, and board member Robin Evans voiced her opinion on the matter. “We shouldn’t diminish the council’s hard work,” she said. “The town approved a responsible budget.” Rasmussen told the board that they were now at risk of having to lay off school staff and interrupt the school year if an emergency comes up. “We can’t rely on the town,” he said. Erwin addressed this concern, and gave some options on what the board could do if an emergency arose in the near future. In the worst case scenario, he said, they could

look at freezing accounts, reducing sport seasons, and cutting staff not assigned to students. “We are doing the best we can, it’s not easy for the town or the board right now,” the superintendent said. Erwin stated that the goal is to serve the students the best way the town can. Like the council, and other surrounding towns, Erwin says the board is waiting to see what happens with the state’s budget. The council recently set the town mill rate at 30.81. Recently, Financial Director Jim Wren estimated a $1.2 million shortfall in the town budget based on Governor Malloy’s suggested cuts last month to the revenue sharing grant and Education Cost Sharing grant. Those cuts are still to be determined.

Nonprofit seeks volunteer drivers Senior Transportation Services, Inc., a nonprofit transportation service for citizens age 55 and older is in need of volunteer drivers willing to commit to two hours a week to meet the needs of their community and aiding seniors to “age in place.” The service provides seniors transportation to out-of-town medical appointments. Last

year the volunteer drivers provided more than 1,500 rides to seniors. The program is open to all community residents, 55 years and older, that are fully ambulatory, regardless of financial status. The program services residents of Berlin, Meriden, New Britain, Southington and Wallingford.

“We are seeing a spike in the number of calls over the past several weeks from consumers who say they are being threatened by the callers, who demand immediate payment by an untraceable method, and threaten them with arrest if they don’t,” according to Connecticut Better Business Bureau spokesman Howard Schwartz.

Connecticut BBB has received several dozen calls about the IRS Scam in the past two weeks alone, and the number of calls from worried consumers continues to grow. The fake IRS calls have been rampant across the country. BBB now sees a significant number of Connecticut consumers being indiscriminately called. The criminals are known to ask for personal and financial information, in addition to leaving dozens of threatening messages if nobody picks up the telephone. The IRS has more information on how the crim-

inal scheme works and how to avoid it at www.consumer. ftc.gov/articles/0519-irs-imposter-scams-infographic. If you get a phone call from someone claiming to be from the IRS and asking for money and you don’t owe taxes, here’s what you should do: Do not give out any information. Hang up immediately. Contact TIGTA to report the call. Use their “IRS Impersonation Scam Reporting” web page or call 800-3664484. Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” at FTC.gov.
