Tedious Eagle Scout project done

Fire department donates to veterans By Ashley Kus Citizen staff

Local veterans will have a better holiday season thanks to a donation from the Berlin Fire Department. “It’s great that we are able to do something for them,” said Chief James Simons. Earlier this month, Simons

and firefighter Alan Pipkin presented the Veterans Commission with 24 gift cards worth $50 each. They were paid for with money raised during the department’s 3rd annual August car show and recent tree lighting. This was the second year that the fire department raised money for veterans in need around the holidays.

Alex Dumas, of Berlin, Boy Scout Troop 44, repaired the 1943 U.S. Navy deck gun at the American Legion Post 68, 154 Porters Pass for his Eagle Scout project.

Also, Tiffany and her family submitted DNA to a national database which compares genetic codes with unidentified human remains.

Berlin resident Tiffany Menard knows the pain of having a loved one disappear. The military veteran was deployed in October of 2003 when her 40-yearold mother, Mary Menard, vanished.

In October of 2014, Mary Menard’s remains were positively identified. Hers was one of three female bodies found in a wooded area behind a strip mall on Hartford Road in New Britain in August 2007.

The hitchhiker is described as being between 25 and 35 years of age, with medium to dark brown hair that was six inches in length. Also, he wore a chin beard that was two inches long. The man stood approximately 5-feet8-inches tall and weighed 167 pounds.

“There is lot we can do today that we couldn’t do 20 years ago,” Channel said. “Hopefully someone will see his picture and realize that this may be someone, like a relative or friend, that they haven’t seen in years.”

There is one seemingly important clue in this case. The driver who picked up the unidentified hitchhiker said the man may have been from the New Haven, Connecticut area.

Even with the boom, though, the state’s economy has added only 1,400 jobs this year, and has yet to replace all of the jobs lost in the 2008 recession. The effect of the 2,500 private sector jobs added this calendar year are somewhat negated by the loss of 1,100 government jobs, according to the DOL report. New sandwich shop comes to East Berlin By Ashley Kus Citizen staff

Owners Joan Skiffington and Curtis Brockway are hoping people stop for sandwiches and home-cooked lunches next month at their new restaurant in East Berlin; The Sandwich Stop.

Skiffington, along with Brockway, her boyfriend, decided the busy intersection was the perfect place for a sandwich shop. “We are incorporating traffic,” she said. The logo for The Sandwich Stop features the stop sign outside the restaurant. The new owners even plan on putting traffic twists on their food, like the “4-way stop sandwich.” Economic Development Director Chris Edge is, of course, happy a new business has come to town. “We definitely like when people

or below 200 percent of the poverty line — or combined income of roughly $32,000 for a family of two, $48,000 for a family of four, and $57,000 for a family of five.

By Mike Savino Record-Journal staff

The number of households unable to afford fuel for heat has increased by roughly 9,000 homes, despite a drop in energy prices that has reduced the gap between actual energy bills statewide and the level residents can collectively afford.

The report notes that the $399 million affordability gap measures the difference between energy costs and what those households can afford to pay, and doesn’t represent their total bills. The study considers energy costs up to 6-percent of a household’s income as affordable.

Operation Fuel recently issued its annual report on the affordability gap earlier this month, an analysis aimed at measuring the difference between energy bills and affordability.

The total affordability gap fell by $72 million over the last year, and the 2015 figure was also a $313 million drop from the previous year.

Connecticut’s low-income residents experience an affordability gap of $399 million, affecting 322,000 households.

The drop is due to falling energy prices, particularly for both oil and natural gas as home heating fuels. The number of homes falling below 200 percent of the poverty line increased from 313,000 at the time of last year’s report.

The report’s authors say the gap forces low-income households to either face a termination of service or make difficult decisions about cutting expenses on other necessities.

Front: Remi Parafati, Mika Saccente, Harper Boughton, Madison Bacon and Nadia Brochu. Present, but not pictured, was Kara Yantz.

The average annual shortfall for homes within the affordability gap was $1,241, down from just over $1,500 in 2015.

“Even when low-income households pay their bills in a full and timely manner, they often suffer significant adverse hunger, education, employment, health and housing consequences in order to make such payments,” the report states.

Operation Fuel, the state’s only nonprofit program offering energy assistance year round, provided nearly $3.2 million to roughly 7,700 homes last year. Residents can donate to the fund either through their energy bills or by visiting www.operationfuel.org.
