GOP chair files election complaint against town officials By Olivia L. Lawrence The Berlin Citizen

Chairman of the Berlin Republican Town Committee, George Millerd, has filed a complaint with the state Elections Enforcement Commission against several town officials. The complaint, dated June 2, charges that an informational flyer distributed by the town, in regards to

the high school referendum, showed a “clear bias” and this is in violations of state statute that printed materials disseminated by the town to the electorate should not advocate approval or disapproval of a proposal that will be the subject of a referendum. “People felt it was extremely biased in tone,” Millerd said referring to discussions he had with other party members about the flyer. Some in

the BRTC, who are familiar with state statutes that regulate elections, advised that the town’s paying more than $1,200 for the printing and distribution of the flyer was illegal, Millerd said. Named in the complaint are Town Manager Denise McNair as well as the Democrat council members who authorized the flyer: Deputy Mayor Steve Morelli, Rachel Rochette, William Rasmussen and Robert Dacey. Pro football practice is coming to town By Nick Carroll The Berlin Citizen

Members of Brownie Troop 66381 visited The Dinosaur Place at Nature’s Art in Oakdale recently. The scouts spent their time mining for gems, exploring prehistoric nature trails with life size dinosaurs, watching a volcano erupt and exploring a mammoth-size maze. The scouts used their cookie sale proceeds to pay for this trip.

The football-loving town of Berlin is in for a treat. The Hartford Colonials, a member of the five-team United Football League, will use Sage Park’s Scalise Field as its practice facility this fall. Cooler still, practice sessions are open to the public. The Colonials, navigated by former NFL coach Chris Palmer, scouted out some 100 potential practice locations before settling on Sage Park. “The beauty of Sage Park is that it’s isolated,” said Palmer. “And the thing I like is that fans can come out and watch us practice. This will be a nice situation for everyone involved.” The Colonials will hold a mini-camp at Sage Park, June 11 to 13. The morning

sessions will run from 9 to 11 a.m. There will be an afternoon practice on Friday and Saturday from 2:30 to 4:30 p.m. The UFL regular season kicks off in S e p tember. The Colonials’ home games will be played at Rentschler Field in East Hartford. “People are going to be surprised with the level of talent,” Palmer said of the UFL, pointing out that 32 players who competed in the league last year — the UFL’s inaugural season — are now on NFL rosters. “I think people will enjoy the brand of football we play.”

Gardener reveals ‘one of my favorite plants’

I have always been fascinated with g row i n g plants. To this day it amazes me to watch a seed smaller than a rice grain, which by the way is a seed, Biella grow into a beautiful flower, majestic tree or delicious vegetable. Nature is awesome. Of all the plants I grow one of my favorites is the tomato. I always grow tomatoes as most gardeners do. There is nothing like the sweet tangy taste of that first picked tomato right from your own garden. I have even been in the “who can grow the first red tomato contest” with my two daughters who have inherited my gardening gene. Over the years I have grown hundreds of different types of tomatoes. I have grown tomatoes

that were large, small, early, late, red, orange, yellow, white, black, striped, well you get the idea. Always in search for that perfect fruit, or is it a vegetable? Botanically speaking it is a fruit, but because it is not as sweet as most fruits and usually eaten as part of the main course in a meal, the culinary world considers it a vegetable. Solanum lycopersicum is the genus species name for our tomato. The tomato and potato plant are in the same genus and therefore effected by similar diseases and disorders. Late blight last year is a perfect example of that. Did you know that a tomato scion (cutting) could actually be grafted onto a potato rootstock? They can — and you get both tomatoes and potatoes from the same plant. Pretty neat huh? Well, let’s get back to the “fruit” native to South America. That first tomato didn’t look anything like the beauties in our gardens today but

sometimes called bush tomatoes, are usually smaller plants and don’t require staking. The fruit of a determinate tomato plant ripen all at once over the course of a couple of weeks. At this time the plant will not make any more fruit. In contrast indeterminate tomato varieties grow larger and will continue to bear fruit as long as growing conditions allow. Indeterminate plants need to be supported (staked, caged, or trellised) and pruned, usually called suckering. They are more work, but produce a larger continuous crop. I usually plant both and always include an early maturing determinate variety to win that “first red tomato

contest”. Most people buy young tomato plants at a garden center, but I prefer to start my plants from seeds. In January, when your garden is long gone and covered with snow, the new seed catalogs begin to arrive. If you love gardening as I do, these catalogs are sent from heaven. The cycle of reviewing your garden journal from last year to see what worked and what didn’t and to anticipate growing that even better variety never gets old. So what are my favorites and how were they selected? First let me say that a garden journal is a must. Keep track of the

Sherwood project to get $2.7 M assist from CL&P announcing last week that the power company will buy over $15 million in 2010 State Historic Tax Credits through Connecticut’s Commission on Culture and Tourism. Of that amount, $2.7 million will be used by CIL Development of Kensington, Inc., which is in the midst of developing the former Sherwood Tool Factory in the Kensington section of Berlin. Called The Lofts at Sherwood Falls, it will include condominium units as well as townhouses at the mill complex and former brownfield site.

“This has been a very complex and expensive project,” said Marty Legault, CIL president and chief executive officer. “Without being allocated the tax credits – and without CL&P purchasing them from us – the project couldn’t happen.” The $15 million-plus figure is the largest one-year tax credit purchase total in CL&P’s history. CL&P also announced that utilizing the Connecticut Housing Finance Authority’s Housing Tax Credit Contribution, it bought over $6.6 million in tax credits in 2009. These tax credit programs have been created by legislative initiatives and have become a significant asset for the development of low-income and supportive housing in Connecticut. School News Local named co-salutatorian CPAs recognize student

Brian Ford served as co-salutatorian at the recent Xavier High School graduation ceremonies. While at Xavier, he served as vice-president of the National Honor Society and was a member of the French Honor Society. He was recipient of the Holy Cross Book Award, and the Brother Celestine Award for Academic Excellence. He also served as president and secretary of the Columbian Squires. He is the son of Robert and Stephanie Ford of Berlin and plans to major in biology at Boston College.

Council hears resident concern about Bicentennial Park By Susan Kondracki Special to The Citizen

Bicentennial Park parking and the high school referendum vote brought citizen concerns to the June 1 Town Council meeting and caused the board to consider a plan of action. “Although the zoning board did approve eight to 10 vehicles for parking, there is an average of 10 to 12 on a week day and 19 to 22 on a weekend. We have a need for more parking,” said resident Debbie Ladd. “As we discovered with our new animal shelter, the longer the wait, the greater the expense.” Even though the park dates back to the 1970’s, parking has only been a major

problem for about the last five years. Mayor Adam Salina said “A couple years ago, people started circulating information on the Internet that Bicentennial Park was a great place to bring your dogs, and through some miscommunication people began calling it a ‘dog park’.” The mayor said the parking problem can be attributed to this but, he added, the current “two hour parking” signs posted along Winesap Road add to the problem. “I would have liked to see the parking lot built and then the two hour parking signs go in afterwards,” Salina said. “With actions from the police commission putting up the signs first, we are looking a little backwards,

but do understand, we are moving forwards.” In order for the project to take off, the board must discuss with the police commission; where to place parking — whether within the park or closer to the street; and how many spaces would be needed. The mayor said he hoped the project will begin this summer and the sooner the better. The second issue that caused concern among citizens was the June 8 high school referendum vote. John Kilian, of Reservoir Road, urged everyone to think about how much he or she can afford and how much the project will bring up taxes. “The high school does not need that much repai,.” Kil-

lated from a caring and mature body of believers, lacks the support, encouragement and leadership to grow and realize God’s plan. We can see God’s warning in the parable of the Sower. Jesus said when someone hears the word of God “without understanding it,” (that is, without good teaching), what little is received is quickly stolen away. Regular preaching of God’s word helps our faith to grow (“faith comes by hearing…the word of God”). Jesus went on to tell us that while some may receive the word of God with joy, if it doesn’t take root, it will last only a brief time because trials or persecution will cause us to fall away. Again, we see the need for regular study of God’s word, but in addition, when problems come, the friendship, love and support of fellow believers can make all the difference. This is best found in the church. Jesus continued His illustration by speaking of those of us who hear the word of God and believe, but let the cares and distractions of this world choke our faith and we “bear no fruit”; that is, we take our focus off God and things just go downhill. It is those of us, He concluded, who hear the word and understand it (really grow) who are able to bear fruit. It is the church that provides the place for us to hear and study the Bible together, strengthening our faith, and growing in our love for God and for each other. Jesus said that when two or more are gathered in His Name He is there in the midst of us. Through united prayer, church leadership, and God’s very present spirit to guide us, we develop the unique gifts He has given us to reach and bless our community and our world for Christ. God has so much to give us. Let’s not miss it. Let’s get together and see what He can do.

He was a parishioner of St. Ann Church, had worked as a stone mason for many years and worked as a set-up man at Fafnir Bearing before his retirement. In addition to his devoted wife, Maria, he is also survived by his loving children, daughter, Nella Turgeon and husband Robert of Newington and son, James Santoro and wife Kim of Berlin; a brother, Sebastiano Santoro and wife Sebastiana of Palermo, Italy; a sister, Dora Fazzino of Newington; brotherin-law Tony Santoro of Berlin; sisters-in-law Tomassina Santoro of New Britain and Irene Zappula and husband Salvatore of

Palazzoto, Italy; mother-inlaw Paola Caligiore of Palazzolo, Italy; his three precious grandchildren that he adored James and Bobby Turgeon and Ashlee Santoro; nieces, nephews, cousins and many dear friends in the United States and Italy. Unforgettable Relay

To the editor: I just wanted to take this opportunity to say what a wonderful event the Relay for Life was recently. This was the first year I attended and I was so impressed with the event. It was as much a celebration of life as it was a remembrance of those we have lost as it was a rally for the fight to eradicate cancer for future generations. Thank you to all of the organizers, volunteers, and participants who brought this great event to Berlin the Berlin Fairgrounds. It was apparent how many hours you all put in to make the event such a success. I truly feel blessed to be a part of such a wonderful community of caring people. A special thank you goes out to the boys of the Berlin Little League Cardinals Majors for their help in setting

up the luminaries. The boys and their parents worked so hard – and seemed to enjoy every minute of it. Thank you for giving of yourselves for the good of others. Coach Dave, all the parents, and myself are all so proud of you. If you did not have a chance to get to the Relay for Life this year, I hope you will come out next year and see this extraordinary event for yourselves. Relay incredible To the editor: Once again I would like to thank the committee for an incredible job; they work so very hard to make the Berlin Relay for Life what it is. If you have never participated in the relay I would suggest you place it on your calendar for next year. If you are looking for a rewarding experience to spend quality time with your children and loved ones this is it. I also would like to thank the Berlin Lions Club for providing us nourishment. When you are walking several miles (16 for me) within a 24 hour period, food and water is so very important. I also thank them for staying open later this year, since we had numerous teenagers. When you opened again around 10 p.m. with pasta and chicken we were so very happy. The best part for those of us that walk the entire evening and do not sleep is their bacon/sausage, egg, and cheese sandwich. They are the best. Please help our pets To the editor: FONBAC is looking for volunteers. Unfortunately, this is a kill shelter and a very difficult job, since our dogs only have seven days. Our job is to improve the conditions of our shelter dogs lives and try to save as many as we possibly can. The problem is we would like to save them all. When we are aware a new dog has been picked up we go to the shelter, take a picture and place them on Petfinder.com. We then review applications, try to find the best home possible, which may require a home visit. We then try to arrange for a meet and greet and possible adoption. We also try to spay/neuter as many dogs as possible, but with the limited time we have this is very difficult. Give our veterans a statewide memorial By Gov. M. Jodi Rell

“It is altogether fitting and proper that we should do this.” So said President Abraham Lincoln in his Gettysburg Address on November 19, 1863. Rell Now, 147 years later, in Connecticut, we have embraced the full meaning of Lincoln’s powerful words as we kick off what will be our own “fitting” and “proper” tribute to all Connecticut veterans: a striking, permanent statewide memorial.

Connecticut has a long and proud history of remembering and honoring its 1.3 million citizens who have proudly served our country in times of peace and conflict, as well as the families of those whose loved ones have borne the ultimate burden. When I take part in veterans’ ceremonies, participate in send-offs and homecomings for our soldiers currently serving overseas, or attend the funerals of those soldiers we have lost, I see first-hand the support our state provides to our veterans and their families. I see the passion we all share in ensuring that their service is never forgotten. However, as I travel the state and see the many prominent local veterans’ memorials, I am reminded that nowhere is there a centrally located, statewide memorial that our veterans – living and deceased – deserve. That is why I am leading

the effort to build a stunning statewide memorial located in Rocky Hill, adjacent to the Colonel Raymond F. Gates State Veterans Cemetery. We owe our veterans a profound debt of gratitude each and every day that we enjoy the freedoms of this great country. In return, the State of Connecticut is creating a place for the 250,000 living veterans in Connecticut, as well as those who have gone before, to proudly call their very own. It is long overdue. This Memorial Day, our thoughts were with the dedicated men and women who risk their lives to protect the freedoms we hold so dear and to the families they leave behind. Museums offering free admission to military families through Labor Day Governor M. Jodi Rell announced that nearly two dozen Connecticut museums will offer free admission this summer to active duty military members and their families as part of “Operation Appreciation: Blue Star Museums.” “This is a wonderful gesture of gratitude for the men and women of our military and their families,” Governor Rell said. “It is just one more way we can say a collective “Thank You” for their service to our country. This initiative also opens more doors of opportunity for the public to enjoy and appreciate culture and arts in Connecticut.” The campaign is a collaboration between the National Endowment for the Arts and Blue Star families, a nonprofit group that supports U.S. military families. A wonderful event To the editor: Hubbard School Carnival Committee would like to extend a sincere thank you to all the business that donated items for our second annual Hubbard School Carnival, held May 21. The carnival was a great success and

would not have been possible without donations. We also would not have been able to host such a wonderful event without the great school staff who helped out by being dunked in the dunking booth. The booth was a big hit again this year with the kids. The registrars of voters office reported Monday that new voter registration activity was strong in advance of the June 8 referendum. June 7, 10 people came in to register before the noon cutoff and others were turned away after that point. More than 50 new voters have registered within the past couple of weeks, according to Registrar Betty Tedeschi. As of June 7, there were 13,095 registered voters. The registrars said they ordered 4,000 ballots and were prepared to order another 2,500, if necessary, on the day of the vote; if so, that would bring the total close to 50 percent of the electorate. Last summer, about 2,800 voters came out for the referendum on the question of whether or not the town should convert to automated trash pick-up.

Scheyd, Fagan and Deutsch were named to the All-CCC team. Berlin was slated to compete in the CIAC state tournament on Tuesday. The Berlin High School boys golf team shot a 322 and finished seventh at the 29-team Central Connecticut Conference tournament, held last week at Stanley Golf Course. Scoring for the Redcoats were Kevin Jud (77), Brendon Hull (81), Joe Cooper (82) and Connor Bowen (82). He told the players not to let the final game make them forget about all the positives during the previous two months. The Redcoats had big victories over Windsor and Bristol Eastern, they started the season 11-2, and were ranked in the state. But after a 6-0 loss to Sheehan in the first round of the Class L state tournament at Sage Park ended the season at 138, it was difficult not to have an empty feeling. “It was one of those years,” Pires said. “We had a lot of games that we could have, should have, won and we didn’t.” Ultimately, Berlin had some great moments this season. But the Redcoats weren’t consistent enough. Even though the regular season ended with a 2-5 stretch, Pires said his 13thseeded team had several good practices and three victories in scrimmage games before its opener in the state tournament against No. 20 Sheehan. It just didn’t carry over. “The bottom line is, Sheehan was just a better team on that day,” said Pires. Berlin pitcher Monique St. Jarre, a junior, finished the regular season with a 2.08 earned-run average and showed a lot of progress. Even though her performance tailed off slightly at the end of the season, Pires said she was a major factor in many of the team’s victories. “She is very committed,” Pires said. “She improved a lot between her sophomore and junior seasons and if she improves the same amount for next year we’ll be in good shape.” St. Jarre’s battery-mate junior Stephanie LaPierre

will also be back after a solid season. LaPierre missed five games behind the plate with an injury, but batted over .300 with 10 RBI. She also threw out seven of 12 runners trying to steal. “[LaPierre] had most of our big hits this season,” Pires said. Sophomore shortstop Brittany Labbadia got off to a strong start and earned AllState recognition. Labbadia batted .333 in the regular season and led the team in steals. Pires calls her a fivetool player. “I thought she was a year away from being an AllStater,” Pires said. “But she is such a natural player. She is 5 foot 1, but she hits the ball as hard as anyone, she is fast, she has a strong arm and she really knows the game.” Paige Owens, a sophomore, also made an impact with a .411 on-base percentage during the regular season, tops among the regulars. Senior Kaitlyn Bovee led the team with 13 RBI and fellow seniors Lindsay Erickson (.375 OBP in the regular season, 1-0 pitching) and Samantha DeGroff (.309 BA in regular season) also contributed. Bovee, Erickson, DeGroff and LaPierre were captains. Seniors Allison Brochu and Jill Young also chipped in off the bench. “The seniors really worked hard,” Pires said. “They will be missed.” Berlin was 10-11 in 2009, and added three more wins this season. There is optimism next season can be even better. Pires returns five starters for 2011 and had several players on the bench that can step up to bigger roles. “The future is bright,” Pires said. Governor M. Jodi Rell announced recently she has signed a bill that will require training for school coaches on the effects of concussions in student athletes. The bill also mandates that coaches must keep any player out of a game or practice if he or she shows signs of a concussion

and cannot allow the players to re-enter until medically cleared. Senate Bill 456, An Act Concerning Student Athletes and Concussions, directs the state Board of Education to develop or approve initial training and refresher courses for coaches on how to recognize and respond to head injuries and concus-

to make the “frequently asked question” document “content-neutral”. As required by statute, the document was reviewed by corporation counsel Robert Weber before it was distributed. Millerd told the EEC that the BRTC is on record as opposing Option 2, the option that is the subject of the referendum, and “we are using our own funds for printed materials to disseminate our viewpoints. They need to do the same.” The BRTC distributed an informational post-

card through the mail last week which compared Option 1, a $25.6 million renovation, to Option 2, the $83.5 million option that is the subject of the referendum. Millerd’s complaint states that the FAQ flyer does not list the benefits of using a less expensive option to address the needs of the high school. He also lists numerous other objections to the FAQ sheet and states that items listed as facts are “scare tactics” or speculation. If found to be valid, civil penalties for this sort of complaint are typically $1,000 or twice the expendi-

ture, whichever is greater. The FAQ flyer was preprinted at a local print shop and then distributed as a paid insert in the May 27 edition of The Citizen at a cost of $560. The total cost of printing and distributing was $1,230.40. A similar document was distributed at informational meetings sponsored by the town. Millerd charges that authorization to spend funds to distribute the material was done by “individuals (who) are very much in favor of passage of this bond.” He wrote: “This is a clear abuse of power approving the use of town funds to publish information

intended to influence voters to vote in the affirmative.” There was “no abuse of power and no willful attempt” to do anything besides get information out to the public about the bond, Morelli said. Millerd’s EEC filing contained a “comments section” in regards to sections of the FAQ sheet that the complaint claims are bias and that he previously asked the town manager to change. For example, the FAQ sheet from the town states that “the town must submit an application for funding to the state by June 30 to secure current reimbursement lev-

Briefs Police commissioners meeting The Board of Police Commission has scheduled their June meeting for Wednesday June 16, at 6:30 p.m. at the VFW Hall on Massirio Drive. This is the time for citizens to get to meet the five members of the Police Commission as the Chief of Police. Anyone who attends will be able to speak on any subject that comes under the jurisdiction of the commission or the police department in general, such as: crime, motor vehicle matters, traffic signs, or anything else dealing with safety and security of the citizens of Berlin. Last month’s meeting was held at the East Berlin Fire Department Hall, while the turnout was very small it gave the commission and department a very good insight as to what was taking place around the East Berlin area. Chairman of the Commission Bob Peters said: “We learned about motorists that continue to speed in certain areas, fail to obey stop signs, as well as other citizen concerns. These have already been addressed and hopefully will make this area of town more peaceful and safe.” Peters said “Television is not that good during the summer, and this would be a great time to see one of your local commissions first hand, but then again you may wish to watch repeats on TV. Citizens are asked to put the date and time aside and attend the meeting even if they have no questions or concerns.” (Submitted by police Commissioner Robert Peters.)
