Peace Walk honors heroes

McGee Middle School students paid homage to emergency workers during a special event last week. The entire sixth-grade class participated in a Peace Walk Sept. 10. The walk was a way to remember and honor those who lost their lives in the terrorist attacks as well as emergency workers who took part in the rescue efforts. An assembly honoring “the heroes of that day” kicked off the memorial. Afterwards, students marched to Berlin High School led by members of the local police and fire departments. This was a way “to recognize emergency workers for their continued service to our community,” said teachers who organized the activity. (Additional photo and 9/11 proclamation, page 17.)

At its Sept. 7 meeting, the Town Council took a step towards the construction of a new police station by voting to refer the matter of purchasing two Farmington Avenue properties to the Planning and Zoning Commission for review. The properties under consideration are located at 903 and 913 Farmington Avenue, formerly the site of Kensington Furniture. Discussion by the council indicated this would be a prime location for a police station due to its central location and also as a step towards the town’s longterm goal of revitalizing the area around the Berlin Train Stations. The properties consist of about 2.5 acres. The property is contiguous to 889 Farmington Ave.; a 1.65 acre townowned site that the town foreclosed on in 2009. Jacunski Humes Architects were retained to conduct a site analysis to determine whether the Kensington Furniture properties could accommodate the proposed police facility, and whether it is likely that the existing buildings could be reused. The study concluded that the site is appropriate if
about .54 acres of the townowned property is used. After an 8-24 review by PCZ, to determine the appropriateness of this site for this project, the town can then enter into a purchase agreement for the property.
The council also voted to authorize Town Manager Denise McNair to enter into an agreement with an architect, Silver Petrucelli, to investigate ways of reducing

Parents will then follow their student’s Monday schedule, meeting with classroom teachers. Students will complete a copy of their schedule and take it home to their parents, along with information on teacher-parent conferences scheduled for Thursday, Oct. 21.

The Lofts at Sherwood Falls, a major housing initiative in the old Sherwood Tool factory overlooking Paper Goods Pond, is finishing Phase 1 this month. Of those 24 units on the east end, 16 are sold. The first closings are set to take place shortly and occupancy is expected to begin in October. “We’re thrilled,” said CIL Development Inc. President and CEO Martin Legault, praising the town for its support and help with the project. CIL is a nonprofit development organization. Some of its projects are designed to assist people with disabilities achieve independent living. Other projects, such as Sherwood Falls, are geared to the general public and are used to help fund other CIL housing projects. Legault said there are two more phases to the 1 Main St. project which will have 72 units at completion. The middle of the building will consist of 23 units with the balance at the west end. The west end includes the rounded end of the building which overlooks the pond. Those units have not been priced yet and CIL is considering
auctioning them due to the anticipated interest in those unique spaces. ReMax is the realty company handling the sales. The project is expected to be completed in another 16 to 20 months. Legault said there have been no major problems during the renovation. Each phase will be offered for sale as construction is completed. Typically, people do move in even as construction continues, Legault said. “We work around the people living there.” Recent purchases were made by people who will use the loft as their primary residence, he said. The project is billed as “where history meets style.” The old factory was gutted during the restoration, but

The Berlin Police Department Detective Division and staff of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), Tobacco Prevention and Enforcement Program (TPEP), conducted unannounced compliance inspections of establishments that sell tobacco products recently. The inspections were performed in an effort to determine compliance with state laws concerning the prohibition of sale of cigarettes and/or tobacco products to youth under the age of eighteen. Under the direction and supervision of DMHAS investigators, two underage youths, employed by the To-
bacco Prevention and Enforcement Program, entered the establishments and attempted to purchase tobacco products. A total of 25 unannounced compliance inspections were conducted. Of this total, two (2) establishments were found to be in violation of the Connecticut General Statues, 53-354(b), Sale of Tobacco to Minors under 18. The offending clerks at these establishments were issued infractions of $200 by the police for first time violators. Additionally, as of Oct. 1, 2008 it is now illegal for any person under the age of 18 years old to possess/smoke/use any tobacco product in public. The Cigarette Dealer license holder at each establishment also faces additional administrative sanctions from the Department of Revenue Services, the state

Comcast has announced that Mary McLaughlin has been named Senior Vice President for the company’s Western New England Region. In this role, McLaughlin is the top executive responsible for operations, performance and customer service for the region, which encompasses 300 commuMcLaughlin nities in Connecticut, Western Massachusetts, New York and Vermont. McLaughlin, an attorney and 15-year veteran of the communications industry, most recently served as Area Vice President for Comcast’s Greater Boston South operating area. McLaughlin’s efforts extend beyond the workplace and into the community where she is a civic leader serving on the board of directors of the Massachusetts Business Roundtable, New Hampshire Business and Industry Association and the Urban League of Eastern Massachusetts. She is also a gubernatorial appointee to the Massachusetts Governor’s STEM (Science, Technology, Engineering and Mathematics) Taskforce, which is charged with increasing STEM career awareness with middle school students. Berlin Fair President Peter Hansen said visitors to this year’s event may notice some areas of the Beckley Road fairgrounds have gotten overhauled — but some important improvements may be overlooked by the casual observer. “We’re redoing the interior of the youth building — we’ve done a lot of work on the interior,” Hansen said. In addition, there has been major work done on the commercial building. Hansen said the work is all done by volunteers, but even so, keeping up the maintenance on the facility and grounds is expensive. With midway areas, housing for

Democrats plan hotdog roast
The annual Campaign Kickoff Hotdog Roast, sponsored by the Berlin Democratic Town Committee, is scheduled for tonight, Sept. 16, from 6 to 8 p.m. at the VFW on Massirio Drive. Work is underway to complete the new Veterans Memorial Park, part of the town’s ongoing Streetscape project. The site, shown above, is located next to Stop & Shop. In the photo, town officials gathered last week to inspect the work. The “town center” development includes an improved sidewalk system and other enhancements. Director of Economic Development Jim Mahoney said this phase of the park’s development will move quickly and should be completed in about two months. At this time, areas of the site are being cleared in order to “open up views to the pond” and get rid of debris, Mahoney said. Eventually, there will be new landscaping, including wildflower areas.

School Essays Annual Tunxis competition looking for high school entries

Tunxis Community College has invited 22 high schools to submit student entries for the 3rd annual Art and Academic Challenge scheduled for Saturday, Oct. 23. Junior and senior high school students may compete in the following nine discipline categories: art, current events/history, math, music, photography, public speaking, sciences, theatre (monologue), and writing (poetry, short story). Competitions, which will take three forms, include sequestered testing, contests held the day of the event, and juried competition. A gold, silver and bronze medal will be awarded in each discipline. Snacks and entertainment will be provided throughout the day. Teams of judges for each discipline competition will consist of Tunxis educators and other local experts in their fields. Obituaries Laurie Hibbard
Emil Thomas Albert Emil Thomas Albert, 71, of Kensington, husband of Susan (DeMers) Albert, died peacefully Sept. 6, 2010 at Brittany Farms Healthcare Center in New Britain. Born in New Britain, he was the son of the late Emil F. and Margaret (Ford) Albert. He was a Kensington resident most of his life and was a U.S. Navy Veteran. He was formerly employed as vice president at Deephouse Equipment before purchasing the company, which became Albert Equipment. He was later employed at Cooke’s Equipment in Wallingford and Eastern Equipment in Berlin before working at Manafort Brothers as a construction coordinator. He was a member of Kensington Congregational Church, a charter member of the Berlin Jaycee’s, and was a founder and organizer of the Berlin Midget Football Program. He served the Town of Berlin as a Commissioner for the Handicapped, on the Inland Wetlands and Water Resources Commission, on the Berlin Democratic Town Committee, as a Justice of the Peace, and as a Berlin Little League Baseball Coach. Surviving are his devoted wife Susan (DeMers) Albert; three daughters, Karen
Shirley Bors Shirley (Petrofsky) Bors, 50, of Annapolis, Md. for the past 22 years, died Sept. 2, 2010. She was born Nov. 14, 1959 to Louise and the late Ray Petrofsky in New Britain and grew up in Berlin. She married James Michael Bors of New Carrollton, Md. on Feb. 16, 1985. She devoted herself to raising their sons, Michael James Bors, 19, and Jeffrey Sean Bors, 17. She was a member of St. Andrew bythe-Bay Catholic Church, where she served as lector and member of the Liturgy

Laurie (Wilson) Hibbard, 74, of Kensington, the widow of B e n n e t t Heaton Hibbard, died Sept. 2, 2010 at home with her family at her side. Born in Augusta, Maine, the daughter of the late Irene (Tufts) and the late Gerald Wilson, she lived in the Kensington area since 1956. After graduating from Westbrook College, she completed her National Registry degree at New Britain General Hospital School of Medical Technology, and worked in the laboratory at the hospital for a number of years. She was a member of Kensington Congregational Church where she sang in the choir since 1970, served on the board of deacons and board of trustees and did volunteer work with the Junior League of New Britain. She loved music, singing, theater, traveling, and the ocean. She is survived by a son, Jonathan Stanley Hibbard and his wife Ashley of East Higganum; a daughter, Tracy H. Bishop and her husband Joey of Groton, Mass.; a sister, Thelma W. Gray of Mansfield, Mass.; a grandson, Jeffrey Hibbard; and a companion, J. Thomas McCreary. A memorial service was held Sept. 9, 2010 at the Kensington Congregational Church. Burial in Maple Cemetery, Berlin, will be at the convenience of the family. I also would like to mention to those, who might not otherwise know that there are laws that state the responsibilities of both riders and motor vehicles on the road. Connecticut State Statutes 14-293b in particular. The Connecticut Horse Council has an excellent brochure on the subject (www.cthorsecouncil.org click publications). But if you just remember to go wide and slow and not beep your horn, that will be fine. It is not usually the cars that cause a horse to spook, but the sinister looking lawn ornament or critter in the bushes that causes the horse to jump into a car’s path. Remember, wide and slow. When I can, I like to stop and talk. Maybe I will see you at the Kensington Café or Dairy Queen and can

Sharing the road
To the editor: Living with horses in this day in age can be difficult, yet very rewarding. The difficult part is finding places to ride. Many farms in Connecticut have been sold, land that was once open space is now a track of houses and since Sept. 11 places and trails, namely reservoirs, that were once available to ride on, are now off limits. That leaves little choice for people who like to ride outside of a dusty ring. For me, riding down the road gives me a chance to chat with neighbors, see what would otherwise be a blur and give my horse a mental break from the work in the ring. My experience on the road here in Berlin has been mostly exemplary. People have been kind, often smiling and waving as they pass slowly, giving us a wide berth. To them I want to give

Rep. Joseph Aresimowicz (D-Berlin/ Southington) has announced a ceremony to honor Berlin veterans with a wartime service medal. The event will be held at the McGee Middle School in Berlin on Tuesday, Dec. 14. “This is a great opportunity for us Aresimowicz to honor our veterans who have served our nation during periods of war with the Connecticut Veterans Wartime Service Medal,” Aresimowicz said. “I welcome all eligible veterans to participate and for those who
need eligibility information we can provide you with an application.” Aresimowicz explained that veterans, or a relative of an eligible veteran, can obtain the Connecticut Veterans Wartime Service Medal application by calling his office at (860) 240-0082. The hope is for these new administrators, the BOE, staff, Morelli and the Public Building Commission to work together with Silver, Petrocelli & Associates to review and prioritize the educational specifications outlined in the Statement of Need for a new high school. To accomplish this, the council voted to authorize the sum of $7,500 to pay Silver, Petrocelli & Associates, who are the engineers/architects that have been working on this project since the beginning, to continue to work on it. The council’s directive is to see if the “renovate as new” project can be scaled back while still preserving

(Gov. M. Jodi Rell issued the following proclamation as part of the state’s observance of the ninth anniversary of the terrorist attacks of 9/11.) Sept. 11 is a solemn anniversary that reminds us all of the fragility of human life, but also of the strength and resiliency of the human spirit. The day serves as a somber occasion that will forever bring to mind images of destruction, despair and memories of those we lost in the attacks on our nation. But equally powerful will always be the vivid memories of heroism, selflessness, and courage that formed common bonds among caring citizens everywhere. This day ultimately brought us closer as a people and strengthened the fabric of our nation. As years pass and details fade, the heart of this occasion never loses its importance or impact. Events like this are first and foremost about people — the innocent people who lost their lives

Councilors David Evans and Kari Drost both voted against this expenditure and, in my opinion, neither their “no” votes nor their arguments in support of their “no” votes made sense. Apparently they don’t feel it’s important to get the parties back to the drawing board to attempt to address the concerns that were raised before and during the referendum process. That is what needs to be done to continue to move this project, and Berlin, forward. Bottom line — this project is not going to move forward without appropriating the money for the expert engineers and architects to continue to work on it. (They are nice enough guys, but don’t work for free). Oddly enough, both Mr.

If we can do that, I have all the faith in the world that Berlin will follow our lead and rise to meet and overcome this challenge because it is simply put; critical to the education of our kids and the future prosperity of our town.

Lawrence The Berlin Citizen There’s a new gift shop in town and shoppers should know that a purchase here is definitely a gift that keeps on giving. Good Cause Gifts, 150 Mill St., gives customers a chance to pick up a top-shelf present and help out worthy causes at the same time. The store is an initiative of the nonprofit Futures Inc. and its mission is “to create competitive employment opportunities for Berlin residents with disabilities.” Many of those who work at

the store are members of the Berlin Out & About Club, which has about a dozen core members. “It’s been a long time coming,” said Mary Greene, of Futures, and store manager, as she cut the ribbon to officially open Good Cause Gifts. She was joined by a crowd of supporters who also took advantage of the chance to peruse the wide range of merchandise the shop offers. Customers will find items for hostess gifts, showers, birthdays and many other occasions. There are jewelry, purses, candles, gardening items and specialty foods, such as a line from the Barefoot Contessa. Many items are “merchandise for a cause” and support charitable organizations. Flu vaccination season is coming
While we have become accustomed to “Back to School” sales signaling the coming end of summer, a more recent indication that fall is on the way is the early emergence of signs and advertisements for flu shots. However, these vaccination signs should not be interpreted to mean that influenza is expected earlier than usual; rather, they reflect the fact that pharmaceutical companies have not encountered major problems in the production or distribution of
the vaccine this year. According to the CDC, “most of the time seasonal flu activity peaks in January or later.” Since 1976, 60 percent of the flu seasons did not reach a peak until February or later. With the exception of last year, when the new strain of 2009 H1N1 predominated, the previous four flu seasons in Connecticut peaked in late February and the number of cases remained high into the beginning of March. As usual, the flu vaccine protects people from the three strains of influenza that are likely to be circulating this flu season. For the 2010-2011 season, the vaccine is comprised of A/California (2009 H1N1), A/Perth (H3N2), and B/Brisbane. Flu vaccines provide annual protection and flu strains change regularly, so it is important to get a new flu shot every year. (Note: even if you received your H1N1 vaccination last year, you need to be immunized again this season.) The Central Connecticut Health District has scheduled flu vaccination clinics in Berlin, Newington, Rocky Hill, and Wethersfield as follows: Berlin: Community Center, 230 Kensington Road. Thursday, Oct. 21 from 9 a.m. to noon. Tuesday, Nov. 16 from 3 to 6 p.m. Newington: Newington Senior and Disabled Center, 120 Cedar Street, Newington. Defending champs eyeing more titles By Nick Carroll The Berlin Citizen
The 2010 fall sports season at Berlin High School kicked off this week. The following takes a look at some of the BHS varsity teams that will be competing this fall:
Football
Coach: John Capodice (seventh year, 51-16). Assistants: Josh Rosek (defensive coordinator), Bob Mayette, Mitchell Egazarian, John Paul Demko, Joe Aresimowicz, Mark McLeod, Rich Rosek, Don Dellaquila, Rick DeGroff, Mike Mendoza. Last year: The Redcoats rolled up a record of 10-2, and claimed the CIAC Class M state championship — the program’s first state crown — and the Central Connecticut Conference Division III title. Berlin bested Bethel, 46-6, in the Class M finals. Key losses: The locals graduated a lot of talent, including A.J. Marsiglia, Taylor Tavarozzi, Dave Campagna, Dan Hackett, Zach
Parsons and Kyle Connolly. This season: Berlin returns several guys who played a big role in the locals’ historic run last season, including the program’s all-time rushing leader, senior running back Max DeLorenzo. The University of Connecticut-bound DeLorenzo rolled up 2,154 yards as a junior and tallied 28 touchdowns. Other key returnees include senior Mason Powers and junior Tommy Undercuffler. Powers, a fullback/linebacker, manufactured a team-high 84 tackles in 2009, while Undercuffler, a wide receiver/defensive back, had 40 tackles and a team-best nine interceptions. Also back this year is senior wide receiver/linebacker Frank Murphy and senior tackle/defensive lineman Joe Dellaquila. Murphy and Dellaquila made 19 and 29 tackles respectively as juniors. Senior Zack Zulkiewicz will take over for Dan Hackett at quarterback this fall. Zulkiewicz is a transfer from Northwest Catholic. DeLorenzo, Powers, Murphy and Dellaquila will serve as team captains. Outlook: Coach Capodice likes his guys’ work ethic and attitude and expects the Redcoats to contend for the CCC Division III and Class M titles this fall. “We have a great group of kids who are entertaining to watch on Friday nights,” said Capodice. CCC Division III has added Bloomfield and East Catholic. Also, this season, the state playoffs have been expanded from 24 teams in six classes, to 32 teams in four classes.
Girls soccer Coach: Steve Yanosy
(ninth year, 107-26-7). Assistant: Katie Malloy. Last year: The Lady Redcoats went undefeated during the regular season en route to claiming the Central Connecticut Conference South Division title. The locals were knocked out of the CIAC Class L state tournament in the quarterfinal round with a 2-1 loss to Avon, and wrapped up the year with a mark of 17-1. Key losses: Berlin graduated eight players, including starters Blair Ferry, Kerry Scalora, Nikki Kureczka, Kim Rasmussen and Maggie Murphy. This season: The defending CCC South champs will lean heavily on Jess Lavoie. The senior midfielder dished out five assists and scored three goals in 2009. Coach Yanosy said Lavoie is a NCAA Division I-caliber player. Joining Lavoie at midfield are juniors Shannon Murphy and Kira Eleveld, and sophomore Cat Voelpel. Another midfielder, senior Mal-
lory Brochu, is recovering from an injury, but should return late in the season. Expected to help the Lady Redcoats in the scoring department this fall are junior forward Emma Johnson and sophomore forward Bianca Jacques, who Yanosy described as a “dynamic” player. Manning the net for Berlin, once again, is Robin Riggott, a junior. Riggott earned some starts as a freshman, and was the fulltime starter in goal as a sophomore. Fronting Riggott this year are seniors Anna Chmura, Jackie Carlson and Jenna Brousseau, and junior Dana Hebert. Lavoie, Chmura, Brochu and Carlson will serve as team captains. Outlook: Berlin returns some varsity-tested talent, and its center midfield is strong. However, the locals’ roster was hit hard by graduation and a lot of new faces

Hubbard Elementary School fourth grader Kevin Dunn competed in the 9th Annual Connecticut Kempo Invitational Karate Tournament this past spring at Sports World in East Windsor. Dunn earned third place for sparring and second place for Forms and Kata in the Junior Black third-fifth degree all ages division. This summer, Dunn was awarded his black belt in Kempo karate from the Kempokan Martial Arts school in Newington.

At the 2009 Class M meet, Cass and Burek teamed with DeGroff and Bell in the 200 medley relay. The foursome placed 10th. Also, at last year’s Class M championships, DeGroff, Bell, Martino and Piotrowicz swam to a 13th place finish in the 400 freestyle relay. The Lady Redcoats’ highest Class M relay finish last fall — eighth place — was registered by the 200 freestyle team of Piotrowicz, Cass, Martino and Taylor Recck. In individual events, Martino was 15th in the 100 backstroke in Class M and Pawelczyk was 19th in diving. McCarthy lists Rachel Silvia, Olivia Kadja, Jenna Paradis and Carla Mangiafico as her team’s top newcomers. Kaitlyn Synnott and Kayla Mazzarella will serve as team captains. Outlook: Berlin has a talented and motivated crop of seniors, but as a whole, the Lady Redcoats are young. Still, McCarthy likes her team’s competitiveness, and is looking forward to qualifying lots of athletes for the state meet. “I look forward to a fun season filled with best times,� the second-year coach said. “This team is full of girls who love to swim, and who go into every meet wanting to improve. I am lucky to have such motivated and hard-working girls on my team this season.�

Continued from page 1 the cost of renovating Berlin High School. The original project cost of $83,250,000 was defeated in the referendum vote in June. A few residents, who spoke, during the audience of citizens, said there is still a pressing need for renovations to be completed at Berlin High School. In anticipation of further analysis of the project, the Public Building Commission recommended that the council authorize up to $7,500 for further analysis of the project.
The motion passed following a lengthy period of debate. Republican Councilor Karen Drost opposed the motion. She said the motion should require the Town Council to take a more active role in deciding, together with the Board of Education and architect, how much money should be delegated to renovating Berlin High School. Deputy Stephen Morelli, a Democrat, argued the opposite, stating it was the responsibility of experts and professionals of the given field to decide such matters.

LEGAL NOTICE TOWN OF BERLIN PERSONAL PROPERTY DECLARATION FORMS Joseph Ferraro, Assessor, has announced Personal Property declaration forms will be mailed to professional and business offices, as well as to private citizens having taxable personal property located in the Town of Berlin by mid September. If you do not receive one, they will be available at the Assessor's Office. Connecticut General Statute, Section 12-41, requires each taxpayer with assessable personal property to file a declaration of such property with the Assessor each year the taxpayer owns such property. The deadline for filing is on or before November 1st, 2010. Anyone failing to properly complete and submit his or her declaration will be subject to a 25% penalty. Personal Property includes, but is not necessarily limited to: MACHINERY, COMMERCIAL FURNITURE AND FIXTURES, MECHANICS'S TOOLS, UTILITY EQUIPMENT, ELECTRONIC DATA PROCESSING EQUIPMENT, ALSO ANY UNREGISTERED MOTOR VEHICLES, ALL LEASED OR LOANED FIXTURES AND EQUIPMENT, ETC. The Connecticut General Statues 12-81 (72) allows a five-year, 100% property tax exemption for eligible machinery and equipment acquired and installed in a manufacturing or biotechnology facility. For the October 1, 2010 Grand List, eligible property must be acquired and installed in a facility on or after October 2, 2002 The Connecticut General Statues 12-81 (74) allows a five-year, 100% property tax exemption for eligible new commercial motor vehicles. Effective on the October 2000 list, the exemption is available to two "classes" of vehicle distinguished by their gross vehicle weight (GVW) rating, acquisition dates, and use. The original exemption, described in clause (i), is available to vehicles that were first registered in Connecticut (but not registered before, anywhere), on or after August 1, 2003, used exclusively to transport freight for hire and have a gross vehicle weight rating in excess of 26,000 pounds. The original vehicle exemption imposed qualification criteria contained in the US DOT Code based on vehicle's use or the material transported by the vehicle. The second classification, as described in clause (ii), is for new vehicles, first registered in Connecticut on or after August 1, 2003, with a gross vehicle weight rating in excess of 55,000 pounds and which do not qualify for exemption under the criteria for the clause (i) exemption (with US DOT Code limitations).
