Underpayments, buyouts leave pension system 13% funded By Devin Leith-Yessian The Citizen
The town’s pension fund was nearly empty at the close of the last fiscal year due to years of inadequate funding leaving the fund with barely enough to cover payouts as employees retire. A $1.6 million payment in the current budget shored up a system that was left with $68,000 at the end of last fiscal year, which closed in June 2018, however, the fund remains only 13 percent funded. Mayor Mark Kaczynski and Board of Finance Chairperson Sam Lomaglio said they are working on a deal to cut roughly $400,000 from the pension contribution in the proposed budget, shifting those funds to the general fund budget to offset the need for a tax increase. The $1.2 million pension contribution would be less than the actuaries’ recommendation, but Kaczynski believes $1 million should cover anticipated buyouts next year. The remaining $200,000 would go towards annuity payments.
“It’s a way we can reduce the mill rate and not really hurt anything,” Kaczynski said. “It’s not an ideal situation, but we still have money set aside for the pension fund.” The council was expected to vote on the Board of Finance’s budget proposal by Wednesday night. The payment would come from the budget reserve fund, essentially the rainy day fund, allowing the town to cover buyouts anticipated for this year without having to raise taxes or push services out of the budget. The majority of the annuity payment makes up for years of underfunding. Berlin only began contributing the recommended amount in 2018, and often paid between nothing and $700,000 in prior years, Finance Director Kevin Delaney said. He also said the town would only need to pay $100,000 next year if it had been making the recommended payments annually. "This has been built up over many years, and so, part of it is also, for lack of a better

word, fairness. Taxpayers today, it could be residents or businesses, taxpayers today are being asked to pay on a liability that's been built up over many, many years," Delaney said. "It's probably not fair to burden today's taxpayer with all of that cost if we can avoid it.” Delaney said if the employees remaining on the plan all took buyouts this year the town would face a $7 million payout, however, he only anticipates two to three of the 13 eligible members to retire in 2019. For around five years, every member of the plan who has retired has taken a lump sum payout rather than ongoing annuity payments, which has drained an already starved fund. Berlin Police Sgt. Mark Soneson, who is the vice president of the local police union, said employees prefer the buyout over an annuity largely because it allows for more flexible estate planning and can accommodate for inflation if a portion of the money is invested. The bridge was constructed in the 1950s, and during recent inspections performed by the state DOT, was identified as being in poor condition. Staff investigated available funding sources, and was successful in securing a local/ state grant whereby 50 percent of the project would be state funded, and the remaining 50 percent to be locally funded. How frequently you should review your estate plan depends on how old you are and whether there has been a significant change in your circumstances. If you are over age 60 and you haven’t updated your estate plan in many years, it’s almost certain that you need to update your documents. After that, you should review your plan every five years or so. But if you’re younger, you don’t need to do so nearly as often. Age: Here are a few age ranges and what they mean in terms of estate planning: 18-30 Everyone needs a simple Will,durable power of attorney, health care proxy, and HIPAA release so that they have people they choose to step in and make decisions for them in the event of incapacity. 30-40 Once you begin accumulating assets, get married, and have children, it’s important to create an estate plan to care for your loved ones in the event of your death. It also can’t hurt to update your durable power of attorney, health care proxy and HIPAA release, since the people you may have appointed at 18 (your parents?) may not be the people you want in these roles at 35. 40-60 Unless there’s been a change in your circumstances, and assuming you’ve set a good plan in place during your 30s, you probably don’t need to review your estate plan during your 40s and 50s. 60-70 Once you’ve hit your 60s, it’s time to take a look. Your children are probably grown. You may have grandchildren. And, hopefully, you’ve accumulated some wealth. The people you appointed to step in in the event of incapacity when you were 35 may not be in a position to assist when you’re 65. You may have retired or are contemplating doing so. And, unfortunately, the chances of disability or death increase with every year. 70+ Now it’s time to review your plan every five years or so. Changes happen — to your health and that of your loved ones, to the tax laws, to the programs supporting long-term care or disability care. It’s important to have a plan in place and to adjust it as circumstances change. It is also time to think about asset protection planning for disability. Change in Circumstances: While the timeline above outlines when you should review and perhaps update your estate plan, it needs to be supplemented by the following potential changes in circumstances that would warrant a review of your plan to see if it still meets your goals and needs: Marriage. You’re likely to want your assets to go to your spouse and to name him or her to be your agent in the event of incapacity. Divorce. Likewise, if you get divorced, you probably won’t want your assets to go to your ex-spouse or to rely upon him or her to step in if you were to become incapacitated. Children. Once you have children, you’ll want to provide for them and to name someone to step in as guardian in the event of your death or incapacity and that of their other parent, if any. Generally, once you have a plan in place you do not have to update it if you have more children. Disability. If you or someone who would inherit from you becomes disabled, you will need to plan to protect and manage your assets, whether for yourself or for your beneficiaries. Wealth. If you accumulate sufficient assets to exceed the thresholds for state and federal estate taxes — $11.4 million federally, $3.6 million for Connecticut — you may want to plan to reduce or eliminate such taxes. Moving. If you move to a new state or country, it will be important to have your estate plan reviewed to make sure it works in the new jurisdiction. In short, you should review your estate plan when there is any major change in circumstances and every 5 years once you reach age 60. If you’re over 60 and haven’t updated your estate plan in many years, now’s the time. Then, having a review every five years is definitely a good rule of thumb. A group of Berlin High School students fitted in freshly-ironed, button-down shirts, polished shoes and patterned skirts eagerly sat in the school’s Library Media Center on Wednesday, March 25 to hear their names called and become official members of BHS’s first chapter of Rho Kappa. Created by the National Council for Social Stud-
ies, Rho Kappa is the only national council for juniors and seniors that recognizes excellence in social studies.

Mattress disposal options available

Berlin High School Hall of Fame The Berlin High School Hall of Fame Class of 2019 is: Edwa rd Magruda (Class of 1937), Kenneth Burt (Class of 1957), Sean Garrison (Class of 1990), Joy Cooper (Class of 1992), Bill Robinson (Class of 1999), Kyle Zarotney (Class of 2006), and the 2006 CIAC Division III state championship boys basketball team.
Joy Cooper, Class of 1992 Joy Cooper was a three-sport athlete, participating in volleyball, basketball and softball, where she was also a multiple All-Academic Northwest Conference selection. She went on to study social studies and education at Central Connecticut State University, graduating in
May 1996. She returned for her masters degree in reading and language arts in 2002.
(92 percent accuracy with her serves) in 1992 and the same year was an All-Northwest Conference selection.
Cooper’s professional and personal values were largely shaped from her high school experience.
Her determination to excel in sports was demonstrated by the fact that she was a three-year starter in each sport.
She was a dedicated athlete, who recognized and honored the importance of teamwork and sportsmanship. She understood how her role on the team contributed to the team’s success, serving as captain her senior year for all three of her teams. Additionally, she was also recognized for her academics, receiving AllAcademic awards her senior year in each sport. During her volleyball career, she won the Coaches Award in 1991, the Serving Award
For Cooper, the school year was divided by seasons, not semesters. And, as the fall season came to a close, she traded in a volleyball for a basketball. As a four-year letter-winner in basketball, Cooper recognized the importance of foundational skills and perseverance. She won the Free Throw Award twice, in 1991 and 1992. She was also an All-Northwest Conference selection in 1992 along with being an All-Tournament
Team selection during the Southington Christmas tournament in 1992. During that season, Cooper motivated her team as the captain and participated in the Senior All-Star game. As spring rolled around, Cooper could be found behind the plate at Sage Park where she handled catching duties and was a three-time All-Northwest Conference selection. As a member of the 1990 Class M state championship softball team and the 1991 state runner-up team, Berlin Hall of Fame Coach Ken Parciak referred to her as a clutch hitter, who was a natural athlete and a force behind the plate. give personal information to someone you don’t trust or someone pressuring you. n Close any email without clicking links if it claims you owe money or offers tax services. n Ignore calls, texts or emails from anyone claiming you owe money. If you believe you might actually owe money to the DRS or IRS, find contact information independently and don’t rely on information provided in messages.
The IRS issued similar advice when unveiling its “Dirty Dozen” list of tax scams in March. “Taxpayers should be on constant guard for these phishing schemes, which can be tricky and cleverly disguised to look like it’s the IRS,” IRS Commissioner Chuck Rettig said on March 4. For those who think they owe money, the IRS said it typically initiates contact through mail delivered by the U.S. Postal Service, and not by phone call or other form of contact. The agency also urges taxpayers to only make federal tax payments to “United States Treasury.” The IRS said scammers have become more sophisticated and use emails, websites and social media accounts that appear affiliated with the agency or a legitimate tax preparation firm.

BERLIN- Anne E. “Coco” Stanford, 98, of Berlin, passed away peacefully surrounded by her family, on Thursday, March 28, 2019. Born in New Britain, she was the daughter of the late Paul and Anna (Brown) Swartz. She was the wife of the late Richard Stanford, who passed away in 1953. Richard had served in the U.S. Army Air Corps during World War II. Anne worked at New Britain Machine for many years as a telephone operator, and was an avid member of their card club. She enjoyed traveling as much as possible and took many cross country trips to visit the west coast. Anne was very creative and loved painting. She was a member of St. Paul’s church for many years. Anne is survived by her son Richard Patrick Stanford of Berlin; and she will be missed by many friends including the Brown and Hrenko families. She was predeceased by her brother Edward Schwartz.
