Library staff will receive training to help homeless

BERLIN HISTORICAL SOCIETY MUSEUM

Staff at local libraries will receive training from a social worker on how to help patrons who are homeless or suffer from mental illnesses. Berlin-Peck Memorial Library Director Helen Malinka said libraries have become a haven for people experiencing difficulties and facilities provide warmth as well as books and access to the internet. The part-time worker who will train staff will rotate between the Berlin, Plainville and New Britain municipal libraries, visiting once a week. The worker, who will also be available to staff by phone, is being provided by the behavioral health program at the Hospital of Central Connecticut and is being paid for by a grant split between the Community Foundation of Greater New Britain, which contributed $11,228, and the Main Street Community Foundation, which gave $2,500.

Effort underway to honor late BHS coach, teacher By Jack Carroll Special to The Citizen

Staff and students at Berlin High School are pushing to have the newly-renovated BHS tennis courts named in honor of Rex Smith. The longtime BHS math teacher and tennis coach passed away in November 2018.

Smith fought hard for the renovation of the courts. He spent countless hours researching the color, design and materials, and constantly checked on the progress of the proSmith ject.

When can you delay taking Medicare? Although you’re eligible for Medicare at 65, there are circumstances in which you might not want to apply, particularly if you’re working for a larger employer or contributing to a health savings account (HSA). However, you may face penalties if you don’t sign up at the right time, so it’s important to know when you can delay signing up without a penalty. You can first sign up for Medicare during your Initial Enrollment Period, which is the sevenmonth period that includes the three months before the month you become eligible (usually age 65), the month you are eligible and the following three months. If you don’t sign up for Medicare Part B during this period, your Part B premium may go up 10 percent for each 12-month period that you were eligible but declined to have Part B. Your Medicare Part D premium will increase at least 1 percent for every month you wait. Some people who are still working may be exempt from these penalties. If you work for an employer with 20 or more employees, you usually can delay signing up for Medicare Part B without penalty because your employer’s insurance will be considered the primary insurer. However, if your employer has fewer than 20 employees, you will probably need to sign up for Medicare Part B when you’re first eligible. Check with your employer to make sure your insurer will expect Medicare to be your primary insurer. Note that COBRA coverage, insurance plans you purchase privately, retiree coverage and VA benefits don’t count as health insurance plans for Medicare purposes. In other words, just that you have some type of health insurance doesn’t mean you don’t have to sign up for Part B when first eligible. To be able to delay taking Part B without penalty, your insurance must be from an employer where you actively work, subject to the 20-employee rule noted above. Before making a decision about Part B, you should contact Social Security by dialing 800-772-1213 or visiting your local office. If you’re working or have private insurance, you may be able to delay Medicare Part D without a penalty. Beneficiaries are exempt from the penalties if their insurance is at least as good as Medicare’s. This is called “creditable coverage.” Your insurer should let you know if their coverage will be considered creditable. You may also be able to avoid or delay getting Part D if you enroll in a Medicare Advantage plan that offers prescription drug coverage. If you’re working, you generally can enroll in Medicare Part A, which is free for most people, without consequences. However, if you are contributing to a health savings account at work, you cannot sign up for Medicare. Part A covers institutional care in hospitals and skilled nursing facilities, as well as certain care given by home health agencies and hospice care, so you should analyze whether the HSA is worth losing out on the Part A coverage. GOP lawmakers talk tolls at forum By Bailey Wright Record-Journal staff

The event was hosted by ranking members on the Transportation Committee, Rep. Laura Devlin, R-Fairfield, and Sen. Henri Martin, R-Bristol. Questions were also fielded by Sen. A couple weeks ago, Gov. Ned Lamont laid out his plans for tolls, which he said would come before the state legislature by combining three tolling bills into one. Lamont’s plan proposes 53 gantries along four major highways, Interstates 91, 95, 84 and Route 15. Republicans claim other roads, like Route 7, may be included, raising the number of gantries to 82. Fasano said passing the bill would only mean authorizing Lamont to add tolls, arguing that after that, the legislatures’ opinions would not be sought as to how many or where the tolls should go. Tolls would bring in $800 million annually, according

Zullo said that Prioritize Progress is a great solution for the present and a “predictable solution for the future,” especially compared to tolls, which the representatives said wouldn’t generate revenue for at least another five years, and would be less predictable. “One of the things that Prioritize Progress does is it delivers predictability, it delivers sustainability,” Zullo said during the forum.

Republicans have proposed an alternative to tolling that they believe will still work to fix the state’s infrastructure problems, but through bonding instead of tolls. Their plan is called Prioritize Progress.

Prioritize Progress would likely mean allocating as much as $700 million in bonding for transportation, according to the GOP lawmakers’ presentation.

During her April 22 presentation, Devlin said that 60 percent of toll revenue would be paid by Connecticut residents, around $645 million. Adding the $500 million in gas taxes, Republicans say residents would be paying $1.1 billion in transportation costs.

Connecticut has a $1.9 billion cap on bonding that was included in the most recent budget, which got support from Democrats and Republicans.

Lawmakers expect to vote on pregnancy center bill Connecticut lawmakers are pressing ahead with legislation they say will clamp down on “deceptive advertising” by pregnancy crisis centers, despite legal setbacks experienced elsewhere in the U.S. with similar laws. Joe Aresimowicz, the Democratic speaker of the house, said that after speaking to senior staff, he is “comfortable with moving forward” with the bill awaiting action in the House of Representatives. He predicted the legislation could come up for a vote in May. The session ends June 5. The bill would prohibit the typically faith-based centers from making false or misleading statements about

services they provide, while allowing the Connecticut attorney general to seek a court order Aresimowicz to stop such deceptive advertising. Critics contend the clinics harmfully mislead patients when they’re seeking medical care and are designed to discourage women from seeking abortions, often by providing inaccurate information or by using delay tactics. Supporters, however, argue the pregnancy centers provide important counseling and medical services, including ultrasounds and

pregnancy tests at some locations, and do not try to persuade women against having abortions. They argue that Connecticut already has laws on the books regulating deceptive practices and that this bill is unnecessary. The pregnancy centers have become a flashpoint in the national debate over abortion rights. Last June, the U.S. Supreme Court struck down a California law, the first of its kind in the nation to require such centers to provide information about access to birth control and abortion. The ruling was seen as a blow to abortionrights supporters, who saw the law in California and other states as a step toward beating back the national

Kohl’s to take Amazon returns By Mary Ellen Godin Record-Journal staff

Kohl’s and Amazon will roll out the program to all of Kohl’s more than 1,150 locations across 48 states. Kohl’s has 22 stores in Connecticut including locations in Wallingford, Berlin, Plainville, Waterbury and Hamden. Kohl’s will accept eligible Amazon items, without a box or label, and return them for customers for free. The existing program requires customers to package and label their returns.

Meanwhile, the city of Hartford is facing legal action over its ordinance concerning pregnancy centers, which took effect in October 2018. The rule requires such centers to display signs at every public entrance, in English and Spanish, that state the facility does not have a licensed medical provider on site to provide services. Earlier this month, the nonprofit Caring Families Pregnancy Services, based in Windham, filed a federal lawsuit against Connecticut’s capital city, seeking an injunction to stop Hartford’s ordinance. Democratic House Majority Leader Matt Ritter, of Hartford, said the bill is crucial considering communities like his are “forced to defend a constitutional claim” that local ordinances regulating pregnancy centers violate free speech and religious freedom rights. A similar bill died in committee last year. “If you can do it by state law and let the Attorney General’s Office defend that lawsuit, I think it’s the right way to do it,” said Ritter, an attorney who contends his city’s ordinance is constitutional. Wolfgang said he’s not aware of any community besides Hartford having such an ordinance. There are 24 pregnancy clinics in the state. Wolfgang questions the accusations of advertising, arguing the legislation is more about declining rates of abortion. “The abortion industry wants to use the heavy hand of government to take out the competition,” he said.

Berlin Public Schools and the Choice Program The state of Connecticut has the largest achievement gap in the nation. The achievement gap is a gap in performance between the high income students and low income students. The achievement gap is an ongoing nationwide concern that Connecticut has failed to suc-

Edward Maguda was one of Berlin High School’s first three-sport athletes and the Berlin Beacon referred to him as the second Babe Ruth because of his baseball prowess.

After graduating, Maguda played with the Kensington Maroons semi-pro baseball team, which would typically play before 1,000 fans at the Percival field.

In 1941, Maguda joined the Navy, serving on the aircraft carrier USS Wasp as a deck gunner. On Sept. 15, 1942, while on patrol in the South Pacific covering operations for convoys and resupply units, the ship headed to Guadalcanal and was struck by Japanese torpedoes. One

hundred ninety-three shipmates were lost in the attack, while 171 officers and 1,798 enlisted men survived, Maguda among them. After leaving the service in 1945, Maguda played fast pitch softball for five years with the Villa Garden Restaurant team.

Mitchell led the team in the state championship game with 26 points. Thompson scored 12 of his 13 points in the second half and Zarotney had eight points and nine rebounds. Mitchell was selected as the state championship MVP. Other notable achievements during the season were the team being a Northwest Conference tournament finalist. Mitchell and Zarotney were named to the AllNorthwest Conference and All-Northwest Conference tournament teams. Zarotney was a McDonald’s All-American nominee and Mitchell became a 1,000 point scorer during the championship season, his junior year. The Hall of Fame induction ceremony was held Sunday, April 28.
