Berlin Police Commissioner Bob Peters resigned Tuesday, Jan. 22 amid backlash in response to published reports that he was recorded making racist remarks to other residents.

Customers have been preordering at J.Timothy’s Taverne in Plainville since Monday. The restaurant is home to the famous “Dirt Wings,” featured on The Food Network, Travel Channel and other national platforms. “This time of year here for us is chaos, but it’s organized chaos” said general manager Greg Gardner. Between 35 and 40 wings come in buckets, and are made with extra buffalo sauce and fried twice.

Author talks about state’s most prolific serial killer Attorney Anne K. Howard is really interested in the moment where a human being becomes a monster. For a three-year period, her search took her to a place most people wouldn’t go for any reason — the mind of Connecticut’s most prolific serial killer.

"If I knew what I was getting into, I don't know if I would have written the book,” said Howard.

“When you are writing true crime, it is controversial, but you can’t deny that there is a big audience for this, including me,” she said. The particulars of Howell’s crimes are monstrous. Howell would rape and murder his victims in his van, and then deposit the bodies down a ravine behind a Hartford Road strip mall in New Britain. He would then return the next day, park in a McDonald’s next to the mall, and bury the bodies in the woods.

“He would never be sighted by anyone,” Howard said. Three bodies were discovered in 2007. The same year Howell pled under the Alford Doctrine to the murder of Nilsa Arizmendi and received a 15-year sentence. Pleading under the Alford Doctrine means that Howell did not admit guilt in the crime but conceded that the prosecution had enough evidence to secure a conviction. After four more bodies were discovered in the same location in 2015, Howell was sentenced to 360 years in prison in 2017.

While Howard runs a blog called Serial Murders in Connecticut, Howell’s story was her first time working on a true crime book. “I found myself learning as I went along,” she said.

Howard got to know Howell, immersing herself in his court records. She visited Howell in prison monthly and received over 300 pages of letters from him. Howard gave a talk to a small but rapt crowd at the Berlin-Peck Memorial Library Saturday afternoon about her 2018 book “His Garden: Conversations with a Serial Killer.” The true crime book, published by Wild Blue Press, chronicled

her investigation into seven murders committed by William Devin Howell over a 10-month period in 2003. She has also recently appeared on several true crime television shows discussing the case.

warm. She admitted that occasionally she felt sorry for him and then quickly remembered his grotesque misdeeds. Howard met with the families of the victims. Howell’s rage, which did get directed at Howard by the end of their association, was never far away. “I wanted to find out what on Earth motivated this man,” she said. She spoke to him on the phone, with the calls increasing the further along she got in her research. By the end of their correspondence, Howell told Howard the particulars about the other six murders he committed. Howard began to have violent nightmares. “That is what it did to me. It was a high price tag,” she said. “The next (book) will be a vintage case where everyone is gone. I will never let it invade my personal life and my psyche.”

“He always said ‘yes ma’am,’ ‘no ma’am,’” she said. He charged her less for cutting her back lawn than he initially quoted because it was smaller than expected. The neighborhood kids were drawn to Howell, who became known as a bit of a Pied Piper, she said. “I couldn’t believe this guy was roaming among us,” she said. “That’s just the thing. You don’t always know where monsters live or what they look like. Some-

times they happen to be the polite guy with the Southern accent cutting your grass.”

Eagle project transforms campsite Evan M. Roccapriore, son of David M. and Lynn Roccapriore, has earned the rank of Eagle Scout, the highest achievement in Boy Scouts.

As a member of Troop 24. Roccapriore has earned the Ad Altare Dei Religious Award, advanced through all seven ranks and achieved 37 merit badges. He has held the leadership positions of Chaplain Aide, Troop Historian, Patrol Leader and Web Master.

Roccapriore began his scouting career in 2009 as a Tiger Cub in Den 3 of Pack 41 at Griswold Elementary School and achieved all the ranks of Cub Scouts as well as the Light of Christ and Parvuli Dei religious awards, Arrow of Light Award and the Webelos Super Achiever Award.

Roccapriore’s Eagle project was the renovation of the Scheer campsite at Hatchery Brook. The project consisted of cutting tall grass, clearing brush around the cabin, removing bird and bees nests,

scraping and painting both the interior and exterior of the cabin, repainting a picnic table, building and painting a second picnic table and building a permanent fire pit with benches.

The Rev. Edward Ziemnicki, current pastor of St. Stanislaus and Ss. Peter and Paul, could not be reached for comment Jan. 22. The churches were combined in an archdiocese reorganization two years ago. Also on the list was the Rev. Stephen Crowley, who served as assistant pastor of St. Bridget Church in Cheshire. Crowley was ordained in 1955 and removed from the ministry in 2002 and sentenced to a life of “prayer and penance” by the Holy See in 2015. He died in 2016. The Rev. Thomas Glynn, who served as an administrator and pastor at Holy

According to media reports, Glynn repeatedly plied altar boys with alcohol and drugs and then sexually assaulted them. He retired in 1989. Edward Hyland was ordained in 1967 and served as a temporary assistant pastor at Holy Trinity in Wallingford. He was removed from the ministry in 2002 and laicized in 2016. The Rev. Felix Maguire served as the pastor of St. Theresa Church in North Haven from 1987 to 1992. Maguire was removed from the ministry in 1994 following an arrest in 1993 on charges of fourthdegree sexual assault, according to media reports.

Kenneth Shiner, a former assistant pastor at Our Lady of Fatima in Yalesville, was the subject of a lawsuit stating he sexually abused a minor while serving as co-pastor of St. Francis of Assisi in New Britain. from 1980 to 1984. He was removed from ministry in 2001 and laicized on April 29, 2016. Peter Zizka, who was ordained in 1975 served as a temporary assistant at St. Bridget in Cheshire. He was removed from ministry in 1999 and laicized in 2001.

Claims against Maguire were included in the 2005 settlement against the archdiocese.

Others include Edward Muha, an assistant pastor of Our Lady of Mercy in Plainville. He died in 2002 before the single claim against him was received in 2004.

Claims against William Przybylo were also part of the $22 million settlement. Przbylo was an assistant pastor at Ss.

John T. O’Connor an assistant pastor at St. Thomas in Southington and pastor emeritus at St. Dominic in

Southington was also named. O’Connor died in 2003 before any claims against him were received. Raymond Paul, an assistant pastor at St. Barnabas in North Haven and at St. Paul in Kensington, was removed from ministry in 1996 and died in 2008. The archdiocese also released the names of priests from other dioceses and ministries. To date, there were 142 cases settled of which 98 percent were for allegations that occurred before 1990. Of the $50.6 million, $26.1 million was paid from insurance and $24.5 million the the General Reserve Fund of the Archdiocese. Many of the clergy members were the subject of civil lawsuits. The criminal statute of limitations had expired before most of the incidents became known, according to a press statement from the diocese. In the last 20 years, two priests were criminally charged and prosecuted. The Archdiocese has hired retired state Superior Court Judge Antonio Robaina to conduct an independent investigation into claims of sexual abuse by clergy members and to detail the Archdiocese's response, said the archbishop.
