Voters reject budget again

Finance board weighs deeper cuts By Devin Leith-Yessian The Citizen

The Board of Finance discussed cutting millions from the municipal and Board of Education budgets at a Wednesday, May 23 meeting following the second rejection of a town budget at referendum last week. "In the last, I don't know, six weeks, we have been called inexperienced, irresponsible, unwilling to do our job, unwilling to listen to the voters,” said finance board member Mark Holmes. “They've spoken twice now. Business students convene in Atlanta The Berlin High School DECA chapter earned the organization’s highest honor of being awarded an opportunity to compete and participate in the annual International Career Development Conference in Atlanta, Georgia in April.

This year the Berlin business department had 23 students competing at the state level. The competitions are designed to simulate real-life business scenarios and test students’ academic understanding and skill level.

She said many residents are already struggling to pay their taxes and other expenses. “Everything is going so high,� she said. “There’s a lot of people who really can’t afford it.� Rather than raise taxes to pay for services, Lombardo would like to see the town expand its tax base through encouraging businesses to come to town. “They have to be more business-friendly in this town,� she said. “I really wish we could build a tax base.�

Mayor Mark Kaczynski has echoed that point throughout budget discussions, although he supported the adoption of the budget as it was passed by the council. The council’s proposal, which had been revised after the rejection of the original budget in April, called for $44.4 million in general government funds and $43.6 million of spending for the

Board of Education. “We are trying to control our spending as much as possible,� Kaczynski said after the most recent referendum. He said he does not expect town services or personnel to be cut in the upcoming funding changes. “We’ve looked at every position,� the mayor said of the possibility of laying off town employees. “We’ve already cut the town personnel side to the bone.�

Board of Education, he does not foresee the finance board making cuts which would “hurt the education system.� “I feel that a lot of the citizens of Berlin forget about the children,� resident John Wrobel said outside the Senior Center after casting his vote.

Gardeners spruce up Volunteer Park On a cloudy Wednesday, May 16, volunteers from the Kensington Garden Club spent nearly five hours beautifying Volunteer Park. This is an annual spring event, which included planting and weeding the gardens for summer color and splendor as well as decorating the town clock and gazebo in honor of Memorial Day.

To the editor: By all appearances the town budget process is broken. It’s not broken as the result of an economic downturn or fiscal crisis, it’s broken because of deliberate sabotage by the Republicans on the Town Council.

Remarkably, even before a revised budget was approved, Berlin Republicans were putting up signs urging voters to reject a budget that did not yet exist. This isn’t leadership. This is cynicism masquerading as citizenship. It’s political opportunism as a substitute for intellectual honesty.

To toll or not to toll

In January, a AAA poll found that 47 percent of Connecticut drivers supported interstate highway tolls. I thought that was remarkable, because state residents, of which I am one, have every right to feel they already pay enough, and, as they say, enough is enough. But all you need is to take even a casual drive to see the evidence of infrastructure in need of repair. Plus, other states do it, so why shouldn’t

we? Plus, every day motorists drive though our state without having to pay to do so. So that doesn’t seem fair. So … Significantly, the poll also showed strong support for making sure that any money raised by tolls would be spent just on transportation. Which means there’s a trust issue. Which means it’s a tough sell, particularly in an election year. The situation certainly looks

So it’s no wonder the toll discussion is gaining speed, and that is not necessarily a bad situation. An election year gives candidates the opportunity to make a case for or against, and gives voters the chance to take action, as in voting, on how they feel about it.

Coach Bennett states “our team puts an emphasis on teamwork and treats each other like family. With those ideals in place, we hope to foster success both on and off the field.” The Junior girls (12U) welcomed many new members to the team, and to the sport, and they are progressing quickly. Seasoned players have been strong role models to their new teammates. Coach Loehr points out “from practice to games, to the lacrosse jamboree, the girls have been loving lacrosse.”

The Bantam girls (10U) are small in numbers, having just enough players to field a team, but they are big in heart. The girls are off to an undefeated start, with each player getting a chance to learn every position. They’re an amazing example of sportsmanship and tenacity. The Senior 8 boys (14U) are also short in numbers but big in heart. The team is undefeated. With a strong core group back this season, they welcomed a handful of new players who have become acclimated at a staggering pace. With some difficult games yet to be played, the

team is building momentum. The Senior 7 boys (14U) are off to a 2-1 start in league play and looking very sharp. The team’s tough schedule is helping to push its players’ skills and abilities. The Junior boys (12U) are few in numbers but play with 100 percent heart. The team (3-1 in league play) has some returning players, but many new ones, and has become unified and a competitive force. The Bantam boys (10U) are a collection of competitive, skilled players that have been playing together for a minimum of two years. As Coach Rossi and Coach Brown state “this is the age group that really starts to put it together and play a more team-based game.” The Lightning boys (8U) is where it all begins. Both young boys and girls can participate on this team, which is primarily instructional. With some returning team members, Coach Rossi and Coach Bransfield have players throwing and catching with regularity. The youngsters get a thrill on Saturdays when they get to practice with the high school players, many of whom got their start in Berlin Youth Lacrosse. New players are welcome, or come out and enjoy a game. Information can be found at berlinlacrosse.org.
