The school board is asking the Board of Finance to carry over the remainder of the surplus, roughly $43,000, to pay for the upgrades. According to town Finance Director Kevin Delaney, the board is able to carry up to 1 percent of its budget over into the next fiscal year, with the approval of the Board of Finance. The school board agreed to cut its budget last year by

$400,000 to account for the ECS reduction, and BOE Chairman Matthew Tencza expressed hope that the finance board will recognize “we're giving back money we could have used for very important things.” "That $43,000 is just kind of the tip of the iceberg of what we need, but it would get pieces done,” he also said during the school board’s Aug. 13 meeting. BERLINDorotha P. (Porth) Casner, 63, of Berlin, died Tuesday (Aug. 28, 2018) at home. Born in Rhode Island, the daughter of the late Alvin and Estelle (Magnan) Porth, she had been a Berlin resident for 30 years. Dot grew up and attending schools in Rhode Island and graduated from East Greenwich High School in 1972. She went on to the University of Rhode Island where she got her degree in business in 1976. Dot was a member of the Delta Zeta Sorority, and stayed in touch with her sisters after graduating. Dot was retired Senior Underwriting Analyst from Aetna after working there for over 25 years. Dot was an avid Boston Red Sox and New England Patriot fan, when they were playing, she was watching! Dorotha is survived by her husband William R. BERLINRussell McQueeney, 69, of Berlin, son of the late Annette and John Edward McQueeney, died last week at home. He attended school in New Britain at St. Matthews Lutheran Church, graduated from Berlin High School, and Middlesex Community College, as was a lifelong resident of Berlin.. He was employed for most of his adult life at Van Way Webco, working his way up from printer to graphic design. He was proud to have served in the U.S. Navy. His last job driving a bus for retirement home he found particularly rewarding, as he was able to take folks on rides while simultaneously leading them in sing-alongs. In his younger years, Russ cherished the friends he made at Berlin High School. He especially enjoyed his role as CoCaptain of the Football team with Tom Holligan, and performing in a band, “The Fabulous Expressions” with best friends Tom Zigmont and George Young. Some of his passions in life were fishing, camping, photography, cooking, gardening, hitting the beach, music, and dancing. He became an accomplished DIYer around the home and yard. Later in life, he greatly enjoyed the special friendship he had with Cynthia Hutchinson, her 2 daughters Cherylyn Lockery of Cheshire and Laura Raywood of

Lisa Aresco-Smith and her husband Jeremy of Tempe, AZ, Daniel Aresco, Jeffery Aresco of Berlin, Alicia Pearson and Alexander Pearson, of Warwick, RI. She was predeceased by her Father-in-law Robert Casner. COMMENTARY

Lack of leadership in budget process By Richard Paskiewicz

In Mayor Mark Kaczynski’s recent commentary he said that he sought to bring some “clarity” to the budget process, that “will be helpful to the taxpayers of Berlin.” Unfortunately, instead of clarity, Mr. Kaczynski further muddied what actually occurred during the budget process. Mr. Kaczynski and the Berlin Republicans spent thousands of dollars to advocate for a change to the Town Charter to create a Board of Finance, arguing that this would allow greater expertise and political independence in the budget process. Now that they have their

sought-after Board of Finance, they are doing all they can to ignore it. Consider some of the deceptions from the Mayor about this year’s budget process. Mr. Kaczynski repeatedly references his concern about Berlin being $105 million in debt. But he forgets to mention that it was the Republican majority that proposed a budget that would have increased this debt, in order to avoid paying for capital items through the operating budget. So much for “acting responsibly.” Consider that Mr. Kaczynski talks about the need to listen to voters, when last year he

and the Republican majority ignored Berlin residents when they voted that the Board of Education budget was too low. So much for “listening to voters.” All of these alternative facts pale, however, with the cynical partisan gamesmanship of Mayor Kaczynski and the Republican majority concerning the approval of the budget. Consider that the Mayor and his party, for both budget referendum votes, voted to approve a budget and send it to the voters, and then campaigned with signs, letters, and robo calls to defeat that very budget. How about our great police chief? Why do you think homes sell fast in Berlin/Kensington.

Nevertheless, the Republican Town Committee chairwoman chooses to run an individual who is 21 years old.

Our police retire from the same department, while police from other towns want to become police officers in Berlin/Kensington.

Did he serve his country in the military? Does he have any political experience? The honest answer is no. But they would never tell you that.

People do not understand these police officers come to Berlin/ Kensington all trained to protect us. I think about six of them are from other towns. What a plus for us. They just have to learn

It is as if the Republican Council is saying, “I don’t know what I’m going to do, but I know it’s going to be bad.”

The Republican Council hopes that Berlin voters forget the dishonest and cynical way that they conducted the budget process.

The level of cynicism and naked partisanship exhibited by this conduct is breathtaking and unprecedented in Berlin politics.

Mayor Kaczynski talks about taxes and budgets and debt service, to avoid talking about a lack of honesty and transparency and leadership. Words that are noticeably absent from his political vocabulary. And Berlin is the less for it.

Leadership calls for honesty by those who would be considered leaders, and asks that leaders stand by their decisions. It’s the least that we should expect of our leaders.

Though he came up three shots short, Bayram was quite satisfied with his runner-up finish after a memorable start to his day. Bayram’s hot stretch midway through the round got him thinking he just might be able to overtake Rainaud, but too many miscues ended those dreams. “I just kept plugging along trying to play my game and finish up strong,” said Bayram, 35, who is in his eighth year at Timberlin. “I like the course and played really good for two days for me, so that’s good.” Bayram’s biggest disappointment was a three-putt from 40 feet for par at the 14th hole, where Rainaud later made the eagle. “That was a good time for a birdie, but it just didn’t happen,” Bayram said. “But I’m still very happy with how I finished.”

CHET accepting applications for annual scholarships Connecticut high school freshmen and seniors may apply for the 2018 CHET Advance Scholarship. The program is sponsored by Connecticut State Treasurer Denise L. Nappier, trustee of the Connecticut Higher Education Trust.
