For the first time in Berlin, the mayor will be elected and not appointed as previously done by the council. Republican incumbent Mark Kaczynski, 61, will be running for a second term while Democrat Richard Paskiewicz, 74, will be campaigning for the first time. Kaczynski and Paskiewicz recently sat down with the Citizen to talk about their views on several town topics.

Paskiewicz: You’ve got to have businesses that will want local people to support them...You have to grocery shop in town and building box stores, while it looks good in tax revenue, it kills the local stores. I think we need to make our approval regulations more streamline so it doesn’t take as long to get approval to build. Paskiewicz: My strength is numbers, I’m good at numbers. I opposed the creation of the board of finance in the manner in which it was created because it’s been created three-three. Teens at Berlin High School learned the impact of texting and driving Wednesday afternoon during a AAA safe driving event. “It was kind of hard around the curves because I couldn’t really use two hands to turn,” said McKenna Naughton, a junior at Berlin High School. The high schooler drove with a AAA driving school instructor while attempting to text. She ran over a cone in the parking lot while looking at a text from her friend in the back seat. “We’re trying to point out the distractions in the cars,” said Chuck Wusterbarth,

Kaczynski: I think it’s a good thing. I didn’t know what to think when we revised the charter and they talked about the board of finance but what I have come to find out is...a lot of our agenda is financial issues and we spend a lot of time on that and obviously it’s important...but there are other things perhaps we should be looking at.

Budget Paskiewicz: The state of Connecticut budget woes are not going away...Next year this is going to repeat itself and I’ve not heard any real discussion in our town on what are we going to do if we get a significant reduction in state aid from the state of Connecticut. Are there any plans?...I think we need to know that because if we don’t have that problem this year, we are going to have that problem next year...I

Police station Paskiewicz: The needs of the police department have not gone away, they’re still there and I saw for myself the need. There are significant needs, there are things that are antiquated, out of date, unsafe. Something needs to be done, but remember we had a vote on the $21 million police station that the voters turned down. They brought in a revised plan for $16 mil-

lion...four people on the council made the decision instead of the voters in Berlin. Kaczynski: Their police station is a little bit out of date and we have to do something for them...As the mayor you have to make decisions for the whole community...Looking back, hindsight is always 20/20, after we didn’t fund it I felt kind of bad about it but this year with our budget issues thank goodness we didn’t...We haven’t given up on the site on Farmington Avenue...we’ll continue to talk about that...It might be more economical to renovate downstairs.

Town manager search Paskiewicz: There are people out there that are highly qualified. If you’re going to have a $1 million operation that involves millions of dollars you want someone leading that institution that has knowledge of what to do. The town needs to hire someone to help with its search, and we’re paying

more for this arrangement Kaczynski: We’re not going than if Denise was still to decide on a town manager there...we should have the before the election. At this best person in there regard- point I think it’s probably less of what his or her political affiliation is. See Candidates, A4

think that’s something the new mayor has got to be out in front of. Kaczynski: This year we had a great meeting after the public hearing about the board of ed budget and we were able to come to a great understanding of what they needed. We approved another half a million dollars to them and they’re very happy with that...I think it’s important in the mayor position to get out there and bring more people to the council and different issues they may have, whether it’s residents or whether it’s town departments.

parking lot alone. According to AAA, teen drivers crash motor vehicles four times more often than adult drivers. Crashes are the leading cause of death among drivers ages 16-years old to 20. More than 5,600 teens die each year. “To let them experience this in a controlled environment is great,” Kostka said of the event. The high schoolers also were able to sit in a tractor trailer to understand blind spots and what it looks like to a truck driver. “There’s always distracted drivers on the highway,” said Roland Bolduc, a truck driver for Fed Ex. “That’s kind of the message they’re getting

out today.” The event also had speaker Tim Hollister who discussed driving safety and shared his story of losing his teenage son in a crash. “Distracted driving crashes are on the rise, fatalities are on the rise,” said Ryan Gould, police traffic officer. The National Highway Safety Administration reports the number of drivers ages 16 to 20 years old involved in fatal crashes increased by more than 3 per-

cent from 2015. The number of young drivers who died in fatal crashes increased by 0.1 percent from 2015. “This isn’t just about driving it’s about safe driving, it’s about fatalities,” said Wusterbarth. “It’s about getting the kids to understand that the reason to be on the road and the issues on the road extend far beyond fast driving.” akus@record-journal.com 203-317-2448 Twitter: @KusReporter

curriculum. Next year they will learn how to build and program a robot. “We’re going to have a competition and games to pick things up and stack things on top of each other,” said Gianmichael DiDomenico, eighth grade student. He and his classmates worked at putting together a Vex robot from a claw robot kit. “They’re learning how to follow instructions from the manual and then they’ll be doing some programming,” said Janice Carpenter, a middle school STEAM teacher. Other seventh and eighth grade classes have been learning 2D and 3D concepts to create computer objects and architectural designs. The students created blueprint designs of their homes on paper which they will then transfer to 3D models on the computer.

“This is a multistage process they’re involved in where there are some guided practices that we fit in before the actual project begins,” Rosa said. Omar Mountassir, eighth grade student, practiced designing a spider based on a picture. “It helps us navigate around different tools we can use so we get comfortable using them,” he said. Though the high school does not currently have a STEAM program in place,

students like Mountassir will be able to take advanced courses like computer science. “I’m working toward a medical career or technical Mountassir engineering,” said. “You can use different 3D printing programs that will help people out eventually and as technology progresses we’ll have more advanced programs that we can use.” akus@record-journal.com 203-317-2448 Twitter: @KusReporter

Middle school students tested out video games created by their classmates Friday as part of the new STEAM program. “Once they understand, they have the license to create and experiment,” said Jason Rosa, STEAM teacher at McGee Middle School. The Science, Technology, Engineering, Arts and Math program was launched at the middle school this year to replace the traditional technology education classes. “We wanted to sort of modernize the curriculum,” said Salvatore Urso, principal of McGee Middle School. “It’s a little more personalized.” Each grade has had a little over three weeks of STEAM projects. In the sixth grade, students are learning video game design and creating their own computer games using the MIT created computer programming called Scratch. The students also use a digital art program to create “sprites,” animated characters used in their games. “I thought of what can look different but not be as different as newer games with a

lot of code,” said Brandon Garrity, sixth grade student. His game called “Lazer Dodge 3001” uses a WWIIstyle animated plane to dodge lasers. Once the plane hits five lasers, the game is over. “I think a lot of the students are inspired by the apps they play on their phones,” Rosa said. Caroline Benioit, sixth grade student, created a game involving a dog and flying squirrels in a park setting. “It’s like pixel art where you can choose different colors and draw whatever you want,” she said. Rosa said his students can build on the programming next year with robotics. “With this, students will be able to develop much more complex programs,” he said. The sixth grade class will be the first to experience all three years of the STEAM

Berlin police to hold drug take back day By Ashley Kus The Berlin Citizen

Berlin police are hoping residents take the opportunity to remove expired and unused prescriptions from their homes as part of a “Drug Take Back” initiative. “Leaving unwanted prescription drugs in your home is a risk,” said Police Lt. Chris Ciuci. Last year the department was able to collect over 200 pounds of expired and unused prescription drugs. Residents can drop off drugs from their vehicles into a curbside box located at the upper parking lot of town hall from 10 a.m. until 2 p.m. on Saturday, Oct.28. Ciuci said teenagers and young

adults are getting addicted to prescription drugs in the home first before turning to street drugs like heroin. According to the Office of the Chief Medical Examiner, there have been 539 deaths as a result of accidental overdoses through the first half of the year. Over 320 deaths involved fentanyl and 257 involved heroin. Since January, there have been two heroin-related deaths in Berlin. Almost 1,100 deaths from overdoses are projected this year by the medical examiner’s office. “Programs like this we’re trying to encourage people to take that extra step, get those medications out of your house,” Ciuci said. The take back events are held in

April and October, but residents can drop off unwanted and unused drugs anytime in other nearby locations. The Drug Enforcement Administration (DEA) will pick up the drugs after Berlin’s program for proper disposal. While some drugs can be flushed depending on the type, others can cause contamination of ground and surface water if disposed. The take back is anonymous and no questions will be asked. More information can be found by contacting Sergeant John McCormack at jmccormack@berlinpd.org or 860-8287191. akus@record-journal.com 203-317-2448 Twitter: @KusReporter

Letters to the Editor On the right path To the editor: Our Finance Director, Kevin Delaney, has projected that within 10 years, our annual budget will be over $100 million. As a matter of fact, the town and the BOE presented budgets that topped $100 million (before being trimmed down). Without significant growth in economic development, and a different approach as to how services are delivered in Berlin, and at the state level, I shudder to think how high our taxes would be under Democratic control of your taxes. This is clearly inconsistent with his slogan – “People Over Politics” – as the people voted for this change just last year. As a CPA and Certified Internal Auditor, I believe a Finance Board is preferable

Julie Erickson should be more concerned with Joe Aresimowicz and the Democrat-controlled legislature. As an advocate for education, Julie should be outraged with Joe and the Democrats for not funding teachers’ pensions and holding local boards of education hostage with unfunded mandates. Julie should also be concerned that previous Democrat Town Councils have not funded our own local pensions. Support appreciated Hold onto your wallet, the Democrats are coming for it. The Hospital of Central Connecticut offers a variety of volunteer opportunities. Several departments are in need of volunteers at their reception desks. Volunteers are also needed at the main desk to provide escorting and guiding services as well as wheelchair assistance to those entering the hospital or in the Delphi clinic area. Volunteers that have a certified pet therapy dog are welcome. Pet visits provide comfort and support to patients who otherwise may have no visitors or may feel lonely and isolated in a hospital setting. Research shows these visits can reduce anxiety, loneliness and blood pressure and may help motivate withdrawn patients to cooperate

in their treatment. Patient Advocate volunteers provide friendly visits to all inpatients to ensure their experience is

biennium compared to the $41.4-billion deal he struck with Democrats prior to a Sept. 15 budget vote. The state continues to operate under Malloy’s executive order after he vetoed the $40.7-billion Republicancrafted budget, which the legislature adopted during the Sept. 15 session with support from eight Democrats. Malloy relaxed his push for changes to municipal aid distributions over the next two years, with total funding for statutory grants coming in at slightly under the $2.57 billion paid out last fiscal year. Additionally, some towns that saw deep cuts under past proposals — and currently do under the executive order — actually see an increase, while others would see less of a reduction than in past proposals from Malloy. At the same time, Malloy continues to push for towns to share in the cost of the woefully underfunded teachers’ retirement benefits system. His latest proposal calls for towns to contribute a combined $281.5 million over the next two years, down from the $400 million annually that he suggested in February but still significantly higher than the compromise he reached a month ago with Democrats. The contributions offset changes to municipal aid, something lawmakers have insisted they want to protect. See Budget, A17

Budget Meriden, for example, would see a $4 million increase in municipal aid over two years, but would essentially break even when its contributions for teachers pensions are included in calculations. Southington would also be in-line for a slight bump in municipal aid, but would actually see a loss of $1.3 million in fiscal year 2019 after paying its contribution. Wallingford’s $5.2-million reduction in municipal aid over two years — an improvement over the $28.5 million cut in Malloy’s May proposal — grows to a roughly $8.8-million if the teachers pension payment is included. Malloy’s proposal also undoes some of the controversial revenue changes that were included in the deal he reached with Democrats. It doesn’t, for example, include a surcharge on cellphone bills or a new tax on seasonal homes. Malloy does make other changes to boost revenue, including reducing the earned income tax credit eligibility to 23-percent of the federal benefit, down from the change included in both the Democratic and Republican budgets.

Tenth-graders at Berlin High School Emma Roski and Anna Sarrazin scared runners at Sage Park during the first annual Dredcoat Fun Run event, Friday, Oct. 13. | Ashley Kus, The Berlin Citizen

Spooky fun run raises over $1K for Berlin athletics By Ashley Kus The Berlin Citizen

Staff and community volunteers created over a mile of spooky surprises throughout Sage Park for runners of all ages. The event started with a kid-friendly glow run and continued with a scarier and longer fun run. “I think it’s a really good idea,” said Emma Roski, 10th grader at Berlin High School.

The drama club student and member of the cross country track team joined over a dozen of her classmates in bloody make-up and ripped clothing to scare the runners. The students hid behind bleachers and trees and jumped out as runners passed by. The fun run consisted of

we came together as a community and did something great. Although it may have been the heat that led much recycling to be done, it was also your efforts that made a difference. This year at the fair over 40 Interact volunteers walked around the fairgrounds and collected bottles and cans that were placed in blue recycling barrels. After sorting and bagging the recyclables, it was

evident that the money raised this year had surpassed the amounts collected in years past. Thanks to everyone’s efforts to recycle for a greener environment, the Interact Club raised over $1,800. This money will go towards Interact’s local charities and leadership training events. Because of you, we are going greener as a community, one bottle at a time. — Submitted by Gabriella Pattavina

Educators to camp out on roof to raise money for schools hit by hurricanes By Ashley Kus The Berlin Citizen

PLAINVILLE — School administrators are getting ready to spend tonight on the roof of the high school as part of a fundraising challenge to help schools impacted by the recent hurricanes. “This is a real world example,” School Superintendent Maureen Brummett said. “We’re fortunate here, we haven’t been impacted by the hurricanes.”

Plainville High School has partnered with the Connecticut Association of Schools to help victims of hurricanes in Texas, Florida, Puerto Rico and the Caribbean. Principal Roberto Medic, the high school athletic director and vice principals will be on the roof tonight into Friday morning. Over $1,000 has been raised for the effort so far. Brummett will be joining the group on the roof if

$2,500 is generated by Thursday. Linden Street School Principal Paula Eshoo will also participate if the Linden community raises $500. Other schools in the district are also contributing to the cause. Middle school health classes recently collected items for families coming to Plainville from hurricane-impacted areas.
