Concerns, questions stall school project’s completion A year after the official ribbon cutting and celebration of the newly renovated Berlin High School project, the Board of Education is looking to resolve roof leaks and other issues before signing off on completion. “I’ve made it very clear that we would not sign off until we saw a final report to know what the complete status is and any and all issues that we have, and outstanding, would be addressed,” said Matthew Tencza, president of the education board, at a recent meeting. One of the major issues is the wrapping of duct work
that is currently exposed to the outside elements. Eva Gallupe, director of business operations for the district, said last week that the ducts need to be resealed, as they are currently painted. Superintendent Brian Benigni said quotes are being reviewed for the duct work and for other items the board requested be done before closing out the project. “If we accept the project as done it becomes our problem,” he said of the financial implications. According to a budget summary given to the Board of Finance by the Public Building Commission, which has authority over the project, a

Klingberg expands vintage motorcar festival The Klingberg Vintage Motorcar festival is now the Klingberg Vintage Motorcars Series, according to Mark Johnson, vice president at Klingberg Family Centers.
Beginning in April, Klingberg Family Centers plans to expand its one-day festival to five, Saturday morning events. Each event is scheduled for 9 a.m. to

Along with an increase in contracted services, other items such as certified salaries, utilities, employee benefits, and transportation were all adopted with increases ranging from 3.25 to 15.11 percent.

The adopted operational budget was previously amended from a 5.11 percent increase.
Berlin is one of only eight districts in the state that uses ESS. Berlin High School currently has 18 students who participate in the program with half the students recognized as needing special education.

Members of the board decided to hold off on adoptions of the $365,000 Site and Building budget and $437,631 Capital Equipment budget. Those budgets had recent reductions of $100,000 and $105,000 due to the elimination of the need for new hoods in the consumer science room at the high school and lower bids for computer system updates.

The classes assist in oral and written citizenship tests and offer sample questions for reference. Students are provided with knowledge of American history, the U.S. Constitution, rights of citizens, as well as the structure and function of different branches of government.

Dave loved the name “Bumpa,” dubbed by his first grandchild in 1982, to the extent that he insisted everyone he met in his later years refer to him using that moniker. In his retirement, Bumpa spent countless hours studying and talking antique cars, a trait inherited from his father who owned the Powers Automobile Museum in Southington. He could recite, chapter and verse, the complete data of most cars built since 1900. He took on hobbies including string-art, caning chairs, and building homemade Christmas ornaments and jigsaw puzzles. Throughout the summers you could count on seeing him on his front porch in Niantic working on one of his hobbies or playing cards with his family. Bumpa also took on a love for woodworking. Converting his garage into a workshop, his masterpiece creations include the altar chairs at St. Paul Church, a four foot multi-story doll house, a rocking airplane and rocking horses, cradles, trucks, and airplanes for his grandchildren. More recently he started building reindeer and ducks and was featured on the 2017 Holiday Edition of CBS-TV Better Connecticut. No one could deny his love for feeding birds as his feathered friends would take over the street in front of the cottage in Niantic. The UCONN women’s basketball team was a “must see” for him. Dave is survived by seven of his sons, David Jr.

BERLIN — Martha (Grey) Robinson, 82, of Berlin, widow of Russell Robinson, Sr., passed away Wednesday, Feb. 14, 2018 at The Hospital of Central Connecticut. She was born in Marlboro, N.Y., daughter of the late Leroy and Martha (Paul) Grey. Raised in New Britain and graduated the class of 1953. She retired from Ames Department Store home office as a secretary for the buyer of the men’s department. Marty enjoyed lunches with the Kappa Delta girls, working on class reunions and spending time in her flower garden watching her grandchildren and greatgrandchildren playing and
the birds at their feeders. Marty is predeceased by seven brothers; and two sisters. She is survived by her five children, Russell Robinson, Jr., wife, Kathy (Meriden), Walter Robinson (Berlin,) Susan Kosakowski husband, William (Bristol,) Wendy Sullivan husband, Thomas (Kensington,) Gordon Robinson wife, Brenda (Surprise, Ariz.;) nine grandchildren; four greatgrandchildren; and two step-great-grandchildren; and several nieces and nephews. A memorial will take place at 11 a.m. Saturday, Feb. 24, at the First Baptist Church, 460 Broad St. Meriden. Burial will be at the convenience of the family. KENSINGTON —David Niepce Powers Sr. (better known as “Bumpa”), 94, of Kensington and Niantic, joined his beloved wife Rita (Fagan) Powers just in time for Valentine’s Day, Monday, Feb. 12, 2018, at Lawrence and Memorial Hospital in New London. Born on Jan. 4, 1924, to Ralph and Madeleine (Niepce) Powers, he graduated from Lewis Mills High School and Cheshire Academy Prep School. He married the love of his life, Rita Fagan, in 1948, having met at a Lewis High School football game where she was a teacher. Dave played football for Lewis High School where he was one of the five living members of the class of 1941 of which he was class president. A World War II U.S. Navy aviation veteran, he sustained life threatening injuries in a crash of his Stearman N2S-3 “Yellow Peril” airplane while on a solo training flight to become a pilot. After his recovery and discharge, he worked numerous jobs, ultimately retiring from the U.S. post pffice in New Britain, in 1984 with over 30 years of service “walking the route”. He was an excellent bowler, establishing himself as one of the elite duckpin bowlers, not only in the Knights of Columbus Men’s Bowling League, but also the entire house at T-Bowl Lanes. An avid sailor, especially aboard his Cape Cod Knock-about, he hated it when Rita caught a fish while trolling off the bow in mid-tack. Dave loved to dance, fish, and ice skate with Rita throughout their 68 years together, and Dave and Rita loved to travel between their homes in Kensington and Niantic and argue about their fa-
