Berlin is one step closer to building a new police station after the Town Council approved a bonding ordinance Aug. 12 allowing the town to bond for $21 million over the next several years to pay for the police station project. The town council expects a referendum to occur and has waived Rule 7, which does not normally allow this type of vote to occur immediately after the public hearing, which was attended by more than 50 residents. The public hearing was p revio u s ly re s c h e d u l e d during a council meeting when Republicans held a rare majority due to the absence of two council members, and had scheduled the hearing for September rather than July

29. In the following session, Democrats were once again in the majority and changed the hearing date to Aug. 12. This was done in an effort to ensure that the referendum on the police station will occur on Election Day this November. Now that the town has passed the ordinance, a referendum will be held once citizens submit a request with a sufficient number of signatures. Mayor Rachel Rochette encouraged citizens to attend scheduled tours of the police station and said that for residents who cannot be present for the tour, a video tour by The Citizen is available on YouTube. Residents who spoke at the hearing were divided on the police station, with many speaking in favor and many others opposed to the cost

and the timing of the project. Some residents said that they had not received enough information from the town and that they wanted to know the specifics of how the project was going to affect their tax bills. Town Manager Denise McNair and the mayor cautioned that any estimate would be preliminary and that there are a huge number of factors that could change exactly how much the police station project will impact the average property tax bill. These factors could include changes in the grand list as a result of economic development, future decisions on the budget by the council, and interest rates, among others. Gov. Dannel Malloy came to Berlin Aug. 15 to promote the sales tax holiday week, which kicked off Aug. 17 and lasts until this Saturday Aug. 23. Malloy was at Mickey Finn’s, a family-owned clothing retailer on the Berlin Turnpike. During tax-free week, many items of clothing and footwear costing less than $300 are exempt from Connecticut sales tax. “Tax-free week is great for the consumer, it’s great for the retailer, and it’s great for Connecticut,” said Doug Cohen, a member of the family that owns Mickey Finn’s, who served as spokesman during the event.

Malloy said tax-free week helps families with back-to-school shopping and also boosts retailers in Connecticut, making it easier for them to compete with online retailers, which, in some cases, do not pay state sales tax. Malloy added that retailers often offer sales during tax-free week to increase the savings for consumers. Connecticut Retail Merchants Association’s Tim Phelan said that Connecticut consumers would save between $7 million and $10 million during tax-free week. Malloy said that he believed the tax holiday would be “a bang-up week” for Connecticut retailers.

First touch-a-truck runs without a hitch By Charles Kreutzkamp The Berlin Citizen

The Berlin Fire Department’s first annual TouchA-Truck event at Sage Park Aug. 16 was a great success according to Berlin Fire Department Chief Jim Simons, who said there was a great turnout. Berlin Police Officer Jeff Veach, who assisted with traffic and other needs during the event, said that the weather was excellent. Simons said that the event held great appeal for kids, with the touch-a-truck giving them the chance to climb into police and fire vehicles. “It’s great that so many townspeople came out to support their fire department,” Simons said. The event gave locals a chance to see police and fire department vehicles up close and featured a car show with a requested donation to the Connecticut Canteen in lieu of an entry fee. Connecticut Canteen assists fire staff with provisions and more during extended operations including building fires, hazmat incidents, brush fires, police operations, searches, and training exercises, according to the organization’s website. The truck is always stocked with coffee, chili, Gatorade, and hot chocolate, and provides meals during extended operations. Veach entered a car into the show himself – a rare 1969 mod-top with a flowered

Veach said that the event was “a great thing.” Joe Milhomens, the only New Britain officer on the Berlin dive team, was one of the officers who told visitors about the police’s dive team equipment. Police use a dry suit with SCUBA gear. Unlike a wet suit that most are familiar with, the dry suit keeps officers warm and dry underneath and is suitable for water even during colder times of the year. The dive team mostly recovers evidence, particularly discarded weapons, but may also participate in rescue operations. “Redundancy is the key to safety,” Milhomens said, adding that in addition to redundancy built into the equipment – each officer is equipped with two pairs of scissors in addition to a knife, to avoid becoming tangled in fishing line – officers generally do operations employing the buddy system. The car show was run by CT Street Legends. Spokesman Chet Camilleri said the organization puts on about eight shows per year, mostly benefiting charitable causes. Simons thanked the CT Wrecker association, Lion’s Club, Berlin Police Department, Newington Fire Department, Earth Technologies, and Bigelow Brothers for helping to put on a successful first year. The bride is the daughter of John and Connie McCartney of Portland. The groom is the son of Jeff and Gina Pulaski of Kensington. Given in marriage by her father, the bride was attended by Laura Karwoski as matron of honor. Brian Pulaski served as best man for his brother. Kelly is a 2003 graduate of Portland High School. She holds a Bachelor of Science in Civil Engineering from the University of Connecticut and is licensed as a Professional Engineer. She is employed at Advanced Drainage Systems, Inc., in Rocky Hill as Technical Services Manager. Jay is a 2001 graduate of Berlin High School. He holds a Bachelor of Science in Mechanical Engineering from Trinity College and a Master of Engineering from the University of Hartford. He is employed at Pratt & Whitney in East Hartford as a Project Engineer. Following the wedding, the couple honeymooned in Australia. They reside in the Hartford area.

Khmer foundation bash in East Berlin a success By Charles Kreutzkamp The Berlin Citizen

The United Khmer Foundation celebrated its official formation, which occurred earlier this year, with an inaugural party held in East Berlin Aug. 2. The event was attended by more than 200 members of the Khmer ethnic group, the predominant ethnic group in Cambodia. As a result of a chaotic political situation in Cambodia during the last half of the 1900s, a great diaspora has led more than one million Khmer people to emigrate to Europe, the U.S. and Australia.

“The Khmer community in Connecticut was formed when a big wave of refugees immigrated to the U.S. in the early 1980’s after escaping a brutally violent genocide brought on by the Khmer Rouge,” the group said in a statement. “The Khmer Rouge began a reign of terror, now known as the Killing Fields, that destroyed almost a third of the Cambodian population in a matter of four years, along with it thousands of years of traditions, arts, and culture,” the foundation said. “I was surprised at how much support we received from the community,” Ex-

ecutive Director Veasna Roeun said in a phone interview. According to Roeun, the Connecticut organization is modeled on a larger Khmer foundation in Massachusetts. The organization officially formed and established a board of directors in April. “It truly was grassroots effort,” Roeun said. Patterson Way will be a one-way street during school hours this fall, a trial intended to ease traffic problems in the area that may become permanent if it proves successful, police say. In the end, it was decided that the initial inconvenience to parents dropping off their children would be worth it. Safety of the students is paramount, Erwin said. The decision was made as the result of a collaborative effort from the Police Commission, Board of Education, and the town’s engineering department, Klett said. The renovation of Berlin High School has led to major changes in the parking area and traffic pattern as the next phase of construction begins. Traffic will be routed eastbound on Patterson Way from Lower Lane to Farmington Avenue 7 a.m. to 3 p.m.. New signs have been installed and police officers will be present as the new pattern begins to assist with the adjustment.

On a beautiful sunny autumn afternoon of October 18, 2013, Lauren Elisabeth Sanders and Timothy Edward Rivera-Myers were married at The Cathedral of St. Patrick, Norwich, CT. Father Peter Tremblay of the bride’s parish, St. Paul Church, Kensington, CT, officiated. The bride is the daughter of Douglas and Deborah Sanders, and the granddaughter of Genevieve Stachelek and the late Chester Stachelek of Kensington, CT. The groom is the son of Timothy and Carmen Myers of Portland, Oregon. A candlelit evening reception was held at Lake of Isles, North Stonington, CT, and following the wedding, the couple honeymooned in Puerto Vallarta, Mexico. Laura McKenna, friend of the bride, was the Maid of Honor. Gregory Dolan, friend of the groom, was the Best Man. Bridesmaids included Melissa Sanders, sister of the bride; Frances Rivera-Myers, sister of the groom; and Caitlyn Beck and Anna White, friends of the bride. Groomsmen included James Stachelek and Jonathan Stachelek, cousins of the bride; Andrew Rivera-Myers, brother of the groom, and John Davidson, friend of the groom. Lauren holds an undergraduate degree in Cultural Anthropology, Marketing and Chinese Studies, and is a Marketing Analyst for The Washington Post. She is survived by a daughter, Antoinette DiPierdomenico, of Kensington; four grandchildren; six great-grandchildren; and four great-great-grandchildren. In addition to her husband, she is survived by two sons, Ryan Nelson, of Middletown; and Stephen Nelson, in New Jersey; her father-in-law and motherin-law, David and Eleanor Nelson; of Kensington;three brothers and two sisters-inlaw, John and Karen Bylek, of Berlin; Raymond and Maria Bylek, of Colchester; and Richard Bylek, of Wallingford; three sisters and two brothers-in-law, Charlotte and Alan Potanka, of Berlin; JoAnn and Daniel Majewski, of New Britain; Shelly Bylek, of Berlin; and Paul and John Nelson, of Colchester; several nieces and nephews; and a life-long friend, Lisa McKeon. A memorial service will be held Thursday, Aug. 21 (TODAY), at 7 p.m., at Kensington Congregational Church, 312 Percival Ave., Berlin, followed by a reception in the Parish Hall at the church. Burial in West Lane Cemetery, Kensington, will be at the convenience of the family. There are no calling hours. Letters to the Editor Too many loose ends To the editor: There was quite a turnout at the Town Council meeting on Aug. 12 to discuss the future of the police department on Farmington Avenue. No matter how you personally feel about the decision, many people do see the need for a police station that accommodates the growth of men and women that serve our town and citizens. Personally, I can’t say I am wholeheartedly in favor of this particular location or spending in excess of $21 million, knowing it means higher taxes another year in the running. Many gun shy tax-payers voiced similar concerns, especially since the over-spending debacle of the high school is still so fresh in our minds, making it difficult to feel wholeheartedly about anything.

On a side note, I do wonder if anyone thought to do a traffic study of Farmington Avenue before proposing that location for the police station. The area has businesses to both the left and right sides of the street that the proposed police station will be on. The street is one lane in each direction with sidewalks on each side as well. Not only are there multiple stop lights up and down Farmington Avenue, we also have to consider the stop and go of everyday business traffic and that this street is also a school bus route, possibly compromising both police response time and public safety. Is there a possibility that the Board of Education can be relocated to another location such as the Community Center, thus giving the police department room to expand? It just seems that there are

still too many loose ends to tie up without extensive research into all available options before starting another costly project. This loan is in line with a $30 million fund established in 2014 to help smaller manufacturers modernize, purchase equipment, develop technologies and train workers. According to Malloy, product demand is expected to increase in coming years, especially for makers of aerospace parts. At the same time, however, those companies are struggling with a shortage of skilled workers. By investing in manufacturing, the governor can encourage greater levels of hiring and employee education in an industry that — historically and in present times — is at the economic heart of Connecticut. Still, there are concerns with Malloy’s strategy. After mathematically considering the terms of the TOMZ Corp. loan —

$350,000 forgiven, 30 jobs expected — one may wonder whether each new employee is worth $11,667 of state investment. Could economic growth be spurred without so great a financial commitment? Moreover, will other companies and industries see this deal and think that they, too, can get the government to pay for expansion and training by claiming to face increased product demand and/or a dearth of workers? These questions bear further examination.

However, based on numerous news articles and statistics released in recent years, we have no reason to believe otherwise when manufacturers talk of a substantial lack of skilled employees to meet rising demand. Across the nation, businesses are experiencing troubles filling open positions that require advanced technical knowledge and abilities. This is potential economic output which, if realized through training and

Sports Foundation holds basketball clinic By Nate Brown The Berlin Citizen

The Ryan T. Lee Foundation held its third annual basketball clinic at the New Britain Boys and Girls Club Aug. 11. The event was the second scheduled as part of the organization’s Foundation Week, which began Aug. 8 and continued through to Aug. 15. Hosting 60 children and teenagers from the local area, the clinic ran from 10 a.m. to 2 p.m., providing those involved with plenty of drills and competitions throughout the day to help them improve their games on the hardwood. “The kids are more than thankful. Once the summer baseball in the Middletown area is over, it is my habit to get out of Dodge for the rest of the summer. But what a sendoff I had. The Northeast Regional American Legion Tournament was terrific and it confirmed what I thought:

Berlin had a nice run in the state playoffs and Cheshire won the Connecticut state title, but then came big boy time at Palmer Field in Middletown. When the dust cleared -and there was no real dust as the crackerjack Palmer Field grounds crew had Palmer in pristine shape -- RCP (Rocky Hill, Cromwell, Portland) was the best team in the Northeast, Milford, Mass. was No. 2, and Middletown Post 75 was No. 3.

RCP won a walkoff 5-4 game over Milford in the title game played in front of 800 and Middletown beat everybody it played -- Essex, Vt. 4-2, Milford 16-6 and Cheshire 7-4. It just couldn’t beat next door neighbor RCP. With that as an appetizer, I hit the road. Then, first stop was Oriole Park in Camden Yards where I saw the Orioles rally to defeat the punchless Yankees 5-2. The place remains one of the prettiest parks in America. See Junkie / Page 18

Junkie Some 37,000 showed up on a Wednesday night and got their money’s worth. The park is set next door to Inner Harbor and there’s so much to do. I visited the National Aquarium and yeah, I know, you see one aquarium you have seen them all. Not true. This place is spectacular. Put it on your bucket list. A good watering hole is the Pratt St. Ale House hard by the ballpark. Brew all their own “lemonade.” As usual, I struck up a conversation with folks sitting next to me. Guy and his wife and kids were from Charleston, S.C. on their way to the Little League World Series in Williamsport. They

go every year. Pretty cool. Next stop was Washington, D.C. Nationals’ Park is a beauty. A near sellout saw the Nats beat the Pirates 5-4. Lots of Pirate fans were in the house, but most of he 37,000 wore Red. I had a good seat, just past first, field level. My seat was on the aisle which meant when folks had to go to the concession stand or use the facilities -- you just rent beer, after all -- they had to step over me. I stood and sat so often I thought I was at Mass. The Nats have a feature called the Presidents’ Race, where larger than life U.S. Presidents race and engage in all sorts of tomfoolery. Just like real presidents, huh? Teddy Roosevelt, after

not winning for years, wins all the time now. The locals eat it up. But D.C. is so much more than baseball. I went to the Martin Luther King Memorial. Stunning. It’s a simple place with Dr. King’s quotes inscribed on a curving, high granite wall. The statue of Rev. King, carved in a small mountainside, stares at the Tidal Basin, looking directly at the Jefferson Memorial. Takes your breath away. I visited the Newseum on Pennsylvania Ave. It’s a place dedicated to the First Amendment, without which we have no freedom. As Thomas Jefferson said, without freedom of the press, democracy dies. There is a piece of the Berlin Wall there, and part

That’s Palmer Field prices (although the Palmer dogs are bigger and better). I like Cleveland. Today it’s off to the Rock & Roll Hall of Fame, then the next day to the Metropark Zoo, then off to Chicago. I hear the White Sox and Cubbies play there. Tell you about it next week. According to the Centers for Disease Control, one in four teens will experience dating abuse during this coming year. Results from the 2009 Connecticut School Health Survey indicate that about 17 percent of Connecticut high school students have been in a verbally abusive dating relationship in the past year, 10 percent in a physically abusive dating relationship in the past year, and 7.4 percent were forced into sexual intercourse. Per Connecticut General

Statue Section 10-220a, each local or regional board of education is required to provide in-service training programs for its teachers, administrators and pupil personnel on teen dating violence and domestic violence programs. on a representative $250,000 home. This home would be assessed at 70 percent of that value, for $175,000, giving a tax bill of approximately $5,000. Using that mill rate, the cost in taxes for 2016 and 2017 is approximately $35 per year, and when the town makes the first principal payment in 2018 the tax cost is approximately $134. The estimated cost of the police station and high school project combined is $437 for 2018. McNair also clarified that the town is not spending more than the $47 million originally bonded for the high school, although there has been increased spending that is funded by the state.

Council Republicans objected to the waiving of Rule 7 and voted against that motion as well as the final ordinance, both of which passed 4-3. Rochette said that growing up in Portland, she spent a lot of time in Middletown and recalled when the downtown center was “a scary place.” Rochette pointed to the presence of the police station downtown as a key part of the impressive renewal Middletown has enjoyed over the years, with thriving first-floor restaurants and retail establishments along Main Street. Minority leader David Evans called the vote “unfortunate and premature.” He said the council needed more time to digest information and

ponder concerns raised by citizens during the hearing. “You need to understand the full picture before you take on any debt,” Evans said. Councilors Peter Rosso (D) and Margaret Morelli (D) attended a tour of the police station. “I was embarrassed by the conditions down there. I don’t know how they do what they do with what they have. Town of Berlin – Assessor’s Office EXEMPTION FOR THE BLIND The Assessor’s Office would like to remind Berlin Citizens that there is a property tax exemption in the amount of a $3,000 reduction on an assessment to certain persons who are blind. Filing for this exemption must be completed on or before October 1, 2014. Blindness is defined as meaning “total and permanent loss of sight in both eyes or reduction in vision so that the central visual acuity does not exceed 20/200 in the better eye with correcting lenses, or if visual acuity is greater than 20/200, it is accompanied by a limitation in the fields of vision such that the widest diameter of the visual field subtends an angle no greater than twenty degrees.” To be eligible for this exemption, a person must: 1. be a Connecticut resident; 2. be either the record owner of, hold life use in, or be the beneficiary of a trust estate with respect to the property on which the exemption will be applied; 3. have provided a Certificate from the State of Connecticut Board of Education and Services for the Blind as proof to the assessor that he /she are blind in accordance with the definition outlined above. Such proof need be filed only once. An attorney or agent may submit such proof on the person’s behalf. 4. have completed the application process by October 1, 2014. Individuals who have already filed for this exemption need not apply again; they are permanently enrolled for life. Applicants may also be eligible for the local option exemption provided by the Town, which allows an additional $2,000 exemption if certain income limits are met. Eligibility guidelines include a maximum annual income of $34,100 for a single person and $41,600 for married couples. Income received by both a husband and his wife is considered in determining eligibility of a married couple. Proof of all taxable and non-taxable income for 2013 must be submitted to determine eligibility. Filing for the local option is required annually. Residents who meet the eligibility requirements can apply in the Town of Berlin Assessor’s Office, room 18 in the Town Hall at 240 Kensington Road.
