Decision on town manager made ‘recently’ By Ashley Kus Citizen staff

Mayor Mark Kaczynski said Wednesday, Jan. 4, that the decision to pursue a separation agreement with Town Manager Denise McNair was made “very recently.” McNair signed the six-page agreement Tuesday night, Jan. 3, in a closed-door executive session. She has been

The Town Council voted 4 to 3 to approve the agreement, with Republicans favoring the move and Democrats opposing it. “It was brought to the council last night,” Kaczynski said. “Fairly recently we talked it over.” The agreement states, “Employee resigns from her employment with the Town on Jan. 31, 2017.” The town will

pay McNair $65,686, which equals six months of her annual salary. She had seven days to revoke the agreement. The council also voted unanimously Jan. 3 to appoint Public Works Director Jack Healy as the temporary Town Manager effective Feb. 1. Healy said he was asked by Kaczynski to take the position a week prior.

“It was a surprise to me,” Healy said. Healy said he had no discussions with the council or McNair before the call from Kaczynski. Democratic Councilor Rachel Rochette also was surprised by the change. She was not aware of the separation agreement between the town and McNair until

Stephen Dargan, D-West Haven, resigned just before the session to accept an appointment from Gov. Dannel P. Malloy, leaving an open seat — and the Senate is tied for the first time in over 100

years. Ritter said the “mantle of leadership can weigh heavy,” but pointed to Aresimowicz’s time as both majority leader and coach of Berlin High School’s football team as signs of his ability to handle difficulty. Ritter said Aresimowicz helped his players handle the death of a teammate, and also lost two House colleagues last year — Reps. Mary Fritz, who died in July, and Betty Boukus, who died in December. The council would have the option at that point to extend the temporary position. Healy has been the public works director in Berlin since November 2015. He was previously director in Litchfield for over six years as well as a member of Litchfield’s Board of Selectmen, Board of Finance and Board of Education. In addition to a hike during a snowstorm, the scouts enjoyed game-playing, movies, and a turkey dinner Saturday night. An interesting side note to this dinner was that the turkeys were cooked in modified garbage cans. Awkward, but not unethical With Berlin Democrat Joe Aresimowicz taking the reins in Hartford, the state now has a House speaker who is also a longtime employee of AFSCME Council 4. This is not without precedent — Meriden Democrat Christopher Donovan, for instance, worked for SEIU while he was majority leader, although he left the union post after he became speaker in 2009 — but it raises some questions. Should the most powerful politician in the General Assembly also be an employee of a major union, especially when that union represents a great many state employees? The speaker, after all, controls the calendar in the House, deciding which bills come to a vote and which don’t. Isn’t that a clear conflict of interest whenever union pay or benefits are at issue? There is a natural tension, not to say antipathy, between labor and management, and the ascension of

ters yet another year of big deficits, with people on both sides of the aisle making it increasingly clear that no lasting solution to the state’s budget woes will be found without addressing state employee pay and benefits, including pensions.

We are not questioning Aresimowicz’s integrity, and he has already received a preliminary go-ahead from the Office of State Ethics. But that office deals only with financial conflicts. The Republicans do see “an untenable conflict,” in view of the pressure on the General Assembly to somehow balance a budget. For his part, Aresimowicz has pledged to work in a bipartisan manner: “It will be the practice, not the exception.” House Minority Leader Themis Klarides accepted that pledge, but still had

problems with the dual role, she said, “because of the fact that we have such a dire budget situation, and such a big part of that is union contracts, and health care, and pensions.” The General Assembly is indeed facing a budget shortfall of well over $1 billion, and those costs are bound to be a major part of the discussion. Anyone in Aresimowicz’s position would find himself tested. Individual members can always recuse themselves from a vote, when appropriate, but the speaker can’t very well recuse himself from being the speaker. There is an obvious solution, of course, to all of this: We could start paying our lawmakers reasonable salaries as full-time employees of the people, but we suspect that’s unfortunately not going to happen. – Originally published in the Meriden Record-Journal.

Letters to the Editor Remarkably sneaky To the editor: Roget’s Thesaurus does not have enough synonyms to describe how upset I feel about the precipitous dismissal of our Town Manager, Denise McNair. There can be no denying that McNair is competent, dedicated and ethical. Even the Republicans who have effected her departure admit she’s done a good job. The only reason they’ve given for booting her is that they want “change.” Okay. So they want change from competency, dedication and ethics. Can someone enlighten me as to why this is a good idea? Beyond that, there is the remarkably sneaky way they went about this. In the last town election, the Republican platform was no tax increase (a promise they

promptly did not fulfill). I don’t remember anything about ditching the Town Manager. When was this ever raised as a public issue? Even the other members of the Town Council didn’t know this was going down. Why not have widely-publicized any concerns they had about their itch for “change” so that the citizens of Berlin would have had time and opportunity to render their opinions? I suspect they knew that the people of Berlin as a whole would support McNair. And now, we are going to conduct a “nationwide” search for a new Town Manager. How much will that cost? Republicans are supposed to be all about limiting the unnecessary expenditure of taxpayers’ money. So we are getting rid of an excellent Town Manager, paying her severance pay and

Veterans jump to help WWII Navy man Berlin VFW Post 10732 was in search of a veteran needing assistance with their home. It has been difficult to find a needy elderly veteran, Post Commander Gary Barwikowski pointed out. Well, the local post did not stop in its quest to find a candidate to support. Recently, Post 10732 found its veteran, a WWII Navy veteran who wanted to paint his home, but knew he was not up to the task. So his fellow veterans came to his aid. The veteran manpower was

further augmented by the generous donation of the paint and supplies needed for the job by The John Boyle Company. Jim King, company president, personally came out to evaluate the home and assess the requirements. Each veteran donated his time on every good weather day in November to complete the house-painting project. The VFW Post 10732 is intending to do more of these projects. However, younger veterans from Iraq and Af-

ghanistan are needed. It is tough when we ask an 85-year-old veteran to climb a ladder to paint. But they do it gladly. We no longer just sit around at our meetings; we are out there to help fellow veterans no matter when they served. It helps our older veterans and makes all of us feel pretty good as well. The town manager has not been doing a good job? Well, she takes direction from the Town Council. Maybe we need some more changes at that level. The mayor claims this was in the best interest of the town and was not a termination. Does he really think we believe this? What happened to all the talk about transparency?

According to Amtrak’s Great American Stations site, the Berlin station was regarded as “one of the best preserved of Connecticut’s small 19th century depots.” The historical layout of the station was divided into four sections. The North and South ends served as a baggage room and parcel express office, while the middle was an open waiting space. The petition states “the building has burned before and been rebuilt several times.” The society is hoping to use as much salvageable material as possible to

The Central Connecticut Chambers of Commerce has formed a “Young Professionals and Entrepreneurs” group in the Central Connecticut region. The goals of this group are to educate and motivate the next generation of business leaders to start and grow businesses across our region and state; provide networking and social opportunities for these new leaders to meet and form lasting business relationships and gain a stronger voice in setting policy and priorities to affect and improve economic and community development across the state and region. It is envisioned that this group will hold a series of feedback sessions for businesses, non profit and community projects and entities; provide social and business networking gatherings at local venues; and host various civic, service, and professional education events and activities with leading experts in business and leaders in community development. The group will also maintain an active web and social media presence. Membership in the group is not limited to Chamber members, but is open to any young professional, entrepreneur, or student (age 40 and under) pursuing a career in business. CARSTAR, Berlin recently held a ribbon-cutting ceremony celebrating its new 3,000 square foot addition to the existing auto body facility at 51 Woodlawn Road. The addition includes new customer reception area, offices and two drive-in estimating bays. Mayor Mark Kaczynski, Deputy Mayor Brendan Luddy, and town councilors David Evans and Charles Paonessa joined the CARSTAR staff to celebrate the grand opening. CARSTAR, Berlin has more than 15 employees, repairs approximately 1,000 vehicles per year and is an I-CAR Gold facility. Additionally, the business is a Pro-First HONDA certified shop meeting the high standards required by Honda Corporation to repair Honda and Acura vehicles.
