Last year, the Town Council approved an increase of 1.22 percent. “It usually comes down to salary and benefit increases,” said Superintendent of Schools David Erwin. Almost 3.6 percent of the increase proposed for 2017-2018 is in salaries and benefits. Lilly and Holyfield are sweet senior cats that are searching for forever homes. Lily is a stunning, 8-year-old Maine Coon mix. She showed up begging at an apartment complex and no one came forward to claim her as part of their family. She is happy and grateful to be in a foster home, but deserves a home of her own. Holyfield is a very loving, soulful and affectionate 10-year-old boy. He’d been forgotten, so is now enjoying the attention he is getting. Both cats will be featured at the adoption event, Sunday, Jan. 22, 1 to 3 p.m., at PetSmart, 278 New Britain Ave., Plainville. Paul David Johnson his own sailboat or making toys for children. He used his natural mechanical giftedness, honed by years of precise and complex woodworking, to restore antiques, repair the irreparable, or seed solutions to vexing design problems. And despite a limited formal education, he confidently practiced in multiple fields of engineering, architecture, parliamentary procedure, product design, and construction management! He loved sacred choral music and it wasn’t uncommon to hear him humming a bass line from Bach’s Mass in b minor. Paul dearly loved his church and family. Above all else, he loved his God and served Him with an unshakable faith and integrity. His nearly 94 years were a sweet gift to his family and the many communities, organizations, and individuals that were part of the beautiful fabric of his life. He leaves a legacy of kindness, selflessness, godliness, and tangible contributions. Paul is survived by his wife, Trudy; his four children, Wilma C. Johnson (John

He was predeceased by his beloved brother and lifelong co-engineer, Burton C. Johnson. A service celebrating his life and bearing witness to the resurrection will be held on Saturday, Jan. 21, at 2 p.m. at Bethany Covenant Church, 785 Mill St., Berlin. He retired in 1988. Shortly thereafter Paul and Trudy relocated to Florida. After three years in Florida, their love of New England and their church brought them back to Kensington where they lived until 2009 when they became residents of Covenant Village of Cromwell. Paul was loved by everybody who knew him. He was gregarious and engaging, making friends wherever he found himself. He exuded warmth, had an instinct for finding common ground, and could start a conversation of substance with just about anybody. He lived his life with genuine curiosity and unrelenting creativity. Going forward, the Republicans have no search process in place, and with the signal

sent to potential candidates that should they come to work in Berlin they can be dismissed without warning or explanation. Aside from the significant practical problems created by this unexplainable, unilateral political decision, the real outrage is the process utilized by Republican council members; and the democratic processes that they ignored and trampled in their rush to fire an admirable town employee. Consider this: The Republican mayor admitted that he contacted the town manager to inform her that she was going to be removed from her position. And the Republican members of the council negotiated a severance agreement, involving town funds, all without informing the other members of the council – neither explaining their decision, nor seeking their input, nor deliberating with the other elected officials as to the best way forward.

The contempt displayed by the Republican members of the council to their Democratic colleagues, however, pales in comparison to the contempt they demonstrated to the residents and voters of Berlin with their actions. Republican council members do not feel that officials, placed into office by Berlin voters to represent them, are entitled to be informed about important decisions, let alone deliberate them. They do not adhere to the concept that town employees and residents should be treated with respect. And they do not believe that Berlin residents are even entitled to an explanation as to why our highest town official was summarily dismissed.

To the editor: Politics being what they are in Berlin (extremely hushhush and non-transparent), was it any surprise that 25year town employee Denise McNair was the victim of an apparently undeserved hatchet job by the newly-elected Republican majority on the Town Council? Besides being grossly unfair to McNair, who seems to have been a loyal, competent employee for a quarter of a century, the actions taken by Mayor Kaczynski and the Republican councilors are an outright embarrassment to the town. Before making any future catastrophic decisions that adversely affect the citizenry, let’s hope the public outcry

over this action will reverberate loud and long and produce more transparency in government and a spirit of cooperation long missing in Berlin. Ed Grady Berlin

System failure To the editor: A microchip implant is an identifying integrated circuit placed under the skin of an animal. The chip, about the size of a large grain of rice, uses passive radio frequency identification technology. A microchip’s sole function is to store a unique ID number that is used to retrieve a pet owner’s contact information. On Jan. 6, 2017 I had to fight

for my rights to retrieve an animal that belonged to me who was displayed, and up for adoption, at our local PetSmart.

We are better than this. Despite this power play by the council Republicans, Berlin remains a deliberative democracy, governed by the will and wishes of the town residents. Not just by four members of the Town Council; not just by a few political operatives.

tor Jack Healy, a registered Republican resident of Litchfield, was previously appointed as the temporary town manager for a period not to exceed 90 days. McNair, a registered Democrat, signed a six-page separation agreement Jan. 3 in a closed-door executive session. She has served as town manager since 2008, but will step down on Jan. 31, according to the agreement. The town will pay McNair $65,686, six months of her annual salary.

The “Employee Resources” section of the review stated McNair “has presented the Council with ideas regarding Employee Resources which have saved Berlin considerable dollars. She asked the Council to approve funding for a contract negotiations representative, which was approved.”

Middle school Principal Sal Urso said interventionists are also needed for upper grades.

Another evaluation completed in 2009 gave McNair a total rating of 4 out of 5.

The decision to look for a new town manager was met with concern from Democrats on the Town Council who said they were unaware of the document.

McNair completed self assessments in 2009 and 2012. She had two additional performance reviews in 2001 and 2002 while she was a revenue collector for the town.

“Not because of poor performance, not as a result of misconduct, not due to a bad evaluation, but simply because the four Republicans on the Council decided to fire a longtime Berlin employee and resident,” the Democratic councilors said in a joint statement.

The council is in charge of how frequently evaluations are conducted, Kaczynski said, adding that McNair had not been formally evaluated “for many years.” The new town manager will be evaluated regularly, he said.

The town was recently informed that its Education Cost Sharing grant for the current fiscal year was cut by $133,924. More reductions in state aid are expected in 2017-18. A reduction of three staff positions is also included in Erwin’s budget proposal.

At the high school, Principal Francis Kennedy said his goal was to “not move backwards.” “We have more to lose,” he said regarding the completion of extensive high school renovations. He would like another reading teacher and a full-time athletic trainer. Athletic Director Jeff Mauri said the trainer, in addition to a current part-time trainer, would be an asset to the entire school system.

Asian noodle restaurants to open soon that it ran out of food. “It’s crazy to think about how many people we’ve served, and we look forward to embracing the challenges that lie ahead as we strive to improve here in Hartford and expand in Plainville,” said a post on the restaurant’s Facebook page.

Ramen noodles are quickly becoming a popular restaurant dish, with establishments opening up all over the state, including Berlin and Plainville.

Like Ramen Ya in Berlin, Bob Ramen serves up a variety of ramen dishes with different add-ins.

Plainville Town Manager Robert Lee said 50 West had a good reputation in town, and that Bob Ramen would most likely enhance the downtown area.

“It can only be a good thing for the center of Plainville,” Lee said.

In Plainville, the owners of 50 West on West Main Street are turning the restaurant into Bob Ramen. It will be their second Bob Ramen location, joining the restaurant they opened in the Frog Hollow section of Hartford last month. According to the restaurant’s Facebook page, so many people attended the opening
