‘Everything on hold’ a month after station fire By Ashley Kus Citizen staff
The cause of the fire that destroyed the old Berlin train station remains unknown as the town waits on the state to begin final demolition. “Everything is on hold right now,” said Berlin Fire Marshal Steve Waznia on Wednesday, Jan. 25. The building was deemed a total loss after a fire broke out during the early morning hours of Dec. 21. Earlier this month, Amtrak halted the See Station, A5

Historical Society. Since the train station burned down more than a month ago, the society has been circulating a petition to rebuild it. The building, leased by the state Department of Transportation, is scheduled to be demolished. John Bernick, DOT assistant rail administrator, said the land will be leveled once the station is knocked down.
At left, the train station is pictured one week after the fire.
“We need to make it presentable and safe,” he said. The new station, located just off Farmington Avenue, is being built as part of the new Hartford-Springfield line and has recently been a focus of development ideas.

The second meeting on Wednesday, Jan. 25 had an emphasis on keeping the history of the town intact. “Using history creates a sense of place,” Stub said. “People don’t want cookie cutter.”
Waznia said Jan. 25 there is currently no timeline in place for demolition.

BERLIN — Vivian Lavaughn (Ellerbee) Kahrmann, 83, of Berlin, formerly of Windsor and New Britain, widow of Ellsworth Harry Kahrmann, passed away Sunday, Jan. 22, 2017, at home with her family at her side. Born in Ashburn, Ga., on July 22, 1933, Vivian was the daughter of the late Luther and Annie Lou (Spradley) Ellerbee. She graduated from Macon Hospital School of Nursing, class of 1953, and was a registered nurse at New Britain General Hospital, and an occupational health nurse at Stanley Tools, Colt Industries and ABB of Windsor, before retirement. Vivian was a very compassionate nurse to many, an avid reader, enjoyed sewing and embroidering as a young adult, and loved collecting and sharing new recipes with everyone. She could always be found experimenting in her kitchen and creating the most delicious desserts for her family and friends. Vivian is survived by three sons and three daughters-in-law, Harold Kahrmann and Debra Garrity, of South Carolina, Jeffrey Kahrmann and Eileen Whelan, of Minnesota, and Darryl and Patricia Kahrmann, of New Britain; two daughters

town manager voluntarily resigned. The resignation This is in response to a recent is effective on Jan. 31, 2017. As set forth in the agreecommentary by the Demoment, which was executed by cratic Town Council members regarding the agreement both parties after the Town Council approved it on Jan. entered into by the town 3, both parties executed with the town manager. The the agreement voluntarily. agreement was approved The process set forth in the by the majority of the Town Town Charter for terminatCouncil on Jan. 3. I am reing a town manager was sponding so that the facts are stated properly to the people not applicable because the Town Council did not terof Berlin. minate the town manager. The discussions that ocThe town manager was not curred between me and the fired or terminated. As inditown manager regarding the cated by the executed and agreement were confidential approved agreement, the
per the agreement between us, consistent with the established policy and practice concerning personnel discussions. The Democratic Council members’ commentary also contained a false statement, attributed to me, regarding the discussions that took place regarding a possible agreement. The statement they represented as mine is incorrect and a complete fabrication. In addition, there is another complete misstatement of
the facts in the commentary – the allegation that there is no search process in place for the town manager position. At the Jan. 3, Town Council meeting, the very next agenda item after the approval of the agreement with the town manager was a motion to approve the appointment of Jack Healy as temporary town manager, effective Feb. 1. This motion was approved unanimously by the council. At the next council meeting on Jan. 17, the council established a search committee for a town manager, appointing the en-
tire council as the committee; this was also approved unanimously by the council. This is an appropriate plan to move forward. So, either my fellow Democratic council members did not know what they were voting on, or they chose to mislead the people of Berlin. I understand and accept that not everyone agrees with every decision that we make on the Town Council. Certainly, everyone is entitled to her/ his own opinion. However, everyone is not entitled to misrepresent the facts.
Letters to the Editor Less crying, more gratitude To the editor: In regard to the “failed system” letter in the Jan. 19 issue of The Berlin Citizen, to say that Berlin Animal Control and its employees diminish any trust of pride of Berlin is a statement born out of anger and the lack of knowledge of what the organization is about. The work is physically and emotionally demanding, to say the least, and dealing with the public is a whole other ball of wax. I’m sure that beside myself, there are others in this town that feel Berlin Animal Control is one of the best things Berlin has to offer. I’m proud of them and glad they are here. Chipping technology is a great tool but it, along with other technologies, it is no replacement for good old common sense. If your pet is missing, chip or no chip, the first place to look is animal control, no matter what town you live in.
The cat in question was turned over to animal control as a stray and was held at the shelter for a month waiting to be claimed. No one did so. Just for the record, I was the person who did the detective work, connected the dots, which resulted in the cat and its owner being reunited. I think a little less crying about what went wrong and a little more gratitude for what went right is in order. I’m thrilled that the pet and owner are back together. As far as animals go, I love happy endings. Richard Knight Kensington
about her, nor will you. She grew up in Berlin and comes from a respected family. A pillar in high school and in her higher education. As an attorney, she was more than qualified to hold her positions. So what is the reasoning behind the council’s decision? My husband and I came to Berlin because it was a town for its people, not individual causes. Are the changes better? We will see in time, won’t we?
Shameful To the editor:
To the editor:
I was shocked when I read the news that Denise McNair, our town manager, was being removed from her position. Then at the Jan. 3 Town Council meeting the shock turned to anger as Mayor Kaczynski tried to spin his firing of McNair into a mutual agreement. His actions, and that of the GOP majority on the council,
Just to bring you in focus. Denise worked diligently for this town as tax collector and town manager. You have never heard one bad word
Letters Policy Email letters to news@ theberlincitizen.com; mail to 500 South Broad St., Meriden, CT 06450 or fax to 203-639-0210. The Citizen will print only one letter per person each month. Letters should be approximately 300 words.
Now Berlin residents are faced with paying McNair for six months and paying three years of benefits, paying for a search for the new town manEsther Criniti ager and paying a stipend to the temBerlin porary manager. All this when the crucial budget season is set to begin.
She will be missed I am shocked to hear that Denise McNair will no longer be our town manager.
We reserve the right to edit letters. Letters should be on topics of general interest to the community. We do not list names of people, organizations and businesses being thanked. Names of businesses are not allowed. Letters must be signed and
showed a complete lack of transparency and accountability. Yet by their actions, the clause in the charter revision to allow the town manager to reside outside of town makes more sense. As it happens this clause did not pass. It is revealing that the GOP knew exactly what they would be doing after the election. Shameful.
It is very apparent that Mayor Kaczynski has placed our town is jeopardy by his reckless and unwarranted actions. He has not done his job of protecting the best interest of our town and our residents, and as such, should now do the right thing and resign from office. Karen A. Pagliaro Kensington
Sports Submissions names will appear in print. Include a phone number so The Citizen can contact you for verification. Letters must be submitted by 5 p.m. on Friday to be considered for publication the following Thursday.

PETS OF THE WEEK
SHELTER PET
Oliver, above left, is a lovable, eight-month-old male. He is easygoing, playful, and friendly. Easel is a sweet boy with a deformed leg. Because of his handicap, he can’t prop his body up and reclines on his tummy, giving some people the impression that he’s antisocial. He’s anything but that and loves attention. Can’t adopt but want to help? Consider baking for the bake sale planned for Saturday, Feb. 11, 11 a.m. to 2 p.m., at Gnazzo’ s Food Center, 73 East St., Plainville. For more information, visit www.hucatrescue.org, call 860-479-5173 or email hucatrescue@gmail.com.
Princess is a 2 year-old white and brown tabby cat. She is shy but will warm up once she is used to her new home. She probably will not be a lap cat, but enjoys petting and brushing. For more information and online application, visit www.fobac.org or call 860-828-5287.

Income tax return theft has become a cottage industry, with dozens of fake returns sent out in a week, and dozens of refund checks arriving at the same address. The IRS and state tax collectors have been reviewing and strengthening their systems to flag that kind of suspicious activity. For example, this filing season, the IRS announced additional “trusted customer” features that would help reduce this crime even more. According to the IRS, tax preparers are increasingly targets of cybercriminals seeking access to client data. Criminals use the stolen information to file fraudulent tax returns. The IRS is urging tax preparers to implement stringent client data protection.

Local snow removal regulations
VIRTUAL BOWLING
The Public Works Department reminds residents of the local ordinances that apply to the removal of ice and snow from public roadways. Property owners are not allowed to shovel, throw or plow ice and snow from private property into, or across a public street. These actions are strictly prohibited and subject to a fine as noted in the Town of Berlin Municipal Code.
The Berlin High School Transition Class and members of the Berlin Senior Center recently met to have lunch and to Wii bowl. The students edged out the seniors.
Volunteers sought to visit hospice patients Masonicare Partners are looking for volunteers to offer companionship and comfort to hospice patients.
Simple moments are important, whether it is reading a book, holding hands or listening. Training is scheduled for spring; applications are
being accepted. For more information, contact volunteer coordinators Corinne or Lydia at 860-528-5195.
P R O U D L Y
Residents are responsible to clear snow and ice from any public sidewalk fronting along their property. All sidewalks are to be cleared and/or sanded within 24 hours of the completion of street plowing operations. It is the responsibility of the property owner fronting that sidewalk to make it safe for public travel. Fail-
ure to comply can result in a fine. Parking bans become effective automatically (or at the discretion of the Director of Public Works) whenever there is an accumulation of four (4) inches or more of snow and ice on any of the streets of the town. Parking bans will terminate no sooner than eight (8) hours after any snowstorm, or as directed by the Director of Public Works. Any vehicle left parked on the street after a parking ban has taken effect will be towed, subject to a fine and all towing and storage charges. For more information, call the Public Works Department at 860-828-7022.
