Town looks to expand the arts

Committee takes on chickens, leash laws By Ashley Kus Citizen staff

The Town Council’s Ordinance Committee is considering requiring fewer acres to keep chickens in a residential neighborhood,

and also is looking into reports of unleashed dogs at a local park.

The town requires 10 acres for chickens. Previously, three acres were required to have any farm animal.

The agreement states, “Employee resigns from her employment with the Town on Jan. 31, 2017.” The town will pay McNair $65,686, which equals six months of her annual salary. She held the position since 2008. Healy said he was surprised when Mayor Mark Kaczynski asked him to take the temporary post. A stipend for the temporary role has not been decided on yet. Currently the town’s animal ordinance states it is illegal “for the owner or keeper of any dog to fail to keep his dog under restraint or to permit his dog to run at large upon the streets and public ways of the town or upon property other than that of such owner or keeper.” The committee said it had reason to believe the park was being used as an unofficial dog park and mentioned websites that say Bicentennial Park is a dog park. “I heard it is becoming an attraction for people,” Kaczynski said. Previously, the committee discussed creating an official dog park in another location. “We want to satisfy the dog lovers but also the people who want to walk through the park,” Kaczynski said.

different opportunities. Edge said a lack of space in town is proving to be a challenge. “There are not a lot of places to be creative together,” he said. Scraptivity and Creative Clay Spot on Farmington Avenue and Michaels on Berlin Turnpike offer art classes. The New Britain Youth Theatre on Main Street provides young actors with stage experience. Still, there is a need for a bigger space and more storefront options, Edge said. Last summer, the farmer’s market in Hungerford Park was filled with craft vendors who Edge said could expand into permanent businesses.

An exhibition of student artwork is held every spring in the New Britain Museum of American Art. Erwin said the district continues to expand its art programs with positive responses from parents and students. The art museum also hosts programs for Berlin-Peck Memorial Library’s summer program.

Dandrow remembered as people’s advocate By Jesse Buchanan Record-Journal staff

While knocking on doors campaigning for state representative, Ann Dandrow came to the door of a recently-widowed and crying woman. “Ann spent the rest of the afternoon with her,” said Dandrow’s younger sister, Maureen Platt. “That woman became part of our family. She was at every Thanksgiving, every Christmas. She was like an aunt.” Platt said her sister also was known for her sense of humor and passion for protecting the weakest members of society. Dandrow, 80, of Southington, died Jan. 25 after a stroke. Her most recent service to the town was with the Senior Citizen’s Commission, where she attended a meeting last month, according to Platt.

Her political career spanned decades and included 16 years in the General Assembly. “She was really a wonderful person who had the people of Southington and the people of state, especially children, in the forefront legislation-wise,” Town Councilor Cheryl Lounsbury said. “She put forth a lot of energy on behalf of children.” Dandrow was born in Boston to a close-knit family. Her mother was the “central force” of the family. “Her mother still had her Irish brogue, which was fun,” Lounsbury said. Lounsbury volunteered on some of Dandrow’s campaigns and also knew her through town circles. “She was fun to be with. She had a great sense of humor,” Lounsbury said. “She took her work seriously but she never took herself too seriously.”

Dandrow served on the Board of Education as well as the Town Council starting in 1977. Despite being Dandrow a Democrat, four Republican councilors supported her bid to become the town’s first council chairwoman. Dandrow had a falling out with Democratic party leadership in town and switched to the Republican party in 1985. In 1980, she lost her primary bid for state office against Democrat Gerald Crean and remained on the Town Council. Dandrow narrowly won the 30th House District seat, representing Southington and Berlin, in an election against Democrat Ida Ragazzi in 1988. Two years later, Dandrow won reelection against a

The Town Council Democrats wrote: “Without notice, without cause, without deliberation, without a plan for what comes next, without even an explanation, the council Republicans ousted Berlin’s well-respected town manager, Denise McNair.”

Per the deal, McNair will be paid $65,686, six months of her annual salary plus three years of health benefits. The latter is very unusual under the circumstances and indicates that Mayor Kaczynski wanted McNair out immediately and silently, regardless of the cost. McNair’s temporary replacement is Public Works Director Jack Healy. A stipend for his temporary role has not yet been decided. This will be another cost to taxpayers. The more frequent and less costly way to change town managers would have had McNair stay on the job until her replacement was found. As a result of the mayor’s negotiations, the town will be paying McNair’s salary and health

They continued, “What is the cost of the Republicans’ decision to fire our town manager? In addition to their assault on the basic principles of governance and the reputation of an honest and hardworking town official, their unilateral decision and action has a price tag of over $65,000, plus three years of health benefits. This six-figure cost was apparently necessary to buy the silence of our now former town manager, as the severance agreement contains a non-disparagement clause. Not to mention the added cost of paying for a temporary town manager.”

The mayor responded to the Democrats’ statement, with one of his own. “The town manager was not fired or terminated. As indicated by the executed and approved agreement, the town manager voluntarily resigned ...

“The discussions that occurred between me and the town manager regarding the agreement were confidential per the agreement between us, consistent with the established policy and practice concerning personnel discussions,” Kaczynski wrote. Likely, we will never know the entire story behind McNair’s exit. What is clear, however, is that the timing of her departure is not ideal. After all, budget season is ramping up and the temporary town manager has his hands full with his duties as public works director. Healy, who lives in Litchfield, has held that post for just over a year. One can understand that a new majority party wanted to exercise some new powers. But part of being a good elected official is also understanding restraint. Mayor Kaczynski could have negotiated an agreement that would have allowed the new GOP majority to select a new town manager without all the additional costs. This would have saved the taxpayers some money and Healy a lot of headaches. This editorial was originally published in the Meriden Record-Journal.

Letters to the Editor Alternate facts To the editor: Employing “alternate facts,” Berlin’s mayor now claims that he and his fellow Republican council members did not fire the town manager. The Republican council members have never given any reasons for terminating the town manager’s contract. The mayor simply claims that “change is good.” That’s it. There has never been a single complaint about Denise McNair’s performance. She has been an

outstanding administrator. Berlin has suffered a major loss. This forced departure was, indeed, a firing, a termination, and a dismissal. Only the amount of her health insurance coverage was subject to mutual discussion. Her six-month salary was already guaranteed by her employment agreement. Mr. Kaczynski’s perpetuation of the big lie is an insult to your readers’ intelligence. This unwise action of the Republicans will jeopardize the search for

a successor manager. It will be difficult, if not impossible, to secure a competent replacement. Why would an intelligent candidate choose to work for these people? The unwarranted firing of our dedicated manager is, and will continue to, adversely affect the morale of all our town employees. The tax collector has recently accepted a position with the town of Fairfield. Who’s next?

In 2015, the residents of Berlin unanimously chose a new direction and elected the republicans to lead this town. We couldn’t have done this without enormous support of unaffiliated, Democrat, and Republican voters. So, here is what we have done thus far: Our first major action was to put out to bid the town attorney position. Democrats on the council commented that this was a good idea for the town. That’s because the previous deal in place was not a favorable contract for the town. We successfully hired a very competent new attorney at a cost savings for the town. Our second major accomplishment was the Charter Revision Commission. The commission tackled the entire Town Charter from start to finish and recommended five major changes. Voters passed three out of five of these changes on election night. This was a major victory for Berlin taxpayers, as they now have a stronger voice on town spending and how council members and the mayor are chosen. Keeping another of our Election Day promises to the people, to change the status quo and end “business as usual” at Town Hall, we voted to accept the mutually-agreed-upon separation agreement with our current town manager and we have started the process for a search for a new town manager. Voters have told us what they want, so we will be looking for a manager with a strong economic development background that can help Berlin focus on being more business-friendly and bring much needed jobs and businesses into town. Many people stood up at last year’s budget hearing and told their opinions on how business-unfriendly this town appears.

Four Berlin High School art students won awards at the 2017 Connecticut Regional Scholastic Art Awards. The national program honors the creative efforts of students in grades seven through 12. Select Gold Key award winners will have their artwork reviewed by judges at the national level in March.

The Democratic Town Committee is looking for a new leader after Fred Jortner resigned as chairman in January when he was sworn in as clerk of the state House of Representatives. “It was appropriate to step down,” Jortner said.
