Town and state officials thanked supporters and volunteers at a ceremony Saturday for the newly renovated Berlin High School. Parents, students and officials got a tour of the recently completed school after music and speeches in the auditorium. Town leaders credited the state legislative delegation, in particular state Rep. Joe Aresimowicz, a Democrat and House Speaker, with providing state funding. Former Berlin mayor Adam Salina said the town ran into a funding shortfall on the $70 million project.

Over 2,000 students are enrolled in the program, including suburban students who attend school in Hartford.

Plainville has 115 Open Choice students enrolled. The district joined the program two years after it began in 1968.

The Hartford-based program is the largest in the state; there are two smaller ones in the New Haven and New London areas.

Brummett said while enrollment likely won’t suffer due to the cuts, there will be changes in academic and social programs.

“They end up having a lifetime of achievement,” said Debra Borrero, division director. “They integrate better into careers.”

The grant funded paraprofessionals and tutors to help students succeed. An enrichment teacher, who helped at-risk students, will be cut next year. In a 2014 CREC video about Plainville’s program, one Open Choice student said the extra help raised his F’s to straight B’s by the next semester.

He said the decrease in funding potentially reduces the possibility of after-school programming for Open Choice students.

Bailey started in the Open Choice program as a second-grader at the Richard J. Kinsella Magnet School for the Performing Arts in Hartford. He picked Berlin from a list of local suburban schools and started in his last year of middle school.

Berlin was forced to eliminate its after-school wellness program at the middle school and another at the elementary schools. The high school after school programs were kept with emphasis on academic components. Paraprofessionals were reduced, as well as hours available to assist students. “The social piece is important for students,” said Berlin Assistant Superintendent Brian Benigni. “Some students reside in Hartford, some reside in Berlin, but they’re all Berlin students.” For Bailey, being on the team is about more than basketball.

McGee Middle School was recently recognized as a Top 10 school, receiving the People’s Choice award, for highlighting its unique reading programs in a video for a national education contest.

The school’s March Madness reading event was also shown. It places books in a “bracket” similar to the NCAA basketball tournament. More than 100 students participated in the March Madness read-a-thon. In all, 22,000-plus minutes were logged and over $6,000 was raised for charity.

Rice said no matter what the outcome, McGee is excited about its People’s Choice recognition. “We are beginning to plan how we will use the money to support our summer reading program,” she said, “and create new and exciting programs such as coding, and continue to update our print collection to support curriculum and pleasure reading.”

KENSINGTON — Irja “Kay” (Lakari) Carlson, of Kensington, widow of Richard A. Carlson, passed away Wednesday, Feb. 8, 2017, at the Hospital of Central CT in New Britain. Born in Naantali, Finland, she moved to Kensington in 1969. Kay loved to travel, garden, artistic roller-skate, and take care of her grandchildren. BERLIN — Elizabeth “Betty” (Sargis) Baldyga, 83, of Berlin, widow of Roman J. Baldyga, passed away Tuesday, Feb. 7, 2017, at the Jerome Home in New Britain. Born in New Britain, daughter of the late Saul and Margaret (Narsis) Sargis, Betty was a class of 1951 New Britain High School graduate. And moved to Berlin in 1963. Upon graduation, Betty worked at several area car dealerships as an office manager. She was then employed by the State of Connecticut as an administrative secretary for the Secretary of the State for over 10 years, retiring in 1992. She later worked part time at Goss & Deleeuw in Berlin. During the 70’s and 80’s, Betty was involved in the Democratic Town Committee in Berlin. Surviving is her daughter, Holly Sorensen and her husband, James of Berlin;

It’s budget season; stay informed Campanelli: By Dave Evans

The Berlin town budget process provides a unique insight into how our taxes pay for education, and town services we enjoy. On March 1, the Town Manager will present to the Town Council the Board of Education, Police Commission, and town budget for our consideration. In addition, to the town wide budget hearing on Tuesday, March 28 in the new Berlin High School auditorium, citizens can learn directly from the boards, commissions, and department heads their needs for the budget during budget sessions that are scheduled to occur in March. I especially invite those interested in running for the Board of Finance this year to attend these budget sessions. Most will be held in the BOE Meeting Room. The current schedule, including what function will be reviewed, is as follows: Wednesday, March 1, 6 to 8 p.m. Revenues, Debt Service, Transfers, Town wide and related School Expenses, Finance, and Golf. Thursday, March 2, 6 to 8 p.m. Board of Education, School Expenses, Town Garage, and Fire. Wednesday, March 8, 6 to 8 p.m.

- Public Works, Highway, Public Building, School Expenses, Water & Sewer. Thursday, March 9, 6 to 8 p.m. - Police, Crossing Guards, Community Services, Recreation, and Public Grounds. Last year after starting with a possible 10.5 percent tax increase we ended up down by 9 percent, near 1.5 percent, passed by the voters of Berlin in one of the largest referendum turnouts due to the presidential primary (2,238 “yes” and 1,705 “no”). This 1.5 percent increase was driven primarily by approximately a $1 million increase in

debt payments including the high school and additional amounts due to contractual wage increases. As was done last year (see http:// tinyurl.com/hyjuxb9) for the first time, a dashboard will be used again this year to help the Town Council drive to the right numbers for our town. This year will be even more difficult than last as debt payment for mostly the high school, fire trucks, and other items will increase these obligated debt payments, this time by another $1.1 million and pension obligations that could add another $700,000, let alone wage and step increases that could top $1.3 million which will make it very difficult to cover this $3.1 million increase, or more, by the use of a grand list growth of only 0.8 percent (worth only approximately $575,000). Further reductions in funding from the state announced by the governor will further decimate revenue in our budget. All this will lead to what I believe to be the most difficult year the State Legislature and Berlin Town Council has ever had to face. Town stuck in partisan rut Current councilwoman and community activist Kristin Campanelli announced Friday, Feb. 3 that she has formed an exploratory committee for the mayoral election this November. A former member of Berlin’s Board of Education, Campanelli has served on the Berlin Town Council since 2015. “There are so many opportunities for Berlin to thrive, but we are currently stuck in a rut of partisanship that is not allowing our town to reach our full potential,” Campanelli said. “I love Berlin and I want it to be successful, because when the town is more successful it’s the residents who reap the benefits. I pledge to work across party lines and bridge the political divide to put Berlin’s interests first.” Campanelli stated that forming the committee is just the first step in gauging public support and listening to the concerns of the voters and the direction they would like to see the town to go. “I’ve already begun the process of speaking with voters both door to door and at local events to hear what is important to them and sharing my belief in Berlin and the positive changes that I See Campanelli, A11

Letters to the Editor Man of integrity To the editor: Over the past year, several changes have been made to Berlin’s charter and at Town Hall. Not everyone has agreed with these changes. In some cases, this disagreement has appeared via letters to this newspaper in the form of strongly-worded language aimed at Mayor Mark Kaczynski. These comments question his integrity in helping to guide these changes. I have known Mayor Kaczynski for over 50 years. On many occasions our political views clash. However, I can state with confidence that when decisions are

made he has only the best interests of the Town of Berlin. Anyone knowing him either personally or professionally is aware that he conducts himself with the highest level of integrity. Stating otherwise is not to know the man.

Lucy (above left) is one of the sweetest dogs to ever come to the shelter. She was found by the police wandering the streets.
