Relay for Life volunteers gear up for May event
FRIENDS TO THE FOUR-LEGGED Daisy Troop 66526 has scheduled an animal rescue service project through April 1. The scouts are collecting items for the Berlin and New Britain animal shelters and a wildlife rehab.
By Ashley Kus Citizen staff
The shelters are in need of old towels, leashes, cat or dog food, paper towels, dog or cat beds, small animal toys, animal cages, water bottles, metal feeding dishes, Q-tips, and treats. Collection boxes are located at Compassionate Care Veterinary, Ferndale Market Fresh, Hair & The Hound Grooming, Labieniecs, and Petco in Newington.
Despite the impending winter storm, Relay for Life volunteers were in a “sunny” state of mind Monday night, March 13 as they gathered for the first meeting of team captains.
Donations are also being collected for a dog named Scarlet, who is in need of an expensive surgery. Scarlet needs a quiet home with no other dogs and no small children to help her rehabilitate. Monetary donations may be sent to New Britain Pound Pals LLC, 10 Chestnut St., New Britain, CT 06052 (reference Scarlet.)
She said the recent cold weather has made people look forward to the Saturday, May 20 event even more. More than 10 teams have registered so far, including members of Berlin High

On Tuesday, March 21, the council was to discuss questions for the budget referendum planned for April 25. Budget Committee Chair David Evans said there should be two advisory questions in addition to the main question on whether or not the budget should be adopted. “This year we want a little more advise on how people are feeling,” he said. The public had the opportunity to speak on the budget at Tuesday’s council meeting, and at a hearing the next day, March 22, in the Board of Education conference room. The public also can speak out at the annual hearing Tuesday, March 21, at the Berlin High School Auditorium.

*Offer is not available to existing Farmington Bank Home Equity Credit Line customers, applies to applications taken on or after 3/17/17 and applies to new Home Equity Lines of Credit on owner-occupied primary residences within the states of Connecticut and Massachusetts. Promotional Annual Percentage Rate (APR) of 2.99% is based on the Prime Rate as published in The Wall Street Journal (4.00% as of 3/17/17) minus 1.01% and is fixed for the first 12 monthly billing cycles after origination of your credit line. After the fixed rate promotional period, the APR of 3.50% is variable based on the Prime Rate minus .50%. The APRs above include a 0.25% rate discount requiring automatic payment deduction from Farmington Bank personal checking account. If you cancel the auto pay during the life of the loan, the APR will revert back to Prime minus 0.25%. Without automatic payments from a Farmington Bank personal checking account, the APRs would be 3.24% fixed (Prime minus 0.76%) for the first 12 monthly billing cycles after origination of your credit line and 3.75% APR variable thereafter based on Prime minus 0.25%. The APR may vary and your minimum payment may increase or decrease. You can obtain credit advances for approximately nine (9) years and ten (10) months during the “draw period” and make monthly interest payments (and principal if you wish). After the draw period ends, you will no longer be able to obtain credit advances and you must pay the outstanding balance, in monthly installments of principal and interest over approximately the next twenty (20) years (the “repayment period”). The APR can never go below 0% with a maximum of 18%. A $50 annual membership fee applies. If you close (terminate) your Home Equity Line of Credit within 24 months of the original note date, an early termination fee will be imposed. The early termination fee will be the lesser of: Two (2) percent of the line amount or $500.00. The minimum loan amount is $10,000 and the maximum is $500,000. There are no application fees. Maximum Combined Loan-To-Value (CLTV) is 80%. Property insurance and flood insurance, if applicable, are required to be maintained for the life of the loan. Loan is subject to credit approval. Offer subject to change without notice. Please consult your tax advisor regarding the deductibility of interest.

Police chief’s goals include drug report By Ashley Kus Citizen staff
The Berlin Police Chief is looking at a town-wide report on drug issues as one of his primary goals to accomplish by next year. “A lot has been discussed but now it will be on paper,” said Chief Paul Fitzgerald. The goals were discussed at a recent Police Commission meeting. Chairman Robert Peters said the recent report of Berlin
officers administering the overdose medication Naloxone 16 times over the last year was a cause for concern. “Is there a problem in Berlin,” he asked. Peters advised Fitzgerald to look into conducting a study on where narcotics are being used in town.
private homes. One third of the revivals were reported to have occurred at motels and places around the Berlin Turnpike. Peters said he wanted to look into billing residents who are given Naloxone more than once.
Fitzgerald said the study will be an extension of current investigations, including where Naloxone is being used.
Naloxone costs roughly $50 per dose. The medication is ordered by the department and included in the budget under “operating materials.”
Deputy Chief John Klett said last month a majority of the people saved in town over the past year overdosed in
Fitzgerald said the idea will be researched, though it is rare that the medication is used more than once on the
same person. During the year, police treated one person three times. Not every person however is able to be saved in time. “Some overdoses do result in death,” Fitzgerald said. Four Berlin residents, ranging from age 52 to 72, died of opioid overdoses in 2015, according to the state Office of the Medical Examiner. The first half of 2016 saw two deaths of Berlin residents, ages 20 and 38. Fetanyl contributed to both deaths. The town recently held a substance abuse panel at
Berlin High School to discuss the nationwide crisis and how it has impacted the community. Fitzgerald’s other goals for the year include; a Citizen’s Academy, in which residents will be able to learn more about the department through various classes, and implementing a new radio communication system. Fitzgerald said the academy will start, most likely, in the fall. The upgraded radio system will be installed after a public hearing, and after funds are appropriated by the Town Council.
Automatic organ donation idea draws criticism HARTFORD — Looking to increase the supply of available organ donations for those on waiting lists, Sen. Ted Kennedy Jr. is proposing a change that would automatically enroll Connecticut residents. Residents currently can choose to become a donor while getting or renewing their driver’s license, but Kennedy, D-Branford, is proposing that they instead be considered donors unless they opt out. According to www.organdonor.gov, a website maintained by the federal government, 119,000 people nationwide are currently on a waiting list for donations.
“I knew this proposal was controversial,” he said. Alexandra K. Glazer, president of New England Donor Services, Inc., is concerned that requiring residents to opt out could actually result in fewer donors.
majority of residents won’t fully understand the implications, estimating that only 12 percent of the public is “health literate.”
“If people want to donate their organs after death, I have no problem with that at all, but it should not be coercive in any way,” said Sen. Len Suzio, R-Meriden.
Sen. Joe Markley, R-Southington, said he agrees with the intent, but added that the solution is more awareness See Organs, A12
Glazer said many European countries experience drops in donors after adopting an opt-out requirement. Medical organizations also expressed concerns about legal complications. The Connecticut Hospital Association, Glazer, and others, said that federal laws on medical policy place an emphasis on communication with family members of people in medical care.
“If Connecticut changes to opt-out consent, it seems “I just wanted to put out an there would be no reason to idea that would really spark a engage with or consult famneeded discussion,” Kennedy ilies, including if the family said Thursday. Train stations expected to be finished by July The old Berlin train station, destroyed in a fire in December, has been demolished. The new one is about 80 percent finished, but the fire delayed it.
By Bryan Lipiner Record-Journal staff
New train stations in Meriden, Wallingford and Berlin are nearing completion after about two years of construction. State Department of Transportation officials say the Meriden and Wallingford stations will likely be used for Amtrak service when completed and eventually for commuter rail service between New Haven and Springfield, which is scheduled to begin in January 2018.
Remaining work to be completed at all stations includes sign installation and

communications systems, as well as parking lots. All three stations will feature highlevel platforms, pedestrian overpasses and other amenities, though bathrooms aren’t included. Construction on the stations began in early 2015. In addition to new stations and double tracking, improvements have also been made at grade crossings. Brooks Street in Meriden closed per-
manently last March due to construction of the train station, and will be the site of the station’s future parking lot, according to Public Works Director Bob Bass. The former Meriden train station closed last spring. Wallingford Mayor William W. Dickinson Jr. previously told the Record-Journal the town owns the former train station, at 37 Hall Ave., and the adult education program will remain in the building for the foreseeable future.
The New Britain Youth Museum at Hungerford Park, 191 Farmington Ave., has scheduled preschool programs for children 2 to 5 years-old. Programs may include live animals, games, crafts, cooking, stories, science experiments, and outdoor exploration. A fee is charged. Classes are scheduled for Tuesdays, 9:30 to 10:15 a.m. or Wednesdays, 4 to 4:45 p.m. (Wednesday is a repeat of Tuesday class.) Spring is here. The Meriden station is 70 percent complete, while the Wallingford station is 75 percent finished, according to John Bernick, assistant rail administrator for the state Department of Transportation. Both are expected to be finished in July, he said. The Berlin station is about 80 percent finished, though its completion has been delayed by a December fire that destroyed the former train station building next door.

Plan might stem exodus of grads
Are concerns about Medicaid, taxes warranted?
Connecticut’s population has declined by almost 20,000 over the past three years, and many of those leaving have been just the kind of highearners whose income this state sorely needs on its tax rolls. Others who are leaving are recent college graduates who might otherwise have become pillars of the state’s future tax base. Studies show younger adults flocking to urban centers, and General Electric said the decision to relocate its headquarters from Fairfield to Boston was motivated in part by a desire to be near a larger supply of young, professional applicants. Other recent graduates may be leaving primarily because of Connecticut’s high cost of living. Nick Girard, a student at Yale University, said he and his classmates — particularly those with heavy college debt — are moving away for more affordable locations. “We can’t sit back as the next generation of innovators and change makers leave this incredible state,” Girard said. This “brain drain” is no good for the future of Connecticut. In view of these trends, Democrats at the Capitol are pushing for an incometax credit for recent college graduates as a way to keep young professionals in the state. “Many of our students are choosing other places to go, but the last reason we want them to go for is overall affordability,” House Speaker
Joe Aresimowicz, D-Berlin, said before a recent public hearing on the proposal. The amount of the credit has yet to be determined, but proponents support a break that would follow graduates for up to five years, so long as they remain in the state. Can something like this work? And would it be worth the estimated $6 million it would cost the state annually? We can’t answer those questions, but the idea at least recognizes the need to keep young grads from leaving for greener pastures. State Sen. Len Suzio, R-Meriden, questioned the logic of the bill, however, saying the state needs to focus more on creating the jobs needed to keep college graduates in the state. But state Rep. Hilda Santiago, D-Meriden, said the tax credit would provide young grads with “an incentive to stay in the state of Connecticut, and stay here and be part of building the tax base and raising their families.” Either way, it’s an interesting idea, and shows that our lawmakers in Hartford realize there’s a problem and are looking for ways to encourage people — especially young people, especially college-educated young people — to stay in Connecticut after graduation. Late snow benefits ski slopes; impact on fruit crops unclear
Connecticut tax commissioner warns public of email scams Associated Press
By Bryan Lipiner Record-Journal staff
HARTFORD — Connecticut’s tax commissioner is warning taxpayers and tax preparers of last-minute phishing email scams. Department of Revenue Services Commissioner Kevin Sullivan says one of the scams involves a fake taxpayer asking their tax preparer to make a last-minute change in where a tax refund is deposited. Sullivan says tax preparers should verbally reconfirm information with their clients.
Janice Russo, of Rockfall, approaches the chairlift after a run down a trail at Powder Ridge Mountain Park & Resort in Middlefield, Monday.
Ski slopes have benefited from late winter snowfall and below freezing temperatures, but fruit crops at area farms are at risk of being damaged. About 60 inches of snow accumulated in some parts
of the state this winter, 23 inches more than average, according to Gary Lessor, meteorologist with the Weather Center at Western Connecticut State University. Lessor said 23 inches of snow fell in February, and 18 inches has accumulated in March so far. The average amount of snow for March is about 5 inches. The aver-
Orchard workers Greg Czaja, left, and Leslie Wright prune Gala apple trees at Lyman Orchards in Middlefield on Monday. John Lyman, owner of Lyman Orchards, said cold weather can pose a threat to fruit crops. Lyman said fruit buds typically burst in late March.
He says another scam targeting tax preparers involves a fake email from a tax software provider, asking for online accounts to be updated. Sullivan’s office is working with the Internal Revenue Service to protect taxpayers. He says tax-related scams increase as the April 18 filing deadline nears.
age temperature in March has been 31 degrees, 5 degrees below normal. Mount Southington General Manager Jay Dougherty said recent conditions have been ideal for skiing and snowboarding. “We had a fantastic week,” Dougherty said. “This past weekend we were packed here.” Mount Southington typically opens in early December and closes in late March. At this point in the season, Mount Southington is usually only open on weekends, but recent snowfall and favorable temperatures have allowed the mountain to remain open seven days a week. “We’re already open longer

An exam that can save a life By Christina Czyrko, MD
March is Colon Cancer Awareness Month. Cancer prevention is an effective resource available to patients, and yet a little more than 50 percent of individuals are receiving it with regard to colorectal cancer. Colorectal cancer is the third most commonly diagnosed cancer (137,000 newly diagnosed cases each year) and the third leading cause of cancer deaths for both men and women. And yet only about one half of patients that would benefit from screening actually get the exam. Yet worse, there are approximately 50,000 preventable deaths a year from this common cancer. It has been proven that a screening colonoscopy has reduced the overall rate of the disease and the number of affected patients. How do we prevent such a common cancer? The precursors to colon cancer are polyps that start in the lining of the bowel wall. The most accurate method of finding them and simultaneously removing them is with a
SUDOKU
colonoscopy. The first exam is performed by age 50, or earlier if there is a personal history of either cancer or polyps or a family history of colorectal cancer.
Symptoms of a change in bowel habits, bleeding or undiagnosed anemia may be another reason to perform the exam earlier. A repeat exam every 10 years is recommended, however, individuals who have had polyps in the past or a family history of colonic polyps or colon cancer need to have the exam performed more frequently.
Additional important steps in prevention are the need to maintain a healthy body weight, engage in physical activity, eating a well-balanced diet, limiting alcohol consumption and abstinence of tobacco use. A colonoscopy can save a life. The American Cancer Society now places colorectal cancer prevention and screening colonoscopy as a high priority. Most insurance companies are mandating the exam at age 50 and incentives are given to patients See Exam, A24
