Mongillo started playing Little League Farm baseball when she was 8 years old as a pitcher before joining the Little League Majors a year later. By age 12, Mongillo hit five home runs and was the only girl on the Little League All-Star team. “I loved playing baseball with the boys, that was the best,” she said. She went on to play Babe Ruth baseball as the only girl and made the All-Star team. By high school, Mongillo was told she could no longer play baseball with the boys. She went on to play varsity
volleyball, basketball and softball. Mongillo was an All-Northwest Conference selection for all three sports. The versatile athlete received a softball scholarship to NCAA Division I Adelphi in New York. The 1987 and 1988 team won the National Collegiate Softball Championship and in 1988 she participated in the College World Series and was a second team All-Regional selection. After college, Mongillo decided to make a career out of what she had already been doing for years, fitness training. “Lori brings different ideas to the workout,” said Hall. Mongillo started the business 25 years ago and her client list continues to grow. “I truly love my job,” she said. “I love helping people, it’s the way I was raised.”

The proposed town budget of more than $85 million reflects a 2.8 percent increase in taxes, a .87 mill increase. A house valued at $250,000, for example, would pay an additional $150 in property taxes. The budget committee, consisting of all seven councilors, requested a 7.6 percent reduction from each town department. More than $5 million in cuts was made by the temporary town manager.

Police are investigating a recent wave of overnight car burglaries near Kensington Road. All eight cars burglarized late Wednesday, March 29 or early Thursday, March 30 were unlocked.

Rotary dictionary effort turns 10 years old Eleven years ago Scott Skates, a member of the Kensington-Berlin Rotary Club and father of two young children, suggested that the Rotary Club become involved in the Gifts of Words Dictionary Project, a Rotary initiative that many of the clubs in the area were starting. Members of the Kensington-Berlin Rotary Club shared Skates’ enthusiasm for the project, and sponsorships were obtained from local businesses to cover the cost of the dictionaries. In December 2007, the Rotarians visited all third grade classrooms in Berlin and
the first hardbound Scholastic dictionaries were distributed. Over the past 10 years, Rotarians have given more than 3,000 hardbound Scholastic dictionaries to all third graders at Griswold, Hubbard, Willard and St. Paul elementary schools. When Rotarians visit the schools to distribute the dictionaries, they talk about the importance of service and giving back to the community. They also mention joining Interact, which is Rotary for high school students. — Press Release

Stormwater report available for viewing The Town of Berlin Engineering Department 2016 draft report for discharge of stormwater from municipal separate storm water systems is available for 30 day review and comments by those interested. The 2016 Draft MS4 Report was prepared by a professional consulting firm for the Town of Berlin meeting the requirements in the
annual report section 6 (i) (2) of the CTDEP General Permit for the Discharge of Stormwater from Municipal Separate Stormwater Sewer Systems. The report includes annual stormwater sampling data from six locations, control measures, and Best Management Practices for 2016. Stormwater discharges from areas throughout the town
streets including catch basins, drainage swales and culverts that are within the town’s responsibility as part of this permit. The permit does not cover stormwater discharges from town operated buildings/facilities which are under a separate permit registration. Draft copies of the report are available for review at the Town Clerk’s Office

Bruce William Whitehill, Sr. BERLIN — Bruce William Whitehill, Sr., of Berlin, died unexpectedly at The Hospital of Central Connecticut, surrounded by family on Friday, March 24, 2017. He was 71 years old. He is survived by his wife, Jennifer of 53 years; son, Bruce, of Berlin; daughter, Marlana Rice and her husband, Verlon, of Magnolia, Texas; as well as daughter by choice, Lisa La Pierre (Berzins) and her husband, Duane, of Plainville; his grandchildren, Nicole Whitehill, Samantha Whitehill, Benjamin Whitehill, Chloe Rice, Kirsten Rice, Justin Talbot, and Jeremy Talbot. He is also survived by his sister and mentor, Jeanne DiBattisto, of Bradford, Vt., Nancy Paslaski, of Dennis, Mass., Jim Whitehill, of Columbia, Mo.; as well as many nieces and nephews. He is preceded in death by his mother, Virginia Greene Whitehill; and father, William Whitehill. Bruce was bor n on Aug. 25,1945, in Buffalo, N.Y. When he was a child he moved to Manchester, where he met his high school sweetheart and wife, Jennifer. Through the years they were known as the couple that loved to dance and were each other’s best friend. Shortly after moving to Manchester, he met his great buddy, Chuck Barbato. Bruce and Chuck had many great adventures in their youth. In the early 70’s
he moved to Berlin where he opened B and B Auto Parts. Although the store was only open a few years, the existence of the store resulted in the creation of life-long friendships with Bob Riss and Ron Barrett. The move to Berlin wasn’t just a move to a new home, in a new town, but it was the start of another great chapter as Bruce and Jen found their best friends, Joe and Mary Ellen Dutkiewicz who lived up the hill. The two families vacationed together in the early years and Mary and Joe are the confidants and go to friends forever.One day in the late 1980’s early 1990’s Bruce received a call from his good buddy Chuck:”Hey Bruce! Wanna build a house?” The building of the house project became more than just a few friends hammering some nails as the project brought Bruce’s friend from childhood, Chuck, together with his adult friends, the Dutkiewiczs and created a lot of fond memories. Taking an interest in construction again created a unique friendship between Bruce and his niece Lori DiBattisto. Bruce shared his knowledge and interest in classic architecture blueprinting methods while Lori shared her knowledge of contemporary computerized architecture methods. There was a reciprocal affection between uncle and
niece. Later in life, he purchased a 57 Chevy which he spent countless hours restoring in his garage. He thoroughly enjoyed the time spent and the detail entailed in restoring his car to pristine condition. In the early 1990’s Bruce and Jen purchased a log cabin home in Vermont which resulted in a new hobbysnowmobiling. Bruce loved his home in Vermont and his time snowmobiling with his friends, Keith and Sal. While most people thought of a year as having four seasons, Bruce only knew of two seasons-snowmobile season (there is snow on the ground in Vermont) and woodworking season(There is no snow in Vermont). Bruce spent many hours making beautiful cabinets and trim pieces, keeping busy until snowmobiling season arrived again. Bruce flocked to Vermont in winter as geese flock to the South. Bruce had a great sense of humor and was a very kind person. He was a father- figure and grandfather- figure to many young people who entered his life who either had none or had none close by. State employees aren’t the only ‘working people’ By Chris Powell
Hysteria being generated by the state employee unions suggests that Connecticut just might have an outside chance of saving itself. For last week the president of the state AFL-CIO, Lori Pelletier, went apoplectic at the state Capitol as she addressed legislative proposals to restrain state government’s ever-increasing labor costs. The proposals, Pelletier said, are “attacking workers,” though they are actually fairly modest attempts to bring state employee compensation in line with the compensation of ordinary taxpayers. The proposals would: • Remove pension and medical insurance benefits from collective bargaining, leaving them for elected officials to decide.
• Remove overtime earnings from pension calculations, ending a long-running scandal.

Letter to the Editor Take back Berlin To the editor: In the March 2 edition of The Berlin Citizen, Berlin Republican Town Chair Anne Reilly proclaimed that the election cycle has begun. For Berlin Republicans, this marks the season for personal attacks. True to form, Reilly leveled a series of attacks against councilwoman Kristin Campanelli. Let’s look at these attacks. Reilly attacks Campanelli for campaigning against the proposed charter changes. That’s true. Campanelli did not think that Berlin’s non-partisan BOE should be politicized, and that Berlin voters should get to choose their elected officials, as opposed to Reilly personally selecting six of Berlin’s 13 elected officials this November. Reilly attacks Campanelli for supporting a new police station. Actually, Campanelli thinks the outdated and inadequate police station needs to be addressed and she thought
their only right is to pay for the other “working people” and that their democracy has become a sham because, through collective bargaining and binding arbitration for government employee union contracts, the bulk of public expense has been removed from the ordinary democratic process. Even as Pelletier denounced this as ingratitude, the Connecticut Post reported that the deputy police chief in Bridgeport, a city always pleading poverty, is retiring with a lump-sum payment of $450,000 and a lifetime pension of $15,500 per month, $186,000 per year, $36,000 more than the governor is paid to run the whole state. So who works for whom in Connecticut? And why do those who do the paying get such sanctimonious slop in return? Chris Powell is managing editor of the Journal Inquirer in Manchester.

So much for Reilly’s stated belief in citizen participation. Reilly’s last line of attack is her claim that Campanelli supports the governor. What’s next, Berlin voters choose their local representatives based on the president? Lastly, Reilly talks about the changes that the “Republican team” has made in the past year. Changes like trying to politicize our non-partisan board of education and firing our long-time town manager without cause and a plan to replace her. Reilly says that she would be very “concerned” if Democrats take back Berlin, but I think what’s she really worried about is if Berlin residents take back Berlin from our current council majority. Business advocates push for tighter cap on state spending HARTFORD — Businesses urged lawmakers Monday to take a broader approach when defining Connecticut’s constitutional spending cap. Officials with the Connecticut Business & Industry Association said that a broader definition of the cap, including unfunded pension liabilities, would force lawmakers and governors to be more proactive when faced with deficits, giving businesses more confidence to invest in the state.
An Appropriations Committee public hearing Monday included 20 bills addressing the spending cap, including one from Gov. Dannel P. Malloy’s budget director, Benjamin Barnes. Malloy has voiced support for a better-defined spending cap. “To not” enact definitions, “I think, ultimately thwarts the will expressed in the vote to implement the spending cap in the state’s constitution,” Barnes said Monday.
Peter Gioia, CBIA’s chief economist, said businesses are telling the organization that “the fiscal situation here is so bad and so unpredictable that I don’t want to make a long-term investment without knowing what my tax situation might be on that investment.”
Malloy’s proposal would implement the cap on general fund expenditures, but would exclude debt service and unfunded liabilities in the state’s pension system.
Connecticut voters added the spending cap to the constitution in 1992, one year after a state income tax was enacted.
Rep. Melissa Ziobron, R-East Haddam, ranking member of the Appropriations Committee, disagreed, saying unfunded liabilities should be counted against the cap. She is one of 13 House Republicans — Reps. Vincent Candelora, R-North Branford, and Craig Fishbein, R-Wallingford are also in that group — to cosign a bill that would do just that.
Enforcement of the cap has been difficult because the legislature has never defined which expenditures would be counted toward the restriction. When a member of the state legislature filed

Interact, Salvation Army: Together in service For the past few years, Berlin High’s Interact Club has been dedicated in helping the local Salvation Army. Captain Wendy Goodman thanked the club recently and provided impressive statistics about how many lives are improved due to the work of the Salvation Army. Interact members volunteer at the monthly soup kitchens from November
to March. The four months from October through January, 1,528 people were served a warm meal. Interact members also assisted in writing out 300-plus Angel Tags for Christmas gifts for children whose parents cannot afford presents. The club alone ended up providing gifts for 40 of these “angels.” Also, the Salvation Army raised over $1,100 with the

help of Interact members ringing the Red Kettles outside of Stop & Shop over the course of two days in December. Interact hopes to see these numbers grow and looks forward to continuing its service. Her program was chosen to participate in a pilot program to have a Unified program join the First Tee of Connecticut to introduce the sport of golf to Unified athletes.
Berlin has been a model program for Unified Sports for other schools looking to start a program. Just this year, the Berlin High School Unified program was one of the first
Roy Earley, contributor Roy Earley started his softball career in the New Jersey fast pitch factory leagues as a catcher. He traveled with the teams throughout the northeast, getting to know many outstanding pitchers at that time and learning from them the art of pitching. He settled in Connecticut after meeting and marrying his wife who was from East Hartford, and starting his business, RAE Battery, which he learned from his father, who was also in the business. Roy started his volunteer coaching in the late 1980s after his daughter, Monica (a member of the 2011 Berlin Athletic Hall of Fame class), went off to college after an outstanding career at Berlin High School. He realized he missed working in the sport that he loved. Roy already had a cage set up, so he taught kids from Berlin and throughout the state the art of pitching. He continues to work with kids from as young as 9, up to high school age. He typically stays as many hours as necessary after his work day is done to help develop the kids that come to him. In many cases, Roy’s students come from the inner city and are without a strong family foundation, so he makes sure to feed them and provide rides to and from his location. sneakers. After he finished her practice session, he took her to buy new sneakers. This shows how much he really cares for those that he has taken under his wing. Roy has volunteered many hours at Sage Park, assisting the Berlin softball team, and has a seat with a plaque with his name on it in his honor. Currently, he is planning on constructing a new building adjacent to his business for the sole purpose of use by area athletic teams, both baseball and softball, to use year-round at no charge. There will be eight cages available and many area coaches have already offered to give of their time upon completion of the facility. Also, Roy is working with local parents in trying to rebuild the youth softball league that has dwindled in participation over the years. Although Roy is limited in his ability to move around, he continues to work with any athlete, to give back to the game that was so good to him. The Hall of Fame induction dinner is scheduled for April 23 at the Aqua Turf, 556 Mulberry St, Plantsville.
