There may soon be additional parking on Main Street after a beautification process took away some spaces.
“We’re trying to add back some parking,” said Interim Town Manager Jack Healy. Healy was part of a recent meeting with business owners on the street who said the new look of the area has decreased traffic and therefore shoppers.
The beautification process last year included new sidewalks and curbing as well as the addition of traffic islands. “It looks nice but it may not be functional,” said Mayor Mark Kaczynski. See Beautification, A3

The Town Council allocated $125,000 for each of the three elementary schools and middle school in town in order to construct security vestibules. “We’re hoping next summer,” said Eva Gallupe, director of business operations for Berlin schools. The council had previously appropriated $500,000 for the vestibules, however a special meeting was held Thursday night, June 29 to allocate and divide the funds between each school. Finance Director Kevin Delaney said the amount was not included in the budget and the town will instead re-purpose funds borrowed and leftover from the Sherwood Mill project. Delaney said there is no conflict in using those funds for the security vestibule project. More than 40 percent of the total security vestibules project will poten-

The Police Commission set parking restrictions in December so only shoppers are able to park during business hours. Healy said during a recent Town Council meeting that the engineering company has been approved to look at realignment of Main Street. The project, originally funded by the state’s Small Town Economic Assistance Program (STEAP) grant, has faced
several obstacles leading to completion. A gas line move and redesign of the crosswalk and sidewalk in front of the YMCA were a few of the delays. Funds were later taken out of the Bonded Road Improvement Account to close the project. Healy said the adjustments and new parking is currently under design.
The new security will consist of ballistic raided door replacements, another set of doors before the main office and a transaction window to safely access the school. The set up will be similar to the high school where visitors need to be buzzed into the building.

Eversource Energy workers on all-terrain vehicles will be inspecting transmission lines this summer as part of preventive maintenance. Service roads provide access to transmission lines in some areas, but others can’t be reached by truck. Frank Poirot, an Eversource spokesman, said ATVs

Historical society to host encore Story Share The Berlin Historical Society will host an encore presentation of the March Story Share on the Train Depot and the Railroad on Wednesday, July
Sallie Caliandri and Lorraine Stub from the historical society will present a slide show of vintage photos and share the history of the station which burnt down in December.
The society has been gathering pictures and stories for the museum’s archives. Audience members are encouraged to bring their own memorabilia. The event is informal. A portable scanner will be available to make copies of
photos for archives. Participants can also share their ideas of what should be built on the site in the future. “Even if you are new to town or too young to have memories of the station,” Stub said, “this is a very enjoyable

Leonard McCandless SOUTHINGTON — Leonard (Lenny) McCandless, 67, beloved father, grandfather, and friend, passed away on Sunday, July 2, 2017, surrounded by his loving family, after a very courageous fight battling lung cancer. Leonard made his grand entrance into this world being born in a police car during a blizzard in New Britain, Conn. on Nov. 28, 1949. He was the son of the late Robert and Mae (Chute) McCandless, who raised him in New Britain. A graduate from Goodwin Tech, Lenny enlisted in the Army at the young age of 17 to serve his country in the Philippines during the Vietnam War from 1967–1970. Upon Honorable Discharge,

he worked for SNET in New Britain from 1970–1996, when he retired as a Business I&R Technician. As a tradesman, he was always offering his services to help others. He lived his life to the very fullest each and every day. Lenny loved his friends and family, who always came first in his life. He enjoyed hitting the links, telling a good joke, and catching sunrays at the beach with a nice Crown Royal on the rocks in hand. Lenny is survived by his forever companion and mother of his children, Patty; and his children, of whom he was incredibly proud, daughter, Katelyn Cole and husband, Eddie; daughter, Meaghan Tarver and husband, James; and son, Patrick McCandless and fiancée, Nicole Tagle; as well as three grandchildren, Brayden James and Cameran Elizabeth
McCandless, and Brynn Mae Tarver. He was predeceased by his sisters, Eileen Calcinari and Eleanor Seifel; and is survived by his sisters, Barbara Borden and Maureen LeBrun; his brother, Robert McCandless; and several nieces and nephews. Calling hours will be held on Thursday, July 6 (TODAY) from 4 to 7 p.m. at Luddy-Peterson Funeral Home, 205 South Main St., New Britain, Conn. A Military Memorial will follow on Saturday, July 8 at 9:30 a.m., at State Veterans Cemetery, 317 Bow Lane, Middletown, Conn. Letter to the Editor Right steps taken To the editor: After working through a tough budget process this year, the Republican-led Town Council came up with a solid budget that maintained town services and resulted in an education budget that supports Board of Education needs for the upcoming fiscal year. This was done while minimizing the tax increase to the citizens of Berlin. It should be noted that the high school bonding has made up the bulk of the tax increase the past two years while the Republican-led council decreased the town spending side. Mayor Mark Kaczynski, with Interim Town Manager Jack Healy are being more proactive with the development of a 10-year plan that looks at state bonding, spending and future projects. They are also performing a forensic exter-
nal audit for cost reduction opportunities and looking for ways to streamline administrative processes for greater efficiencies. At the same time, the mayor and his team are helping to bring new businesses to town, which grows our tax base and should lead to greater tax stabilization in the upcoming years. With the unknown of how the dire state budget situation could impact our town, the mayor and his leadership team are taking the right steps in those areas they control. The Teed off at Lyme golf tournament was held Tuesday, June 27 at Shuttle Meadow. The tournament was spearheaded by Cromwell resident Rebecca Tibball, who battles Lyme Disease. Tibball was diagnosed with the tick-borne disease nearly two years ago after a back surgery triggered symptoms. The former Berlin resident started experiencing extreme
sound sensitivity, panic attacks and began to lose feeling in her hands and feet. “They couldn’t figure it out,” she said about the 14 doctors she visited. Berlin cabaret theatre celebrates 20 years The Connecticut Cabaret Theatre in Berlin will celebrate its 20th anniversary with the summer show “My Way,” a Frank Sinatra tribute show starting July 7.

Before the days of social media, owner and director Kris McMurray relied on word of mouth to let the community know about performances at The Connecticut Cabaret Theatre on Webster Square Road.

Man charged with murder in Berlin shooting death By Ashley Kus Citizen staff
A Waterbury man has been charged with murder after police say he shot and killed a 25-year-old Berlin man at the Days Inn on the Berlin Turnpike early Sunday morning.
Berlin police contacted state police about 3:30 a.m. Sunday asking for assistance after a body was found at the Days Inn, 2387 Berlin Turnpike, state police spokeswoman Trooper Kelly Grant said in a statement. No arrests were made at the scene.
