We're pleased to present to you our Annual Drinking Water Quality Report, also known as the Consumer Confidence Report. This report, a requirement of the 1996 amendments to the Safe Drinking Water Act, is designed to inform you about the quality water and services we deliver to you every day. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water. Water Source Our water source consists of a consecutive supply from the New Britain Water Department, New Britain, CT. Our daily water production averages around 750,000 gallons, with an estimated yearly withdrawal of 274,340,000 gallons. We maintain approximately 44 miles of water main and our system serves an estimated population of 9,180 residents and maintains 3,080 service connections. Our certified lab is New Britain Water Laboratory. Since we purchase our water from the New Britain Water Department, we are not required to treat our water. Over the past year we have completed some improvements to our system. They consisted of installing 10 new fire hydrants, 50 old meters, and new office software. In the future, we plan to replace 300 feet of 1” and 1¼” water main, and also replacing 200 feet of old 6” cast iron main. We have meetings every Monday at 6pm at 947 Farmington Ave. (rear), Kensington, CT 06037. Source Water Protection Source water is untreated water from streams, rivers, lakes, or underground aquifers that is used to supply public drinking water. Preventing drinking water contamination at the source makes good public health sense, good economic sense, and good environmental sense. You can be aware of the challenges of keeping drinking water safe and take an active role in protecting drinking water. There are lots of ways that you can get involved in drinking water protection activities to prevent the contamination of the ground water source. Dispose properly of household chemicals, help clean up the watershed that is the source of your community's water, attend public meetings to ensure that the community's need for safe drinking water is considered in making decisions about land use. A source water assessment report was recently completed by the Connecticut Department of Public Health, Drinking Water Division. The completed Assessment report is available for access on the Drinking Water Division’s web site: http://www.ct.gov/dph/cwp/view.asp?a=3139&q=398262&dphNav_GID=1824. The assessment found that this public drinking water source has a high susceptibility to potential sources of contamination. Additional source water assessment information can be found at the Environmental Protection Agency’s website: http://cfpub.epa.gov/safewater/sourcewater/. Water Quality Kensington Fire District routinely monitors for contaminants in your drinking water according to Federal and State laws. The following table shows any detection resulting from our monitoring for the period of January 1 st to December 31st, 2015. It's important to remember that the presence of these contaminants does not necessarily pose a health risk. The sources of drinking water include rivers, lakes, ponds and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and radioactive material and can pick up substances resulting from human or animal activity. All sources of drinking water are subject to potential contamination by substances that are naturally occurring or man made. Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, can be naturally occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and herbicides may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses. Organic chemical contaminants, including synthetic and volatile organic chemicals, are by-products of industrial processes and petroleum production, and can also come from gas stations, urban storm water runoff, and septic systems. Radioactive contaminants can be naturally-occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, U.S. Environmental Protection Agency (EPA) prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. U.S. Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The table below lists all of the drinking water contaminants that were detected through out water quality monitoring and testing. The presence of contaminants in the water does not necessarily indicate that the water poses a health risk.

Million Fibers per Liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers. Maximum Contaminant Level (MCL) - The MCL is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. Maximum Contaminant Level Goal (MCLG) - The MCLG is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. Drinking Water Equivalent Level (DWEL) – A lifetime exposure concentration protective of adverse, non-cancer health effects, that assumes all of the exposure to a contaminant is from a drinking water source. Maximum Residual Disinfectant Level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum Residual Disinfectant Level Goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. Running Annual Average (RAA) - The average of all monthly or quarterly samples for the last year at all sample locations. Non Detect (ND) - The contaminant was not detected. IMPORTANT INFORMATION

Lead - Major Sources in Drinking Water: Corrosion of household plumbing systems; erosion of natural deposits. Health Effects Statement: Infants and children who drink water containing lead in excess of the action level could experience delays in their physical or mental development. Children could show slight deficits in attention span and learning abilities. Adults who drink this water over many years could develop kidney problems or high blood pressure. Copper - Major Sources in Drinking Water: Corrosion of household plumbing systems; erosion of natural deposits; leaching from wood preservatives Health Effects Statement: Copper is an essential nutrient, but some people who drink water containing copper in excess of the action level over a relatively short amount of time could experience gastrointestinal distress. Some people who drink water containing copper in excess of the action level over many years could, suffer liver or kidney damage. People with Wilson’s Disease should consult their personal doctor. Arsenic: The U.S. EPA adopted the new MCL standard of 10 ppb in October 2001. Water systems must meet this new standard by January 2006. Fluoride: Fluoride levels must be maintained between 1-2 ppm, for those water systems that fluoridate the water. Lead/Copper: Action levels are measured at consumer’s tap. 90% of the tests must be equal to or below the action level; therefore, the listed results above have been calculated and are listed as the 90 th percentile. Total Coliform Bacteria - Reported as the highest monthly number of positive samples, for water systems that take < 40 samples per month. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful bacteria may be present. Our tests have all been negative. TTHM/HAA5: Total Trihalomethanes (TTHM) and Haloacetic Acids (HAA5) are formed as a by-product of drinking water chlorination. This chemical reaction occurs when chlorine combines with naturally occurring organic matter in water. Turbidity: Turbidity has no health effects. However, turbidity can interfere with disinfection and provide a medium for microbial growth. Turbidity may indicate the presence of disease-causing organisms. These organisms include bacteria, viruses, and parasites that can cause symptoms such as nausea, cramps, diarrhea, and associated headaches.

As you can see by the table, our system had no violations. We’re proud that your drinking water meets all Federal and State requirements. The EPA has determined that your water IS SAFE at these levels. All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-426-4791. For most people, the health benefits of drinking plenty of water outweigh any possible health risk from these contaminants. However, some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/Center of Disease Control (CDC) guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791). If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. We are responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for thirty (30) seconds to two (2) minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. Water Conservation Tips Water conservation measures are an important first step in protecting our water supply. Such measures not only save the supply of our source water, but can also save you money by reducing your water bill. Water is a limited resource so it is vital that we all work together to maintain it and use it wisely. Here are a few tips you can follow to help conserve. o Check for leaky toilets (put a drop of food coloring in the tank, let it sit if the water in the bowl turns color, you have a leak). A leaking faucet or toilet can dribble away thousands of gallons of water a year. o Consider replacing your 5-gallon per flush toilet with an efficient 1.6 gallon per flush unit. This will permanently cut your water consumption by 25%. o Run only full loads in dishwashers and washing machines. Rinse all hand-washed dishes at once. o Turn off the faucet while brushing teeth, or shaving. o Store a jug of ice water in the refrigerator for a cold drink. o Water lawn and plants in the early morning or evening hours to avoid excess evaporation. Don’t water on a windy, rainy or very hot day. o Water shrubs and gardens using a slow trickle around the roots. A slow soaking encourages deep root growth, reduces leaf burn or mildew and prevents water loss. Select low-water demanding plants that provide an attractive landscape without high water use. o Apply mulch around flowers, shrubs, vegetables and trees to reduce evaporation, promote plant growth and control weeds. Shrubs and ground covers require less maintenance, less water and provide year-round greenery. o Be sure that your hose has a shut-off nozzle. Hoses without a nozzle can spout 10 gallons more per minute. o When washing your car, wet it quickly, turn on the spray, wash it with soapy water from the bucket, rinse quickly. o Be sure sprinklers water only your lawn, not the pavement. o Never use the hose to clean debris off your driveway or sidewalk. Use a broom. o Rinse other items, such as bicycles or trash, on the lawn to give your grass an extra drink.

The IDSE is used to determine the levels of disinfection byproducts (TTHM & HAA) in the distribution system for future regulations. Disinfection byproducts are the result of the disinfection of your drinking water. They form when the disinfectants combine with naturally occurring organic matter in the water. The IDSE data was not used for compliance purposes by the CT Department of Public Health-Drinking Water Section, and test results were not required to meet the MCL of 60 ppb for HAA and 80ppb for TTHM. Note: The state allows us to monitor for some contaminants less than once per year because the concentrations of these contaminants do not change frequently. Not all contaminants are tested for every year due to monitoring waivers and therefore we must use the most recent round of sampling. JANUARY 1, 2016 TO DECEMBER 31, 2016 In order to ensure that tap water is safe to drink, the Environmental Protection Agency (EPA) prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration (FDA) regulations establishes limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency's Safe Drinking Water Hotline (800426-7491).

This bulletin has been prepared to provide Worthington Fire District’s customers with the confidence that the water they drink meets and, in most cases, exceeds all State and Federal Drinking Water Requirements.

However, some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections.

In 1967, the Worthington Fire District entered into an agreement to purchase all of its water from the Berlin Water Control Commission. During the period covered by this report, January 1, 2015 to December 31, 2015, the Worthington Fire District provided water purchased from the Berlin Water Control Commission that included water from the Elton production wells, water purchased from the New Britain Water Department, and water purchased from the Cromwell Fire District.

These people should seek advice about drinking water from their health care providers. Although we in the Northeast have been blessed with, at least until now, what appears to be an unlimited supply of pure, safe drinking water, the preservation of this valuable resource is the responsibility of all.

As required by the Connecticut State Department of Health, the Berlin Water Control Commission has two Water Treatment Plant Operators, Class 1, and one Water Treatment Plant Operator, Class 2. As required by the Connecticut State Department of Health, the Worthington Fire District has two Class 3 certified treatment operators, certified as Distribution System Operators and Water Treatment Plant Operators. Monthly testing of the water supplied by the Worthington Fire District has shown that the water has met or exceeded every standard set by the State and Federal Agencies for quality and safety. The following tables summarize the analytical results of water samples taken from various locations within the distribution system. Table I includes all of the REGULATED contaminants that were detected during the 2016 sampling season. Although all were well below Maximum Contaminant Levels (MCLs), the following lists their significance and possible reasons:

Haloacetic Acids (HAA5s): are formed as a result of chlorine, used in the disinfection process, reactingby: with natural occurring organic acids. The news of high lead levels in the water in Flint, Michigan illustrated the vital importance to public health of appropriate monitoring, sampling, and testing for lead and copper. Federal regulations require that homes be sampled every three years by having the homeowner collect a one-liter sample from the cold-water kitchen tap as a “first draw” (after the water has been standing motionless in household pipes for at least six hours). Samples were collected from the Worthington Fire District in 2015 and will be due again in 2018. Table II of this report summarizes the results of lead and copper testing conducted in 2015. During this round of sampling, none of the ten homes sampled were above the action levels set by the EPA. The EPA requires 90% of samples taken in a sampling period fall below the action levels, therefore, the Worthington Fire District remains in compliance with the Lead and Copper Rule. Please note the following information concerning lead and copper in public drinking water. Copper: Copper is an essential nutrient, but some people who drink water containing copper in excess of the action level over a relatively short amount of time could experience gastrointestinal distress. Some individuals who drink water containing copper in excess of the action level over may years may suffer liver or kidney damage. People with Wilson’s disease should consult their personal health provider. During the lead and copper monitoring period conducted in 2015, there were no samples detected above the copper action level at any of the first draw samples collected by the homeowners. Another simple way to reduce the possible exposure to lead is to regularly clean your faucet screens to remove material that may become trapped in the screen. Some of that material may be lead particles from your home’s internal plumbing. Finally, do not use hot water from the tap to make infant formula or for cooking. Hot water may have higher mineral content than the cold water supplied by the Worthington Fire District. Infants and young children who drink water containing lead in excess of the action level could experience delays in their physical or mental development. Children could show slight deficits in attention span and learning abilities. Adults who drink water containing lead in excess of the action level over many years can develop kidney problems or high blood pressure. Infants and young children are typically more vulnerable to lead in drinking water than the general population. While the Worthington Fire District uses no lead pipes in its distribution system, it does not have ownership or responsibility for the materials used in your home’s plumbing. If you are concerned about the plumbing materials used in your residence or the lead levels in your home, you can contact the Worthington Fire District for further information. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:  Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.  Inorganic contaminants, such as salts and metals, which can be naturally occurring or resulting from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming.  Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.  Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.  Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.

Following are just a few of the many steps that we can all take to prevent the waste and, perhaps loss, of this most valuable gift: 1.

The 10-year-old German Shepard demonstrated various commands while keeping his eyes on Krzykowski. “He’s stopped a lot of bad things from happening,” she said. This summer will be Titan’s last on the force. He will retire in the fall and a new K9 will be announced. Krzykowski said she recently learned she would be working with the new dog. “He gets to just be a dog now,” she said of Titan’s retirement. Titan has been part of the department since 2008. The department has another K9 named Bane. At last week’s story time, several police-themed books were displayed for patrons

to take out and enjoy. By the end of the event all the books were gone. Titan sat patiently as children and adults came over to greet him. “We use canines a lot in the community,” Krzykowski said. “It’s a great outreach.” This was the second time the library held the police officer story time. The Ordinance Committee agreed to have the town attorney create a draft of the ordinance for the commission. Similar commissions in other towns will be looked at as well. The ordinance is expected to be sent to the Town Council for its first September meeting. If the council approves the commission, applications will be accepted for members. EAST BERLIN – Laurent Joseph Fournier, 102, passed away peacefully the morning of Thursday, July 20, 2017, to join his beloved wife of 72 years, the late Eleanor Kahms Fournier. Laurent was born in Biddeford, Maine on Oct. 10, 1914, the son of Joseph and Aldea Fournier. He lived in New Britain and Cromwell before marrying Eleanor and moving to East Berlin where they raised three children. They lived in Utah for 10 years before returning to East Berlin 20 years ago. Larry was retired from New Britain Machine where he worked for 36 years, and was a member of Sacred Heart Church, East Berlin. Larry loved playing golf and was quick to offer help to anyone who asked about their swing; he spent many hours swinging his club in his basement where he had a driving net and putting area. Laurent is survived by his three children, Laurie Kukler and her husband, John, of Idaho, James and his wife, Pamela, of Wyoming, and Sharon and her husband, Dennis, of Berlin, with whom he lived; six grandchildren, JoAnn Davis, Scott Nemit, James Fournier, all in Idaho, Laurie Nelson, of Berlin, Nickola Fournier, of California, Paul Phaneuf,of East Berlin; 12 great-grandchildren; four great-great-grandchildren; and several nieces and nephews, including Georgann Leibe whom he loved like his own daughter. Besides his wife and parents, he was predeceased by his brothers, Fernand and Paul; and his sisters, Gilbert Beaupre, Germaine Bradbury, Simeone Guiffrida, and Irene Cloutier. Berlin Memorial is in charge of arrangements. Services will be private.

Pura E. Ciscar NEW BRITAIN — Pura E. Ciscar, 93, of New Britain, died Friday, July 21, 2017, at the Hospital of Central Connecticut at New Britain General. Pura was born in Bellreguart, Spain and was the daughter of the late Miguel and Pura Escriva. She retired from Stanley Tools in 1980 after 20 years of loyal sevice. Pura was a member of St Mary Church in New Britain. She enjoyed shopping, cooking and spending quality time with her family. Pura is survived by her daughter, Shirley Repass and her husband, Don, of New Britain whom she lived with; her grandsons, Michael E. Ciscar and his wife, Edesa, of Berlin, and Michael J. Ciscar Jr., and his wife, Emily, of New Britian; two great-granddaughters, Sarah and Arbella Ciscar; and one great-grandson, Oliver Ciscar; her sister who was not only her sister but her best friend, Dolores Bonet, of Enfield; and a sister-in-law, Lolita Ciscar, of Newington; and several nieces and nephews whom she considered as her own. Pura was predeceased by her husband, Miguel Ciscar; her son, Michael J. Troop packs boxes for ailing children This past spring, Daisy Troop 60491 worked on its first community service project. In an effort to help other children, troop members decided to collect donations to put together Jared Boxes. The Jared Box Project is a nonprofit organization started in 2001 by the children of Our Lady of Victory School in State College, Pennsylvania to honor their classmate and friend, Jared. The brave boy was diagnosed with an incurable brain stem tumor in 1999 at just 5 years old. He carried a backpack full of toys and games to all his appointments, and questioned why the other children didn’t bring toys to their exam rooms. To honor Jared’s memory and support the importance of play for children going through tough situations, Jared Boxes are filled with small gifts, toys, games, and fun activities. The boxes are then delivered to hospitals. Once Daisy Troop 60491 Troop Leader Tricia Nadeau learned about this project, she immediately decided that this would be a great thing for her Daisy Girl Scouts to take on.
