Hiring freezes among options following $586K in state aid cuts

REDCOATS STOPPED IN SEMIS

By Ashley Kus The Citizen

The town may have some tough decisions to make following Gov. Dannel Malloy’s recent municipality “holdbacks,” including a $586,000 reduction to Berlin’s state aid. “As of today, these are the numbers,” said Kevin Delaney, town finance director, Monday, Nov. 27. Last month, Delaney and the new Board of Finance discussed options to regain lost revenue. With the cuts, Berlin will be facing a general fund budget shortfall of more than $600,000. The finance board said it did not want to pursue a supplemental citizen tax which would be equivalent to .3 mills or a 1 percent increase in the January tax bill.

Hiring freezes were discussed as an alternative option.

Berlin town officials to look at school redistricting The configuration of Berlin schools may change down the road as the education board looks at a redistricting study.

“It’s very early on in the process,” Superintendent David Erwin said last week. The study was brought up at a recent Board of Finance meeting during a discussion regarding

The other two elementary schools have seen steady declines as well, but have seen an increase of 10 to 15 students from last year to this. In total, the district has had a decrease of over 400 students from 2008 to 2017. “It’s a difficult conversation to open, but one we need to at least entertain,” Matthew Tencza, board president, said during the March meeting.

discussed is leaving the assistant superintendent position vacant after current assistant Brian Benigni takes the place of Superintendent David Erwin when he retires in January. Education board President Matthew Tencza said last week the assistant superintendent position is a “key role” in the district along with the high school principal, a position which is currently vacant. “There are a couple of key roles that need to be filled,” he said.

Panda and Capri are examples of the beauty of piebald cats. Piebalds are cats with primarily unpigmented or white with asymmetrical patches of pigment, usually black. The color of the skin beneath the white fur is also without pigment, while the skin beneath the darker fur is pigmented. Panda is a lovable, easygoing boy. He loves belly rubs and is very good with other cats. Capri is quiet and sweet. She craves attention and is very loving. For more information about Panda and Capri, visit www.hucatrescue.org, call 860-479-513 or email hucatrescue@gmail.com.

Tencza was recently appointed as president for the second consecutive year and said one of his goals is to fill the positions. “We understand that we need to be as fiscally responsible as possible,” he added.

Healthy shake business to open in Berlin By Ashley Kus The Citizen

Banana Split, Blueberry Pie, and Maui Colada are some of the shake options people can choose from at The Fresh Monkee when it opens on the Berlin Turnpike this month. “The Fresh Monkee started from an idea that there was no quick, fast serve place to get protein shakes,” said owner Judy Flynn, owner of the business. “It was sort of a balance between the sugary, smoothie chains that are out there and the juice bars.” The Wethersfield native opened her first location in 2014 in her hometown with a second location in Glastonbury the year after. A food truck soon followed along with an express shop in Avon. The Fresh Monkee will open its third full location at 224 Berlin Turnpike mid-December in the new retail building next to the new Acura Dealership. “I’m thrilled she chose Berlin,” said Chris Edge, town economic development director. “I’m finding

Berlin is a very healthy community, and we have a lot of folks looking to be healthier.” Flynn’s business focuses on natural recipes — fresh fruits, vegetables, and proteins are used to create meal replacement shakes for people on the go. “We’re trying to break the belief that smoothies are just sugary drinks,” Flynn said.

The Berlin location will be 800 square feet and feature a style similar to the Wethersfield and Glastonbury locations.

The shake business caters to all dietary needs, including gluten free, dairy free, and those with various food allergies. One of the more popular shakes is the UltiStew Henderson, an employ- mate Green, which blends ee at The Fresh Monkee in spinach, cucumber, green Glastonbury, will serve as apple, banana, pineapple, the general manager of the ginger and chia, and flax new store. “We get to know seed with water. “It keeps our customers really well,” the fiber in and keeps you he said.

Hospital volunteer opportunities

SHELTER PETS

The Hospital of Central Connecticut offers volunteer opportunities. Several departments need volunteers at their reception desks. Volunteers also are needed at the main desk to provide escorting and guiding services as well as wheelchair assistance. Volunteers with a certified pet therapy dog are welcome. Pet visits provide

comfort and support to patients who may have no visitors or feel lonely and isolated in a hospital setting. Research shows these visits can reduce anxiety, loneliness and blood pressure, and may help motivate withdrawn patients to cooperate in their treatment. Patient See Hospital, A14

COMMENTARY

2017 was a good year for Berlin businesses By Chris Edge

In the spirit of the season, I would like to thank the people of Berlin and especially the businesses that call Berlin home for allowing me to serve in the position of Economic Development Director for the town. I truly enjoy what I do and am so pleased to receive the support that I do from both residents and firms that call Berlin home. As we all know, Berlin is a great community that is known for its pride in its sports, its people, its parks,

er, Rebel Fitness, SalCal Real Estate, Sign Boss, Star Alterations & Tailoring, and Turnpike Antiques. We also saw five Berlin firms do major renovations, expansions or relocations in town. I am proud to see these firms grow in 2017 – A .S. Labieniec, CarStar, Dental Associates of Kensington, Euro-American Homecare and Headmasters. These businesses, all owned locally, expressed their belief in the future of Berlin through their continued investment in town. These firms are just the tip of the

Dawg House Bar & Grill opens in Meriden MERIDEN — After Quality Time Food & Spirits closed its doors in August, many were anxious to see what would happen to the former bar. When the bar reopened as the Dawg House Bar & Grill last month, patrons learned that new owners, Berlin residents Louise and Bianca Jacques, incorporated parts of the bar’s past while also taking steps toward the future.

“We quietly opened because first impressions mean so much, we wanted to know we could handle it and it turned out really well,” coowner Louise Jacques said. “Meriden found out we were open anyway so on that first night … this place was like three-deep at the bar all night.” Many customers also have come in wanting to meet them, and to tell them how they used to be regulars at Quality Time. “You wouldn’t believe the amount of people that have thanked us for opening,”

Dawg From A20

was adding calamari to the options. “It’s definitely not something you can do alone,” Bianca Jacques said of opening the restaurant. “Everything’s new to us, you just kind of have to work hard and figure it out.” Now more than a week into business, the duo can see why everyone likes to come to eat, drink and have fun. “It kind of feels like home.

Everybody that comes in here says that and it’s starting to feel like home to us too— not just because I’m here like a hundred hours a week,” Bianca Jacques said. Bianca Jacques said the duo hopes to continue Quality Time’s fundraising efforts, including the St. Baldrick’s head shaving event in the spring. “Over the past few weeks, we’ve heard all the stories. Everyone comes in with a different story about Paul and everybody has a little

memory to share,” Bianca Jacques said. In January, Dawg House Bar & Grill plans to do an official grand opening with city officials. “We just wanted to get in here, get open,” Louise Jacques said. “Now it’s the busy season with Christmas and all that, so once we settle we’ll do our grand opening.” bwright@record-journal.com 203-317-2316 Twitter: @baileyfaywright
