After a couple of weeks as town planner, Marek “Mark” Kozikowski says he is getting to know the community.
Updating jail cells is at the top list of goals for the Berlin police chief and deputy chief this year. “The cells have been identified as antiquated and insufficient for many years,” said police Chief John Klett.
“I want to first get a great sense of what makes this town so special and help preserve that,” he said.
The department has focused on modernizing the holding area after a prisoner attempted suicide in a cell in 2016. Since then, the department has spent more than $45,000 in overtime pay to have an officer in the holding
The 34-year old, previously a senior planner in Greenwich, was hired for the new position this past December. The town created the job after Hellyn Riggins resigned in October as the development services director, a post that, among other duties, oversaw town planning.
Healy said the position was changed “in order to allow the new staff person to concentrate on planning and have less administrative responsibilities.” It also resulted in cost savings. The head of developmental services position was

The Hospital of Central Connecticut offers volunteer opportunities. Several departments need volunteers at their reception desks. Volunteers also are needed at the main desk to provide escorting and guiding services as well as wheelchair assistance. Volunteers with a certified pet therapy dog are welcome. Pet visits provide comfort and support to patients who may have no visitors or feel lonely and isolated in a hospital setting. Research shows these visits can reduce anxiety, loneliness and blood pressure, and

Bees baseball players seeking hosts The New Britain Bees are looking for families in the Central Connecticut area interested in hosting Bees
A Worn Tire: You may or may not be familiar with the difference balanced tires can make on the performance of your car. Most drivers’ manuals now recommend a tire rotation every 6,000 miles. That’s because tires can wear unevenly and when they do they compromise everything from your steering to your gas mileage. Similarly, when your spine is subluxated you compromise the structure and function of the rest of your body. Everyone has heard of the song “the hip bone’s connected to the leg bone.” You can’t affect one part of the body without affecting the whole thing. Don’t take better care of your car than your body. You can always get a new car, probably several in your lifetime. You only get one body, one nervous system, and one spine. Ensure the best performance from your body by having your spinechecked regularly.
Hosting a Bee is a great way

The Town Council recently decided to table Klett’s request to enter into an agreement with a Milford company to design and build a new cell. The price to update cells is approximately $300,000 to $400,000, and could potentially be funded from other capital projects.
Another goal for Klett and Ciuci is to get out in the community more and make residents aware of what the department does. One way of accomplishing this is through the Citizens Academy, which the department plans to run again in the fall.

SHELTER PETS
Eunice Powers Buxton BERLIN — Dignified, polite, stylish, and best of all “fruitcakes at Christmas” are just a few of the memories Rebecca Tibball and Art Powers, Jr., had of their aunt, Eunice Buxton, who departed this world on Saturday, Jan. 20, 2018 to join her husband Thomas F. Buxton, Jr. A resident of Berlin, for 80 years Eunice taught Sunday school at the Berlin Congregational Church, was a member of the church choir, and led the local Girl Scout Troop of which her daughters, Mary Ellen BuxtonKutch and Betsey Buxton were members. “She was always there for me… she didn’t like or understand some of my choices, but she always supported me” said Mary Ellen. Her sister Betsey echoed this sentiment by saying “I always felt loved no matter what happened.” A small business owner for 50 years, wildflowers, lampshades, and antiques were a large part of Eunice’s life. Custom House, her shop in Cromwell, is where Eunice’s granddaughter Elizabeth Buxton remembered playing in the back room on the old manual adding machine and helping with the cash register in the main showroom. It was here that Eunice applied the advertising and design skills she learned as a graduate of Lasell Junior College in Auburndale, Mass. Her stepgranddaughter Kelsey Wilson recalled the stories Grammy shared about going to college in 1945, the war, and growing up on Liberty Street in Ossining, N.Y. As many of you reading this may already know, Eunice and her brothers were adopted by Helen Fuller Boyd Powers during a time when women rarely had the financial means and emotional support to start a family as a single parent. As a result, it is thought that this blessing forged a bond among Eunice and her siblings that was indeed very strong. Her brother, Arthur B. Powers fondly remembered his predeceased brothers, Thomas B.
and James B. Powers as true friends. Of his sister he recalled “Eunice was a loving mother… the world opened and closed with her children.” Daughter-in-law, Karen LeviBuxton shared a similar memory and said “Eunice had a zest for life and an amazing energy… she was the nucleus of her extended family.” And so, summers were spent with Eunice and her loving brood in Westport, Mass. It was here, along the shoreline, where life seemed to slow down, and time spent combing her daughter’s curly hair after a long day in the sun and surf deeply satisfied Eunice. Her granddaughter Amhara Buxton-Kutch recalled “spending summers in Westport visiting different historic houses and ships; and traveling to the Cape to help with antique shows… Gram was a bright, vibrant spitfire who was always interested in hearing what people were doing.” During her final years Eunice was considered a mentor by several of her dedicated and loving caregivers; tenderly offering her ageless wisdom and happily sharing her extensive gardening knowledge. Christin Buxton her daughter-in-law remarked “Eunice was a classy lady… intelligent, gracious, and always thankful for the little things you did for her.” A memorial service is planned for late spring/early summer by the members of Eunice’s family: sons, Thomas F. Buxton, III and his wife, Susan Schultz, James Buxton and his wife, Karen Levi, John Buxton and his wife, Christin; daughters, Mary Ellen Buxton-Kutch and her husband, Kevin, and Betsey Buxton; grandchildren, Amhara Buxton-Kutch and her husband, Christopher Willson, Amy Buxton, Tyler Buxton, Elizabeth C. Buxton and her mother, Patricia Smedley Buxton; step-granddaughters, Kelsey and Emily Wilson; and great-granddaughter, Violet Buxton. Porter’s Funeral Service in Kensington is assisting her family.
Bear is a companion cat that was surrendered when his owner went into a nursing home. He kept his owner company, sat on his lap in the wheelchair and is a very loving boy. He is all black, about 8 years old, and is currently at Petsmart, 267 Berlin Turnpike, waiting for his new owner. Sparkle and her sibling, Twilight, about 14 weeks old, are house rabbits. They are a mix of lionhead and Dutch rabbit. Sparkle has white markings and Twilight is solid black. For more information, call 860-828-5287. Find an online application at www.fobac.org.
Energy assistance available Operation Fuel and its statewide network of fuel banks are accepting energy assistance applications for the heating season. Families and individuals who are in financial crisis and need energy assistance should call 211 to find their closest fuel bank. Operation Fuel is the only organization in Connecticut that provides year-round emergency energy assistance statewide. Last year, Operation Fuel provided more than $3.3 million in energy assistance to nearly 7,900 households. Almost half of the people helped by the nonprofit were either elderly or children.
Obituary fee The Berlin Citizen charges $50 for an 8inch obituary, and $5 for each additional inch. To place an obituary, call 203-317-2240.
Operation Fuel also reminds everyone not to use unsafe heating sources this winter, including ovens and certain types of space heaters. For more on Operation Fuel or to make a donation, visit www.operationfuel.org. Donations also can be sent to Operation Fuel, 75 Charter Oak Avenue, Suite 2-240, Hartford, CT. 06106. Now in its 40th year, Operation Fuel is a statewide nonprofit organization that provides emergency energy assistance yearround to lower-income working families and individuals, the elderly, and disabled individuals who are in financial crisis.

“I was always involved in the municipal government environment,” he said. At 15, Kozikowski started working in South Windor’s building department. He moved on to assisting the public works department and town manager’s office through high school and college. While attending the University of Connecticut, studying economics and geography, Kozikowski witnessed the many new building projects on the Storrs campus. “I wanted to be involved in that process,” he said. “It was fun watching UConn change.” Kozikowski recently attended his first Town Council meeting to request the acceptance of 6.8 acres of open space approved by the Planning and Zoning Commission last year. The land is along the northern portion of a subdivision on Reservoir Road. Kozikowski said it’s important to continue to preserve open space. The town has added 1,200 acres since the early 2000s, a goal of the Plan of Conservation and Development. akus@record-journal.com 203-317-2448 Twitter: @KusReporter

Tooth Sensitivity and Your Smile
Brushing Technique – Depending on how you brush, you could be wearing down the enamel on your teeth, in the process exposing the sensitive dentin underneath. What’s more, brushing incorrectly can also harm the soft tissue of the gums and cause tooth roots to become exposed. Bruxism – This is more commonly known as teeth grinding. Patients who struggle with teeth grinding may, over time, cause hairline fractures to develop in their teeth, making them vulnerable to hot or cold stimuli. What’s more, teeth grinding can also wreak havoc on tooth enamel, resulting in erosion of this protective barrier.
Cracked Teeth – When cracks develop in a tooth or filling, it’s possible for bacteria to find a way inside, where it can irritate the nerve inside. As a result, teeth can respond negatively, with the end result being sensitivity. Gum Disease – Gum disease is caused by bacteria and plaque that have built up around the teeth and gums. If left untreated, this common oral health problem will eventually result in the loss of gum tissue. As a result, tooth roots are exposed and left vulnerable to outside stimuli. How Can I Protect My Teeth? If you have problems with sensitive teeth, here are a few tips from Dr. Michalski to keep in mind. First, try using a toothpaste brand that treats sensitivity. Berlin girls shake off defeat with two straight wins By Ajlal N. Khan Special to The Citizen
The Berlin High School girls basketball team’s 49-44 loss to visiting Southington last week marked the seventh defeat of the season for the Lady Redcoats. King’s troops managed to stay in the game thanks to scrappy rebounding and free throw shooting.
But Southington answered and held on for the victory.
