After over a year without a permanent town manager, some officials are questioning the search process. “We need to have a permanent solution,” said Town Council member Karen Pagliaro, a Democrat, on Thursday, March 8. “Personally I don’t think I’ve seen a timeline or an end in sight.”

Acting Town Manager Jack Healy is proposing a $93.9 million budget for the 2018-2019 fiscal year, a 10.2 percent total increase over the current year. The increase is a 12.7 percent mill rate spike, used to calculate tax bills. “Despite our best efforts to offset the drivers of this increase, it will not be possible to avoid a mill rate increase and meet operational requirements and capital needs,” Healy said in a letter to the Board of Finance. “The budget being presented addresses legal and contractual obligations, necessary capital expenditures and maintains current service levels.” See Budget, A11

Berlin FIRST Robotics team recovers After six weeks of designing, building and testing its robot, Nutty 17, the Berlin FIRST Robotics team attended its first district competition March 3 and 4 at the Granite State New England District event in Windham, N.H.

The much-coveted award qualifies Berlin FIRST for the New England District Championship event, scheduled for April 11-14 in Boston.

Celebrating its 25th season, Berlin FIRST arrived with great anticipation of its robot performing up to its expectations, but spent a great deal of time repairing and improving the robot to make it more competitive.

“If you have a parade or a summer camp, they will come. This team focuses on the here and how, balancing high tech and speed with MacGyver-type solutions using a measuring tape to keep things neat and orderly. Berlin FIRST was chosen in the second round by the No. 8 alliance, Schrodinger’s Cat, a team out of Boston. However, after two matches, the alliance was defeated and Berlin FIRST was eliminated from the competition. The weekend could have ended there, but for Berlin FIRST, the most exciting part was still to come.

Berlin FIRST was awarded the Engineering Inspiration Award, the second highest category a team can achieve at a district event. The Engineering Inspiration Award celebrates outstanding success in advancing respect and appreciation for engineering within a team’s community.

Due to another case brought by Czepiga Daly Pope & Perri in 2010 and decided by the Federal Court of Appeals in 2012, it became possible, in married couple situations, for substantial assets to be protected and made available to the healthy spouse by purchasing an irrevocable annuity that paid income to the healthy spouse for a fixed period of time. But the state took the position that there were severe limitations on the amount of the ill spouse’s income that could be protected for the healthy spouse.

This is the first year the Town Manager-proposed budget will be discussed with the new Board of Finance before going to the Town Council. The council can then agree to the budget put forth by the finance board, or reduce it.

This year’s proposal includes over $4 million in capital projects along with a 10-year plan of projects to fund in the future.

Healy said though the new town charter calls for separate town and school budget votes, there are aspects of the town budget that impact the schools, including electricity, liability insurance, building support and grounds support. Both school and town budgets are larger increases than previous budget proposals in the last several years. Last year both budgets saw minimal increases and minimal capital funding. “This budget was developed with the intent to fund critically strategic goals,” Healy

The proposed budget also includes a recommendation to fully fund the Annual Determined Contribution for the pension plan by $800,000 from the unassigned general fund balance. The closed pension plan, which still has several participating employees, has historically been underfunded with only 2 percent funded last year of projected liability. Snow days push back last day of school By Ashley Kus The Citizen

Recent snow storms are impacting June dates for the last day of school and graduation in local districts.

pected to be the Friday before graduation. Heading into this week, Plainville was also up to six total snow days. Superintendent Maureen

“The last day is now June 22,” said Brian Benigni, Superintendent of Berlin Schools, Thursday, March 8.

“The last day of school is also the day we typically hold graduation, which I expect to be the case for this year as well,” Brummett said. Last year’s last day of school and graduation day in Plainville was Thursday, June 15.

Last year’s last day was Friday, June 16.

Brummett said the district does not expect to have to cut the upcoming April vacation.

Benigni said the district has a total of six snow days. The most recent was two consecutive days last week due to the nor’easter that hit the area.

With the possibility of another storm this week, school officials are keeping an eye on the number of snow days. Benigni said school is scheduled until June 30 if needed. After the district reaches that date, April vacation can be cut. Anderson Woody Anderson graduated from Berlin High School in 1965. While at BHS, he was co-captain of the cross country and track teams and among the top runners in school history. He set the mile record of 4:49.7 and the two-mile record of 10:14, both of which stood for

many years. He was among the first in school history to qualify for the state meet. After graduation, Anderson attended UConn, where he ran cross country and joined the school newspaper becoming its sports editor. After graduating from UConn, Anderson joined the Hartford Courant sports department in January of 1970 where he spent 36 years as a sports writer, covering thousands of local events, from high school to college, and was known for his writing style as well as his flair.

Anderson won more that 40 state, New England, and national awards during his career. In 1989, he won a Pulitzer Award nomination for co-authoring a series on steroid use by high school athletes. In 2003, he received the CIAC Merit Award for his many years of distinguished service to high school sports. In 2008, he was awarded the Connecticut Sports Writers Alliance Art McGinley Award, and in 2011 was inducted into the Connecticut High School Coaches Association Hall of Fame. Anderson was among the

first to compile weekly statewide coaches’ polls of top high school teams. He also compiled a ranking of the top 25 boys basketball players, including detailed information on each. He also covered college sports, including UConn football and men’s basketball. During his career he received awards from the New England Press Executive News Association, the New England Basketball Coaches Association, the Associated Press Sports Editors, the United Press International, The Sporting News, the University of Hartford and CT Special Olympics. As a member of St. Paul’s Lutheran Church in Wethersfield, Anderson served on committees, served meals at homeless shelters, collected and delivered clothing and other needed items to the shelters, and has helped build a home for Habitat for Humanity. Anderson and his wife, Sharon, reside in Southington.

The postseason was a mix of highs and lows for Berlin High School winter athletes, highlighted by the wrestling team’s success and shocking loss. Longtime BHS wrestling coach Jim Day passed away on Feb. 22, just days after junior Dan Veleas won his second straight Class M state championship in the 132pound weight class. “I just wish that I knew that when I got off the bus after Class M's that night, that that would be the last time I would see him,” Veleas said. “Because if I knew that then I would just want to say thank you.

“I'd want to thank him for all he had done to make me better over these last few years and show him that I appreciated how much he cared for me and my teammates.” Senior Josh Veleas also placed in the Class M tournament, coming in fourth at 160. Senior Moses Marino added to Berlin’s success, landing in fourth place at 152. On the hardwood, Berlin made quick tournament exits. The Berlin boys basketball team played well against Southington in the opening round, but ultimately fell in overtime.
