Small crowd for annual budget hearing In a sharp contrast to the more than 20 residents that spoke at the annual budget hearing last year, only three people expressed their opinions at the hearing held at Berlin High School Tuesday night, March 27.

funding after the Town Council made a $1.4 million reduction which prompted the school board to send a letter to parents listing potential cuts to programs and staffing. The council later added $500,000 to the school budget. More than one public hearing was held at that time before voters headed to the polls and voted down the combined town and school budget. This year, on Tuesday, April 24, voters will decide on the town and school budgets separately.
“Our role now is to review that budget,” said Mayor Mark Kaczynski. “It’ll come to the council now.” The council can either approve the budget as is, which would send it forward to referendum, deny the budget, which would send it to a joint session with the finance board with a super majority in agreement to make changes, or the council can reduce the budget and send it to referendum. “We did a thorough job,” said Brian Benigni, superintendent of Berlin schools. :We’re hoping the town understands that also.”

The Veterans Commission is selling memorial bricks to honor service men and women at Veterans Memorial Park. “We have a lot of spaces available,” said Peter Galgano, veterans service contact person for the town. “With Memorial Day coming up, it’s a good time for families to honor them.” Memorial Day will be recognized in Berlin with the an-

Families and individuals can purchase a brick to be displayed on “Heroes Walk” in the park. ST. PETERSBURG — Candace Leeann Zipadelli, 54, of St. Petersburg, Florida, passed away unexpectedly on Wednesday, March 21, 2018. Born in Hartford on Feb. 26, 1964, daughter of Robert J. Zipadelli and Carol Riskus, besides her parents, Candace is survived by a brother, Jon Zipadelli of New Britain; a sister, Beth Morra; a niece, Hannah and a nephew, Anthony, all of Florida. She is also survived by her father’s wife, Lori Zipadelli. Candace was predeceased by her paternal grandparents, John and Sophie (Vinci) Zipadelli and her maternal grandparents, William and Doris (Gauthier) Riskus. Candace grew up in St. Petersburg, Florida. She went to Junior College there for two years. She involved herself with various partnerships out West. She was co-founder and CEO of Commodity Hedgers Inc. in Ashville, North Carolina. She established and later sold land for development with her partner, Brent. Candace, along with her doctor friend and partner Jessie Stoff, wrote a book titled “Intestinal Warfare”. At one point, Candace bought a limousine and had it on the road for two years. She toyed with a radio talk show, for which she was a natural. She loved her Connecticut relatives and was loved unconditionally in return. Funeral services for Candace were held Wednesday, March 28, 2018 at Berlin Memorial Funeral Home, followed by a Mass of Christian Burial at St. Paul Church Kensington. Previous council put politics ahead of people By Sam Lomaglio
As Chairman of the Board of Finance, I am going to respond to the recent commentary by Mr. Charles Paonessa, former Town Council member. His commentary clearly demonstrates how out of touch the former Town Council was. Stating that last year’s budget funded the current and future needs of Berlin is false. When the Board of Finance held its first meeting in November 2017, we received an overall financial picture of the status of the town. It clearly stated that the Town Council did not fund any capital improvements or future investments for the town. Their only concern was to maintain a status quo increase in order to keep majority control of the council during an election season.
The Board of Finance is not uninformed, as stated by Mr. Paonessa. The town budget is a work in progress. The Board of Finance has been working on it since November 2017. During this process, the board analyzed the needs of the town and met with department heads of the various town departments. The conclusion revealed the town’s needs have been neglected for three years. The town cannot continue to operate effectively and efficiently with a “no tax increase” promise. What that says is that you do not want to invest in the town. Mr. Paonessa, look at Berlin’s surrounding towns. Notice the investment in infrastructure and education, and notice the amount of business activity in those towns. Approximately 85 percent of our tax base comes from private homes. To offset the tax burden on our resi-
dents we need to show companies that our town is willing to invest in infrastructure and education, to make our town attractive so businesses will want to move here. The Board of Finance produced a budget this year that is really a “catch up” budget because last year’s council lacked the will to fund the capital budget. They put the election before their elected responsibility. The Board of Finance funded the Board of Education $857,000, as well as plow trucks and police cruisers, and reopened Sunday library hours. Also, we budgeted for an armed school security supervisor, new emergency phone lines for every school, fixing emergency two-way radio dead spots at Berlin High school, and several other essential items. Also, $10,000 was budgeted for economic development to market our town.
These items should have been funded last year, but the majority members of the council removed them because it was an election year. The Board of Finance realizes the tax burden on all taxpayers, and especially on seniors with a fixed income. The Board of Finance asked the mayor to share our proposal for tax relief with the council: Freeze seniors’ taxes at age 70 with an income of $30,000 or lower until they move out of their home. The council didn’t respond. Perhaps the mayor and the majoritycontrolled council want to use the tax burden as a ploy to defeat this year’s budget. Shame on them! The Board of Finance will not let the Berlin taxpayers down. Party politics will not cloud our vision.

The younger generations are to be applauded for taking the lead in asking the tough questions: What impact will my gift of time or treasure make? Will you be a good steward of my investment? How will you keep me informed and involved? As nonprofits we need to share our missions in new and creative ways.
We must show how we will lift our communities effectively and in partnership with our contributors. As donors and prospective donors we must do what we can with our time and money as nonprofit support is relied upon more heavily amidst shrinking federal, state and local budgets. Let’s shift the focus to what’s best for our community without leaning on a potential tax deduction as a motivator. Volunteer with your local nonprofit. Fall in love with their mission. Build a fund or scholarship at your local foundation. Let’s do it for the right reasons, together, as one generous nation, indivisible and with care for all. David J. Smoke detectors had no batteries at Berlin house By Ashley Kus The Citizen
Fire officials have determined that a house destroyed by fire in East Berlin early Tuesday morning, March 27 did not have working smoke detectors. “We determined the smoke detectors were not working, they had no batteries,” said fire Marshal Steve Waznia. “They were very lucky to get out in time.” The fire was reported about 1:40 a.m. by the family living at 54 Sun Meadow Drive in East Berlin. The home is owned by Aidas and Diana Gausas, according to town assessor's records. “We are seeing fires spread more rapidly due to more synthetic materials,” Waznia said. “Detectors give an early warning to residents to get out and call 911.”

The Town of Berlin is notifying the public that the above referenced annual report is available for thirty (30) day review and comments by those interested. The 2017 Draft MS4 Report was prepared by a professional consulting firm for the Town of Berlin meeting the requirements in the Annual Report section 6 (i)(2) of the CTDEP General Permit for the Discharge of Stormwater from Municipal Separate Stormwater Sewer Systems. The report includes annual stormwater sampling data from six locations, control measures, and Best Management Practices for 2017. Stormwater discharges from areas throughout the town streets including catch basins, drainage swales and culverts that are within the Town’s s responsibility as part of this permit. The permit does not cover stormwater discharges from town operated buildings/facilities which are under a separate permit registration.
